In the literature, different axiomatizations of Public Announcement Logic (PAL) have been proposed. Most of these axiomatizations share a “core set” of the so-called “reduction axioms”. In this paper, by designing non-standard Kripke semantics for the language of PAL, we show that the proof system based on this core set of axioms does not completely axiomatize PAL without additional axioms and rules. In fact, many of the intuitive axioms and rules we took for granted could not be derived from (...) the core set. Moreover, we also propose and advocate an alternative yet meaningful axiomatization of PAL without the reduction axioms. The completeness is proved directly by a detour method using the canonical model where announcements are treated as merely labels for modalities as in normal modal logics. This new axiomatization and its completeness proof may sharpen our understanding of PAL and can be adapted to other dynamic epistemic logics. (shrink)

While dynamic epistemic logics with common knowledge have been extensively studied, dynamic epistemic logics with distributed knowledge have so far received far less attention. In this paper we study extensions of public announcement logic ( $\mathcal{PAL }$ ) with distributed knowledge, in particular their expressivity, axiomatisations and complexity. $\mathcal{PAL }$ extended only with distributed knowledge is not more expressive than standard epistemic logic with distributed knowledge. Our focus is therefore on $\mathcal{PACD }$ , the result of adding both common (...) and distributed knowledge to $\mathcal{PAL }$ , which is more expressive than each of its component logics. We introduce an axiomatisation of $\mathcal{PACD }$ , which is not surprising: it is the combination of well-known axioms. The completeness proof, however, is not trivial, and requires novel combinations and extensions of techniques for dealing with $S5$ knowledge, distributed knowledge, common knowledge and public announcements at the same time. We furthermore show that $\mathcal{PACD }$ is decidable, more precisely that it is $\textsc {exptime}$ -complete. This result also carries over to $\mathcal{S 5\mathcal CD }$ with common and distributed knowledge operators for all coalitions (and not only the grand coalition). Finally, we propose a notion of a trans-bisimulation to generalise certain results and give deeper insight into the proofs. (shrink)

We develop intuitionistic public announcement logic over intuitionistic $${\textbf{K}}$$, $${{\textbf{K}}}{{\textbf{T}}}$$, $${{\textbf{K}}}{{\textbf{4}}}$$, and $${{\textbf{S}}}{{\textbf{4}}}$$ with distributed knowledge. We reveal that a recursion axiom for the distributed knowledge is not valid for a frame class discussed in [12] but valid for the restricted frame class introduced in [20, 26]. The semantic completeness of the static logics for this restricted frame class is established via the concept of pseudo-model.

This paper takes up the question of how videographic public announcements (VPAs)---i.e. videos that a wide swath of the public sees and knows that everyone else can see too--- have functioned to mobilize people politically, and how the presence of deepfakes in our information environment stands to change the dynamics of this mobilization. Existing work by Regina Rini, Don Fallis and others has focused on the ways that deepfakes might interrupt our acquisition of first-order knowledge through videos. (...) But I point out that even where every audience member takes a video to be veridical, where first-order knowledge acquisition is secure, an audience aware of deepfakes in their environment will not acquire higher order knowledge in the way that has erstwhile been characteristic for audiences of VPAs. Engaging with ideas from the literatures on public announcement logic, common knowledge, and convention, I enumerate a variety of ways in which we should expect this absence of higher order knowledge to throw up barriers to political mobilization. I go on to apply my analysis of VPAs to the mechanisms by which an uptick in publicly available videos of police brutality over the last decade, mediated by camera phones and social media, was responsible for the largest mass protests in US history in summer 2020. This makes vivid the stakes of the transformation in our mobilizing environment that I've claimed deepfakes effect: where we lose the common-knowledge-generating effects of VPAs, there are fresh obstacles to this sort of mass mobilization. Past public announcement operators have been defined in Hoshi and Yap :259–281, 2009) and Yap, to describe an agent’s knowledge before an announcement occurs. These operators rely on branching-time structures that do not mirror the traditional, relativization-based semantics of public announcement logic, and favor a historical reading of past announcements. In this paper, we introduce reverse public announcement operators that are interpreted on expanded models. Our model expansion adds accessibility links from an epistemic model \ to (...) a filtrated submodel of the canonical model for \. Here \ is the minimal normal modal logic together with \ axioms for the universal operator U. This yields a highly general pre-announcement version of \ that makes our operators potentially useful for studying non-standard interpretations of rescinded announcements in PAL. Indeed, we find that our reverse announcement operators cannot be represented by product update, and that they have an intimate connection with the knowledge forgetting of Zhang and Zhou :1525–1537, 2009). We show that the logic resulting from adding reverse announcements to PAL is sound and complete. (shrink)

