In July 2020, the H3Africa Ethics and Community Engagement (E&CE) Working Group organised a webinar with ethics committee members and biomedical researchers from various African institutions throughout the Continent to discuss the issue of whether and how biological samples for scientific research may be accessed by commercial entities when broad consents obtained for the samples are silent. 128 people including Research Ethics Committee members (10), H3Africa researchers (46) including members of the E&CE working group, biomedical researchers not associated with H3Africa (...) (27), representatives from the National Institutes of Health (16) and 10 other participants attended the webinar and shared their views. Several major themes emerged during the webinar, with the topics of broad versus explicit informed consent, defining commercial use, legacy samples and benefit sharing prevailing in the discussion. This report describes the consensus concerns and recommendations raised during the meeting and will be informative for future research on ethical considerations for genomic research in the African research context. The justification of a wholly non-Humean conceptual scheme, based upon the idea of enduring individuals with powers, rests in part on the success of such a scheme in resolving the problems bequeathed to us by the Humean tradition and in part must be achieved by a careful construction of the metaphysics of the new scheme itself. By this we mean a thorough exposition of the meaning and interrelations of the concepts of the new scheme. It is to the latter task (...) that we turn in this paper, being satisfied that the power of the scheme to give a rational account of science has been shown, and that its effectiveness in resolving the Humean problems and dilemmas has been amply demonstrated. This book moves toward building a new and more comprehensive theory of literature, philosophy, psychology, and art. The extremely popular work of Ken Wilber, unites the best of both western and eastern thought and affirms that the stages of consciousness, more refined than that of the reasoning mind, do exist.

This book is a reprint of the volume published in 1974 by Burt Franklin. The value of this reprint is twofold: it makes available again a worthwhile book that was out of print and also contains an interesting afterward in which Daniels replies to criticisms of the original edition. The index has been altered to accommodate references in the afterward but the bibliography remains unaltered.

To begin with, there is a conceptual necessity implied in the very concept of cause itself, and in all concepts that have a causal element; and this definitional "must," far from being conventional or arbitrary, reflects the natural necessity of those physical systems which in fact constitute the nature of our universe. The conceptual necessity of the concept of cause can be pointed up in the following way. Assume that we have good reason for saying at to that f, g, (...) h, and i are jointly sufficient to E and hence C of E. What would we say at t1 if f, g, h, and i occurred but not E? We would clearly not say then, or ever, that while ordinarily these conditions are jointly sufficient for E, this time they were not; rather we would say that somehow we were mistaken in thinking that f, g, h, and i at t1 were identical with f, g, h, and i at t0. We might have been mistaken in either of two ways. We might have mis-identified one of the conditions at t1, erroneously thinking, say, that p was an f; or one or more of the conditions might have had its nature altered, losing some capacity or power it once had. In either case, we would withdraw the claim at t1 that C was the cause of E. Since we would withdraw the use of C at t1 and would never admit that f, g, h, and i at any t, if genuine instances of f, g, h, and i, would not produce E, we are clearly using C in such a way that actually producing E is part of its meaning. On the assumption that the conditions are genuinely the same, it follows, so to speak, from the principle of identity that they must produce the same effect. (shrink)

Implicit in the scottish tradition is a metaphilosophy of commonsense which deserves as much attention as that recently given to scottish presentative realism and agent causality. The author articulates this metaphilosophy by (a) sketching a systematic metaphilosophy of commonsense, (b) considering to what extent thomas reid fits this pattern, And (c) deciding to what extent asa mahan, One of the ablest of the american realists, Fits it. The result is a characterization of a coherent scottish metaphilosophy still worthy of consideration. (...) He also explores the question whether the metaphilosophy that emerges from (b) and (c) is part of an ongoing tradition. It has been suggested that there are important similarities between the scottish view and g e moore's concept of analysis. While he agrees that there are analogies he stresses the disanalogies as more enlightening about the nature of both. (shrink)

