The examination of the 9-year compulsory schooling and the boarding school system for minority pupils suggests contradictions and mismatches between state policies and implementations. The article reveals educational, as well as geographical displacement of minority schooling, particularly the internationally little-known (...) Tibetan Schools and Classes that have been radically developed in the metropolises of Han majority. The dislocation of reform for minority basic education, especially the lack of cultural sensitivity, is further compounded by the ubiquitous practices of pupil tracking and school differentiation in the education system. This book examines historical approaches and current research and practice related to the education of adolescents placed at risk of school failure as a result of social and economic conditions. One major goal is to expand the intellectual exchange among researchers, policymakers, practitioners, and concerned citizens on factors influencing the achievement of poor and minority youth, specifically students in middle and high schools. Another is to encourage increased dialogue about policies and practices that can make a difference in (...) educational opportunities and outcomes for these students. Although the chapters in this volume are not exhaustive, they represent an array of theoretical and methodological approaches that provide readers with new and diverse ways to think about issues of educational equality and opportunity in the United States. A premise that runs through each chapter is that school success is possible for poor and minority adolescents if adequate support from the school, family, and community is available. *The conceptual approach places the research and practice on students placed at risk in a historical context and sets the stage for an important reframing of current definitions, research, policies, and practices aimed at this population. *Multiple research methodologies allow for comparisons across racial and ethnic groups as well as within groups, and contribute to different and complementary insights. Section III, "Focus on African-American Students," specifically addresses gender and social class differences among African-American adolescents. *Current reform strategies presently being implemented in schools throughout the United States are presented and discussed. These strategies or programs highlight how schools, families, and communities can apply research findings like the ones this book presents, thus bridging the often wide gap between social science research and educational practice. This is the last of the four essays in Part II of the book on liberalism and traditionalist education; all four are by authors who would like to find ways for the liberal state to honour the self-definitions of traditional cultures and to find ways of avoiding a confrontation with differences. One of the tasks of the book is to separate out different kinds of affiliation and the extent to which the arguments made about cultural recognition can be extended to (...) other objects of affiliation. Mark Halstead’s chapter on schooling and cultural maintenance for religious minorities in the liberal state provides a catalogue of the different types of groups that are to be found in liberal societies, and the different kinds of cultural and educational claims that are typically attached to each of them. His definition of minority group is useful in conceptualizing many of the papers in the volume. The chapter falls into three sections: Section 10.1, which looks at four types of disadvantaged minorities, attempts to distinguish non-Western fundamentalist religious minorities living in the West from other minorities that may experience disadvantage of various kinds in liberal societies; Section 10.2, on religious minorities in the liberal state, explores some of the educational and other difficulties encountered by such religious minorities in more detail, and typical liberal responses; Section 10.3, on rethinking the liberal response, contains some proposals that are designed to meet the educational needs of both the liberal state and the religious minorities at the same time. In what ways is students’ participation in school related to their participation and becoming subjects across the school context and other contexts in which they participate? This is the question analyzed in this paper, based on observations of, and narratives and perspectives provided by, three 15-year-old ethnic minority boys and their teachers at a school in Denmark. Drawing upon Davies’ concept of teaching-as-usual, I explore exclusions and marginalization inside school before exploring how these can be seen as connected to, (...) and seemingly having an impact on, the lives the students lead outside school, with an understanding of this connection rooted in Holzkamp’s concept of conduct of everyday life. In this regard, I make use of concepts of recognition ) and viable life in order to point to how a lack of such within the school tends to drive the students away from the school context, while simultaneously driving them towards other contexts outside school, with gang related street communities being a particularly potential one. Strategies for tackling educational inequality take many forms, though perhaps the argument most often invoked is school integration. Yet whatever the promise of integration may be, its realization continues to be hobbled by numerous