This thesis studies the enabling properties of ICT and their effects and potential for social change, and prepares the ground for a sustainability-oriented ethico-political assessment of this technology. It primarily builds on interdisciplinary scholarship to describe and explain the multifaceted co-evolution between the global deployment of ICTs and the emergence of the Information Society, understood as a socioeconomic restructuring of capitalism. Beyond the role of ICTs in this regime transition, the thesis delivers other philosophical insights about crucial (...) aspects of ICT development, applications and management. These include arguments about how we should conceptualize ICTs on the basis of their different roles in extending human communication and in performing or facilitating the remote control of humans and animals, machines and systems operations; about the entanglement between telecommunications, transport networks, urban development and work and organization; and about the relations between ICTs, culture and human values. Examples are offered to illustrate the potential that these empirical and philosophical lessons may hold for the construction of a framework for the ethico-political assessment of ICTs. (shrink)

Analyzes ethical dimensions of contemporary political campaigning and governing.

Modernity is marked by the advent of technologies capable of storing data almost indefi­nitely. On the other hand, the data collection takes place without the conscious permission of the users. The storage and collection of personal data is a potential problem, since the digital footprint of a person on the Internet has an impact on the social and political rep­resentation of the individual, its perception by other actors. Compromising the content of a digital footprint can expose information that (...) is not intended for others. There is cur­rently an increasing trend of misuse of stored data, both by criminals and by companies that use the data for sale or surveillance. The need to control how data is collected, stored and used leads to the emergence in the academic literature and the legal field of the “right to be forgotten”, which allows a person to actively moderate the process of collecting and storing data, to participate in determining the circle of those to whom they can be accessed, and delete personal data. The adoption of such a right not only allows the state to influence the collection and storage of data, regulating interactions through law-making activities, but also to realize the potential of an autonomous individual. The prospect of legislating the right to be forgotten has sparked debate in the academic and professional community about the destruction of the free marketplace of ideas and the imposition of political censor­ship on the Internet. The article deals with the philosophical, ethical and political founda­tions of the right to be forgotten. The article substantiates the conclusion that the right to be forgotten has a positive heuristic potential, but at the same time it has conceptual flaws, and is also not able to completely correct the current situation of data processing. However, the implementation of the right to be forgotten in the future can have a beneficial effect on the current situation in the field of collection and storage of personal data. (shrink)

Purpose. Our study aims at developing a conceptual model of transdisciplinary synthesis of philosophical-anthropological, sociopolitical and epistemological aspects of co-evolution of the scientific and technical designs of High Hume class and the socio-cultural / political context in the process of anthropo-socio-cultural genesis. The relevance of the topic is justified by the technologization of all spheres of human existence and the emergence of High Hume class technologies, which can be called technology-driven equally. As a result, the concepts of "bio-power" (...) and "biopolitics" have become ones of the most frequently mentioned in modern philosophical and anthropological discourse and attract increasing attention of philosophers, sociologists, and, in the last decadecades, experts in the field of practical political science and economics (Foucault, Agamben, Žižek, Kebnik, Nadesan, etc.). Theoretical basis. It is problem-theoretical research; We synthesize the results of our publications in recent years. We proceed from the fact that the main question of the informational phase of the development of a technogenic civilization lies in the rationalization and technologization of the evolutionary process, i.e. in the removal of the fundamental ontological antinomy “Evolution versus Reasonable Design”, as a result for modern neoliberal political democracy, biopower and its theoretical understanding (biopolitics) are effective tools and technologies to form of optimal trends of the global evolutionary process, in the framework of this ideological system. We have chosen the comparative conceptual analysis combining with the results of the content analysis of Web publications by the main method of the study. Originality of the research is in the fact that the central core of such a model is the use of a conceptual and terminological apparatus for describing the mechanisms of the progressive evolution of complex systems, known as the “triple spiral” by Ledeisdorf-Itskovich. This allowed us to integrate the bio-power phenomenon into the general scheme of a stable evolutionary strategy of a technogenic civilization. The conclusions. We justified the transformation of biopolitics into the main factor in the global evolution of self-organizing human-sized systems, including the biosphere as a whole. This is achieved through the creation of a specific (bio) ethical system of imperatives and the activities of individuals in relation to themselves and other agents of social actions. Bioethics with a trail of associated conceptual areas (biosociology, bioeconomics, biohistory, etc.) turned out to be the only rationalized regulator of the process of biological and sociocultural evolution. The triple spiral biotechnology – bioeconomy – bioenergy as the material substance of the life of technological civilization is reflected in the ideal world as a triad of bioethics – biosociology – biopolitics. Both triads form closed cycles of evolutionary transformations that transmit and amplify the initial momentum of transformations on each other through a cascade mechanism with positive feedback. This book aims to offer an empirically-informed philosophical framework for understanding the technological construction of power, allowing for a differentiated vocabulary for describing various senses of technological power, while bridging together social and political theory, critical studies of technology, philosophy and ethics of technology.

