In the case of Michel Foucault the impact (...) of his work is felt in a wide range of disciplinary fields, including philosophy and history, disciplines to which he explicitly directed his attention, as well as other areas of intellectual endeavor, notably, sociology, criminology, political science, cultural studies, feminism, architecture, and literary analysis. Indeed, there are now few disciplinary fields that have not experienced the Foucault effect.Writing an introduction to Foucault's work is not an easy task. There are so many interpretations and issues to address, and there are already a large number of texts published on his work. Undaunted by the magnitude of the task, Philip Barker has produced a fine text, one that simultaneously manages to offer a clear introduction to the key elements of Foucault's work as well as provide food for thought for those already relatively familiar with the Foucaultian legacy. In an impressively wide-ranging text, Barker opens his discussion with a consideration of the question of how we are to read Foucault. Reflecting on Foucault's discussion of the author function, discourse, the circulation and meaning of texts, as well as the difficulties of commentary, Barker introduces the reader to the features of a "Foucauldian style of textual criticism." From here the text proceeds to cover such key substantive concerns in Foucault's work as the articulation of power, truth and strategy (Chapter 2) and discipline, subjectivities and selves (Chapters 3 and 4), before turning to a discussion of Foucault's "archaeological strategy," conception of historical analysis, and critical interrogation of the sovereign subject (Chapter 5). In the two final chapters of the book Barker seeks to encourage the reader to be more than a passive consumer of Foucault and to develop a "critical interaction" with Foucault's work. Through a series of brief reflections on philosophy, the politics of theory, and the notion of "thinking against," Barker, drawing on a text by Longinus, attempts, with a good deal of success, to put into practice Foucault's idea of "thinking differently" (Chapter 6). The book ends on a more personal and somewhat self-indulgent note, but one hopefully that will still encourage introductory readers to get to grips with Foucault's work for themselves.Barker has succeeded in producing a concise and generally stimulating introduction to Foucault's work, and it should encourage readers to try to make sense of Foucault's work for themselves. Biologists and economists use models to study complex systems. This similarity between these disciplines has led to an interesting development: the borrowing of various components of model-based theorizing between the two domains. A major recent example of this strategy is economists’ utilization of the resources of evolutionary biology in order to construct models of economic systems. This general strategy has come to be called evolutionary economics and has been a source of much debate among economists. Although philosophers have developed literatures (...) on the nature of models and modeling, the unique issues surrounding this kind of interdisciplinary model building have yet to be independently investigated. In this paper, we utilize evolutionary economics as a case study in the investigation of more general issues concerning interdisciplinary modeling. We begin by critiquing the distinctions currently used within the evolutionary economics literature and propose an alternative carving of the conceptual terrain. We then argue that the three types of evolutionary economics we distinguish capture distinctions that will be important whenever resources of model-based theorizing are borrowed across distinct scientific domains. Our analysis of these model-building strategies identifies several of the unique methodological and philosophical issues that confront interdisciplinary modeling. (shrink)

Ambitiously undertaking to develop a strategy for making the study of religion "scientific," Ninian Smart tackles a set of interrelated issues that bear importantly on the status of religion as an academic discipline. He draws a clear distinction between studying religion and "doing theology," and considers how phenomenological method may be used in investigating objects of religious attitudes without presupposing the existence of God or gods. He goes on to criticize projectionist theories of religion and theories of rationality in (...) both religion and anthropology. On this basis he builds a theory of religious dynamics which gives religious ideas and entities an autonomous place in the sociology of knowledge. In this paper I untangle a recent debate in the philosophy of epidemiology, focusing in particular on the Potential Outcomes Approach to causation. As the POA strategy includes the quantification of ‘contrary-to-fact’ outcomes, it is unsurprising that it has been likened to the counterfactual analysis of causation briefly proposed by David Hume, and later developed by David Lewis. However, I contend that this has led to much confusion. Miguel Hernan and Sarah Taubman have recently argued that meaningful causal inferences cannot (...) be drawn from obesity. This paper prompted Alex Broadbent to criticise the POA conception of causation, accusing two of the four theses its proponents are committed to, of circularity and falsity. Here I scrutinise Broadbent’s claims, and suggest that a Popperian approach to causal inference in epidemiology diffuses both of his objections. However, I move on to argue that the POA’s commitment to granting only manipulable conditions causal-status, renders the position implausible as a conceptual analysis of causation. That said, I conclude that the strategy the POA employs is an effective tool for effect-measurement in intervention-cases; if it is a conceptual analysis of causation at all, it must be restricted to the causal analysis of manipulable conditions. The POA’s failure to successfully demarcate causal from non-causal conditions simpliciter should therefore not be viewed as a serious threat. (shrink)