difficulties. In this paper we examine what many of these difficulties are. Yet in contrast to how many empirical researchers frame these issues, we argue that while educational success in majority-minority schools will depend on a variety of material and non-material resources, the presence of (...) these resources does not require school integration; indeed sometimes the most crucial resources are easier to foster in its absence. To that end, we briefly canvass the evidence from the United States on high performing majority-minority schools serving poor and minority students. Yet because these debates are so contentious in the American context, we pivot away from the U.S. to consider a different country, the Netherlands. We invite the reader to consider an analogous case where racial injustice and educational inequality are just as serious, yet where differences in the state school system might prove instructive concerning how some majority-minority schools choose to respond to existing segregation, but more importantly how educational success can occur in the absence of integration. Many Hong Kong schools are concerned about the growing number of ethnic minority students. How they are supported and how the diversity of their pastoral needs is fulfilled become critical. This article examines teachers?, students? and parents? narratives of the cross?cultural experience of ethnic minority students from India, Pakistan, Philippines, Nepal and Thailand, and the diversity of those students? pastoral needs. The qualitative data were collected from interviews, through which the constructs of 32 teachers and 32 students (...) from three secondary schools were explored. Four groups of focus?group interviews were conducted, in which 15 parents were involved. This article argues that to implement the ethos of caring, it is not only necessary for the school to promote the intercultural sensitivity of all practitioners, but equally important to develop a connected school system where ethnic minority students and parents can be consistently supported in the subsystems of classroom, school and home. This paper highlights how a small group of minority students worked to take advantage of the privileges available once they were admitted to an elite school. The argument proposed is that, unlike their more privileged peers, minority students who have made it through the gateways of elite schools have to work out a salvation of privilege to level up their chances and aspirations of success. A grounded theory based on ‘working out the salvation of privilege’ is derived (...) to examine the ways in which minority students in elite schools seize individual ways of self-saving their variegated disadvantages. The study tracked three students over a five-year period to explore the development of their aspirations and individual trajectories two years after they exited their schools. Despite the students’ efforts in self-saving, their ‘envisioned future’ became limited over time. All had to modify their options and expectations because their non-privileged background hindered their aspirations. (shrink)

This timely, in-depth examination of the educational experiences and needs of mixed-race children focuses on the four contexts that primarily influence learning and development: the family, school, community, and society-at-large. The book provides foundational historical, social, political, and psychological information about mixed-race children and looks closely at their experiences in schools, their identity formation, and how schools can be made more supportive of their development and learning needs. While research has focused on the role of racism in (re)producing ethnic/racial inequalities in education, there is very little research that investigates how variability in minority students’ responses to racism can be explained. By using an ecological approach to integrate existing research on actors’ responses to racism, this study finds that researchers have generally neglected factors and processes situated at the micro- and meso-levels of analysis. Qualitative interview data with Turkish–Cypriot children enrolled in schools in the predominantly Greek-speaking (...) part of the Republic of Cyprus are used to investigate their strategies in response to racism and the factors that explain the observed variability in their responses. The findings suggest the importance of and interactions between factors situated at different levels of analysis, including the level of organizations and social groups and face-to-face interactions in explaining variability in young people’s responses to racism. Drawing upon the theses of State racism, homo sacer, and safe citizenship, and fieldwork data collected from a multiethnic primary school in Xinjiang, this paper examines the way in which the state agencies of the local government, the school and mainstream citizens design citizenship for Uyghurs, and how Uyghurs interpret and act upon their citizenship. The findings show why, and how, designed citizenship by the mainstream system for Uyghurs has failed to produce a desirably productive force for the prosperity of (...) both the Uyghur community and society at large. Knowledge of pedagogy and social studies content influences a teacher's decision making and helps teachers conduct sound instructional practices despite the influence of high-stakes testing policies. Using national data from the Survey of the Status of