Maritime services form an integral part of what regulatory agencies requires for the safe navigation and operation of vessels. Therefore, the maritime industry?s compliance with governmental regulations and international protocols has been essential for maritime safety management. As a basis to this aspect, the preparation of maritime students as the forthcoming maritime officers in the future has been a crucial point by the maritime educators in terms of maritime safety. Although English was adopted as the official language of the maritime (...) industries by the International Convention on Standards of Training, Certification and Watchkeeping (STCW Convention) in 1978, many difficulties remain in the teaching and assessing of Maritime English at maritime schools. Some research has examined these difficulties; however, no successful models for improving. Maritime English have been adopted Parallel to the teaching and assessing problems, there have also been many difficulties in reaching a training and testing proficiency in English communication that meets the international standards of the STCW requirements in the maritime industry. This paper concentrates upon the difficulties of teaching and assessing the outcomes of the teaching of Maritime Transportation English at the member schools of the International Association of Maritime Universities (IAMU) from all over the world. As a first step in the methodology of this study, a survey of techniques used at member schools of the IAMU is conducted to solve some difficulties in assessing the teaching of Maritime English. Then a positioning model is developed to identify and measure the positions of the IAMU member schools in comparison to one another by using a multidimensional scaling technique to analyse the multivariate data received through questionnaires. This information provides the foundation upon which the model of this research is built. Consequently, some strategies based upon the results of the analysis are developed to reduce the problems and difficulties in this context. (shrink)

In contemporary philosophical thought, Leo Strauss is associated with the rediscovery of ancient political philosophy against modern political philosophy. The rediscovery of ancient political philosophy is the rediscovery of classical rationalism or “moderate Enlightenment” against modern rationalism or “radical Enlightenment” and can be understood as recapturing the “the question of man’s right life” and “the question of the right order of society”. This article would like to show that it was his study of medieval Islamic and Jewish texts that enabled (...) Strauss to rediscover the classical rationalism. Also, in this article we would like to argue that although the opposition between Athens and Jerusalem, Reason and Revelation embodies two irreconcilable alternatives or a way of life in his thought, this opposition should be only examined with references to claims about radical rationalism of modern philosophy. In this case, we would like to argue that there can be seen a commonality between these “opponents”, i.e., Athens and Jerusalem, Reason and Revelation in terms of both their attitudes towards morality and their approaches to the relationship between philosophy and society. The Flipped Classroom Model is a particular type of Blended Learning Model that enables more active learning in the classroom environment. In other words, by dismissing the traditional teaching method, the Flipped Classroom Model provides an active learning environment with classroom activities. Students learn by making use of information and communication technologies. Students watch videos about their course whenever they want and take notes before coming to class. Instead of providing students with lecture notes before each lesson, videos are assigned (...) to be watched. Therefore, in this research, it aims to identify the teacher candidates' views regarding project development training carried out with the Flipped Classroom approach. The research is composed of qualitative data collected from 21 teacher candidates studying their final year at the university. The research findings indicated that teacher candidates are satisfied with applying the Flipped Classroom approach as it increased curiosity and willingness of the participants towards the multimedia development course. It is also found that the majority of the teacher candidates produced complimentary views regarding the project development training carried out with the Flipped Classroom approach. (shrink)

