Background The ethical use both of human and non-human animals in research is predicated on the assumption that it is of a high quality and its projected benefits are more significant than the risks and harms imposed on subjects. Yet questions remain about whether and how IRBs and IACUCs should consider the scientific value of proposed research studies.Methods We draw upon 45 interviews with IRB and IACUC members and researchers with oversight experience about their perceptions of their own roles in (...) reviewing the quality and value of scientific protocols. Interview transcripts were memoed to highlight specific findings, which were then used to identify key themes through an iterative process.Results IRB and IACUC members expressed broad trust in the need for and value of research, and they often assumed that protocols had social value or that prior review, especially when associated with funding, affirmed both the rigor and merit of those protocols. Some oversight members also took an explicit stance against scientific review by stating that such review is not within the regulatory mandates governing their parts in the oversight system. Yet other interviewees expressed uneasiness about the current paradigm for evaluating the quality and overall value of science, suggesting that IRB and IACUC members perceive gaps in the oversight systems.Conclusions These findings reveal many similarities in how IRB and IACUC members understand the roles and limitations of their respective oversight committees. We conclude with a discussion of how the lack of a clear mandate regarding scientific review within US federal regulations may undermine ethical engagement of whether human and animal research is scientifically justified, resulting in a “mission lapse” wherein no organizational body is clearly responsible for ensuring that the research being conducted has the potential to advance science and benefit society. During the recent Palestinian presidential elections, the Hollywood actor Richard Gere broadcast a televised message to voters in the region and stated, “Hi, I’m Richard Gere, and I’m speaking for the entire world”. Celebrities in the 21st century have expanded from simple product endorsements to global political and international diplomacy. The celebrities industry is undergoing, “mission creep”, or the (...) expansion of an enterprise beyond its original goals (Hyde, 2009 ). The global internet is one of the major drivers of this phenomenon. The contribution of this paper is to analyse this global phenomenon and the potential implications for business ethics research. An oversized reliance on big data-driven algorithmic decision-making systems, coupled with a lack of critical inquiry regarding such systems, combine to create the paradoxical “black box” at work. The “black box” simultaneously demands a higher level of transparency from the worker in regard to data collection, while shrouding the decision-making in secrecy, making employer decisions even more opaque to the worker. To access employment, the worker is commanded to divulge highly personal information, and when hired, must submit further still to (...) algorithmic processes of evaluations which will make authoritative claims as to the workers’ productivity. Furthermore, in and out of the workplace, the worker is governed by an invisible data-created leash deploying wearable technology to collect intimate worker data. At all stages, the worker is confronted with a lack of transparency, accountability, or explanation as to the inner workings or even the logic of the “black box” at work. This data revolution of the workplace is alarming for several reasons: the “black box at work” not only serves to conceal disparities in hiring, but could also allow for a level of “data-laundering” that beggars any notion of equal opportunity in employment and there exists, the danger of a “mission creep” attitude to data collection that allows for pervasive surveillance, contributing to the erosion of both the personhood and autonomy of workers. Thus, the “black box at work” not only enables worker domination in the workplace, it deprives the worker of Rawlsian justice. (shrink)

Since the outbreak of COVID-19, governments have turned their attention to digital contact tracing. In many countries, public debate has focused on the risks this technology poses to privacy, with advocates and experts sounding alarm bells about surveillance and mission creep reminiscent of the post 9/11 era. Yet, when Apple and Google launched their contact tracing API in April 2020, some of the world’s leading privacy experts applauded this initiative for its privacy-preserving technical specifications. In an interesting twist, (...) the tech giants came to be portrayed as greater champions of privacy than some democratic governments. This article proposes to view the Apple/Google API in terms of a broader phenomenon whereby tech corporations are encroaching into ever new spheres of social life. From this perspective, the advantage these actors have accrued in the sphere of the production of digital