In their respective commentaries to my article “Postphenomenology and the Politics of Sustainable Technology” both Robert Scharff and Michel Puech take issue with my postphenomenological inroad into the politics of technology. In a first step I try to accommodate the suggestions and objections raised by Scharff by making my account of the political more explicit. Consequently, I argue how an antagonistic relational conceptualisation of the political allows me to address head on Puech’s plea to leave politics (...) behind and move towards an ethically informed, post-political approach to sustainability. “But perhaps the question philosophy is confronted with—through the question of the political—might be whether not all reasoning, including a purely theoretical reasoning, can truly only be a political reasoning, resulting in an inevitable, indeed necessary circular structure” (Boehm 2002; author’s translation). In a footnote to my original article ‘Postphenomenology and the Politics of Sustainable Technology’, I wrote that “for the purpose of this paper, it suffices to say that I use the adjective ‘political’ to indicate all aspects of human and non-human agency that are related to ‘shaping the good life’ (Goeminne 2011a).” With hindsight, brought about by the commentaries of Scharff (2011) and Puech (2011), I now see that I could not have been more optimistic. Or should I say naïve? Indeed, although coming from different angles and resulting in very different suggestions, both commentaries precisely target my postphenomenological inroad into the ‘politics’ of technology. In challenging my grounding of the politics of technology in a postphenomenological perspective, Scharff in particular invites me to make my notion of the political more explicit. In what follows, I will therefore first elaborate my take on the political dimension of technology in dialogue with Scharff’s comments and suggestions. Armed with this deepened concept of the political, I will then address Puech’s plea to leave politics behind and move towards an ethically informed, post-political approach to sustainability. Evidently, within the limits of this piece, I can only indicate the broader direction my conceptualisation of the political takes. It suffices perhaps to say that, partly induced by the commentaries of Scharff and Puech, the question of the political has meanwhile taken a much more prominent place in my research as can be seen from a few recent publications [e.g. Goeminne (2012) and Goeminne (forthcoming)]. Information technologies (IT) have become a politically important issue over the last ten years. Governmental reports promote the idea of a new information society, or network society, where ITs are a prerequisite for the economic and social development. The discourse and the rhetoric about technology and its relation to society are dominated by modern, rational and macrosocial understandings of technology. In this paper we challenge dominant rational discourses on technology and present alternative views to bring (...) new perspectives to the subject in order to complicate and enrich our understanding of technology and how it relates to society. Our aim is to develop a theoretical framework that can account for a dynamic and microsocial approach to studying the implementation of an Electronic Patient Record (EPR) at a Danish hospital. Paul Virilio is one of the most prolific and penetrating critics of the drama of technology in the contemporary era, especially military technology, technologies of representation, computer and information technologies, and biotechnology. For Virilio, the question of technology is the question of our time and his life work constitutes a sustained reflection on the origins, nature and effects of the key technologies that have constituted the modern/ postmodern world. In particular, Virilio carries out a radical critique (...) of the ways that technology is transfonning the contemporary world and even the human species. Yet I want to argue in this study that Virilio has a flawed conception of technology that is excessively negative and one-sided, thus missing the empowering and democratizing aspects of new computer and media technologies. My argument is that his vision of technology is overdetermined by his intense focus on war and military technology and that this optic drives him to predominantly technophobic perspectives on technology per se as well as the new technologies of the contemporary era. I contend that Virilio's project is essentially conservative, wishing to preserve the human body and natural life against the assaults of what he regards as a demonic technology which he considers as having a highly destructive impact, on nature, human beings and socio-political life. However, it is precisely the extremely critical discourse on war and military technology, as well as his penetrating reflections on war, cinema, technologies of representation and vision machines, and biotechnology, that constitute the valuable aspects of his work. Paul Ricœur has been one of the most influential and intellectually challenging