We introduce Arbitrary Public Announcement Logic with Memory (APALM), obtained by adding to the models a ‘memory’ of the initial states, representing the information before any communication took place (“the prior”), and adding to the syntax operators that can access this memory. We show that APALM is recursively axiomatizable (in contrast to the original Arbitrary Public Announcement Logic, for which the corresponding question is still open). We present a complete recursive axiomatization, that includes a natural finitary rule, and (...) study this logic’s expressivity and the appropriate notion of bisimulation. We then examine Group Announcement Logic with Memory (GALM), the extension of APALM obtained by adding to its syntax group announcement operators, and provide a complete finitary axiomatization (again in contrast to the original Group Announcement Logic, for which the only known axiomatization is infinitary). We also show that, in the memory-enhanced context, there is a natural reduction of the so-called coalition announcement modality to group announcements (in contrast to the memory-free case, where this natural translation was shown to be invalid). The paper gives a formal analysis of public lies, explains how public lying is related to public announcement, and describes the process of recoveries from false beliefs engendered by public lying. The framework treats two kinds of public lies: simple lying update and two-step lying, which consists of suggesting that the lie may be true followed by announcing the lie. It turns out that agents’ convictions of what is true are immune to the first kind, (...) but can be shattered by the second kind. Next, recovery from public lying is analyzed. Public lies that are accepted by an audience cannot be undone simply by announcing their negation. The paper proposes a recovery process that works well for restoring beliefs about facts but cannot be extended to beliefs about beliefs. The formal machinery of the paper consists of KD45 models and conditional neighbourhood models, with various update procedures on them. Completeness proofs for a number of reasoning systems (converse belief logic, public lies logic, lying and recovery logic, conditional neighbourhood logic, plus its dynamic version) are included. Dynamic epistemic logic describes the possible information-changing actions available to individual agents, and their knowledge pre-and post conditions. For example, public announcement logic describes actions in the form of public, truthful announcements. However, little research so far has considered describing and analysing rational choice between such actions, i.e., predicting what rational self-interested agents actually will or should do. Since the outcome of information exchange ultimately depends on the actions chosen by all the agents in the system, and (...) assuming that agents have preferences over such outcomes, this is a game theoretic scenario. This is, in our opinion, an interesting general research direction, combining logic and game theory in the study of rational information exchange. In this article we take some first steps in this direction: we consider the case where available actions are public announcements, and where each agent has a (typically epistemic) goal formula that she would like to become true. What will each agent announce? The truth of the goal formula also depends on the announcements made by other agents. We analyse such public announcement games. (shrink)

We study the extension of public announcement logic PAL by public assignments, which we call PALA. Just as in the case of PAL, the standard procedure for deciding PALA validity, i.e. the use of so-called reduction axioms to translate PALA formulae into formulae in epistemic logic EL, may lead to exponential growth. In this paper, we show that such a price is not mandatory, for we provide a polynomial translation of PALA into EL. This is based on abbreviations (...) of subformulae by new propositional letters. Such optimal translation also enables us to show the computational complexity of the problem of deciding PALA validity, which turns out to be coNP-complete in the single-agent case and PSPACE-complete in the multiagent case. In van Benthem (2008), van Benthem proposes a dynamic consequence relation defined as${\psi _1}, \ldots,{\psi _n}{ \models ^d}\phi \,{\rm{iff}}{ \models ^{pa}}[{\psi _1}] \ldots [{\psi _n}]\phi,$where the latter denotes consequence in public announcement logic, a dynamic epistemic logic. In this paper we investigate the structural properties of a conditional dynamic consequence relation$\models _{\rm{\Gamma }}^d$extending van Benthem’s proposal. It takes into account a set of background conditions Γ, inspired by Makinson (2003) wherein Makinson calls this reasoning ‘modulo’ a set Γ. In (...) the presence of common knowledge, conditional dynamic consequence is definable from (unconditional) dynamic consequence. An open question is whether dynamic consequence is compact. We further investigate a dynamic consequence relation for soft instead of hard announcements. Surprisingly, it shares many properties with (hard) dynamic consequence. Dynamic consequence relations provide a novel perspective on reasoning about protocols in multi-agent systems. (shrink)

In this paper the machinery of Hybrid Logic and the logic of public announcements are merged. In order to bring the two logics together properly the underlying hybrid logic has been changed such that nominals only partially denote states. The hybrid logic contains nominals, satisfaction operators, the downarrow binder as well as the global modality. Following this, an axiom system for the Hybrid Public Announcement Logic is presented and using reduction axioms general completeness is proved. The general (...) completeness allows for an easy way of adding distributed knowledge. Furthermore, it turns out that distributed knowledge is definable using satisfaction operators and the downarrow binder. (shrink)

