Heart rate variability (HRV), the change in the time intervals between adjacent heartbeats, is an emergent property of interdependent regulatory systems that operate on different time scales to adapt to challenges and achieve optimal performance. This article briefly reviews neural regulation of the heart, and its basic anatomy, the cardiac cycle, and the sinoatrial and atrioventricular pacemakers. The cardiovascular regulation center in the medulla integrates sensory information and input from higher brain centers, and afferent cardiovascular system inputs to adjust heart (...) rate and blood pressure via sympathetic and parasympathetic efferent pathways. This article reviews sympathetic and parasympathetic influences on the heart, and examines the interpretation of HRV and the association between reduced HRV, risk of disease and mortality, and the loss of regulatory capacity. This article also discusses the intrinsic cardiac nervous system and the heart-brain connection, through which afferent information can influence activity in the subcortical and frontocortical areas, and motor cortex. It also considers new perspectives on the putative underlying physiological mechanisms and properties of the ultra-low-frequency (ULF), very-low-frequency (VLF), low-frequency (LF), and high-frequency (HF) bands. Additionally, it reviews the most common time and frequency domain measurements as well as standardized data collection protocols. In its final section, this article integrates Porges' polyvagal theory, Thayer and colleagues' neurovisceral integration model, Lehrer et al.'s resonance frequency model, and the Institute of HeartMath's coherence model. The authors conclude that a coherent heart is not a metronome because its rhythms are characterized by both complexity and stability over longer time scales. Future research should expand understanding of how the heart and its intrinsic nervous system influence the brain. (shrink)

Following Nancy Cartwright and others, I suggest that most theories incorporate, or depend on, one or more idealizing assumptions. I then argue that such theories ought to be regimented as counterfactuals, the antecedents of which are simplifying assumptions. If this account of the logical form of theories is granted, then a serious problem arises for Bayesians concerning the prior probabilities of theories that have counterfactual form. If no such probabilities can be assigned, then posterior probabilities will be undefined, as the (...) latter are defined in terms of the former. I argue here that the most plausible attempts to address the problem of probabilities of conditionals fail to help Bayesians, and, hence, that Bayesians are faced with a new problem. In so far as these proposed solutions fail, I argue that Bayesians must give up Bayesianism or accept the counterintuitive view that no theories that incorporate any idealizations have ever really been confirmed to any extent whatsoever. Moreover, as it appears that the latter horn of this dilemma is highly implausible, we are left with the conclusion that Bayesianism should be rejected, at least as it stands. (shrink)

It is wholly uncontroversial that measurements-or, more properly, propositions that are measurement reports-are often paradigmatically good cases of propositions that serve the function of evidence. In normal cases it is also obvious that stating such a report is an utterly pedestrian case of successful assertion. So, for example, there is nothing controversial about the following claims: (1) that a proposition to the effect that a particular thermometer reads 104C when properly used to determine the temperature of a particular patient is (...) evidence that the patient in question has a fever and (2) that there is nothing wrong with asserting the proposition that a particular thermometer reads 104C for appropriate reasons of communication, etc. when the thermometer has been properly used to determine the temperature of a particular patient. Here it will be shown that Timothy Williamson’s commitments to a number of principles about knowledge and assertion imply that a whole class of utterly ordinary statements like these that are used as evidence are not really evidence because they are not knowledge and so are (perversely) unassertable according to his principled commitments. This paper deals primarily with the second of these two problems and an alternative account of the norms of assertion is introduced which allows for the assertability of such measurement reports. Objectives: To describe the concerns and priorities of key stakeholders in a developing country regarding ethical obligations held by researchers and perceptions of equity or “what is fair” for study participants in an HIV/AIDS clinical drug trial. Design: Qualitative study with focus groups. Setting: Teaching and referral hospital and rural health centre in western Kenya. Participants: Potential HIV/AIDS clinical trial participants, clinician researchers, and administrators. Results: Eighty nine individuals participated in a total of 11 focus groups over a four month (...) period. The desire for continued drug therapy, most often life long, following an HIV/AIDS clinical trial was the most common priority expressed in all focus groups. Patients with and without HIV/AIDS also thought subsidisation of drug therapies and education were critical forms of compensation for clinical trial participation. Financial incentives were considered important primarily for purchasing drug therapy as well as obtaining food. Patients noted a concern for the potential mismanagement of any money offered. Clinician researchers and administrators felt strongly that researchers have a moral obligation to participants following a trial to provide continued drug therapy, adverse event monitoring, and primary care. Finally, clinician researchers and administrators stressed the need for thorough informed consent to avoid coercion of study participants. Conclusions: Kenyan patients, clinician researchers, and administrators believe that it would be unfair to stop antiretroviral therapy following an HIV/AIDS clinical trial and that researchers have a long term obligation to participants. This paper shows how the availability heuristic can be used to justify inference to the best explanation in such a way that van Fraassen's infamous "best of a bad lot" objection can be adroitly avoided. With this end in mind, a dynamic and contextual version of the erotetic model of explanation sufficient to ground this response is presented and defended.