goods provides them with access to the spheres of health and medicine, and more worrisome, to the sphere of politics. These sphere transgressions raise numerous risks that are not captured by the focus on privacy harms. Namely, a crowding out of essential spherical expertise, new dependencies on corporate actors for the delivery of essential, public goods, the shaping of public policy by non-representative, private actors and ultimately, the accumulation of decision-making power across multiple spheres. While privacy is certainly an important value, its centrality in the debate on digital contact tracing may blind us to these broader societal harms and unwittingly pave the way for ever more sphere transgressions. Drawing on contemporary agency theory and the phenomenological-existential tradition, this paper uses Mr. Stevens, the narrator-butler of Kazuo Ishiguro’s The Remains of the Day, to examine the interplay and potential tensions between different aspects (and thus different standards) of human agency. Highlighting the problem of mission creep described by John Martin Fischer, in which a notion expands beyond the original purpose, I use Stevens’s thoughts on dignity to outline three different ways actions can (or can fail to) trace (...) back to agents—autonomy as self-control, authenticity as sincerity, and authenticity as ownership. I then propose that the way Stevens embraces and acts consistently within his subservient professional role (autonomy as self-control) weakens his ability to take responsibility for his life in the sense required by authenticity as ownership. Because the self-responsibility of authenticity requires normative flexibility (the ability to revise and reshape one’s commitments and values), when normatively inflexible agents act in self-controlled ways according to their roles or welfare standards, they may limit their ability to take responsibility for their lives. In addition to illuminating debates about whether robust human agency is compatible with subservience, the normative flexibility involved in authenticity has implications for human agency more broadly. This chapter reflects on public apologies as means of moral repair by considering the various roles the public might play in these moral dramas. Audiences to public apologies include people who are related to the transgression in different ways. This chapter focuses on those parties in front of whom public apologies are intentionally performed but who are neither victims nor wrongdoers. Do such third parties add something of value to the apology? If so, how? How might they play their role (...) well? Under what circumstances might they forgive? How might things go poorly? The World Economic Forum has called dementia one of the biggest global health crises of the 21st century. In this paper, I make the case that unpaid caregiving by family or close others of persons living with dementia should be a matter of public health. Shaji and Reddy proposed this in 2012 in the context of dementia care in India. They explicitly acknowledge the influence of Talley and Crews’ 2007 article on caregiving as an emerging public health concern. However, they (...) narrow their proposal to caregiving for persons living with Alzheimer’s disease and related dementias (ADRD), which I take to be an important first step in building an argument for putting caregiving more firmly on a public health agenda. In order to support my claim, first, I establish that caregiving is a social determinant of health. Second, I counter objections to the addition of caregiving for persons living with ADRD to a public health agenda, as it would lead to public health mission creep. I then argue that a broad understanding of public health can be inclusive of this type caregiving and is preferable as it highlights an issue of health equity, the gendered nature of caregiving. Finally, I make the case that a definition of public health inclusive of the social determinants of health and caregiving is more adequately suited to address the health consequences of the current changing demographic patterns. My argument adds support to writings on migration calling for broadening the scope of public health. (shrink)

Scholars and policymakers continue to struggle over the meaning of the word “vulnerable” in the context of research ethics. One major reason for the stymied discussions regarding vulnerable populations is that there is no clear distinction between accounts of research vulnerabilities that exist for certain populations and discussions of research vulnerabilities that require special regulations in the context of research ethics policies. I suggest an analytic process by which to ascertain whether particular vulnerable populations should be contenders for additional regulatory (...) protections. I apply this process to two vulnerable populations: the cognitively vulnerable and the economically vulnerable. I conclude that a subset of the cognitively vulnerable require extra protections while the economically vulnerable should be protected by implementing existing regulations