philosophers of the last century, and his work has contributed to a vast array of fields: studies of language, of history, of ethics and politics. However, he has up until recently only had a minor impact on the philosophy of technology. Interpreting Technology aims to put Ricœur’s work at the centre of contemporary philosophical thinking concerning technology. With advances in communication, transportation and information processing technologies, it is clear that the pace of events in global politics is speeding up at an alarming rate. The implications of this new speed however, continue to be a significant source of debate. Will acceleration lead to a more interconnected, productive, peaceful, and humane world; or a nightmarish descent into ecological devastation, economic exploitation and increasingly violent warfare? Algorithmic technologies and artificial intelligence are centred on data and generate new business models, known as the data-driven economy. In the European Union context, the development of such new business is accompanied by a regulatory and political framework. An important aspect of this regulatory framework regards the legal conditions that enable the data collection, availability, sharing, use and reuse. Within the larger context, this article analyses the development of the European Union regulatory framework governing the availability, sharing and reuse (...) of public sector data, also referred to as Public Sector Information policy. Anchored in the analytical tools provided by Discursive Institutionalism and Critical Data Studies and after studying the evolution of this policy over 25 years, this article argues that economic considerations have been overwhelmingly decisive in the European Union Public Sector Information policy and much less attention has been paid to fundamental rights and democracy issues. It also shows how European Union Public Sector Information policy contributes to the data infrastructure, enabling a thriving data-driven economy. In doing so, this article argues that the possible problematic effects of this new data-driven economy are not only affordances of the technology itself but are also the result of political and regulatory choices. More globally, the article stresses the need for policymakers to inscribe each of the policies and regulations affecting the digital transformation in the framework of fundamental rights and democracy. The article focuses on exploring the directions for implementing innovative analytical-statistical technologies as a tool for monitoring and detecting corruption in the state. To achieve this goal, the author clarifies the content of key concepts, defines the essence of innovative analytical-statistical technologies, and analyzes the applications of these technologies as elements of the state’s anti-corruption policy. It is determined that modern analytical-statistical technologies are integral to information technologies, which have emerged as a separate branch of production known as the (...) information industry. Information technologies, including analytical-statistical ones, are realized through information systems, which combine technical tools (computers, communication devices and channels, peripherals, input/output devices, etc.) with software applications that facilitate the functioning of the technical components and analytical aspects, including the mathematical component (statistics). The use of analytical-statistical technologies as a tool to counter corruption at the state level is driven by the specificity of the corruption identification process. The application of relevant technologies is possible when perceiving corruption as a form of fraud. Therefore, the search for corruption in modern society requires a comprehensive approach, utilizing mathematical, analytical, and psychophysical research methods. This approach enables not only the identification but also the prediction of probable instances of abuse. Five directions for implementing innovative analytical-statistical technologies in anti-corruption activities are identified: 1) automation of data collection and processing; 2) automation of communication and office processes; 3) automation of direct management processes; 4) automation of decision-making processes and development; 5) development of expert systems. It is noted that analytical-statistical technologies find the most implementation in four of the identified directions: data collection/processing, direct management, decision support, and expert support. ФAs an important indicator of protection of citizens, society and state, information security is an integral part of national security. Therefore, its definition is mainly focused on preventing those negative consequences that may arise from various information threats, as well as eliminating and overcoming these consequences with the least losses for society and a human. In this aspect, what has become particularly relevant is the research of not only philosophical, phenomenological and socio-psychological determinants of the information security (...) of citizens, but