Social Studies (S4), this study examined the associations of teachers’ professional characteristics, school environmental factors, and state testing policy on self-reported levels of authority that secondary level social studies teachers (grades 6–12) hold over key classroom tasks. Through hierarchical multiple regression analysis, key findings from (...) this study indicated that greater minority enrollments are associated with lower levels of instructional authority. Teachers who worked in states where a state-mandated social studies test was administered reported less freedom to choose what to teach and how to teach than those in non-testing states. Also, this study showed that in-field status, the type of licensure, and years of teaching experience are important factors in exercising social studies teachers’ instructional authority (e.g., their ability to balance effectively the demands of state-mandated reforms with teaching for meaningful student learning). This study recommends that schools with high minority enrollments, especially if these districts exist in a high stakes testing environment, should invest in teachers with high-quality social studies preparation. Schools may be one important context where adolescents learn and shape the behaviors necessary for promoting global inclusivity in adulthood. Given the importance of bystanders in halting bullying and peer aggression, the focus of this study is on both moral judgments regarding one type of bullying, social exclusion, and factors that are associated with bystander intervention. The study includes 896 adolescents, who were 6th, and 9th graders, approximately evenly divided by gender. Participants were primarily European–American. Results revealed that girls (...) and participants who perceived better relationships between students and teachers were more likely to judge exclusion to be wrong. Further, ethnic minority participants, those who were more anxious about being rejected by their teachers and reported more teacher discrimination were less likely to judge exclusion as wrong. Participants who reported more positive student–teacher relationships, perceptions of a more positive school social environment and more prior experiences of teacher discrimination were more likely to report that they would seek help for the victim. On the other hand, participants who reported being more angry about teacher rejection, experiencing either peer or teacher discrimination, and perceiving they are excluded from opportunities at school were less likely to intervene to come to the aid of a peer who is being excluded. The results document the complex interplay of school and teacher factors in shaping adolescents’ bystander responses to social exclusion. Our findings suggest that positive school climate can promote intentions to intervene. However, findings indicate that adolescents who are marginalized in their school environments, and who report experiences of rejection, exclusion or discrimination are not willing or likely to intervene to prevent others from experiencing exclusion. The social acceptance of lesbian, gay, bisexual, transgender (LGBT) is recently widely debated. Although some Western countries have taken a more favourable course towards these minority groups, we still see a certain level of resistance to same sex marriage and discrimination against LGBT even in normally regarded liberal societies. Islam, which is often believed to clash with so-called Western values, regards LGBT as abhorrent and even apostate. However, we see a new endeavour of LGBT people in the most Muslim (...) populous country in the world, Indonesia. This paper explores the treatment of these minorities in Islam, including the possibility of co-existence of all humans in a future. For this purpose, we consider the activities of this Islamic school in Indonesia and the life history of the students. We also examine both the pro and con of the religious standpoint of the ulamas. We especially pay attention to some of the ulama’s attempts to create a new fiqh (a legal standard for religious rituals and obligations) to accept LGBT. (shrink)

One of the greatest challenges facing democracies is how to live together with difference. The growth of globalisation and international migration has presented schools with increased opportunities and challenges related to learning from and living with superdiversity. Yet within current policy settings and educational practices, the alignment between superdiversity and democratic education is not explicitly foregrounded. In this paper I examine how teachers (n = 24) from four superdiverse secondary schools in Aotearoa New Zealand’s responded to growing cultural, (...) linguistic and religious diversity in their classrooms. By examining empirical evidence from teacher’s practices, the paper illustrates how Dewey’s philosophy of learning by living together with difference, placing a priority on shared interests and developing a socio-political awareness of inequalities provides valuable insights for democratic education. The study illustrates the importance of recognising the complexity of interactions in superdiverse contexts and the significant role that teachers can play in creating conditions for inclusive classrooms where democracy can be lived and learned. It also highlights how teachers themselves, can undergo a journey toward developing more inclusive and justice-oriented pedagogical practices that support