more appropriately and rigorously. Unless or until the informed consent process is more adequately implemented and the distributive justice requirement of the Belmont Report is emphasized and operationalized, the economically disadvantaged will remain particularly vulnerable to the harm of exploitation in research. Creepiness and the emotion of the creeps have been overlooked in the moral philosophy and moral psychology literatures. We argue that the creeps is a morally significant emotion in its own right, and not simply a type of fear, disgust, or anger (though it shares features with those emotions). Reflecting on cases, we defend a novel account of the creeps as felt in response to creepy people. According to our moral insensitivity account, the creeps is fitting just when its object (...) is agential activity that is insensitive to basic moral considerations. When, only when, and insofar as someone is disposed to such insensitivity, they are a creep. Such insensitivity, especially in extreme forms, raises doubts about creeps’ moral agency. We distinguish multiple types of insensitivity, respond to concerns that feeling the creeps is itself objectionable, and conclude with a discussion of epistemic issues relating to the creeps. Creeping minimalism threatens to cloud the distinction between realist and anti-realist metaethical views. When anti-realist views equip themselves with minimalist theories of truth and other semantic notions, they are able to take on more and more of the doctrines of realism (such as the existence of moral truths, facts, and beliefs). But then they start to look suspiciously like realist views. I suggest that creeping minimalism is a problem only if moral realism is understood primarily as a semantic doctrine. I (...) argue that moral realism is better understood instead as a metaphysical doctrine. As a result, we can usefully regiment the metaethical debate into one about moral truthmakers: in virtue of what are moral judgments true? I show how the notion of truthmaking has been simmering just below the surface of the metaethical debate, and how it reveals one metaethical view (quasi-realism) to be a stronger contender than the others. Derek Parfit (1942-2017) is the most famous philosopher you've likely never heard of. In 1984, Parfit published what was, and is still, hailed by many philosophers as a work of genius - one of the most cited works of philosophy since World War II, Reasons and Persons. At its core, he argued that we should be concerned less with our own interests and more with the common good. His book brims with brilliant argumentative detail and stunningly inventive thought experiments that (...) challenged contemporary views about what it means to be a person, why one should forego concern for oneself as an identity that persists over time, what it means to act on the basis of reasons, and what we owe to future generations. Parfit also - unfashionably at the time - believed in a kind of grand unified theory of morality, what he called theory x, a non-religious ethical theory wherein all the major moral theories were converging from different sides on the same mountaintop. Parfit has had an enormous influence not only on philosophy, but also beyond, particularly amongst those in the fields of climate ethics, poverty relief, and charitable giving. In this book, the first-full scale biography of Parfit, Dave Edmonds tells the story of the thinker that many philosophers consider the most important moral philosopher of the last century. Edmonds' rendering of the man in full skilfully illuminates the person behind the acclaimed philosopher. Despite Parfit's extraordinary mind, outward appearances suggest his was also an extraordinarily uneventful life - one largely spent in cloistered institutions from Eton to Oxford and one seemingly monomaniacally devoted to ideas. Edmonds' aim is to show how this son and grandson of missionaries went from a genial and outgoing history student to a captivating, yet monkish philosopher singularly devoted to saving morality. The problem of creeping minimalism concerns how to tell the difference between metaethical expressivism and its rivals given contemporary expressivists’ acceptance of minimalism about truth and related concepts. Explanationism finds the difference in what expressivists use to explain why ethical language and thought has the content it does. I argue that two recent versions of explanationism are unsatisfactory and offer a third version, subject matter explanationism. This view, I argue, captures the advantages of previous views without their disadvantages and gives (...) us a principled and general characterisation of non-representational views about all kinds of language and thought. This paper examines both creepiness and the distinctive reaction had to creepiness, being “creeped out.” The paper defends a response-dependent account of creepiness in terms of this distinctive reaction, contrasting our preferred account to others that might be offered. The paper concludes with a discussion of the value of detecting creepiness.

