We present a fully relational definition of inertial systems based in the No Arbitrariness Principle, that eliminates the need for absolute inertial frames of reference or distinguished reference systems as the ``fixed stars'' in order to formulate Newtonian mechanics. The historical roots of this approach to mechanics are discussed as well. The work is based in part in the constructivist perspective of space advanced by Piaget. We argue that inertial systems admit approximations and that what is of practical use are (...) precisely such approximations. We finally discuss a slightly larger class of systems that we call ``relatively inertial'' which are the fundamental systems in a relational view of mechanics. (shrink)

The purpose of this study was to analyze the attitude of a group of cardiologists on the ethical conducts they would accept or adopt when encountered with different hypothetical situations of medical practice. Between August and September of 2011, 700 Argentine cardiologists were surveyed in situations which posed ethical dilemmas in the patient-physician relationship, among colleagues or involving financial agreements with employers or the pharmaceutical industry. Ethical conflicts were evidenced in a series of inappropriate conducts such as differential fees, trips (...) and meals sponsored by laboratories, splitting fees, overbilling, self-referral, charging for patient referral, financial compensation for ordering medical procedures, and various situations derived from the relationship with employers. In general, financial compensation from the pharmaceutical industry was more accepted than the conflictive situations which directly involved patients, colleagues or employers. The rejection of these conducts, the physicians' deontological education and the improvement of financial and organizational conditions in medical practice will help to encourage better medical professionalism and avoid unseemly behaviors. We argue that philosophers are competent to facilitate public discussion concerning restrictions on human migration across political borders. We also argue that presenting public audiences with a prima facie case for open borders offers a unique opportunity to elucidate important aspects of philosophical reasoning. Finally, we share resources and a lesson plan for those keen to examine the case for open borders with students, or to facilitate public discussion on these issues.

While mechanics was developed under the idea of reciprocal action (interactions), electromagnetism, as we know it today, takes a form more akin to unilateral action. Interactions call for spatial relations, unilateral action calls for space, just one reference centre. In contrast, interactions are matters of relations that require at least two centres. The development of the relational electromagnetism encouraged by Gauss appears to stop around 1870 for reasons that are not completely clear but are certainly not solely scientific. By the (...) same time, Maxwell recognised the equivalence in formulae of his electromagnetism and the one advocated by Gauss and called for an explanation of why such theories so differently conceived have such a large part in common. In this work we reconstruct and update the relational electromagnetism up to the contributions of Lorentz guided by the non-arbitrariness principle (NAP) that requests arbitrary choices to be accompanied by groups of symmetries. We show that a-priori there must be two more symmetries in electromagnetism, one related to the breaking (in the description) of the relation source/detector and one relating all the perceptions of the same source by detectors moving with different (constant) relative velocities. We show that the idea of electromagnetic waves put forward in concept by Lorenz (1861-1863) before Maxwell (1865) and in formulae (1867) just after Maxwell, together with the ``least action principle'' proposed by Lorentz are enough to derive Maxwell's equations, the continuity equation and the Lorentz' force, and that there is a dual formulation in terms of fields of the receiver (as opposed to fields of the source). While Galilean transformations are associated with removing the arbitrariness implied in the election of a reference space, they will not explicitly appear in a formulation based upon a relational space although we occasionally mention their usefulness. In contrast, Lorentz' transformations will emerge in this formulation involving the relations between the perceived fields of different receivers. Moreover, the role of the full Poincaré-Lorentz group as a group of transformations of the perceived actions is elucidated. In summary, we answer Maxwell's philosophical question showing how the same theory in formulae can be abduced using different