This paper will examine a sample case encountered by ambulance staff in the context of the basic principles of medical ethics.An accident takes place on an intercity highway. Ambulance staff pick up the injured driver and medical intervention is initiated. The driver suffers from a severe stomach ache, which is also affecting his back. Evaluating the patient, the ambulance doctor suspects that he might be experiencing internal bleeding. For this reason, venous access, in the doctor's opinion, should be achieved and (...) the patient should be quickly started on an intravenous serum. The patient, however, who has so far kept his silence, objects to the administration of the serum. The day this is taking place is within the month of Ramadan and the patient is fasting. The patient states that he is fasting and that his fast will be broken and his religious practice disrupted in the event that the serum is administered. The ambulance doctor informs him that his condition is life-threatening and that the serum must be administered immediately. The patient now takes a more vehement stand. ‘If I am to die, I want to die while I am fasting. Today is Friday and I have always wanted to die on such a holy day,’ he says. The ambulance physician has little time to decide. How should the patient be treated? Which type of behaviour will create the least erosion of his values? (shrink)

Introduction:Prehospital emergency medicine is a specific field of emergency medicine. The basic approach of prehospital emergency medicine is to provide patients with medical intervention at the scene of the incident. This special environment causes health professionals to encounter various problems. One of the most important problems in this field is ethics, in particular questions involving refusal of treatment and the processes associated with it.Objective:The objective of this study is to identify emergency health professionals’ views regarding refusal of treatment.Methods:This study was (...) conducted with 356 health professionals who were on active duty in prehospital emergency health services. The data were collected through a form which included 10 statements. The participants were asked to indicate their level of agreement with the statements given by rating them between 0 and 10.Ethical considerations:Before conducting the research, permission was received from the local ethics committee. Participants were given written information about the purpose of the study. Participants were assured that their participation was voluntary.Results:The healthcare professionals with fewer years of experience in the profession and female participants adopted an attitude of giving priority to providing care. Young participants, in general, respected patient autonomy. However, paradoxically, when it comes to emergency medical cases, they expressed an opinion closer to paternalism.Conclusions:This study has found that prehospital emergency health professionals generally respect the patient’s right to refuse treatment; however, they do not prioritize this right when there is a life-threatening situation or when the person does not have decision-making capacity. In these cases, prehospital emergency health professionals tended to adopt a more paternalistic approach. (shrink)

Street-level bureaucracy literature ascertains that policies get made not only in the offices of legislatures or politicians but through the discretion bureaucrats employ in their day-to-day interactions with citizens in government agencies. The discretion bureaucrats use to grant access to public benefits or impose sanctions adds up to what the public ultimately experience as the government and its policies. This perspective, however, overlooks policy-making that gets done in the back offices of government, where there might not be direct interaction with (...) citizens. Furthermore, it treats discretion as inherently anthropogenic and ignores that it is exercised in relation to sociotechnical arrangements of which bureaucrats are a part. In this paper, based on extensive ethnography at national statistical institutes and international statistical meetings across Europe, I make two arguments. The first is that, statisticians emerge as back-office policy-makers as they are compelled to take multiple methodological decisions when operationalizing abstract statistical guidelines and definitions, thus effectively making rather than merely implementing policies. This is the “discretion” they employ, even when they may not interact with citizens. The second argument is that the exercise of discretion is sociotechnical, that is, it happens in relation to the constraints and affordances of technologies and the decisions of other bureaucrats in their institutions and others. Functional near infrared spectroscopy has been gaining increasing interest as a practical mobile functional brain imaging technology for understanding the neural correlates of social cognition and emotional processing in the human prefrontal cortex. Considering the cognitive complexity of human-robot interactions, the aim of this study was to explore the neural correlates of emotional processing of congruent and incongruent pairs of human and robot audio-visual stimuli in the human PFC with fNIRS methodology. Hemodynamic responses from the PFC region of 29 subjects (...) were recorded with fNIRS during an experimental paradigm which consisted of auditory and visual presentation of human and robot stimuli. Distinct neural responses to human and robot stimuli were detected