Since the 1960s, many artists have incorporated ecological concerns into their work, an endeavor that has required new strategies in art-making. To explore recent American manifestations of these interests, the David and Alfred Smart Museum commissioned new projects from artists Mark Dion, Peter Fend, and Dan Peterman, each focusing on interrelationships between particular organisms—human beings-and a specific group of sites—a museum building, a river landscape, and a university campus. The results, exhibited at the Smart Museum during the (...) summer of 2000, evoke the varied scales, from the microscopic to the global, at which human actions affect the environment. This article demonstrates how instructors of professionalism and ethics training programs can integrate a professional decision-making tool in training curricula. This tool can help trainees understand how to apply professional decision-making strategies to address the threats posed by a variety of psychological and environmental factors when they are faced with complex professional and ethical situations. We begin by highlighting key decision-making frameworks and discussing factors that may undermine the use of professional decision-making strategies. Then, drawing upon findings from (...) past research, we present the “SMART” professional decision-making framework: seeking help, managing emotions, anticipating consequences, recognizing rules and context, and testing assumptions and motives. Next, we present a vignette that poses a complex ethical and professional challenge and illustrate how each professional decision-making strategy could or should be used by characters in the case. To conclude, we review a series of educational practices and pedagogical tools intended to help trainers facilitate trainee learning, retention, and application of “SMART” decision-making strategies. In his mature writings, Kuhn describes the process of specialisation as driven by a form of incommensurability, defined as a conceptual/linguistic barrier which promotes and guarantees the insularity of specialties. In this paper, we reject the idea that the incommensurability among scientific specialties is a linguistic barrier. We argue that the problem with Kuhn’s characterisation of the incommensurability among specialties is that he presupposes a rather abstract theory of semantic incommensurability, which he then tries to apply to his description (...) of the process of specialisation. By contrast, this paper follows a different strategy: after criticising Kuhn’s view, it takes a further look at how new scientific specialties emerge. The city is considered in the works of Aristotle, Plato, Farabi, T. Mora, T. Kampanella. In the works of I.Sabsovich, N.Ohitovich the ecological ideas of town-planning, the concept of “garden city” became popular. The philosophical comprehension of the city's existence was considered by M. Antsiferov, V. Aleksashin, M.Kogan, D.Likhachev, Y. Lotman, M.Uvarov in his works. Among Ukrainian researchers, T. Voznyak, I. Voronin, O. Gladkogo, M.Preptonsky, T.Korienenko and others should be mentioned in the understanding of the existence of the city. Methods of research. Methods of structural-system, structural-functional analysis are widely used in the theory and practice of the “Smart-city” research. It allows to penetrate deeply into the phenomenon of the influence of Smart-technologies on the development of Smart-city in the information society. The result of the study. In order to solve the problems of the influence of Smart-technologies on the development of Smart-city in the information society, a concept for the smart technologies strategy development aimed at cooperation with leading companies of this industry and the production of domestic analogues in accordance with world standards. Conclusions. The rapid development of Smart-technologies gives the opportunity to bring the educational process to a new high level, which will provide a better training of specialists in the field of design. Getting of specialists are necessary for the formation and alignment of the country in the format Smart, as well as to increase Ukraine's competitiveness in the international arena. The urgency of the study of "stem-education" as a factor in the development of "smart-society" is that this kind of society is a continuation of information and "knowledge society", which is developing on the basis of smart technologies. The concept of smart society is at the heart of modern state-owned development programs of South Korea and Japan. In South Korea, the National Social Agency has developed a "Smart Society Strategy" that introduces the technological foundations of (...) class='Hi'>smart societies. The central issue of Smart-society is business, which makes managing more intelligent and activities aimed at using knowledge and innovation. The objectives of the study are to identify the "stem-education" endpoint through the use of electronic and collective technologies, which become more massive and effective, and through the use of natural, engineering and maternal education. It is no coincidence that this concept is documented in the Europe 2020 Strategy: Smart Growth Strategy, which includes the development of an economy based on knowledge and innovation, fosters sustainable growth, more efficient use of resources, and inclusive growth and strengthening of high employment. Countries such as the United States, China, Australia, the United Kingdom, Israel, and Singapore carry out state-of-the-art stem-education programs. The methodological basis of the study is systematic, structural, axiological, synergetic methods and approaches that have allowed disclosing stem-education as the leading trend in the world of educational space. Conclusion - It is proved that stem-education is an innovation that combines the traditions of natural and mathematical education, is based on the principles of fundamentalism and knowledge-based, combining technological, organizational, material and technical resources and human capital. As