inferred entities. Each form of abduction implies as well an interpretation and a facilitation of the theoretical construction. This work relies heavily on logical concepts as abduction put forward by C. La comprensión de lo histórico por medio de la “revivencia” en Dilthey confluye con la idea de re-enactment en la teoría de la imaginación histórica de Collingwood a través de la autognosis. Este conocimiento de sí constituye la actividad primordial de la comprensión histórica y es llevado a cabo por el individuo que comprende de acuerdo con los significados vitales y sociohistóricos de su época. Así, las tradiciones del empirismo y del idealismo se acercan en aras de una reflexión sobre (...) la actividad efectiva del historiador. Our knowledge about colonial philosophical manuscripts preserved in the «Fondo Antiguo» and «Fondo Varios» at the National Historical Archive is limited almost exclusively to its listing and location. In some cases, there is a very brief description of the contents, identification of their philosophical tendency and some information about their authors. In order to expand our knowledge about them, we have tried here, on the one hand, to provide a more detailed description of the contents of the works, and, on (...) the other hand, to systematise the information provided by different catalogues. For this work, the contents of the original manuscripts and the corresponding microfiche have been revised and described. Thus, we have been able to correct some errors concerning location and content. We therefore hope to contribute, even minimally, to the construction of the history of philosophy in Chile. (shrink)

The prospective formalization of the Anthropocene as a chronostratigraphic unit by the International Commission on Stratigraphy has been intensely debated. This paper explores and assesses the stakes of this process from a philosophical perspective. I distinguish two senses of formalization—the descriptive and the evaluative—and argue that: 1) there are descriptive and evaluative formalizations of the Anthropocene beyond the confines of the ICS; 2) incoherencies between Anthropocene proposals and the ICS’s current tenets are not a decisive reason for deferring descriptive formalization; (...) and 3) the prospective evaluative formalization of the Anthropocene by the ICS would be impactful. During the second half of the nineteenth century, electronegativity has been one of the most relevant chemical concepts to explain the relationships between chemical substances and their possible reactions. Specifically, EN is a property of the substances that allows them to attract external electrons in bonding situations. The problem arises because EN cannot be measured directly. Indeed, the only way to measure it is through different properties that do can be directly measured, for instance enthalpy, ionization energies or electron affinities. (...) What is particularly troubling about this case in quantum chemistry is that the different models used to describe and quantify EN are incompatible but, in a certain sense, equivalent because the same EN scale results in all of them. By analyzing Linus Pauling’s and Robert Mulliken’s models of EN, it will be argued that, if we remain cling to a traditional representative conception of models, we cannot understand the meaning of the information provided by those models. Indeed, if we do not want to adopt an instrumentalist point of view concerning chemical knowledge, we should reconsider by virtue of what a model represents the system, or, in other words, which the factors that determine the representative power of a model are. I will propose a new perspective that incorporates the role of experimental techniques in the very notion of representation; this perspective allows us to understand how supposedly incompatible models of the same target system can be both simultaneously representative. Our purpose is to describe the application of legitimate defense in so-called non-confrontational situations. To do this, we will conceptualize gender violence as that which against women, due to their condition as such, and we will describe the absence by the courts in the identification of this problem. Second, we will analyze the reception of Argentine and international legislation on the treatment of gender violence and the recommendations and criteria to take into account when interpreting and applying criminal law. Finally, (...) we will present the treatment of legitimate defense in contexts of gender violence, analyzing each of its elements. Our conclusions will focus on the need to address situations of gender violence based on international regulations for the application of legitimate defense in non-confrontational situations. La transmisión de la filosofía