The general tendency or attitude that Dreier 2004 calls creeping minimalism is ramping up in contemporary analytic philosophy. Those who entertain this attitude will take for granted a framework of deflationary or minimal notions – principally semantical1 and ontological – by means of which to analyse problems in different philosophical fields – e.g. theory of truth, metaethics, philosophy of language, the debate on realism and antirealism, etc. Let us call sweeping minimalist the philosopher affected by creeping minimalism. The framework of (...) minimal notions that the sweeping minimalist takes for granted encompasses, for instance, the concept of truth, reference, proposition, fact, individual, and property. Minimal notions are characterized in terms of general platitudinous principles expressed by schemata like the following (cf.: 26): ‘S’ is true if and only if S; ‘S’ is true if and only if ‘S’ corresponds to the facts; a has the property of being P if and only if a is P. Where ‘S’ and ‘a is P’ stand for sentences satisfying superficial constraints of truth-aptitude (i.e. sentences in declarative form subject to communally acknowledged standards of proper use), and.. Much thought has been devoted to how metaethical disagreement between moral realism and expressivism can be saved once minimalism starts creeping. Very little thought has been given to how creeping minimalism affects error-theories’ disagreement with their metaethical competitors. The reason for this omission, I suspect, is found in the belief that whilst locating distinctive moral realist and expressivist positions within a minimalist landscape poses a severe challenge, no such difficulties are encountered when differentiating error-theories from moral realism and expressivism. In (...) the first part of this paper, I show that this belief is mistaken: Insofar as moral realists and error-theorists are still taken to disagree, creeping minimalism renders their disagreement moral, but makes these positions metaethically indistinguishable. In the second part of the paper, I present a modified inferentialist solution to the problem of creeping minimalism which seeks to put error-theories back on the metaethical map. Yet, this too comes at a cost, in that it significantly modifies our interpretation of error-theories. Whichever way we turn, then, creeping minimalism not only forces us to re-phrase metaethical positions in a way that is compatible with minimalism, but also requires us to change our very understanding of these positions. This paper studies Francisque Bouillier’s contribution to cousinian Spiritualism, from his first text on the History of Cartesian Philosophy from 1839 to the publication of Du principe vital et de l’âme pensante, a work which was likewise considerably amended as a result of the polemics it gave rise to. The paper is concerned with the reception of Leibniz in a double sense. In a positive sense, Bouillier managed to reintegrate in the caricature of the Cartesian soul conceived by the Cousinians, (...) a force that was criticized by the latter. In a negative sense to the extent that, for Bouillier, the direct re-appropriation of Leibniz’s dynamic ontology was impossible without completely breaking with Cousin himself. Hence, Bouillier’s reception of Leibniz took the form of a progressive suppression of a monadological tendency in favor of a rehabilitation of a theory of minute perceptions. The problem of creeping minimalism threatens the distinction between moral realism and meta-ethical expressivism, and between cognitivism and non-cognitivism more generally. The problem is commonly taken to be serious and in need of response. I argue that there are two problems of creeping minimalism, that one of these problems is more serious than the other, and that this more serious problem cannot be solved in a way that all parties can accept. I close by highlighting some important questions this raises (...) for how to distinguish between theories, and noting some of the troubling consequences it may entail for realism and its rivals, in meta-ethics and beyond. _Purpose._ The paper is aimed at identifying the ways of scientist’s influence on the development of modern society as compared to those of intellectuals. _Theoretical basis._ The socio-anthropological approach to the role of scientists in post-industrial society shows the leading role of people of science as a social group in present-day society. However, philosophical axiology reveals that scientists in today’s society do not have the appropriate social status: neither in state governance nor in the sphere of forming public opinion. The (...) classical doctrine concerning intellectuals has suffered a crisis in recent decades, which is due to the growing gap between the group of intellectuals recognized by society and the sphere of science. A new theoretical approach to determining the role of present-day research scientists as intellectuals is necessary. _Originality._ Successful development of modern society in conditions of growing social turbulence necessitates the access of research scientists to the sphere of public communication. This is required both by the needs of science advancement itself – to receive its adequate funding and win wide public recognition, and by society’s needs – as it is scientists who can provide reliable diagnostics of social problems and formulate well-grounded programs for overcoming them. _Conclusions._ For overcoming social barriers and getting access to public space, scientists themselves have to recognize themselves as a destitute social group – those who are unfairly deprived of making principal decisions in today’s society. For that, scientists should become modern intellectuals. Unlike media intellectuals, scientists are to interact not with social masses but, first and foremost, with public elites. The scientist has to gain his/her independent status by achieving the recognition of his/her own ideas among social elites rather than by winning wide personal popularity. Hence, scientists must aim at obtaining the status of the elite for elites – this would reveal in scientists the deepest potential of a modern man. (shrink)

In this paper I discuss the so-called problem of creeping minimalism, the problem of distinguishing metaethical expressivism from its rivals once expressivists start accepting minimalist theories about truth, representation, belief, and similar concepts. I argue that Dreier’s ‘explanation’ explanation is almost correct, but by critically examining it we not only get a better solution, but also draw out some interesting results about expressivism and non-representationalist theories of meaning more generally.