a result of the development of stem-education at the expense of ICT, business processes, governance, and management reform are undergoing change, leading to economic, social and managerial processes at a higher level in some of those societies. Smart society is a new quality of society in which the combination of the use of new technologies will allow people to improve the quality of their lives. This article presents philosophical and educational reflection of smart-society as a new model of the information society and presents its impact on human capital. It reveals timeliness of this topic, which is innovative and hardly developed. It analyses international experience in establishment and growth of smart-society and dimensions of axiological field of smart-society, which is based on axiological matrix of information and knowledge, which are considered and being civilized dimensions of modern society. The main idea is to prove the evolution of the information society to smart-society and the possibility of establishment of smart-society in Ukraine. The analysis of smart-society formation was made and its characteristics were defined, which claims priority role in the world information space formation and contribute to the competitiveness of Ukraine in the international information space. Human contact is a key issue in social interactions for autonomous systems since robots are increasingly appearing everywhere, which has led to a higher risk of conflict. Particularly in the real world, collisions between humans and machines may result in catastrophic accidents or damaged goods. In this paper, a novel stop strategy related to autonomous systems is proposed. This control method can eliminate the vibrations produced by a system’s movement by analysing the poles and zeros in the model of autonomous (...) vehicles and goods. Using the pole placement technique, the motion of a system is guaranteed to be more stable, more flexible and smoother. Moreover, several control profiles are employed in the switching mechanism to choose the proper vibration-free effect. The main contributions of this paper are the recommendation of an active stopping planner using different smooth generators from a modelling study, the validation of their physical characteristics and the launching of a switching algorithm based on the socially aware navigation framework of a robot. This theoretical work is based on the virtual environment of MATLAB, and the experiment is implemented in the practical platform of an automated guided vehicle. From these results, it can be seen that the proposed approach is robust, effective and feasible for applications in storehouse management, public transportation or factory manufacturing. (shrink)

A large number of modern communication technologies and sensing technologies are incorporated into the smart grid, which makes its structure unique. The centralized optimized dispatch method of traditional power grids is difficult to achieve effective dispatch of smart grids. Based on the analysis of power generation plan and maintenance plan optimization model, this paper establishes a smart grid power generation and maintenance collaborative optimization model with distributed renewable energy. The objective function of this collaborative optimization problem is (...) the operating cost of conventional units, the cost of wind power generation, and the cost of overhauling units; the constraints considered mainly include system constraints and overhaul constraints. The solution method of combinatorial optimization is analyzed, and the genetic optimization algorithm adopted in this paper is selected and discussed. According to the characteristics of the system, various loads are modeled, and power supply constraints are considered. By establishing an effective objective function, the adjustable load scheduling problem is transformed into a solvable optimal control problem. Taking into account the uncertain factors in the system, the advantage of the real-time control system is that it can realize the dynamic update scheduling of the load, so it is more in line with the requirements of the actual system. The real-time algorithm proposed in the paper is based on a distributed control strategy, which can not only realize dynamic compensation for random fluctuations in renewable energy power generation but also satisfy the load curve optimization under the premise of making full use of power supply resources. In addition, simulation experiments compare the load dispatching capabilities of the proposed algorithm with the existing algorithms, thereby verifying the performance of the proposed method. The present paper attempts to highlight the strategy of regional specialisation for technological innovation in R&D laboratories. The paper makes a proposition that regional specialisation should be recognised as a strategic initiative for technology development in R&D laboratories. The rationale for this strategic initiative has been substantiated with the help of illustrations from the cases of technology development efforts taken up in different laboratories in the country under the Council of Scientific and Industrial Research (CSIR), India. In this (...) direction, CSIR and other centres of excellence have played a pioneering role in the development of various industrial clusters and artisan concentrations in different parts of the country. Place-based policies tackle grand socio-economic challenges through differentiated, context-sensitive interventions. However, they often run the risk of under- or mis-performing. This work studies how grand challenges translate from policy to cross-sector partnerships through place. By focusing on the place-based policy of regional smart specialization (RIS3), I investigate how the setup of science and technology parks mediates the practices of the actors in the translation chain: a transnational policymaker (macro), a regional broker (meso), and a local partnership which served as (...) prototype for the regional policy (micro level). I document two types of