al continente americano puede rastrearse materialmente por medio del examen de las redes comerciales que procuraron la numerosa llegada de libros que alimentaron a las primeras bibliotecas coloniales. En ellas se resguardaron variadas obras filosóficas y humanísticas que fueron fundamentales en la promoción y el desarrollo de la cultura escrita y la educación. Al revisar algunos aspectos centrales del comercio, el control librario y la colección de obras afines en las primeras bibliotecas privadas y religiosas, (...) se pretende reconstruir, al menos en sus rasgos característicos, el devenir de la filosofía en el Nuevo Mundo. The transmission of philosophy to the Americas can be traced through the examination of the commercial networks that provided the first colonial libraries with books. These vast collections contained various philosophical and humanistic works that were a key factor in the promotion and the development of written culture and education. Reviewing some aspects on trading, book inventory and the collection of related works in the first private and religious libraries, the main goal is to reconstruct, at least in its characteristic features, the development of philosophy in the New World. Aunque fueron marginales a su pensamiento, la reunión de sus alusiones al respecto permite arrojar alguna luz sobre la reflexión de la Independencia y sobre los cambios que el Libertador experimentó en su percepción del naciente mundo que aparecía ante sus ojos. Se estudian algunas reacciones en América Latina y se describe el proceso por el cual Renan llegó posteriormente a ser aceptado por círculos conservadores. The French historian Ernest Renan published in 1863 a Life of Jesus that questioned his divinity. The book aroused scandal and attempts of rebuttal. Se adapta al título del libro de Andre Gunder Frank para proponer un esquema de conjunto de la historia americana desde una visión no eurocéntrica y desde la historia mundial. El acento no se coloca en la relación del continente con la Europa mediterránea o atlántica, ni en procesos endógenos, sino en los contactos que mantuvo con las otras civilizaciones del Viejo Mundo: África, la Europa oriental, Rusia, el Medio Oriente, India, China y el Pacífico. Se argumenta que antes de (...) la llegada europea hubo una etapa fuertemente influida por las relaciones con Asia. Éstas continuaron aún en época colonial, en términos comerciales, demográficos y artísticos, junto a una fuerte inmigración e influencia cultural africana. Si bien la independencia supuso una serie de ilusiones sobre el fomento de las relaciones con Asia, el siglo xix fue de creciente influencia europea (demográfica, militar, política, económica, cultural). El esquema propuesto puede servir para entender mejor los procesos por los cuales en nuestros días América, como el resto del mundo, está entrando nuevamente en la órbita asiática. (shrink)

La presente investigación surge como parte del análisis para la creación de políticas de ecoeficiencia en las empresas y tiene como finalidad el conocer las buenas prácticas ambientales aplicadas por las empresas del sector servicios en la ciudad de Girardot. Se presenta como un estudio descriptivo-analítico con enfoque cualitativo, utilizando como instrumento la ficha de observación aplicada a una muestra de 30 empresas del sector de servicios. Dentro de los resultados obtenidos se encuentra la calificación de acuerdo con un puntaje (...) entre 0.0 y 1.0 y el análisis del resultado total con ponderación de 0% a 100% a 11 criterios evaluados. The incompatibility within the context of modeling cannot be established simpliciter. The fact that modeling is understood as an activity whose representational power can only be partially established, may minimize the supposed existence of incompatible models. Indeed, it is argued from perspectivism that incompatibility can be dissolved, meaning that it becomes trivial or simply false due to the inherently pragmatic and partial nature of the act of representation and modeling. From this perspective, incompatibility can only be a consequence of a (...) misunderstanding of the very nature of modeling and representation In this sense, in order to tackle this strategy at its root from perspectivism, we will first need to outline the maximal perspectivism thesis, attempting to identify the possible escape routes that perspectivism could find in order to explain incompatibility as an illusory incompatibility. Then, we will analyze Valence Bond Model and Molecular Model of covalent bonds, and we will conclude that the dissuasive strategies used to minimize and/or disregard incompatibility prove to be fruitless. El siguiente artículo revisa brevemente diferentes aspectos de los Comentarios Acerca del alma, dictados por el