The intellectual legacy of Confucianism has loomed large in efforts to understand China's past, present, and future. While Confucian ethics has been thoroughly explored, the question remains: what exactly is Confucian political thought? Classical Confucian Political Thought returns to the classical texts of the Confucian tradition to answer this vital question. Showing how Confucian ethics and politics diverge, Loubna El Amine argues that Confucian political thought is not a direct application of Confucian (...) moral philosophy. Instead, contrary to the conventional view that Confucian rule aims to instill virtue in all members of society, El Amine demonstrates that its main aim is to promote political order. El Amine analyzes key aspects of the Confucian political vision, including the relationship between the ruler and the people, the typology of rulers, and the role of ministers and government officials. She also looks at Confucianism’s account of the mechanisms through which society is to be regulated, from welfare policies to rituals. She explains that the Confucian conception of the political leaves space open for the rule of those who are not virtuous if these rulers establish and maintain political order. She also contends that Confucians defend the duty to take part in government based on the benefits that such participation can bring to society. Classical Confucian Political Thought brings a new understanding to Confucian political theory by illustrating that it is not chiefly idealistic and centered on virtue, but rather realistic and driven by political concerns. This book critically examines the Confucian political imagination and its influence on the contemporary Chinese dream of a powerful China. It views Confucianism as the ideological supplement to a powerful state that is challenging Western hegemony, and not as a political philosophy that need not concern us. Eske Møllgaard shows that Confucians, despite their traditionalist ways, have the will to transform the existing socio-ethical order. Contemporary proponents of Confucian political philosophy often ignore the fact that any sizeable future Confucian political order will have to accommodate many “non-Confucians.” The guiding question of this paper is therefore the following: how could a Confucian political philosophy, if it can at all, adequately take into account a plurality of comprehensive worldviews? I first turn to John Rawls and his account of these terms and of reasonable pluralism more generally. I then examine some particularly relevant developments (...) and criticism of Rawls’ account. Finally, I offer a discussion of some recent proposals for a Confucian political philosophy, and examine to what extent each recognizes the fact of pluralism, sees it as a challenge, and deals with it in a persuasive manner. The paper concludes with a depiction of two major stumbling blocks that might stand firmly in the way of such a pluralism-accommodating political Confucianism. (shrink)

Against this background, the critique of democracy becomes not only possible but also popular, and examples in China and many Western democracies abound. It is no exaggeration to say, in this context, that sufficient momentum has gathered to qualify the situation as "democratic recession," despite people may have different understandings as to the exact (...) nature of this recession and how long it will last. The established view in Confucian scholarship today is that Confucian political order serves to promote the material and moral well-being of ordinary people. Loubna El Amine turns this view on its head by arguing that Confucian political order revolves not around the interest of the people but the demands of security, stability, and prosperity. Min are expected to be virtuous only to the extent that they help to sustain such an order. As such, Confucian politics (...) does not follow from ethics in any straightforward manner. In this article, I argue against her revisionist reading. I argue that her account not only lacks arguments for her core thesis of the ethics/politics division, but also goes against Confucians’ concern over the universality of humanity, popular welfare, and the integrity of Confucian thought. This paper addresses the current revival of Confucianism in China. It analyzes its political issues and outcomes, underlines the possible defects in Confucianism as a theory of politics, i.e., as a science and art of government and a public ethics. It looks back to the dialectical relationship between Confucius and Mencius and shows how the presence of Confucianist elements in 20th-century politics contributed to shape the public and political sphere in contemporary China. On February 14, 2017, Joseph Chan and Stephen Angle convened a Roundtable on the Future of Confucian Political Philosophy at the University of Hong Kong. Eight invited speakers each offered thoughts on the main topic, followed by discussion among the panelists and responses to questions from the audience. This transcript has been reviewed and edited by the main participants. Much of the discussion revolves around the relations and tensions between Confucian political philosophy as academic theory-construction and the lived (...) realities of citizens in the modern world, especially in East Asia. How is Confucian theorizing connected to Confucian activism? Another central concern is democracy—as value or as institution, as necessary in pluralistic societies or as problematic monopolizer of political discourse. We also discuss translation, republicanism, meritocracy, the proposals of Jiang Qing and Daniel Bell, and the role of Confucianism in China, Hong Kong, Taiwan, and South Korea. (shrink)