also political and legal resources and mechanisms of the information space of the state in the conditions of the functioning of the global information society. Unfortunately, Ukraine has not yet produced an effective model of the information security system of the state, society and a human, although the need for this is fixed at the constitutional level. Therefore, today it is very important to develop a holistic codifying document that would fully cover various aspects of the formation of national security policy, and also define a specific tool for its implementation. The author considers that it is important to pay attention to the development of the theoretical and methodological foundations of research of the problem of information security, which are focused on strict observance of national interests both at the internal and external levels. It is also necessary to form a comprehensive conceptual and theoretical basis that should cover the philosophical-political and information-technological aspect of the issue. A number of issues in the areas of national security and information in Ukraine in terms of concept theory and legislation and developing integral system of strategic tasks fulfillment in the practice of information society is considered. It is well known that AI-based language technology—large language models, machine translation systems, multilingual dictionaries, and corpora—is currently limited to three percent of the world’s most widely spoken, financially and politically backed languages. In response, recent efforts have sought to address the “digital language divide” by extending the reach of large language models to “underserved languages.” We show how some of these efforts tend to produce flawed solutions that adhere to a hard-wired representational preference for certain languages, which we (...) call language modeling bias. Language modeling bias is a specific and under-studied form of linguistic bias were language technology by design favors certain languages, dialects, or sociolects with respect to others. We show that language modeling bias can result in systems that, while being precise regarding languages and cultures of dominant powers, are limited in the expression of socio-culturally relevant notions of other communities. We further argue that at the root of this problem lies a systematic tendency of technology developer communities to apply a simplistic understanding of diversity which does not do justice to the more profound differences that languages, and ultimately the communities that speak them, embody. Drawing on the concept of epistemic injustice, we point to the broader ethico-political implications and show how it can lead not only to a disregard for valuable aspects of diversity but also to an under-representation of the needs of marginalized language communities. The dramatic recent advances and emergent trends in technologies have brought to the fore many vital and challenging questions and dilemmas for leaders and organizations. Floridi’s Information Ethics has the methodological merit of providing the interpretation of the Informational Turn with a solid philosophical basis, the roots of which deserve a careful investigation. In this perspective, I will analyse a key question, which is essential not only from a theoretical but also from a practical (moral, political and legal) point of view, i.e. (...) whether or not Floridi’s construction of information is consistent with a pluralistic conception of Being. The convergence of biomedical and information technology holds the potential to alter the discourses of identity, or as is argued here, to turn us inside out. The advent of digital networks makes it possible to ‘see inside’ people in ways not anticipated and thus create new performance arenas for the expression of identity. Drawing on the ideas of Butler and Foucault and theories of performativity, this paper examines a new context for human-computer interaction and articulates potentially disturbing issues (...) with monitoring health rather than wellbeing. It argues that by adopting explicitly social framings we can see beyond the idea of medical interventions for health to recognize the political implications of the new categorizations and their implementation in code. B a c k g r o u n d. The article examines the appearance, essence and formation of the concept of "echo chamber" in the field of philosophy. The main interpretations and practical aspects of the application of this concept by representatives of the philosophical community are considered. Considering the lack of an established version of the concept of "echo chamber", an attempt was made to define its meaning by analogy with the already established interpretation of a physical analogue, (...) namely, a resonator. The appropriateness of such an analogy is justified. The specifics of the operation of echo chambers are considered by analogy with the operation of the resonator and its associated phenomena. The phenomenon of "intellectual inbreeding" ("geistiger Inzucht") described by H. Franke is considered. M e t