We reformulate a key definition given by Wáng and Ågotnes to provide semantics for public announcements in subset spaces. More precisely, we interpret the precondition for a public announcement of ???? to be the “local truth” of ????, semantically rendered via an interior operator. This is closely related to the notion of ???? being “knowable”. We argue that these revised semantics improve on the original and offer several motivating examples to this effect. A key insight that emerges (...) is the crucial role of topological structure in this setting. Finally, we provide a simple axiomatization of the resulting logic and prove completeness. (shrink)

In the present paper, we start studying epistemic updates using the standard toolkit of duality theory. We focus on public announcements, which are the simplest epistemic actions, and hence on Public Announcement Logic without the common knowledge operator. As is well known, the epistemic action of publicly announcing a given proposition is semantically represented as a transformation of the model encoding the current epistemic setup of the given agents; the given current model being replaced with its submodel (...) relativized to the announced proposition. We dually characterize the associated submodel-injection map as a certain pseudo-quotient map between the complex algebras respectively associated with the given model and with its relativized submodel. As is well known, these complex algebras are complete atomic BAOs . The dual characterization we provide naturally generalizes to much wider classes of algebras, which include, but are not limited to, arbitrary BAOs and arbitrary modal expansions of Heyting algebras . Thanks to this construction, the benefits and the wider scope of applications given by a point-free, intuitionistic theory of epistemic updates are made available. As an application of this dual characterization, we axiomatize the intuitionistic analogue of PAL, which we refer to as IPAL, prove soundness and completeness of IPAL w.r.t. both algebraic and relational models, and show that the well known Muddy Children Puzzle can be formalized in IPAL. The main aim of our paper is to implement Leibniz's analysis of the conditional right in the framework of a dialogical approach to Public Announcement Logic. According to our view, on one hand: PAL furnishes a dynamic epistemic operator which models communication exchange between different agents that seems to be very close to Leibniz understanding of the dynamics between the truth of a proposition and the knowledge of the truth of that proposition (Leibniz calls the latter certification of its (...) truth); on the other hand, the dialogical approach provides a semantics for the dynamic epistemic operator in the context of conditional right by means of which: (i) the exchange between agents leading to a public announcement amounts to the (contractual) interaction of commitments of both the benefactor and the beneficiary of a conditional right (ii) the notion of certification is understood as an action, namely as a move where the beneficiary asks the benefactor to stand to his commitments, (iii) some restrictions specific to the logical nature of the head and the tail of the conditional right can be implemented by combining PAL with some features of linear logic within the same theory of meaning. We formalize what it means to have permission to say something. We adapt the dynamic logic of permission by van der Meyden (J Log Comput 6(3):465–479, 1996 ) to the case where atomic actions are public truthful announcements. We also add a notion of obligation. Our logic is an extension of the logic of public announcements introduced by Plaza ( 1989 ) with dynamic modal operators for permission and for obligation. A large number of scholars have conducted detailed studies on the effectiveness of commercial advertising by using neuroimaging methods, but only a few scholars have used this method to study the effectiveness of public service announcements. To research the relationship between the effectiveness of PSAs and the audience’s implicit awareness, functional near-infrared spectroscopy was employed to record the neural activity data of participants in this study. The results showed that there was a correlation between activation of dorsolateral prefrontal (...) cortex and the effectiveness of PSAs; The activation of the dlPFC could also be used as an indicator to represent the appeal of advertising content. The results means that neuroimaging tool can also be used to investigate the effectiveness of PSAs, not just commercial advertisements and a few PSAs study, and that neural activity can predict and improve the effectiveness of PSAs before they are released. Health communication is increasingly being held to higher moral standards. No longer do noble goals outweigh ethical concerns. This content analysis examines ethical frames and primes in health public service announcements so we may begin to address the most prevalent of the problematic ones and find more ethical alternatives. In this study, 80% of the PSAs conveyed messages that individuals were to blame. Negative emotion, such as fear, was the second most frequent frame. Stereotypes of women were the (...) primes most prevalent in the visuals, and visual and verbal messages were vastly different for some of these primes. Public announcement logic is an extension of epistemic logic with dynamic operators that model the effects of all agents simultaneously and publicly acquiring the same piece of information. One of the extensions of PAL, group announcement logic, allows quantification over announcements made by agents. In GAL, it is possible to reason about what groups can achieve by making such announcements. It seems intuitive that this notion of coalitional ability should be closely related to the notion of distributed (...) knowledge, the implicit knowledge of a group. Thus, we study the extension of GAL with distributed knowledge, and in particular possible interaction properties between GAL operators and distributed knowledge. The perhaps surprising result is that, in fact, there are no interaction properties, contrary to intuition. We make this claim precise by providing a sound and complete axiomatisation of GAL with distributed knowledge. We also consider several natural variants of GAL with distributed knowledge, as well as some other related logic, and compare their expressive power. (shrink)