Confucian political authority is often assumed illegitimate and it is regarded as meritocratic rather than democratic. However, I disagree with such an assumption, because from my perspective, Confucian political authority actually has a potential legitimacy which may contribute to establishing a responsive and harmonious state. Doing so, I argue that, since Confucian political authority is derived from the idea of “service” and “reciprocity,” it therefore advocates non-coercive moral persuasion and reciprocal obligations. In the following discussion, I will (...) point out that certain modern democratic theories on political authority, such as those concerning “general acceptability,” “consent,” “autonomy,” and “paternalism,” are inadequate to refute the legitimacy of Confucian political authority. The scholarship of Confucianism in China is in the process of restoration. Its historical missions are two-fold. It should preserve Chinese national characters and promote China’s modernization. These objectives are partly in conflict with each other. To realize the former objective, it is necessary to stress a historical continuity and consistency, to re-examine and justify the preservation of classical Confucian ideas and values in order to provide spiritual support for Chinese cultural identity and social cohesion. As to the latter (...) objective, it is necessary to reinterpret some part of the classical ideas and values and link them with the modern values such as liberty, justice and democracy. This essay analyzes the position of three Confucianist scholars, Jiang Qing, Chen Ming and Kang Xiaoguang, to show the different balances between conservatism and reformers when their writings confront the challenges of modernization and globalization. In this article I investigate the Confucian sense of responsibility from the framework of “moral economy,” understood as a causal relationship between one’s virtue and non-moral goods including political position/success, and “contingency,” the failure of moral economy, and argue that early Confucians’ astute understanding of the contingent nature of the political world enabled them to subscribe to the non-causal sense of responsibility. Contrary to the common argument that Heaven was invoked by the Confucians in order to shield themselves from (...) responsibility for their political failures, I argue that they imposed a more expanded sense of responsibility both on them and on the rulers, largely preoccupied with realpolitik. In their effort to restore moral economy between the ruler’s virtue and his political position in particular, I show Confucians engaged in what I call reverse moral economy, at the heart of which was to constrain the ruler’s arbitrary use of political power. It is always a delight to see contemporary engagement with the rich insights of Mencius and Xunzi. In the case of Sungmoon Kim’s thoughtful and ambitious book, this delight is further accompanied by a feeling of confidence about future possibilities. Indeed, the analytic style and the conceptual devices Kim adopts in his discussion and reconstruction of these two thinkers’ ideas provide us with a more focused and structured way to notice and appreciate their commonalities and differences. This essay examines the role that the the ethical plays in early Confucian political philosophy. By focusing primarily on the political thought of Xunzi, I argue that there is a necessary relationship between ethical ideas and political ideas in texts such as the Analects, Mengzi, and Xunzi. In particular, I argue against a more ‘realist’ reading of the tradition which argues that for early Confucians political order was not only a goal independent of ethical goals but also one in (...) which morality had no role to play. In doing so, I show that interpreting the early Confucians constructing their political thought on top of the scaffolding of their ethical views allows us to make more sense of the broader array of ideas on the political realm appearing throughout these texts. A crucial tenet of virtue-based or expertise-based theorizing about politics is that there are ways to identify and select morally and epistemically excellent people to hold office. This paper considers historical challenges to this task that come from within Greek and Confucian thought and political practice. Because of how difficult it is to assess character in ordinary settings, we argue that it is even more difficult to design institutions that select for virtue at the much wider political scale. (...) Specifically, we argue that the vast majority of proposals that purport to select for virtue are either (a) unlikely to be effective, (b) not implementable at the scale of most current nations, or (c) have already been incorporated into most democratic states. Thus defenders of meritocratic institutions should take more seriously the practical barriers that will almost certainly arise when trying to implement these proposals at scale. Historical proponents of meritocratic values were well aware of concerns about the feasibility of their political ideals, and we should be too. (shrink)

The idea that imperial Confucianism demands the commoners’ absolute political obedience is widespread. Although some scholars have tried to challenge this popular idea, they leave a theory of imperial Confucian political obligation unaddressed. By engaging with political propaganda of the Qing 清 dynasty, specifically The Amplified Instructions of the Sacred Edict, I argue that imperial Confucian political obligation is a theory of paternalistic gratitude. Accordingly, the commoners’ political obligation is conditioned upon the ruler’s parental benevolence, and as a (...) matter of history, this theory guided discursive interaction between the Qing court and the commoners. Indeed, when the empire’s policies made their lives difficult, the commoners tended to appeal to the public transcript of paternalistic gratitude to justify their political disobedience. Both in theory and practice, then, imperial Confucian political obligation is not absolute, but rather a conditional theory of paternalistic gratitude. (shrink)