h o d s. The theoretical and methodological foundations of the research are based on the principles of scientific objectivity, impartiality and systematicity. During the research, general scientific, philosophical, and special methods of studying social and political phenomena were used, including general methods of analysis, synthesis, and comparative methods. R e s u l t s. The author's understanding of the meaning of the concept of "echo chamber" and the prerequisites for its stability, which are determined by the properties of human consciousness, namely: "comfort zone", "clipping of thinking" and the principle of "own-foreign" are offered. The appropriateness of consideration and the main properties of the echo chamber as a technology of effective communication influence are substantiated. Among the methods of destroying echo chambers, the development of critical thinking skills and digital literacy, compliance with the principles of diversification of information sources and "range of reasonable alternatives", the occurrence of cognitive dissonance, as well as the phenomenon of emotional resonance are considered. C o n c l u s i o n s. Echo chambers pose a significant threat both to the harmonious development of the human personality and to the stable existence of civilized societies. At the current level of economic development, the digital transformation of society is an important factor in advancing any social structure. The purpose of the present study was to explore the transformation of a traditional society into a digital one, with a focus on ethical and environmental aspects. The study draws on a variety of information analysis methods to identify strengths, weaknesses, opportunities, and threats of digitalization, including the environmental aspect. Our research revealed that in Russia, the only highly (...) digitalized sectors were information technology and finance. Digitalization is strikingly different in the European countries, where only transport and building industries slowly implemented digital technologies into their business processes. We also examined digitalization levels in 7 Moscow universities. The universities managed to improve their digitalization scores with the help of recommendations developed for online learning, such as selection of quality software, having qualified teaching staff, constant monitoring, and evaluation of knowledge. The findings can be used in economic, social, and environmental spheres since they highlight the ambiguous effects of digitalization using practical examples. (shrink)

This paper looks beyond the mostly technical and business issues that currently inform the design of knowledge-based systems (e.g., expert systems) to point out that there is also a social and organisational (a socio-organisational) dimension to the issues affecting the design decisions of expert systems and other information technologies. It argues that whilst technical and business issues are considered before the design of Expert Systems, that socio-organisational issues determine the acceptance and long-run utility of the technology after it (...) has been implemented. It shows how four issues within the organisation can affect the design or the after-effects of the design and implementation of the technology. This paper is an attempt to present disclosive ethics as a framework for computer and information ethics – in line with the suggestions by Brey, but also in quite a different manner. The potential of such an approach is demonstrated through a disclosive analysis of facial recognition systems. The paper argues that the politics of information technology is a particularly powerful politics since information technology is an opaque technology – i.e. relatively closed to scrutiny. (...) It presents the design of technology as a process of closure in which design and use decisions become black-boxed and progressively enclosed in increasingly complex socio-technical networks. It further argues for a disclosive ethics that aims to disclose the nondisclosure of politics by claiming a place for ethics in every actual operation of power – as manifested in actual design and use decisions and practices. It also proposes that disclosive ethics would aim to trace and disclose the intentional and emerging enclosure of politics from the very minute technical detail through to social practices and complex social-technical networks. The paper then proceeds to do a disclosive analysis of facial recognition systems. This analysis discloses that seemingly trivial biases in recognition rates of FRSs can emerge as very significant political acts when these systems become used in practice. (shrink)

In recent years drastic shifts in the paradigms of politics, economics and technologies have occurred throughout the world. The shifts in these three fields are all related. It is our responsibility to investigate these shifts from the aspects of society and mankind for the prosperity of future generations. For this, societies should share with each other their wisdom and knowledge in an effort to plan for the future.