practices—emplacement and space configuration—enacted at each level, and show how their interplay transformed the grand challenge from a cautious ideal at the macro level which balances risk and responsibility, to an optimistic and risk-prone approach at the partnership level. The study contributes to the policy and cross-sector partnerships literatures by documenting a two-sided effect of place-based policy and a consequent risk of ethical reversal, from an early attractor bringing partners together to a later accomplice keeping the partners together despite evident signs of failure. By adopting a strong multimodal approach, I also distinguish four types of multimodal outcomes—ideal type, prototype, virtual model, and lived artifact—which perform the two-sided effect and bring about the risk of reversal. Practical implications include a redistribution of the burden of failure from the CSPs implementing the grand challenges to the institutional fields in which these are bred. (shrink)

In this paper, we propose the concept of controversing as an approach for engaging citizens in debates around the datafied city and in shaping responsible smart cities that incorporate diverse public values. Controversing addresses the engagement of citizens in discussions about the datafication of urban life by productively deploying controversies around data. Attempts to engage citizens in the smart city frequently involve ‘neutral’ data visualisations aimed at making abstract sociotechnical issues more tangible. In addition, citizens are meant to (...) gather around issues already defined externally by others. Instead, we focus on how people might become engaged and develop the capacity to shape alternative urban futures. We suggest that making controversial apparently less contentious issues in the smart city allows people to identify their own issues, come together temporarily as a public, imagine alternative possibilities and thus develop capacities for action. In this context, controversies can act as agents of change and open up new spaces for participation and action. We develop the notion of controversing as a deliberate strategy of making datafication controversial, and operationalise the term along the dimensions of recontextualisation, meaning-making and agency. We then look at two cases from the mid-sized city of Amersfoort in the Netherlands, first to test the conceptual potential of controversing to expose how frictions shape citizen engagement, and second to analyse how controversing may frame design-oriented methods aimed at involving diverse participants in discussing datafication and defining public values in the datafied smart city. Niger is regularly affected by food insecurity, mainly due to the high sensitivity of its agricultural sector to climate variability. Despite the support from multiple development institutions and households’ willingness to address food security, hunger and malnutrition continue to challenge many vulnerable households. This study aims to analyze household livelihood strategies toward food security and assess factors determining their resilience. To address the issue, cluster analysis and the principal component analysis were used to identify the different livelihood strategies (...) and to construct a resilience index, respectively. Regression analysis was used to identify the most significant factors determining households’ resilience. The results indicate there were six different household types—pastoralist-extensive agriculturalists, farmers, agro-pastoralists, public service employees, entrepreneurs and wage employees—however, the majority of households obtained their livelihood from both agriculture and livestock (agro-pastoral systems). The principal component analysis highlighted that the pastoralist-extensive agriculturalists are the most resilient followed by public service employees, while households focused on wage labor are the least resilient, followed by entrepreneurs. In terms of gender, the study reveals that households headed by men are more resilient than those headed by women. However, the resilience components including income and food access, assets and adaptive capacity are the most correlated with the households’ resilience to food insecurity. Furthermore, the regression analysis results reveal that the household size, crop production, farming experience, livestock size and number of coping strategies are the most significant factors determining household resilience to food insecurity. Consequently, to face the challenges of climate change and food security, rational investments in agriculture are necessary to transit rural household land-use practices to climate-smart agriculture. We present a research on smart city planning and community governance using dynamic game methods, analyze the current status and problems of the current smart community service system, and put forward countermeasures and suggestions based on the global smart community development experience. Through smart city planning and construction, the game model of government governance and information sharing between communities and decision making is obtained, and the two-dimensional replication dynamic system equations of smart city planning and (...) construction agencies and communities are obtained from smart city planning and construction. The evolutionary stability strategy and a united front are analyzed. The strategy achieves the ideal stable conditions. We define the relevant definition of a smart community and discuss the purpose and significance of the research, especially the importance and necessity of the construction of the smart community. Based on the current situation of the construction of smart communities, we conduct specific research, discuss the deficiencies and shortcomings in the current construction of smart communities, and find out the causes of these problems. Finally, based on learning from the relevant work experience, corresponding improvement measures are proposed for the existing problems from the united front, top-level design, social