both Indigenous and ethnic minority groups in their schools. In this paper I examine in detail the continued – and curious – popularity of religious schools in an otherwise ‘secular’ twenty-first century Europe. To do this I consider a number of motivations underwriting the decision to place one’s child in a religious school and delineate what are likely the best empirically supported explanations for the continued dominant position of Protestant and Catholic schools. I then argue that institutional racism is an explanatory variable that empirical researchers typically avoid, (...) though it informs both parental assessments of school quality as well as selective mechanisms many mainstream religious schools use to function as domains of exclusion. I then distinguish between religious schools in a dominant position from those serving disadvantaged minorities and argue that the latter are able to play a crucially important function other schools only rarely provide and hence that vulnerable minorities may have reason to value. The purpose of this study was to examine the perceptions of American history among adolescent Mexican Americans at the eight-grade level in a mid-west town's middle school. This qualitative study shows that multiple contexts influenced the process of teaching and learning history between and among a white teacher and adolescent Mexican Americans at Atkinson Middle School. Those overlapping contexts (the context of the education of minority language students, the context of social studies education, and the school's culture) created a (...) unique totality responsible for shaping the experiences of learning American history by Mexican-American students. These experiences were detrimental for the appreciation by Mexican-American students of American history's potential meanings and significance. (shrink)

How can we bolster the academic success of low achieving students and provide a more egalitarian classroom setting? This book describes the process of 'untracking', an educational reform effort that has prepared students from low income, linguistic, and ethnic minority backgrounds for college. Untracking offers all students the same academically-demanding curriculum while varying the amount of institutional support they receive. Helpful institutional 'scaffolds' teach the hidden curriculum of the school, allowing students to develop an academic identity and build bridges (...) between high school and college. There have been many plans and attempts to reform schools, but few detailed investigations of such efforts. This book is a highly readable account of a successful school reform effort. Surnames of grandparents were collected from children in the primary schools of the AlbanianItalian and Greek–Italian villages of southern Italy and Sicily. The coefficients of relationships by isonymy show almost no relationship with ethnicity. Ethnolinguistic minorities of southern Italy and Sicily are geographically subdivided into two main clusters: the first cluster comprises the Albanian, Croat and Greek communities of the Adriatic area; and the second cluster comprises the Albanian and Greek communities of the Ionian, Thirrenian and Sicilian areas.

While utopians cannot produce what they can imagine, we can no longer imagine what we produce. It is increasingly the case that undergraduate teacher candidates find themselves enrolled in courses that have been developed “in partnership” with local school districts—districts adjacent to the actual universities where they are enrolled. Recently, one such partnership arrangement had a foundation of education professor and initial certification students oscillating between two school districts located in the same large suburban area. In this review essay Kevin Murray and Dan Liston examine three texts in what this symposium has deemed the recent resurgence in neo-Marxist accounts of schooling: David Blacker's The Falling Rate of Learning and the Neoliberal Endgame, Mike Cole's Marxism and Educational Theory, and John Marsh's Class Dismissed. Murray and Liston argue that Blacker, Cole, and Marsh provide a much-needed structural delineation of schooling in capitalist society. All three works have substantial merit and are in need of minor adjustments. Blacker's (...) vision is telling and chilling but may need some fine-tuning; Cole's defense of Marxism is commendable but tends toward the disembodied abstract; and Marsh's text capably highlights educationists' blinders but seems to miss elements of a critical structural account. While recognizing real limitations on transformative education under capitalism, Murray and Liston nevertheless elaborate a variation of the radical humanist project. It is their skeletal attempt at an educationally and morally defensible reparative theory. (shrink)

School quality care has become important in many Western countries. Expectations are high, but little is known about the nature and extent of the use of self?evaluation instruments within schools. From this longitudinal study into the use of a Dutch school self?evaluation instrument, it became clear that schools vary in the extent to which they are able to make use of self?evaluation results. A minority of schools in this study were able to use the self?evaluation results (...) for developing measures at the school and classroom level to improve the quality of education. Potential causes for the findings and alternatives for promoting the utilisation of school self?evaluation instruments are discussed. (shrink)