So this is more restrictive than APAL. Finally, CAL is as GAL except that we now quantify over anything the agents (...) not in that group may announce simultaneously as well. The logic CAL therefore has some features of game logic and of ATL. We show that when there are multiple agents in the language, the satisfiability problem is undecidable for APAL, GAL, and CAL. Public announcement logic is an extension of multiagent epistemic logic with dynamic operators to model the informational consequences of announcements to the entire group of agents. We propose an extension of public announcement logic with a dynamic modal operator that expresses what is true after any announcement: after which , does it hold that Kφ? There are several ways to quantify over public announcements. The most notable are reflected in arbitrary, group, and coalition announcement logics, with the latter being the least studied so far. In the present work, we consider coalition announcements through the lens of group announcements, and provide a complete axiomatisation of a logic with coalition announcements. We study the one-seller/two-buyer bargaining problem with negative identity-dependent externalities with an alternating offer bargaining model in which new owners of the object have the opportunity of resale. We identify the generically unique subgame perfect equilibrium outcome. The resale opportunity increases the competition among the buyers and therefore benefits the seller. When competition between buyers is very fierce, the seller may prefer to respond to bids rather than to propose an offer herself: a first-mover disadvantage.

Prior stock repurchase studies have found evidence that the announcement of a repurchase program sends a positive signal to the market. Firms engaging in open-market repurchase programs do not have to report how, when, and if they actually repurchased any shares. Evidence following the stock market crash of 1987 indicates that many firms announcing repurchase plans did not actually repurchase any share and, by their own admission, had no intention of repurchasing shares. Companies announcing plans and not following through are (...) apparently within the letter of the law. However, we argue that companies announcing plans with no intention of repurchasing shares are guilty of either lying or sending false signals. These companies create distrust in the investment community and intentionally mislead the public in violation of the SEC's antifraud provisions. Changes in the reporting procedures concerning repurchase plans are ethically and legally warranted. (shrink)

In this paper, we present several extensions of epistemic logic with update operators modelling public information change. Next to the well-known public announcement operators, we also study public substitution operators. We prove many of the results regarding expressivity and completeness using so-called reduction axioms. We develop a general method for using reduction axioms and apply it to the logics at hand.

In January 2023, Moderna announced its intent to increase the price of the COVID-19 vaccine it co-developed with the National Institutes of Health (NIH) by 400%. The federal government should pressure Moderna to change course and resume buying doses for all Americans, leveraging its purchasing power to obtain a fair price.

This paper examines the effectiveness of public enforcement by studying the effects of regulatory intervention to curb tunneling through intercorporate loans in China. Specifically, we explore whether public enforcement efforts in 2006 resulted in less tunneling, and ultimately in increased performance for tunneling firms. We show that tunneling is among the dominant factors increasing the likelihood of becoming blacklisted. We also find that firms’ tunneling mechanisms decreased significantly after the regulatory shock, and that their performance increased significantly compared (...) to non-tunneling firms after the regulatory shock. Finally, we find a positive market reaction to the public announcement of tunneling both for firms that have been blacklisted and other tunneling firms that are not blacklisted. Collectively, these results suggest that public enforcement in the presence of a credible threat succeeds in deterring the effect on tunneling behavior in China. (shrink)

In 1817, in the preface to his Rein analytischer Beweis, Bernard Bolzano revealed that he had decided to postpone the publication of any subsequent instalment of his Beyträge zu einer begründeteren Darstellung der Mathematik because of the few and ‘superficial’ reviews of its first instalment, published in 1810. Bolzano’s transcriptions of the only two known reviews of this book are conserved at the Literární archiv Památníku národního písemnictví / Muzea literatury, in Prague, together with another manuscript on his Beyträge, the (...) provenance of which was unknown to Bolzano’s scholars until recently. In this paper it is shown that this latter manuscript is a draft of an announcement that was published at the time and that was indeed written at least to some extent by Bolzano himself. This hitherto unknown announcement of Bolzano’s Beyträge not only solves the mystery surrounding that manuscript, but also helps to date the publication of this book more precisely and provides an unusual insight into what we must take Bolzano himself to have considered most noteworthy about his work, namely his study on logic. The paper includes a transcription of the manuscript and an English translation of the announcement. (shrink)