participation, platform construction, and talent training. A sustainable supply chain management strategy reduces risks and meets environmental, economic and social objectives by integrating environmental and financial practices. In an ever-changing environment, supply chains have become vulnerable at many levels. In a global supply chain, carefully tracing a product is of great importance to avoid future problems. This paper describes a self-updating smart contract, which includes data validation, for tracing global supply chains using blockchains. Our proposal uses a machine learning model to detect anomalies on traceable (...) data, which helps supply chain operators detect anomalous behavior at any point in the chain in real time. Hyperledger Caliper has been used to evaluate our proposal, and obtained a combined average throughput of 184 transactions per second and an average latency of 0.41 seconds, ensuring that our proposal does not negatively impact supply chain processes while improving supply chain management through data anomaly detection. The contribution describes the legal phenomenon as a playing field characterized by a progressive regression of the law, understood as a sovereign will from top to bottom, both in the vision of formalist legal positivisms in continental Europe and in realist terms, in the United States. Soft law represents the main strategy to subordinate the law to the interests of the economy, elasticizing environmental law, making it favorable to the market, reducing ecology to the simplistic metric of CO2 emissions. The (...) consequence is a retreat of the statist vertical normativity of law which is not replaced by a de facto power granted to those who control the technology, built by design to close spaces for pluralism and democratic action, in the interest of surveillance and concentrated power in private and government oligopolies. The author concludes by advocating the urgency for genuinely innovative categories, particularly in the legal education, such as the commons, capable of including sustainability into a “new ecological jurisprudence committed to inclusion and solidarity rather than exclusion and struggle”. Feelings-as-information theory states that feelings inform us about the nature of our current situation and we rely on them to make our judgments. Beyond that, feelings tune our cognitive processes to meet situational requirements. Positive feelings result in relying on pre-existing knowledge structures and default strategies, whereas negative feelings hamper relying on routines and results in adapting systematic processing. Based on this premise, it was hypothesized that positive mood, elicited either by the perceived target or by the independent source, (...) would lead to relying on accessible agentic or communal content in perceiving strangers, as well as familiar others, whereas negative mood would weaken these tendencies. Specifically, the three studies showed initial evidence that positive mood leads to focusing on agencyrelated qualities in perception of unknown men to a greater extent than negative mood, positive mood leads to focusing on communion-related qualities in perception of unknown women more than negative mood, and positive mood leads to relying on communal content in perception of familiar others comparing to negative mood. To improve the safety, comfort, and convenience of residents’ lives with minimal cost, daily activity recognition aims to know resident’s daily activity in non-invasive manner. The performance of daily activity recognition heavily depends on solving strategy of activity feature. However, the current common employed solving strategy based on statistical information of individual activity does not support well the activity recognition. To improve the common employed solving strategy, an (...) activity feature solving strategy based on TF-IDF is proposed in this paper. The proposed strategy exploits statistical information related to both individual activity and the whole of activities. Two distinct datasets have been commissioned, to mitigate against any possible effect of coupling between dataset and sensor configuration. Smart cities are now an established context in which data and digital technologies shape urban politics. Despite increased scholarly focus on algorithmic governance, smart cities and their data production still heavily rely on human labor, raising questions about how that labor is recruited and the implications of different recruitment strategies. In this paper, we illuminate the relations and practices mobilized to recruit the labor required to produce, analyze, and enact data that produce smart cities. We argue (...) that smart cities recruit such digital labor by producing and circulating moral values and sentiments to claim that such participation is a social good. In this article we draw on a 6-year ongoing project in Calgary, Canada to explore how these “moral economies” underwrite smart city ecosystems. We explore three projects related to data and digital labor in the Calgary smart city: a wearable technology collaborative project, a civic hacking group, and the community social media platform Nextdoor. We suggest that moral economies of smart cities signal a new juncture between urban planning and profiting from data, with the potential for creating new socio-political risks. These moral economies signal a shift toward a “new spirit of capitalism” in which labor is managed through indirect persuasion rather than direct compulsion and mandate. (shrink)