The essays in this volume honor the work of political scientist and Eric Voegelin scholar, Barry Cooper, by considering how political philosophy (a form of hunting) and empiricism get "woven" together (to borrow a metaphor from Plato). In other words, they consider how science needs to be conducted if it is to remain true to our commonsense experience of the world and to facilitate political judgment. Several of the essays cover Eric Voegelin, including his understanding of consciousness, (...) a comparison of him and Leo Strauss, and his self-understanding as a scholar. Other essays consider terrorism, technology, religion and the modern world, the divided line in Plato's Republic, and the political significance of hope. The volume also includes a number of essays that consider different aspects of Canadian politics, including its strong regionalism, political culture, public law, and the infamous "Calgary School" of political science. These essays are united by the concern that political science must "weave" together political philosophy and empiricism. This task was what Aristotle meant when he characterized political science as a matter of practical wisdom. It is an insight that was also central for Voegelin's restoration of political science in the twentieth century, and that these essays continue into the twenty-first century. Political analysis begins in whatever contemporary crisis the analyst has found himself. The analyst sifts through competing claims of political meaning asserted by the partisans in the crisis. From there he ascends to greater luminosity concerning the human condition by viewing those claims in light of the "major questions in the history of political thought." They inform one another, as the search for order is necessarily the search for order that is conducted by a particular individual's consciousness in the context of a particular community in space and time. This volume will be of special interest to scholars of political philosophy as well as citizens and statesmen interested in how an engagement in the history of political philosophy can facilitate political judgment in particular political circumstances. The global digital divide represents one of the most significant examples of international inequality. In North America and Western Europe, nearly 70% of citizens use the Internet on a regular basis, whereas in Africa less than 4% do so. Such inequality impacts business and trade, online education and libraries, telemedicine and health resources, and political information and e-government. In response, a group of educators and community leaders in South Africa and the United States have used various information (...) technologies to create a ―global classroom‖ that connects people in the two countries. University students, high school students, and other citizens communicate via Internet exchanges, video conferencing, and digital photo essays. The project has produced a number of tangible benefits and it has developed a model for reducing inequality in global education, at least for those institutions with the technological resources to participate. We also present several recommendations for how to expand the initiative and thereby increase the number of people who can benefit from it. (shrink)

This article seeks to identify the political and ideological dimensions of the contemporary presence of information technology or infotech. This presence is experienced as the progressive unfolding of technology as the logic of the social itself. Rather than approaching these dimensions through their reduction to a ground, a symbolic totality or a specific interest, and argument is constructed from Laclau and Mouffe's concept of `antagonism' in conjunction with Claude Lefort's notion of `invisible ideology'. This gives the (...) argument the advantage of relating the constitution of ideology to a historically specific political formation, instead of positing a timeless relation to the constitution of an abstract subject as the ground of an explanation. The argument is that insofar as information technology appears as a substance that absorbs the dynamic of community, which I call autotechnopoiesis, then ideology constructs the identity of this space with itself. The political is understood as the failure of this self-presence. In conclusion, these issues are located in terms of the governmentality of the `performative state' which seeks the recruitment of subjects to the `promotion of the social' through an investment in the banality of communication. The absence of appropriate information about imperceptible and ethical food characteristics limits the opportunities for concerned consumer/citizens to take ethical issues into account during their inescapable food consumption. It also fuels trust crises between producers and consumers, hinders the optimal embedment of innovative technologies, “punishes” in the market ethical producers, and limits the opportunities for politically liberal democratic governance. This paper outlines a framework for the ethical characterization and subsequent optimization of foods (ECHO). The framework applies to “imperceptible,” “pragmatic,” (...) and “reasonable” food characteristics about which consumers/citizens maintain concerns. A political perspective is assumed in that valid information is taken to serve the politically liberal and democratic functions of the market by allowing concerned citizens to make informed choices in their role as food consumers. Information is aggregated by multi-attribute modeling. It takes the form of “maximized” (“utilitarian”) to “most balanced” (MINMAX) non-binary aggregate comparative rankings of perceptibly substitutable food products. The model requires the description of characteristics by means of criteria and weights (structural input), and technical input on the performance of food for these criteria (product input). Structural input is grounded on relevantly concerned citizen/consumers’ perceptions. It is culture and times dependent. Availability of product input is assumed. Uses for the amelioration of the aforementioned limitations are discussed. So long as, and to the extent that, certain ethical concerns are not addressed by public policy, the ECHO framework may facilitate offering members of society a necessary (though not a sufficient) condition for regulating the ethical aspects of food production in self-regulated markets as consumers, when they are constrained to do so through their government as citizens. In doing that, the framework may