This paper identifies and analyzes what constitutes special education in the revised Swedish preschool curriculum. The paper also contributes with an analytical mode of understanding political, as well as other, documents, in, for example, an educational system. The analytical strategy is mainly built upon discourse theory and discourse analysis, using the ideas of Ernesto Lacalu, Chantal Mouffe and Michel Foucault. The results show a fortified hegemonic discourse about a preschool for all children, where child-centred and inclusive approaches are dominant and (...) where special education, to a large extent, is constituted by more management, stimulation and special support. Early zoological researches by P.S. Pallas and K.E. von Baer in their letters to the zoologists of Berlin. The centenaries which are celebrated in 1991 and 1992 in memory of P.S. Pallas (1791) and K.E. von Baer (born 1792) caused the following studies of hitherto unpublished sources, preserved in the collections of the Museum für naturkunde in Berlin. The earliest zoological works of Pallas are discussed in relation to his last publication on the “Zoographia Rosso-Asiatica” which should (...) have been finished in Berlin. Some years after the death of Pallas, Baer also contacted the Berlin zoologists K.A. Rudolphi and M.H. Lichtenstein, asking for help, when he was going to establish zoology and a zoological museum at the University of Königsberg. (shrink)

The literature on transnational civil society encompasses a number of conflicting views regarding civil society organizations’ (CSOs) behavior and impacts and the desirability of civil society involvement in international policymaking. This piece suggests that this lack of consensus arises from the diverse range of contexts in which CSOs operate and the wide variety of activities in which it engages. This article seeks to organize and analyze the disparate data on civil society by developing a context-based standard of democratic legitimacy for (...) CSOs. The article disaggregates democracy into input, throughput, and output components, and shows how CSOs must support or manifest different aspects of democracy in order to be democratically legitimate in a given context. Applying this standard to existing works, the article identifies several problems in current research, including a failure to recognize ways the democratic imperatives of transnational advocacy differ from national advocacy, and the potential for international civil society interventions to undermine local democratic processes. The paper deals with the role of the concept of force in different classical mechanical and field theories, pointing out the existence in all cases of a Lorentz-type expression for force. In the case of the classical theory of the gravitational field we obtain the same Lorentz-type expression.

Reflection Principles are commonly thought to produce only strong axioms of infinity consistent with V = L. It would be desirable to have some notion of strong reflection to remedy this, and we have proposed Global Reflection Principles based on a somewhat Cantorian view of the universe. Such principles justify the kind of cardinals needed for, inter alia , Woodin’s Ω-Logic.

Evolutionary fitness threats and rewards are associated with subjectively unpleasant and pleasant sensations, respectively. Initially, these correlations appear explainable via adaptation by natural selection. But here I analyse the major metaphysical perspectives on consciousness – physicalism, dualism, and panpsychism – and conclude that none help to understand the adaptive-seeming correlations via adaptation. I also argue that a recently proposed explanation, the phenomenal powers view, has major problems that mean it cannot explain the adaptive-seeming correlations via adaptation either. So the mystery (...) – call it the evolutionary paradox of consciousness – remains. Some have used this mystery to argue for non-naturalistic (e.g. theistic) explanations. But I propose a naturalistic, non-adaptive explanation of the adaptive-seeming correlations: namely, ‘sensational associative learning’ during development. In this perspective, pairing of particular sensations with unconditioned stimuli – fitness rewards or threats – cause the sensations themselves to come to be interpreted as good or bad, respectively. Sensations, like colours, that are not reliably paired with either fitness rewards or threats remain largely unvalenced. Sensational associative learning also provides explanations for adaptive-seeming structural aspects of sensations, such as the observation that sounds of different pitch are experienced as ordinal in correspondence to their wavelengths while the same is not true of colours of different hue. The sensational associative learning perspective appears compatible with physicalism, panpsychism, and dualism (though not epiphenomenalism). (shrink)

Ubiquitous computing technologies will have a wide impact on our daily lives in the future. Currently, most debates about social implications of these technologies concentrate on different aspects of privacy and data security. However, the authors of this paper argue that there is more to consider from a social perspective: In particular, the question is raised how people can maintain control in environments that are supposed to be totally automated. Hinting at the possibility that people may be subdued to machines’ (...) autonomous actions we introduce the term Technology Paternalism . We elaborate a working definition and illustrate the concept by looking at different examples based on current and future technology. We also dwell on the impacts of ubiquity and control of technology and suggest some approaches to assure a reasonable balance of interests such as a general right for the last word. (shrink)

Overwhelming evidence points to the existence of separate sensory channels in the nervous system. The power of this type of parallel organization is that information is first processed in neurons specialized to code it most efficiently. However, sensory pathways are convergent and divergent at each level as well, as is necessary to interpret multimodal and conflicting information.

We review studies of an evolution operator ℒ for a discrete Langevin equation with a strongly hyperbolic classical dynamics and a Gaussian noise. The leading eigenvalue of ℒ yields a physically measurable property of the dynamical system, the escape rate from the repeller. The spectrum of the evolution operator ℒ in the weak noise limit can be computed in several ways. A method using a local matrix representation of the operator allows to push the corrections to the escape rate up (...) to order eight in the noise expansion parameter. These corrections then appear to form a divergent series. Actually, via a cumulant expansion, they relate to analogous divergent series for other quantities, the traces of the evolution operators ℒn. Using an integral representation of the evolution operator ℒ, we then investigate the high order corrections to the latter traces. Their asymptotic behavior is found to be controlled by sub-dominant saddle points previously neglected in the perturbative expansion, and to be ultimately described by a kind of trace formula. Toward evidence‐based policy decisions: a case study of nursing health human resources in Ontario, CanadaThis paper reflects how health services research ‘evidence’ was used to influence decisions in the province of Ontario, Canada. The process involved interaction among a variety of stakeholders and decision‐makers with researchers to reduce uncertainty and to substantiate emerging service provision issues in the province. The issues presented here focus specifically on an analysis of the nursing situation completed in 1998 for the Minister of Health’s Nursing (...) Task Force, which examined key issues in service delivery. The issues were: restructured work environments; nurse supply and declining enrollments; labour trends and utilization of the nursing workforce; patient acuity and complexity of work environments and the influence on workload; and the paucity of reliable and valid data bases for analysis of nursing’s contribution to the health system. Ontarians can be confident that the Task Force recommendations were born from solid research‐based evidence and now the challenge becomes to monitor the implementation of these resolutions over time. Doctors’ strikes are legally permissible in the UK, with the situation differing in other countries. But are they morally permissible? Doug McConnell and Darren Mann have systematically attempted to dismiss the arguments for the moral impermissibility of doctors’ strikes and creatively attempted to provide further moral justification for them. Unfortunately for striking doctors, they fail to achieve this. Meanwhile, junior doctors’ strikes have continued in the UK through 2023 and have now extended into 2024. In this response, which focuses on (...) the UK situation and specifically junior doctors’ strikes in the National Health Service (NHS) in England, I will demonstrate a central problem with their arguments—namely that they underplay the harms caused by prolonged doctors’ strikes by ignoring the harms to patients with cancer. This weakens their conclusion that strikes are morally permissible in terms of the conditions and thresholds they set. I then provide a psychological critique of their justification for strikes in terms of the interests of the public. It follows that invoking the controversial concept of supererogatory action is ungrounded but also absurd when you consider time-critical cancer care. If those representing striking doctors wish to maintain a modicum of moral respectability, they should mitigate for patients with cancer and negotiate reasonably and with urgency. (shrink)