Smart city is a brand-new city form, in which information and communication technologies are utilized to sense, analyze, and integrate the key information of city operation core system, so that intelligent responses can be immediately and effectively taken to various demands including people’s livelihood, environmental protection, public safety, city services, and industrial and commercial activities. Digital economy is a mixed economy with the coexistence of multiple business models and diversified value creation models based on the information and communication technologies (...) and in the digital economy, many things are undergoing huge changes, and their corresponding economic rules also need to be adjusted. On the basis of analyzing previous research works, this paper expounded the research status and significance of smart city’s resource scheduling and strategic management, elaborated the development background, current status, and future challenges of digital economy, introduced the methods and principles of city-level spatiotemporal data model and spatial full factor coding, formulated resource scheduling strategies for smart city based on digital economy, explored the dynamic fusion, storage, and update of smart city’s multisource heterogeneous data, conducted the information display and analysis of multilevel smart city, proposed strategic management approaches for smart city based on digital economy, analyzed the integrated implementation model of shared resource scheduling and people-oriented social management, and discussed the economic growth factors and standardization mechanism of smart city under the background of digital economy. Abstract:This paper considers novel ethical issues pertaining to near-future artificial intelligence (AI) systems that seek to support, maintain, or enhance the capabilities of older adults as they age and experience cognitive decline. In particular, we focus on smart assistants (SAs) that would seek to provide proactive assistance and mediate social interactions between users and other members of their social or support networks. Such systems would potentially have significant utility for users and their caregivers if they could reduce the cognitive (...) load for tasks that help older adults maintain their autonomy and independence. However, proactively supporting even simple tasks, such as providing the user with a summary of a meeting or a conversation, would require a future SA to engage with ethical aspects of human interactions which computational systems currently have difficulty identifying, tracking, and navigating. If SAs fail to perceive ethically relevant aspects of social interactions, the resulting deficit in moral discernment would threaten important aspects of user autonomy and well-being. After describing the dynamic that generates these ethical challenges, we note how simple strategies for prompting user oversight of such systems might also undermine their utility. We conclude by considering how near-future SAs could exacerbate current worries about privacy, commodification of users, trust calibration and injustice. (shrink)

At present, there are problems in the construction of the tourism public service system such as poor coordination and coordination among various departments, lack of resource integration mechanism, and low level of information of tourism public services. Therefore, by analysing the problems existing in the tourism public service system in the context of smart cities, this paper puts forward strategies to optimize the tourism public service system. First, we build a smart tourism public service system platform for (...) overall development and optimize the tourism public service platform. Secondly, by focusing on the behaviour of tourists, we construct a big data analysis and management system for the behaviour of smart tourism tourists. Finally, for the traffic situation in the process of tourism, a smart traffic line network based on pheromone ant colony is constructed. With the deployment of information and communication technologies and the needs of data and information sharing within cities, smart city aims to provide value-added services to improve citizens’ quality of life. But, currently city planners/developers are faced with inadequate contextual information on the dimensions of smart city required to achieve a sustainable society. Therefore, in achieving sustainable society, there is need for stakeholders to make strategic decisions on how to implement smart city initiatives. Besides, it is required (...) to specify the smart city dimensions to be adopted in making cities smarter for sustainability attainment. But, only a few methods such as big data, internet of things, cloud computing, etc. have been employed to support smart city attainment. Thus, this study integrates case-based reasoning as an artificial intelligence technique to develop a recommender system towards promoting smart city planning. CBR provides suggestions on smart city dimensions to be adopted by city planners/decision-makers in making cities smarter and sustainable. Accordingly, survey data were collected from 115 respondents to evaluate the applicability of the implemented CBR recommender system in relation to how the system provides best practice recommendations and retaining of smart city initiatives. Results from descriptive and exploratory factor analyses suggest that the developed system is applicable in supporting smart city adoption. Besides, findings from this study are expected to provide valuable insights for practitioners to develop more practical strategies and for researchers to better understand smart city dimensions. Epistemic trespassing, science denial, refusal to guard against bias, mishandling higher-order evidence, and the development of vice are troubling intellectual behaviors. In this paper, I advance work done by psychologists on moral self-licensing to show how all of these behaviors can be explained in terms of a parallel phenomenon of epistemic self-licensing. The paper situates this discussion at the intersection of three major epistemological projects: epistemic explanation and intervention (the project of explaining troubling intellectual phenomena in the hopes of deriving (...) ameliorative strategies), hostile epistemology (the study of how intellectual vulnerabilities might be exploited), and the promise of higher- order evidence (the hope that higher-order evidence leads to epistemic improvement). Analyzing epistemic licensing allows us to explain and offer modest interventions aimed at mitigating these