contribute to the development of the ethical dimension of food production and may bring rewards for food supply actors that take reasonable concerns of citizen/consumers into account. Purpose– This paper aims to retrieve relevant aspects of the work of idealist thinker T.H. Green to improve comprehension of, and policy responses to, various dilemmas facing contemporary “information societies”.Design/methodology/approach– The paper is an exercise in interdisciplinary conceptual research, seeking a new synthesis that draws upon a range of ethical, metaphysical, empirical and policy texts and ideas. It is an application of moral and political principles to post-industrial problems, part of an ongoing international effort to develop viable normative (...) approaches to the emergent information society. The background research includedin situstudy of archival papers.Findings– Green’s version of idealism illuminates current, technologically induced shifts in our understandings of important categories such as self, substance and space. The paper finds that Green’s doctrine of the common good, his alternative to the (still prevalent) school of utilitarian welfarism, combined with his famously “positive” theory of the state, is highly relevant as a normative template for applied philosophy and policy. The article demonstrates its applicability to three vital contemporary issues: freedom of information, intellectual property and personal privacy. It concludes that Green’s work provides exceptional resources for an original, anti-technocratic, theory of the information society as good society.Practical implications– It is hoped that, as part of the wider rediscovery of the work of Green and other idealists, the paper will have some impact on public policy.Originality/value– The paper contains a new scholarly interpretation of Green’s theories of the common good and of the state. This paper will address the question of the morality of technology. I believe this is an important question for our contemporary society in which technology, especially information technology, is increasingly becoming the default mode of social ordering. I want to suggest that the conventional manner of conceptualising the morality of technology is inadequate – even dangerous. The conventional view of technology is that technology represents technical means to achieve social ends. Thus, the moral (...) problem of technology, from this perspective, is the way in which the given technical means are applied to particular (good or bad) social ends. In opposition to this I want to suggest that the assumed separation, of this approach, between technical means and social ends are inappropriate. It only serves to hide the most important political and ethical dimensions of technology. I want to suggest that the morality of technology is much more embedded and implicit than such a view would suggest. In order to critique this approach I will draw on phenomenology and the more recent work of Bruno Latour. With these intellectual resources in mind I will propose disclosive ethics as a way to make the morality of technology visible. I will give a brief account of this approach and show how it might guide our␣understanding of the ethics and politics of technology by considering two examples of contemporary information technology: search engines and plagiarism detection systems. Does science have a place when it comes to making public policy? The answer might not be as simple as many people think. Ideally, scientists discover facts, and those facts inform policy. But policy undermines the open-ended nature of scientific inquiry, and scientists end up representing an agenda rather than presenting objective truths to be used to make decisions that impact the public. Through a variety of perspectives, this volume explores who wins and who loses when science and politics mix.

It is a truism that the design and deployment of information and communication technologies is vital to everyday life, the conduct of work and to social order. But how are individual, organisational and societal choices made? What might it mean to invoke a politics and an ethics of information technology design and use? This editorial paper situates these questions within the trajectory of preoccupations and approaches to the design and deployment of information technology since computerisation (...) began in the 1940s. Focusing upon the dominant concerns over the last three decades, the paper delineates an interest in design and use in relation to socio-technical theories, situated practices and actor-network theory. It is argued that each of these approaches is concerned with a particular form of politics that does not explicitly engage with ethics. In order to introduce ethics into contemporary debates about information technology, and to frame the papers in the special issue, it is argued that Levinas’ ethics is particularly valuable in problematising the relationship between politics and ethics. Levinas provides a critique of modernity’s emphasis on politics and the egocentric self. It is from a Levinasian concern with the Other and the primacy of the ethical that a general rethinking of the relationship between politics, ethics and justice in relation to information and communication technologies can be invoked. The extent to which machine metaphors are used in synthetic biology is striking. These metaphors contain a specific perspective on organisms as well as on scientific and technological progress. Expressions such as “genetically engineered machine”, “genetic circuit”, and “platform organism”, taken from the realms of electronic engineering, car manufacturing, and information technology, highlight specific aspects of the functioning of living beings while at the same time hiding others, such as evolutionary change and interdependencies in ecosystems. Since these latter (...) aspects are relevant for, for example, risk evaluation of uncontained uses of synthetic organisms, it is ethically imperative to resist the thrust of machine metaphors in this respect. In addition, from the perspective of the machine metaphor viewing an entity as a moral agent or patient becomes dubious. If one were to regard living beings, including humans, as machines, it becomes difficult to justify ascriptions of moral status. Finally, the machine metaphor reinforces beliefs in the potential of synthetic biology to play a decisive role in solving societal problems, and downplays the role of alternative technological, and social and political measures.