franciscano chileno fray Juan de Fuica, en mayo de 1689, en el Colegio San Diego de Alcalá de Santiago de Chile. Presentamos, primero, una nota biográfica del fraile con información relativa a su trayectoria académica y administrativa dentro de la orden franciscana. Luego, analizamos en cinco categorías los aspectos fundamentales de este curso inédito: características generales, características del lenguaje, estructura, método de enseñanza y contenidos (...) ad mentem Scoti. Creemos que con la edición de este testimonio exclusivo de la enseñanza filosófica de la época, visibilizamos el patrimonio filosófico colonial del país y, en consecuencia, llenamos una gran laguna en la historia de la filosofía chilena. This article briefly reviews the different aspects of the Commentaries On the Soul, dictated in 1689 by Chilean Franciscan Friar Juan de Fuica at San Diego de Alcalá College, Santiago de Chile. First, we present a biographical note on the Friar with information concerning his academic and administrative career within the Franciscan order. Second, we analyze in five categories the fundamental aspects of this unreleased manuscript: general features, language features, structure, teaching method and ad mentem Scoti contents. We believe that with the edition of this exclusive testimony of philosophical teachings at that time, we give visibility to the colonial philosophical heritage of the country and, thereby, fill a gap in the history of Chilean philosophy. El positivismo jurídico como teoría sobre la existencia del derecho: un comentario sobre Judging Positivism de Margaret Martin Este comentario examina de forma crítica la concepción de positivismo jurídico que informa el desafío planteado por Margaret Martin contra la substancia y el método de esta tradición intelectual. La afirmación central de este artículo es que su caracterización de la teoría substantiva del positivismo jurídico deja de lado una dimensión más fundamental, y explicativamente previa, relacionada a la teoría positivista de la (...) existencia de los sistemas y normas jurídicas. También sostengo que su caracterización de la metodología descriptiva del positivismo como un proyecto no normativo es demasiado exigente y no puede capturar la relaciones entre derecho y moral reconocidas por los positivistas contemporáneos ni la distinción entre preguntas internas y externas. Estas clarificaciones proporcionan recursos para comenzar a responder algunas de las objeciones de Martín contra el proyecto de Raz. (shrink)

Scientific pluralism has gained supporters in philosophy of science during the last decades, since it seems to accurately account for the plural and varied development of science. Arguments in defense of robust, non-merely epistemic pluralistic positions can be found in several contemporary philosophical works. According to these positions, to hold pluralism does not suppose to assume an epistemic position regarding truth and a non-realistic view on scientific theories. Monism can be thought as the “natural” opponent of scientific pluralism. In this (...) paper, we will evaluate the alleged rivalry between the two positions, paying special attention to those riskier, ontologically more robust, pluralistic proposals. We will argue that these strongest versions of pluralism fail to offer an alternative to monism: they either changes the topic or hold a weak skepticism that Hegel develops in the Phenomenology of the Spirit. For such purposes we will critically analyze the arguments that would account for the presumed nonexistence of phonons. Finally, having already demonstrated that there are not enough reasons to consider phonons as non-existing entities, we will explore some possibilities that allow us to elucidate their ontological status. El presente trabajo se ocupa de la teoría general de Carlos Nino sobre la legítima defensa y cómo ella se enmarca, de manera más general, en su concepción sobre el liberalismo en materia penal. Se muestran dos casos problemáticos para teorías así concebidas. Se propone una alternativa para salir de estos casos problemáticos apelando a consideraciones cercanas al ideal de no dominación. This paper analyses Carlos Nino’s general theory of legitimate defense and its relation with his conception about liberalism in (...) criminal law. There are at least two problematic cases for his theory of legitimate defense. La importancia de las ciencias naturales para la vida y el pensamiento contemporáneos es reconocida ampliamente. En ética y metaética la relevancia de las ciencias naturales se encuentra estrechamente vinculada con la concepción conocida como Naturalismo ético. A pesar de que existe una vasta literatura sobre Naturalismo y Naturalismo ético no es fácil encontrar un libro que recopile lo que diferentes