behaviors, while illuminating exploitable vulnerabilities and tempering optimism about the promise of higher-order evidence. -/- . Climate Smart Agriculture has gained prominence in global agriculture and climate agendas for its perceived “triple win” contributions to food productivity, adaptation, and mitigation to climate change. This paper highlights three important challenges for CSA activities in Africa which provide insights into contested debates surrounding CSA’s ability to respond holistically to the complex realities facing resource-constrained farmers in the global South. These are prevailing neoliberal market policies that emphasize private-sector driven agricultural development in the face of rising input costs (...) and falling commodity prices; an expansion in diversified livelihood strategies amongst smallholder households as a response to the highly unpredictable biophysical environment and economic climate under which they live; and a growing competition for land and other productive resources. A deeper dive into political economy processes surrounding these three issues aims to bring critical attention to factors relevant to African agricultural development that highly impact farm-level practices and carry important implications for rural livelihood outcomes. In the context of China’s online technology business, this study explores the linkages between knowledge acquisition via social media, two modes of market orientation, social media strategic capability, and brand innovation strategy. Data were collected from 853 Chinese technology firms with the help of questionnaire. To analyze the collected data structure, equation modeling was applied using smart-PLS 3.3 version. Results indicate that knowledge acquisition from social media, market orientation, and strategic capability has significant impact on brand innovation in the (...) context of social media. Furthermore, strategic capability on social media moderates the relationship between knowledge, market orientation, and brand innovation in the context of social media. This study offers new perspectives on market orientation and brand innovation strategy by extending the literature and testing key assumptions. Moreover, using social media knowledge in social media marketing and innovation management is a sensible approach for making changes and transforming an organization. (shrink)

This will allow for the testing for virtually any trait with a genetic contribution, including “non-medical” traits. Here we discuss the potential use of NIPT for these traits. We outline a scenario which highlights possible inconsistencies with ethical decision-making. We then discuss the case against permitting these uses. The objections include practical problems; increasing inequities; increasing the burden of choice; negative (...) impacts on the child, family, and society; and issues with implementation. We then outline the case for permitting the use of NIPT for these traits. These include arguments for reproductive liberty and autonomy; questioning the labeling of traits as “non-medical”; and the principle of procreative beneficence. Every day, millions of people use mobile phones, play video games and surf the Internet. It is thus important to determine how technologies like these change what people think and how they behave. The objective of Working Group 4 of the COST Action NET4Age-Friendly is to examine existing policies, advocacy, and funding opportunities and to build up relations with policy makers and funding organisations. Also, to synthesize and improve existing knowledge and models to develop from effective business and evaluation models, as well as to guarantee quality and education, proper dissemination and ensure the future of the Action. The Working Group further aims to enable capacity building to improve interdisciplinary participation, to promote knowledge (...) exchange and to foster a cross-European interdisciplinary research capacity, to improve cooperation and co-creation with cross-sectors stakeholders and to introduce and educate students SHAFE implementation and sustainability. To enable the achievement of the objectives of Working Group 4, the Leader of the Working Group, the Chair and Vice-Chair, in close cooperation with the Science Communication Coordinator, developed a template to map the current state of SHAFE policies, funding opportunities and networking in the COST member countries of the Action. On invitation, the Working Group lead received contributions from 37 countries, in a total of 85 Action members. The contributions provide an overview of the diversity of SHAFE policies and opportunities in Europe and beyond. These were not edited or revised and are a result of the main areas of expertise and knowledge of the contributors; thus, gaps in areas or content are possible and these shall be further explored in the following works and reports of this WG. But this preliminary mapping is of huge importance to proceed with the WG activities. In the following chapters, an introduction on the need of SHAFE policies is presented, followed by a summary of the main approaches to be pursued for the next period of work. The deliverable finishes with the opportunities of capacity building, networking and funding that will be relevant to undertake within the frame of Working Group 4 and the total COST Action. Non-invasive prenatal testing is at the forefront of prenatal screening. Current uses for NIPT include fetal sex determination and screening for chromosomal disorders such as trisomy 21. However, NIPT may be expanded to many different future applications. There are a potential host of ethical concerns around the expanding use of NIPT, as examined by the recent Nuffield Council report on the topic. It is important to examine what NIPT might be used for before these possibilities become consumer reality. There is (...) limited research exploring views of women on possible future uses of NIPT, particularly those of women who have undergone NIPT. In this study, we examined the views of women who undertook NIPT previously on the acceptability of and interest levels in using NIPT for a number of current and possible future applications. These included several medical conditions encompassing psychiatric, neurodevelopmental and adult-onset conditions as well as non-medical traits such as intelligence. One thousand women were invited to participate and 235 eligible surveys were received. Women generally reported an interest in using NIPT for medical conditions that severely impacted quality of life and with an onset earlier in life and stressed the importance of the accuracy of the test. Concerns were raised about the use of NIPT for non-medical traits. Respondents indicated that termination of pregnancy was not their only reason for testing, particularly in the case of sex. These results can further inform the ethical debate around the increasing integration of NIPT into healthcare systems. (shrink)