Professor Boring is best known for his work in the history of psychology and for good reason: his History of Experimental Psychology and his Sensation and Perception in the History of Experimental Psychology are truly impressive works. However, he has also written numerous articles in the philosophy of science, the psychology of scientific discovery, and the sociology of scientific production, but unfortunately this material has not heretofore been readily accessible. This deficiency, however, has been corrected efficiently by the recent publication (...) of Boring's History, Psychology, and Science: Selected Papers, edited by Robert I. Watson and Donald T. Campbell. The essays in this book represent the whole range of Boring's interests and make essential reading for any serious student of the philosophy of science. Of especial value to philosophers are the essays listed under the titles “The Scientific Method” and “The Mind-Body Problem.” Since the groupings overlap, however, the following essays in other categories are also crucial: “The Nature and History of Experimental Control,” “William James and the Psychology of the Present,” and “The Influence of Evolutionary Theory Upon American Psychological Thought.” All of these essays are interesting but the ones on operationism and theory in psychology, and the one on evolutionary notions in American psychology, are classics and worth very careful consideration and comment. There are a standard number of replies to the riddle of induction, none of which has gained ascendency. It seems that a new approach is needed that concedes less to the Humean dialectic. Humeans, both traditional and contemporary, unwittingly play on the ambiguity of the phrase "change in the course of nature," and that is why `C· ∼ E' appears to be self-consistent, though in fact it is not. I provide an analysis of 'cause' and 'natural necessity' which gives inductive (...) inference that internal warrant we assume it to have in ordinary and scientific thinking and rebut in advance contemporary Humean objections based on the erroneous assumption that 'x is necessary' and 'x is a priori' are materially equivalent. Probability and Frequency. Aristotle frequently used the concept of probability, but apparently he did not make any persistent effort to clarify or analyze it. His description of a fortiori argument in The Topics, e.g., depends upon “the more or less likely or probable,” but he does not explore this notion. In The Rhetoric, where he applies himself to a puzzle about probability which the Sophists had advanced, he comes closer to an analysis of probability. Aristotle quotes Agathon, One might perchance (...) say this was probable—That things improbable oft will hap to men, and elaborates thusly: “For what is improbable does happen [often], and therefore it is probable that improbable things will happen. Granted this, one might argue that ‘what is improbable is probable.’ “ Aristotle believes that one can avoid this imposture by distinguishing between “general” and “specific” probability, and apparently intends by the former the statistical sense of frequent occurrence; but he does not establish what he might mean by the probability of an individual event and so leaves the notion of “specific probability” unclear. MADDEN ASA MAHANWAS THE FroST president of Oberlin College (1835-50) and professor of moral philosophy--the usual pattern during these years of "academic orthodoxy" when Christianity was purveyed in American colleges as the philosophy.1 The orthodox professors argued philosophical points very little but rather "presented" and "illustrated" their basic truths. 2 In some ways Mahan fit the stereotype. He did not always probe deeply (...) into questions or always offer reasons for his conclusions. His books are full of phrases like "it could not be otherwise", "no one, it is presumed, will deny that", "it is intuitively evident", "everyone cannot but know", and so on. And he frequently cited other philosophers, as well as the Scriptures, as "authorities." He even cited lengthy passages from Jonathan Edwards whenever he could, even though he differed with Edwards on almost every major point f In more important ways Mahan, however, does not fit the stereotype. Unlike Francis Wayland and most of the other academic orthodoxy before 1850, he had read, and been influenced by, German and French philosophers as well as the Scottish realists. Mahan was particularly influenced by Kant and Cousin. An astute contemporary reviewer remarked that Mahan, like Cousin, was an eclectic. "His eclecticism degenerates sometimes into the merely aggressive, and he delights occasionally in strange and incongruous combinations of Kant, Coleridge, Cousin and himself, but showing here and there great vigor and acuteness, and very considerable philosophical ability." a The aggressiveness of Mahan also sets him apart from the rest of the orthodoxy. He was too fiery by temperament to pass up polemics and hence got to the heart of some basic philosophical problems. He attacked the Edwardian doctrine of determinism and was led, by the vigor of his attack, into what many nineteenth-century Christians considered heresy3 He attacked utilitarianism in all its forms, including Paley's, in a far more consistent and thorough fashion than Francis Wayland and the other followers of Scottish realism and English intuitionism. And first and foremost he vigorously attacked the moral philosophy of his colleague Charles Grandison Finney, famous evangelist, professor of theology, and president-to-be of Oberlin. I Mahan's critique of Edwards appears in his Doctrine o] the Will, first published in 1844. According to Mahan, "Edwards stands convicted of a fundamental error in philosophy, an error which gives form and character to his whole workmthe confounding of the Will with the Sensibility, and thus confounding the characteristics of the phenomena of the former faculty with those of the phenomena of the latter." 5 The trouble is that the whole of Edwards' work "is constructed without an appeal to Consciousness, the only proper and authoritative tribunal of appeal in the case." 8 If we attend carefully to consciousness, said Mahan, we can distinguish volition from the strongest desire and hence must distinguish between the separate faculties of will as personal activity and sensation as mere passive impression. The latter does not "act," it merely "suffers." The will is the moving force in life and unless it can be shown that there is some necessary connection between will and sensation--which, in fact, cannot be done--then it follows that the will is free, that is, the source of "personal activity." Mahan's rejection of universal determinism, of course, entailed the rejection of the Calvinistic doctrine of election... (shrink)