at the dorsolateral prefrontal cortex and orbitofrontal cortex regions. Presentation of robot voice elicited significantly less hemodynamic response than presentation of human voice in a left OFC channel. Meanwhile, processing of human faces elicited significantly higher hemodynamic activity when compared to processing of robot faces in two left DLPFC channels and a left OFC channel. Significant correlation between the hemodynamic and behavioral responses for the face-voice mismatch effect was found in the left OFC. Our results highlight the potential of fNIRS for unraveling the neural processing of human and robot audio-visual stimuli, which might enable optimization of social robot designs and contribute to elucidation of the neural processing of human and robot stimuli in the PFC in naturalistic conditions. İnanç-deneyim ilişkisinin olanaklılığı ve bu ilişkinin kuşkulu doğası, Davidson ve Wittgenstein gibi iki önde gelen çözümleyici filozofun konuyla ilgili açıklamaları dikkate alınarak araştırılmaktadır.Yazının ana savını şu temel fikir oluşturmaktadır: Sanılanın aksine, ne deneyimler inanç için sağlam ve kesin bir temel oluştururlar ne de deneyimler bilinmek için inançlara gereksinim duyarlar. In this paper, the relationship (...) between belief and experience will be investigated because on the one hand, experience creates a source for beliefs which leads knowledge and on the other hand it makes the experience possible, which leads human actions. Considering the analysis of two prominent analytic philosophers Davidson and Wittgenstein, the relationship of belief and experience, and the questionable nature of this relationship will be studied. The basic claim of this paper consists of the following primary idea: Contrary to what is believed, neither experiences form a firm and certain basis for beliefs, nor experiences are in need of beliefs to be known. At first glance, what scientific progress means seems to be a quickly answered question. It is not easy to think of the sciences without progress; sciences and the notion of progress seem identical in general. Describing the nature of scientific progress is an important task that will have practical and theoretical consequences. The approach, which argues that the background on which sciences are based does not have a historical or cultural character following the positivist interpretation, accepts sciences as testing the (...) validity of observation and experiment data to a large extent. On the other hand, the tendency that emphasizes that the complex functioning of the history of science has an indelible mark on scientific theories prefers to build sciences on a historical and social basis. How both major approaches ground the idea of scientific progress profoundly affects both our understanding of the nature of scientific knowledge and the way we do science. Various approaches have been made for understanding the nature of science and scientific knowledge. The social factors that played some role during the choice of scientific theories in the nineteenth century popularised the opinion that the scientific knowledge is the subject of a sociological research. During the ongoing discussions, one of the explanation or the justification models that was proposed is known as “the Strong Programme.” The main claim of “the Strong Programme” is that the social factors have a determining (...) role for the choice of scientific theories, rather than the rational and universal criteria one may expect. Hence, those who were behind this view rejected all of the rational analyses made for the sciences and the scientific methods. In this paper, we try to investigate the validity of the claims of “the Strong Programme,” and to clarify whether it is possible to understand the real nature of science without any rational approach. It is argued that it would be insufficient to determine the content of the science merely by the social factors, the natural facts might be meaningful by themselves as well. -/- Bilimin ve bilimsel bilginin doğasını açıklamak için farklı pek çok yaklaşım geliştirilmiştir. Özellikle ondokuzuncu yüzyıldaki bazı bilimsel kuramların tercihinde toplumsal etmenlerin rolünün gözlemlenmesi, bilimsel bilginin toplumbilimsel bir araştırma konusu olduğu kanısını yaygınlaştırmıştır. Bu süreçte ortaya konan açıklama ve gerekçelendirme modellerinden biri de “Strong Programme” olarak anılandır. “Strong Programme” ın temel savı, bilimsel kuramların tercihinde sanıldığı gibi ussal ve evrensel ölçütlerin değil, toplumsal etmenlerin belirleyici olduğu yönündeydi. Dolayısıyla bu görüşü savunanlar, bilim ve bilimsel yöntem için ortaya konan tüm ussalcı çözümlemeleri reddettiler. Bu çalışmada, “Strong Programme”ın ileri sürdüğü savların haklılığı ve sanıldığı gibi usçu bir yaklaşım olmaksızın bilimin gerçek doğasını anlamanın olanaklı olup olmadığı soruşturulmaktadır. Bilimin içeriğinin bütünüyle ve sadece toplumsal etmenlerce belirlenemeyeceği, doğa olaylarının da kendi başlarına anlamlı olabileceği ileri sürülmektedir. (shrink)