This article presents a study that identifies the gender dynamics prevailing in a specific context of tokenism – elementary school teaching – in which the members of an otherwise socially dominant group are proportionally scarce – men. The results contradict Kanter’s theory by showing that male elementary school teachers do not experience the tokenism dynamics. In line with Williams’ gender perspective and Amâncio’s gender symbolic asymmetry, the article finds that although men constitute a small minority in elementary education, they (...) do not lose the social advantages they generally have: on the contrary, they seem rather to gain several privileges. Indeed, the results show strong links between the tokenism dynamics and gender asymmetry, putting the token men at an advantage. Many high schools offer students the opportunity to take advanced placement (AP) courses in many subjects including science and mathematics. Studies have shown that students who take these classes are more likely to succeed in college and that failure in engineering education is strongly correlated to deficiencies in mathematics and science. This article presents the background of AP classes and their impact on science, technology, engineering, and mathematics (STEM) career choices of college students. The results of this study confirm (...) that students who take AP classes in calculus and the sciences are more likely to select majors in careers such as engineering, science, mathematics, and the medical field. In this study, both minority and nonminority students who were taking AP calculus and/or science courses in high school selected STEM careers at a higher rate than other careers and males selected engineering at a higher rate than females. Females selected science and mathematics and the medical field at a higher rate than males. Furthermore, the size and location of the high school, profession of parents, and socioeconomic level of parents all affect the number of AP classes offered in high schools as well as which ethnic groups primarily take them. The present study investigates linguistics and cognitive effects of bilingualism with a minority language acquired through school medium education. If bilingualism has an effect on cognition and language abilities, regardless of language prestige or opportunities of use, young adult Gaelic-English speakers attending Gaelic medium education (GME) could have an advantage on linguistic and cognitive tasks targeting executive functions. These will be reported, compared to monolingual speakers living in the same area. Furthermore, this study investigates whether there is a difference (...) in Home Speakers of Gaelic (speakers who had acquired the language at home) compared to New Speakers of this language, i.e. whether an immersive context -as the one offered in medium education- compensates for not being native. A group of 23 monolingual English young adult speakers was compared with a group of 25 bilingual speakers attending a GME school since five years old. Participants were tested on comprehension of a set of sentences with incremental complexity in English, on their capacity to inhibit a distractor using the Test of Everyday attention (TEA) and on their performance in a Digit Span task. A tendency for a better performance on more complex linguistics and cognitive tasks was reported in bilinguals compared to monolinguals with a further advantage for New Speakers compared to Home Speakers. The study supports the idea that being bilingual in a minority language is as beneficial as speaking any other combination of languages. An immersive context of acquisition can be a good ground for developing advantages on both linguistics and cognitive tasks, with a further advantage for New speakers of the language. (shrink)

The use of law enforcement officers in American schools has rapidly expanded since its inception in the 1950s. This growth can in part be attributed to the Safe Schools Act of 1994, the establishment of the Community Oriented Policing Services Office, and tragic events that have occurred in our nation's schools. Law enforcement officers in the school environment traditionally have primary roles of protection and enforcement, although many have ancillary roles of educating and mentoring students. However, the (...) use of police in schools has also been associated with the formalization of student discipline and the criminalization of minor misconduct. Specifically, an increase in the number of officers in schools has mirrored an increase in the number of arrests and citations for relatively minor offenses. We argue that officers' socialization and training create role conflict in that the duty to enforce the law competes with other duties to mentor and nurture students. We present several hypothetical dilemmas and then illustrate how the “right thing to do” is determined by the perceived duties of the school safety officer. We conclude by presenting some modest suggestions on how to address the potential role conflict experienced by law enforcement officers working in schools. (shrink)