autores relevantes tiene para decir sobre tal tópico. El libro Ethical Naturalism. Current Debates (2012) ha venido a llenar tal (...) laguna. Este trabajo presenta el tema general del libro y analiza y critica algunas de las ideas allí desarrolladas. El propósito central es hacer algunas observaciones generales a la empresa del Naturalismo ético considerado globalmente y al mismo tiempo algunas observaciones que son relevantes sólo para algunas de las intervenciones que forman parte de la colección. This paper addresses a variant of the job shop scheduling problem with total tardiness minimization where task durations and due dates are uncertain. This uncertainty is modelled with intervals. Different ranking methods for intervals are considered and embedded into a genetic algorithm. A new robustness measure is proposed to compare the different ranking methods and assess their capacity to predict ‘expected delays’ of jobs. Experimental results show that dealing with uncertainty during the optimization process yields more robust solutions. A sensitivity (...) analysis also shows that the robustness of the solutions given by the solving method increases when the uncertainty grows. (shrink)

Resumen: El artículo estudia los Elementos de Filosofía (EdF), dictados por Andrés Bello a Juan Alemparte en Santiago de Chile hacia los años 1840-1843 y conservados actualmente en una copia manuscrita. Se muestra que los EdF corresponden a un esbozo preliminar de las materias abordadas por Bello tanto en las entregas del periódico El Crepúsculo como en su obra póstuma Filosofía del Entendimiento. Por ello, se plantea que estas lecciones manuscritas constituyen un testimonio exclusivo de las clases particulares del maestro (...) venezolano en Santiago del siglo XIX y exhiben, además, un estadio de maduración temprano de ideas que llegarán a ser gravitantes en su obra magna. Se espera que este material represente un insumo para futuras pesquisas en torno a las percepciones en general, y desde la perspectiva del pensador caraqueño en particular. Abstract: The article examines the Elements of Philosophy, taught by Andrés Bello to Juan Alemparte in Santiago de Chile around 1840-1843 and currently preserved in a manuscript copy. It is shown that the Elements of Philosophy correspond to a preliminary outline of the matters addressed by Bello both in the newspaper El Crepúsculo and in his posthumous work Philosophy of the Understanding. For this reason, it is proposed that these manuscript notes constitute an exclusive testimony of the private lessons of the Venezuelan Master in Santiago of the 19th century and exhibit a stage of early maturation of ideas that will become gravitational in his magnum opus. It is expected that this material represents an input for future research on perceptions in general, and from the perspective of the thinker from Caracas in particular. (shrink)

Sin embargo, el hecho de que la energía de estas ondas esté cuantificada sugiere una analogía con el campo electromagnético. En analogía con el fotón se define al fonón. Generalmente se concibe al fonón como a una cuasi-partícula, es decir, como a un instrumento matemático útil en los cálculos pero sin una existencia propia. En este trabajo estudiamos el estatuto (...) ontológico del fonón y argumentaremos en favor de la idea de considerarlo como una partícula real. (shrink)

En el presente trabajo intentaré poner de manifiesto las debilidades de los argumentos dados por Contessa para sustentar, como fuente del representar, a los razonamientos subrogantes válidos por sobre los sólidos. En primer lugar, analizo ciertas ventajas epistémicas del criterio sustentado sobre los RS sólidos, evidenciando, consecuentemente, los límites del criterio estipulado por Contessa. En segundo lugar, muestro que los argumentos utilizados por Contessa para descartar el criterio instituido en los RS sólidos son deficientes, ya que, en el mejor de (...) los casos, no demuestran nada y, en el peor de los casos, o bien se comete una falacia por ambigüedad o bien se comete una petición de principio. El artículo revisa los contenidos generales del Tratado Acerca de los elementos de Manuel Antonio Talavera, que es parte de los capítulos que estudian la Física especial en su obra Instituciones de Física. En ésta, se combinan las doctrinas de filosofía natural según las enseñanzas de los filósofos modernos, los nuevos datos empíricos generados a partir de los experimentos científicos y la autoridad de las Escrituras. Se intenta mostrar cómo en la enseñanza de la disciplina durante la última época colonial (...) convivieron conocimientos propios de la modernidad matizados con elementos característicos de la escolástica. Presentamos una breve nota biográfica del autor y revisamos desde una perspectiva general los principales aspectos del tratado. La intención es visibilizar el quehacer educativo de Talavera y rescatar parte del legado filosófico latinoamericano. (shrink)