A theory of punishment should give some account of mercy and yet it is true to say that very little has been said about it at all. It is commonly regarded as a praiseworthy element in moral behaviour—something to be practised occasionally both for the good of the one who punishes and the one who is punished. The suffering that punishment involves is unpleasant for all concerned, and if it is possible to avoid it or lessen it without moral injustice, (...) then it is desirable to do so. We condemn as hard and unbending the judge who never shows mercy and the suggestion is that the poor unfortunates whose lot it is to be judged by him are poor unfortunates indeed. This is reflected in the fact that the opposite of merciful—merciless—means cruel. Presumably there are occasions when it is appropriate to show mercy to an offender, and other occasions when it is not. What are the conditions for the appropriate exercising of mercy, how do we decide how much mercy is appropriate, and when is a judge morally obliged to be merciful, if ever? (shrink)

Background Non-invasive prenatal testing (NIPT), which can screen for aneuploidies such as trisomy 21, is being implemented in several public healthcare systems across Europe. Comprehensive communication and information have been highlighted in the literature as important elements in supporting women’s reproductive decision-making and addressing relevant ethical concerns such as routinisation. Countries such as England and France are adopting broadly similar implementation models, offering NIPT for pregnancies with high aneuploidy probability. However, we do not have a deeper understanding of how professionals’ (...) counselling values and practices may differ between these contexts. Methods In this paper, we explore how professionals in England and France support patient decision-making in the provision of NIPT and critically compare professional practices and values. We draw on data from semi-structured interviews with healthcare professionals. Results Both English and French professionals emphasised values relating to patient choice and consent. However, understandings and application of these values into the practice of NIPT provision differed. English interviewees placed a stronger emphasis on interpreting and describing the process of counselling patients and clinical care through a “principle” lens. Their focus was on non-directiveness, standardisation, and the healthcare professional as “decision-facilitator” for patients. French interviewees described their approach through a “procedural” lens. Their focus was on formal consent, information, and the healthcare professional as “information-giver”. Both English and French professionals indicated that insufficient resources were a key barrier in effectively translating their values into practice. Conclusion Our findings illustrate that supporting patient choice in the provision of NIPT may be held as an important value in common on a surface level, but can be understood and translated into practice in different ways. Our findings can guide further research and beneficially inform practice and policy around NIPT provision. (shrink)

The effectiveness of decision rules depends on characteristics of both rules and environments. A theoretical analysis of environments specifies the relative predictive accuracies of the “take-the-best” heuristic (TTB) and other simple strategies for choices between two outcomes based on binary cues. We identify three factors: how cues are weighted; characteristics of choice sets; and error. In the absence of error and for cases involving from three to five binary cues, TTB is effective across many environments. However, hybrids of equal (...) weights (EW) and TTB models are more effective as environments become more compensatory. As error in the environment increases, the predictive ability of all models is systematically degraded. Indeed, using the datasets of Gigerenzer et al. (1999, Simple Heuristics That Make Us Smart, New York: Oxford University Press), TTB and similar models do not predict much better than a naïve model that exploits dominance. Finally, we emphasize that the results reported here are conditional on binary cues. (shrink)

World Athletics have introduced regulations preventing female athletes with certain differences in sex development from competing in the female category. We argue these regulations are not justified and should be removed. Firstly, we examine the reasoning and evidence underlying the position that these athletes have a substantial mean difference in performance from other female athletes such that it constitutes an advantage, and argue it is not sufficient. Secondly, if an advantage does exist, it needs to be demonstrated it is unfair. (...) We argue the advantage would not be unfair because to say otherwise relies on a presupposition about whether these athletes are female, which involves contradictory and inconsistent definitions of sex. Thirdly, we contend that even if it is established that there is an advantage and it is unfair, the response of requiring athletes to take testosterone-suppressing medication is not appropriate and is unfair.