This comparative field study evaluated the choices made by U.S., Portuguese, and Hong Kong Chinese evening MBA and graduating university business students when resolving business-related moral dilemmas. The authors developed hypotheses at the country level based on Hofstede’s ratings of each country’s national culture dimensions of power distance, uncertainty avoidance, individualism, and masculinity. The more individualistic U.S. respondents resolved the dilemmas with choices indicating less self-interest and more concern for unidentified others than did their Portuguese and Hong Kong Chinese counterparts, (...) who are from more collectivist societies. The authors discuss implications for future cross-cultural research on business dilemmas and for cooperative interactions among managers from these and other countries. (shrink)

Henry Home (1696-1782) has been called "perhaps the most complete 'Enlightenment man' among the eighteenth-century Scottish thinkers." Kinsman and friend of David Hume, mentor and patron of Adam Smith, John Millar, and Thomas Reid, he was a key figure in that circle of luminaries. He read law, was called to the bar in 1723, was raised to the Bench of the Court of Session in 1752, with the title Lord Kames (the name of his family estate), and joined the (...) High Court of the Justiciary in 1763. Publishing broadly in law, history, philosophy, and criticism, Kames made significant contributions to the Enlightenment's science of human nature. The Essays is commonly considered Kames's most important philosophical work. In the first part, he sets forth the principles and foundations of morality and justice, attacking Hume's moral skepticism and addressing the controversial issue of the freedom of human will. In the second part, Kames focuses on questions of metaphysics and epistemology to offer a natural theology in which the authority of the external senses is an important basis for belief in the Deity. The text of this volume is based on the third edition of 1779, while the appendix presents substantial variant readings in the first and second editions. (shrink)

Recently a number of variously motivated epistemologists have argued that knowledge is closely tied to practical matters. On the one hand, radical pragmatic encroachment is the view that facts about whether an agent has knowledge depend on practical factors and this is coupled to the view that there is an important connection between knowledge and action. On the other hand, one can argue for the less radical thesis only that there is an important connection between knowledge and practical reasoning. So, (...) defenders of both of these views endorse the view that knowledge is the norm of practical reasoning. This thesis has recently come under heavy fire and a number of weaker proposals have been defended. In this paper counter-examples to the knowledge norm of reasoning will be presented and it will be argued that this viewand a number of related but weaker viewscannot be sustained in the face of these counter-examples. The paper concludes with a novel proposal concerning the norm of practical reasoning that is immune to the counter-examples introduced here. (shrink)

This article deals with the gamut of international law. Empirical research on international law, charts three main factors—states and bureaucracies, private actors, and international institutions, specifically international tribunals. International law maintains the centrality of the state, which is also the functioning ground for various sub-state structures, governmental actors, and institutions. Private actors such as corporations and non-governmental organizations are instrumental in influencing the construction and outcome of international law. Regarding the relevance of international laws, some opine that while states do (...) infact deliver on obligations, they only choose those that are easy to comply by. Hence, efficiency becomes doubtful. Further, it is claimed that state's compliance only reflects its intentions, not a behavioral shift. These opinions merit questions regarding the relevance of international law. Studies in this field concern, broadly, international human rights law, criminal law, war laws, trade laws, investment law, and regulatory laws. (shrink)

The American Educational Research Association and American Psychological Association published standards for reporting on research. The transparency of reporting measures and data collection is paramount for interpretability and replicability of research. We analyzed 57 articles that assessed alphabet knowledge using researcher-developed measures. The quality of reporting on different elements of AK measures and data collection was not related to the journal type nor to the impact factor or rank of the journal but rather seemed to depend on the individual author, (...) reviewers, and journal editor. We propose various topics related to effective reporting of measures and data collection methods that we encourage the early childhood and literacy communities to discuss. (shrink)