Voters probably do not take a series of relevant issues into consideration but rather vote on the basis of the few issues that happen to be on their minds at the moment of the decision. Issue salience, i.e. the availability of issue-schema's, is to a certain extent determined by the political communication during the election campaign. A content analysis of the debates during the 1991 campaign shows that the socio-economic issues, the ethnic issue and the immigrant issue were on top (...) of the agenda. A similar analysis of the party political broadcasts and the ads in the national newspapers indicates that the parties tried to focus the campaign on the socio-economie issues, the functioning of the political system and to a much lesser extent on the environmental issue and the communal issue. Only the latter nationalist party attempted to prime the immigrant issue. Survey data show that this issue was exceptionally salient in the electorate, as were the ethnic issue and the political system issue. (shrink)

This reflective essay describes and discusses numerous nudges Lyman Tower Sargent has given me during our interactions, dotting a timeline from my first Society for Utopian Studies conference in Memphis in the late 1990s through a recent e-mail about a conference on food utopias at Porto in April 2019. These moments—linked by their impact upon me—speak to his exemplary behaviors with both quantity and quality of scholarship. In the fields of communal as well as literary utopias, in genres as distinct (...) as book reviews are from bibliographies, in providing definitions and classifications for others in the field, and finally, by demonstrating an openness to new ideas and to younger scholars, Sargent has influence that reaches far wider than anyone first touched by his gentle nudges would ever suspect. There has been much first-rate work done in recent years both by way of criticizing Humean assumptions and explicating alter native concepts of causal explanation and non-logical necessity. Roderick Chisholm early showed the inadequacies of neo-Humean views of explanation in his articles on counterfactual inference, and C. J. Ducasse, Sterling Lamprecht, William Kneale, Nicholas Maxwell, Richard Taylor, G. E. M. Anscombe, P. T. Geach, Milton Fisk, Baruch Brody, Peter Alexander, R. Harré, and William Wallace, among others, have articulated interesting alternative (...) views to the Humean ones they have so trenchantly criticized. We will be concerned with the recent work of Harré and Wallace in this study. Harré has not only launched a fresh attack but has also presented what is probably the most fully developed neorealistic [[sic]] alternative. Wallace’s work is basically historical but has an intentional systematic import also. The books of the two authors are mutually supportive. (shrink)

In the March 1971 issue of Dialogue Professors E.H. Madden and P.H. Hare attempt with much ingenuity and resource to resuscitate a pre-Humean theory of causal connection. Firmly disowning the “epistemological and metaphysical disasters” that have led to “terrible consequences”,, and making only a mildly favourable gesture in the direction of Michotte, they yet claim that the defence of Hume by modern regularists, even when abetted by the weapons of phenomenology, can be refuted by such indubitable facts as that (...) we observe avalanches destroying villages, waves eating away the shoreline and the “wind-bending-the-trees”.