There is a well-known tension in Plotinus' thought regarding the location of the intelligible region. He appears to make three mutually incompatible claims about it: (1) it is everywhere; (2) it is nowhere; and (3) it borders on the heavens, where the third claim is associated with Plotinus' affection for cosmic religion. Traditionally, although scholars have found a reasonable way to make sense of the compatibility of the first two claims, they have sought to relieve the tension generated by (3) (...) by both downplaying the importance of cosmic religion to Plotinus and reinterpreting his spatial language metaphorically. In this paper I argue that both of these maneuvers are unsatisfactory. Rather, it is possible to reconcile Plotinus' metaphysics with the world-view of cosmic religion (CR world-view), i.e., to retain the spatial sense of Plotinus' language without making his metaphysics incoherent. In the first part of this paper, I show that cosmic religion is not just an awkward appendage to Plotinus' metaphysics. After explaining what cosmic religion involves, I argue that the CR world-view is in fact central to his natural philosophy. Then, I turn to the problem of the compatibility between cosmic religion and Plotinus' thought. By carefully considering how Aristotle's Prime Mover is present to his universe, I show how we can make claims (2) and (3) compatible for Plotinus. Then, I argue that Plotinus' own account of the omnipresence of soul and its powers' actualizations in particular locations provides a parallel to the problem of the compatibility between (1) and (3), and further that these two accounts can be combined to resolve completely the tension between the CR world-view and Plotinus' metaphysics. In the final section, I discuss the implications this has for our understanding of the soul's ascent and descent. (shrink)

How does conscious experience arise out of the functioning of the human brain? How is it related to the behaviour that it accompanies? How does the perceived world relate to the real world? Between them, these three questions constitute what is commonly known as the Hard Problem of consciousness. Despite vast knowledge of the relationship between brain and behaviour, and rapid advances in our knowledge of how brain activity correlates with conscious experience, the answers to all three questions remain controversial, (...) even mysterious. This important book analyses these core issues and reviews the evidence from both introspection and experiment. To many its conclusions will be surprising and even unsettling: * The entire perceived world is constructed by the brain. The relationship between the world we perceive and the underlying physical reality is not as close as we might think * Much of our behaviour is accomplished with little or no participation from conscious experience. * Our conscious experience of our behaviour lags the behaviour itself by around a fifth of a second - we become aware of what we do only after we have done it. * The lag in conscious experience applies also to the decision to act - we only become aware of our decisions after they have been formed. * The self is as much a creation of the brain as is the rest of the perceived world. Written by a leading scientist, this accessible and compelling analysis of how conscious experience relates to brain and behaviour will have major implications for our understanding of human nature. In an increasingly complex military operating environment, next generation wargaming platforms can reduce risk, decrease operating costs, and improve overall outcomes. Novel Artificial Intelligence enabled wargaming approaches, based on software platforms with multimodal interaction and visualization capacity, are essential to provide the decision-making flexibility and adaptability required to meet current and emerging realities of warfighting. We highlight three areas of development for future warfighter-machine interfaces: AI-directed decisional guidance, computationally informed decision-making, and realistic representations of decision spaces.