This paper adopts a cognitive linguistic framework to explore the influence of spatial and social factors on the use of Spanish demonstratives esta ‘this’ and esa ‘that’. Twenty adult Spanish speakers in Monterrey, Mexico, were asked questions prompting the selection of puzzle pieces for placement in a 25-piece puzzle located in the shared space between the participant and an addressee. Although participants were not explicitly instructed to produce demonstratives, the need to identify specific puzzle pieces naturally elicited a total of (...) 523 tokens of esta and esa. Analyses of the distribution of esta versus esa show that demonstratives are not used in a categorical manner to mark differences in physical space. Although participants tended to produce proximal esta for referents near the speaker, both esta and esa were used for referents further from the speaker and closer to the addressee. Participants’ demonstrative selection was also influenced by interaction type: intersubjective misalignment between speakers promoted the use of proximal esta, whereas intersubjective alignment promoted the use of distal esa. These results support the view that nominal grounding is an intersubjective activity. Physical and social factors jointly shape speakers’ construal of the developing co-constructed communicative event as a whole, leading to increasingly variable usage of demonstratives as the referent is more distant both spatially and intersubjectively from the speaker. This paper introduces a model for evidence denial that explains this behavior as a manifestation of rationality and it is based on the contention that social values (measurable as utilities) often underwrite these sorts of responses. Moreover, it is contended that the value associated with group membership in particular can override epistemic reason when the expected utility of a belief or belief system is great. However, it is also true that it appears to be the case that it is still (...) possible for such unreasonable believers to reverse this sort of dogmatism and to change their beliefs in a way that is epistemically rational. The conjecture made here is that we should expect this to happen only when the expected utility of the beliefs in question dips below a threshold where the utility value of continued dogmatism and the associated group membership is no longer sufficient to motivate defusing the counter-evidence that tells against such epistemically irrational beliefs. This paper introduces a new argument against Richard Foley’s threshold view of belief. His view is based on the Lockean Thesis (LT) and the Rational Threshold Thesis (RTT). The argument introduced here shows that the views derived from the LT and the RTT violate the safety condition on knowledge in way that threatens the LT and/or the RTT.

In this paper Timothy Williamson’s argument that the knowledge norm of assertion is the best explanation of the unassertability of Morrean sentences is challenged and an alternative account of the norm of assertion is defended.

In his new book the eminent Kant scholar Henry Allison provides an innovative and comprehensive interpretation of Kant's concept of freedom. The author analyzes the concept and discusses the role it plays in Kant's moral philosophy and psychology. He also considers in full detail the critical literature on the subject from Kant's own time to the present day. In the first part Professor Allison argues that at the centre of the Critique of Pure Reason there is the foundation for (...) a coherent general theory of rational agency. The second part employs this account of rational agency as a key to understanding Kant's concept of moral agency and associated moral psychology. The third part focuses on Kant's attempt to ground both moral law and freedom in the Groundwork and the Critique of Practical Reason. One of the most influential of the Victorian philosophers, Henry Sidgwick also made important contributions to fields such as economics, political theory, and classics. An active promoter of higher education for women, he founded Cambridge's Newnham College in 1871. He attended Rugby School and then Trinity College, Cambridge, where he remained his whole career. In 1859 he took up a lectureship in classics, and held this post for ten years. In 1869, he moved to a lectureship in moral philosophy, (...) the subject where he left arguably his greatest mark when he produced this work, regarded as his masterpiece. Published in 1874, the book argues the utilitarian approach to ethics, and a systematic and historically sensitive approach to ethical research that influenced utilitarian philosophers well into the twentieth century. It remains a valuable introduction to the philosophy, practice and history of ethics. This reissue includes the 1877 supplement. (shrink)

Government officials claim open data can improve internal and external communication and collaboration. These promises hinge on “data intermediaries”: extra-institutional actors that obtain, use, and translate data for the public. However, we know little about why these individuals might regard open data as a site of civic participation. In response, we draw on Ilana Gershon to conceptualize culturally situated and socially constructed perspectives on data, or “data ideologies.” This study employs mixed methodologies to examine why members of the public hold (...) particular data ideologies and how they vary. In late 2015 the authors engaged the public through a commission in a diverse city of approximately 500,000. Qualitative data was collected from three public focus groups with residents. Simultaneously, we obtained quantitative data from surveys. Participants’ data ideologies varied based on how they perceived data to be useful for collaboration, tasks, and translations. Bucking the “geek” stereotype, only a minority of those surveyed were professional software developers or engineers. Although only a nascent movement, we argue open data intermediaries have important roles to play in a new political landscape. (shrink)

This article identifies a novel challenge to standard understandings of responsibility practices, animated by experimental studies of biases and heuristics. It goes on to argue that this challenge illustrates a general methodological challenge for theorizing about responsibility. That is, it is difficult for a theory to give us both guidance in real world contexts and an account of the metaphysical and normative foundations of responsibility without treating wide swaths of ordinary practice as defective. The general upshot is that theories must (...) either hew more closely to actual practice than they appear to, or they must provide some normative foundation for responsibility that does not go through actual practice. This paper contains an argument to the effect that possible worlds semantics renders semantic knowledge impossible, no matter what ontological interpretation is given to possible worlds. The essential contention made is that possible worlds semantic knowledge is unsafe and this is shown by a parallel with the preface paradox.