The article presents the findings from a survey of over 400 young people in metropolitan areas in the Netherlands and England concerning their views on identity and school history. The research explored pupils' ideas about which facets of history were of interest to them, what history they believed should be taught in schools, and their views on the purposes of school history and history in general. The coding of the data made it possible to delineate between those from different (...) ethnic minority backgrounds, boys and girls, age and level of education and first or second generation of migration. The study revealed significant differences between young people's ideas about history and identity, and those advanced by politicians and policy makers in the Netherlands, England and elsewhere. The concluding section of the paper considers the implications of the findings for policy makers in the field of history education in schools. (shrink)

Lexical and morphological knowledge of school-aged children are correlated with each other, and are often difficult to distinguish. One reason for this might be that many tasks currently used to assess morphological knowledge require children to inflect or derive real words in the language, thus recruiting their vocabulary knowledge. The current study investigated the possible separability of lexical and morphological knowledge using two complementary approaches. First, we examined the correlations between vocabulary and four morphological tasks tapping different aspects of morphological (...) processing and awareness, and using either real-word or pseudo-word stimuli. Thus, we tested the hypothesis that different morphological tasks recruit lexical knowledge to various degrees. Second, we compared the Hebrew vocabulary and morphological knowledge of 5th grade language minority speaking children to that of their native speaking peers. This comparison allows us to ask whether reduced exposure to the societal language might differentially influence vocabulary and morphological knowledge. The results demonstrate that indeed different morphological tasks rely on lexical knowledge to varying degrees. In addition, language minority students had significantly lower performance in vocabulary and in morphological tasks that recruited vocabulary knowledge to a greater extent. In contrast, both groups performed similarly in abstract morphological tasks with a lower vocabulary load. These results demonstrate that lexical and morphological knowledge may rely on partially separable learning mechanisms, and highlight the importance of distinguishing between these two linguistic components. One of the proofs expressing certain knowledge in fiqh method is ijma. There are hardly any scholars who do not accept that ijma is evidence. It is reported that the first person who objected to this was Mu'tazilî İbrahim en-Nazam. The group that does not accept it as a sect are the scholars who belong to the Imamiyya. It is possible to say that mujtahid scholars have been unanimous since the first period mujtahids on the fact that ijmā is evidence, (...) with a few exceptions. Although there is no significant disagreement about the fact that ijma is evidence, the scholars differed on the details of ijma's types, conditions, proofs, and the number of people who would agree on ijma. One of the issues discussed by the scholars of the methodology is the effect of ijmaa when one or more people oppose the majority of the mujtahids. While some of the methodists think that the opposition of the minority against the alliance of the majority will not harm the ijma, the majority of them argue that all mujtahids must be of the same opinion in order for the ijma to be formed. Basically, it can be said that these two approaches argue with each other, but there are also proceduralists who deal with the issue differently. Some scholars take into account the attitude of the majority towards them in an issue opposed by one or a few people. According to these scholars, if the majority does not oppose the opinion of the minority, then ijma cannot be mentioned. Because this shows that the majority also respect the opposing view. If the majority does not respect or even oppose the opinion of the minority, then the consensus of the majority becomes ijma.The arguments generally used in these discussions are the same. Usulists defend their theses based on the opposing views of some of the Companions, especially Ibn Abbas. Those who do not see the opposition of the minority as an obstacle to ijma, argue that although one or more of the Companions had dissenting views, as in the example of Ibn Abbas on riba and mut'a, the consensus of the other Companions is the ijma of the scholars. Likewise, those who argue that this is an obstacle to ijma, as well as Ibn 'Abbas's opposition to the opinion of the populace on awl, was an obstacle to the formation of ijma on an issue agreed by the other Companions.This study deals with the discussions and the arguments used by the parties. However, firstly, the information value and conditions of ijma, which is thought to be closely related to these discussions, are briefly presented. In the study, the explanations of the scholars of different sects, who were not content with the works of a certain school, were examined and tried to be evaluated. As a result, it should be noted that it is the prevailing view that the opposition of the minority against the majority will prevent the formation of ijma, based on the conditions put forward in order for ijma to be conclusive evidence. However, it has come to the conclusion that whether the opposing view of the minority is taken into account by other scholars is effective in the formation of ijma. (shrink)