Resumen En las últimas décadas las economías nacionales han experimentado un proceso de cambio estructural que ha desafiado la concepción de la competitividad que sostiene la economía ortodoxa. En particular, es necesario un enfoque que tome en cuenta la importancia de los procesos de aprendizaje involucrados en el logro de niveles de competitividad de las empresas y que coloque el acento en los procesos de cambio y de innovación, adoptando una visión dinámica. Teniendo en cuenta ello, en el presente artículo (...) se presenta una visión teórica alternativa de la construcción de ventajas competitivas y de la competitividad de las naciones, a través de la moderna economía evolucionista e institucionalista. Así, se presentan los principales rasgos de la teoría evolucionista de la empresa y el enfoque de Sistema Nacional de Innovación, que posibilita un abordaje sistémico del fenómeno de la competitividad y el desempeño económico de las naciones. Behavioral momentum theory has evolved within the realm of operant conditioning. The thought-provoking momentum metaphor equates the strength of an operant response with its resistance to change and preference (i.e., choice) for that response over other available responses. Whereas baseline response rate (velocity in the metaphor) is assumed to be largely influenced by the response-reinforcer contingency, resistance to change and preference are assumed to reflect an intervening variable called behavioral mass, which is determined primarily by the stimulus-reinforcer relationship. This invites (...) the question of how well the momentum metaphor applies to the stimulus-reinforcer relationships of traditional Pavlovian paradigms. Presumably, a correspondence exists between behavioral mass and the notion of associative strength in the associative learning literature. Although response rate has little meaning in the trialwise structure of classical (i.e., Pavlovian) conditioning, response probability or magnitude might be regarded metaphorically as velocity. Momentum theory suggests that resistance to change (e.g., extinction) is a better indicator of associative strength than is response probability or magnitude. Therefore, variables that strengthen Pavlovian learning should influence resistance to extinction of conditioned responding in a similar manner. Moreover, it is important to assess momentum theory outside of strictly operant paradigms, particularly because in clinical settings many common disorders (e.g., phobias) and their therapies (e.g., cue exposure) are thought to be classically conditioned. En este ensayo intentaremos realizar una pequeña aproximación al pensamiento de Gilbert Simondon, filósofo francés cuya obra podría resumirse en sus dos tesis doctorales defendidas en 1958, una de las cuales no fue publicada de forma completa sino póstumamente. No obstante, lo dicho, tras el creciente interés en su pensamiento comenzaron a publicarse ya nacido este milenio, en particular en Argentina, sus cursos sobre percepción, imaginación, invención, información, comunicación y tecnología. A pesar de su escueta obra, Simondon es un filósofo (...) de sistema, que a partir de su teoría de la individuación intentó fundar un monismo ontogenético en el cual puedan entrar en comunicación todas las disciplinas humanas; y para ello buscó explotar todos los recursos conceptuales que brindaron las revoluciones científicas de su época. En este ensayo, sin embargo, abordaremos tan sólo el tipo de realidad o estatus ontológico que Simondon atribuía a los objetos técnicos. Para ello desarrollaremos 4 apartados y un bis. En el primero, haremos un esbozo de lo que es el método filosófico propuesto por Simondon, el cual describimos como un paradigmatismo analógico. En el segundo, desarrollaremos algunas críticas a cierto paradigmatismo particular que, según Simondon, subyace en gran parte del pensamiento occidental y que nos impide, entre otras cosas, comprender la realidad propia de los OT, a saber: el hilemorfismo. En tercer lugar, analizaremos en qué medida podemos salvar la realidad de los OT de ser reducida a mero constructo social. En cuarto lugar; analizaremos algunas analogías y disparidades entre los OT y los seres vivientes. Por último, a modo de apéndice, expondremos sucintamente un artículo de Esperanza García y Villegas Jaraleño, presentado en el último volumen de Scientia in verba, en el cual se plantea la pregunta sobre el estatus ontológico de los artefactos biotecnológicos desde una perspectiva bungeana; así como pequeñas críticas y aportes que pudiésemos hacerle desde el pensamiento simondoniano.