While researchers have offered remonstration-oriented, reciprocal, voluntary, and gratitude-based accounts of political obligation in classical Confucianism, I argue that these interpretations are either in conflict with the textual evidence or merely scratch the surface of Confucius’ theory of political obligation without fully elaborating its essence. Instead, I demonstrate that the theory of political obligation in Confucianism is a specific argument from paternalistic gratitude in which the people’s political obligation is analogically compared to children’s grateful duty to their parents. Moreover, I (...) use the Confucian theory of paternalistic gratitude to critically examine China’s recent politics of political obligation in the wake of the 2008 Sichuan 四川 earthquake. Although the Confucian-sounding references, such as kindness and the parent-state analogy, figure into the CPC’s Gratitude Education campaign, the Party’s politics of political obligation does not meet the Confucian normative standard. Specifically, in the Confucian theory of paternalistic gratitude, the people will be grateful to a benevolent ruler without this feeling being demanded by the state. However, in the Gratitude Education campaign, the Party self-righteously exacted the earthquake survivors’ gratitude. Local dissidents were subject to the stigmatization of “ungratefulness” and faced political violence as a consequence. The case of the Gratitude Education campaign serves as another example of the CPC’s political use of Confucianism for its non-Confucian goals. (shrink)

Since the very beginning, Confucianism has been troubled by a serious gap between its political ideals and the reality of societal circumstances. Contemporary Confucians must develop a viable method of governance that can retain the spirit of the Confucian ideal while tackling problems arising from nonideal modern situations. How a hybrid Confucian-engendered form of governance might solve today’s political problems What might a viable political alternative to liberal democracy look like? In Against Political Equality, Tongdong Bai offers a possibility inspired by Confucian ideas. Bai argues that domestic governance influenced by Confucianism can embrace the liberal aspects of democracy along with the democratic ideas of equal opportunities and governmental accountability to the people. But Confucianism would give more political decision-making power to those with the moral, practical, (...) and intellectual capabilities of caring for the people. While most democratic thinkers still focus on strengthening equality to cure the ills of democracy, the proposed hybrid regime—made up of Confucian-inspired meritocratic characteristics combined with democratic elements and a quasi-liberal system of laws and rights—recognizes that egalitarian qualities sometimes conflict with good governance and the protection of liberties, and defends liberal aspects by restricting democratic ones. Bai applies his views to the international realm by supporting a hierarchical order based on how humane each state is toward its own and other peoples, and on the principle of international interventions whereby humane responsibilities override sovereignty. Exploring the deficiencies posed by many liberal democracies, Against Political Equality presents a novel Confucian-engendered alternative for solving today’s political problems. (shrink)

Through the 1980s Confucian studies in the United States tended to present Confucianism as compatible with liberal democratic values. Since the 1990s, after the rise of China as a global power, Confucianism is increasingly defended as a political alternative to liberal and democratic values. This essay argues that Confucianism is not compatible with liberal democratic values, and that the rise of political Confucianism opposed to liberal democracy is a return to a more authentic Confucianism. Furthermore, it is argued that (...) the defense of this undemocratic and illiberal Confucianism in the West, notably by Stephen C. Angle and Daniel A. Surprisingly little is known about what ancient Confucian thinkers struggled with in their own social and political contexts and how these struggles contributed to the establishment and further development of classical Confucian political theory. Leading scholar of comparative political theory, Sungmoon Kim offers a systematic philosophical account of the political theories of Mencius and Xunzi, investigating both their agreements and disagreements as the champions of the Confucian Way against the backdrop of the prevailing realpolitik of the late (...) Warring States period. Together, they contributed to the formation of Confucian virtue politics, in which concerns about political order and stability and concerns about moral character and moral enhancement are deeply intertwined. By presenting their political philosophies in terms of constitutionalism, Kim shows how they each developed the ability to authorize the ruler's legitimate use of power in domestic and interstate politics in ways consistent with their distinctive accounts of human nature. Recent debates on Confucian meritocracy largely center around outright normative critiques rather than its textual basis. The unflattering upshot is the lack of attention to a mode of critique that scrutinizes Confucian meritocracy by questioning the way meritocrats invoke Confucian concepts and values. Focusing on three meritocrats—Bai Tongdong 白彤東, Daniel A. Bell, and Kang Xiaoguang 康曉光, this article ventures a text-based normative approach by examining continuities and ruptures between core meritocratic arguments they make, and the messages conveyed (...) by Confucian masters. The core argument that I advance is that the meritocratic thesis about the political division of labor does not mesh with the classic Confucian understandings of voluntariness and political authority, which generates uneasy normative consequences for Confucian meritocracy. Ultimately, classic Confucianism does not provide a conceptually secure platform for the meritocratic part of Confucian meritocracy as its ardent advocates claim. (shrink)
