Access to abortion services in the United States continues to decline. It does so not because of significant changes in legislation or court rulings but because fewer and fewer physicians wish to perform abortions and because most states now have "conscientious objection" legislation that makes it easy for physicians to refuse to do so. We argue in this paper that physicians have an obligation to perform all socially sanctioned medical services, including abortions, and thus that the burden of justification lies (...) upon those who wish to be excused from that obligation. That is, such persons should have to show how requiring them to perform abortions would represent a serious threat to their fundamental moral or religious beliefs. We use current California law as an example of legislation that does not take physicians' obligations into account and thus allows them too easily to declare conscientious objection. (shrink)

Uncertainty and affect are fundamental and interrelated aspects of the human condition. Uncertainty is often associated with negative affect, but in some circumstances it is associated with positive affect. In this paper, we review different explanations for the varying relationship between uncertainty and affect. We identify “mental simulation” as a key process that links uncertainty to affective states. We suggest that people have a propensity to simulate negative outcomes, which results in a propensity towards negative affective responses to uncertainty. We (...) also propose the existence of several important moderators of this process, including context and individual differences such as uncertainty tolerance, as well as emotion regulation strategies. Finally, we highlight important knowledge gaps and promising areas for future research, both empirical and conceptual, to further elucidate the relationship between uncertainty and affect. (shrink)

Comprehending the origin of marine invertebrate larvae remains a key domain of research for evolutionary biologists, including the repeated origin of direct developmental modes in echinoids. In order to address the latter question, we surveyed existing evidence on relationships of homology between the ectoderm territories of two closely related sea urchin species in the genus Heliocidaris that differ in their developmental mode. Additionally, we explored a recently articulated idea about homology called ‘organizational homology’ (Muller 2003. In: Muller GB, Newman SA, (...) editors. Origination of organismal form: beyond the gene in developmental and evolutionary biology. Cambridge, MA: A Bradford Book, The MIT Press. p 51–69. ) in the context of this specific empirical case study. Applying the perspective of organizational homology to our experimental system of congeneric echinoids has led us to a new hypothesis concerning the ectoderm evolution in these species. The extravestibular ectoderm of the direct developer Heliocidaris erythrogramma is a novel developmental territory that arose as a fusion of the oral and aboral ectoderm territories found in indirect developing echinoids such as Heliocidaris tuberculata. This hypothesis instantiates a theoretical principle concerning the origin of developmental modules, ‘integration’, which has been neglected because the opposite theoretical principle, ‘parcellation’, is more readily observable in events such as gene duplication and divergence (Wagner 1996. A skillfully and subtly composed volume containing an immense amount of information. Introductory chapters explain the genesis of the classificatory structure followed throughout the rest of the work and outline the shape of analysis; some three hundred authors are treated in succeeding discussions. The broadest divisions concern: controversies among progress, regress, and cyclical theory authors, and controversies among progress authors themselves. In the first book, the issues center around the fact of progress, the discernibility of a pattern in history, and (...) value judgments about history. Book two treats three main issues: the necessity of progress, its duration, and its applicability to human products and institutions or to human nature; and five subordinate issues: different manifestations of progress in human institutions and products, namely, knowledge, technology, wealth, political institutions, and morality. An appendix on the notion of progress in the fine arts is of particular interest. The major shortcoming of this work is inherent in its topical structure; notions of historical developments of the idea of progress, and of different concepts about progress have difficulty emerging. This could have been remedied somewhat had the authors taken care to erect frequent chronological marking posts, and provided brief historical condensations of the analytical issue in question; unfortunately, an effort to orient the discussions historically is hardly made at all. It is the inexperienced reader who will suffer most from this lack; the reader who is fairly well acquainted with the subject will be able to benefit from the wealth of material provided in the discussion of each author. He will particularly appreciate the precision of finer points in footnote discussions, which are also rich in bibliographical references. The emergence of Big Data has added a new aspect to conceptualizing the use of digital technologies in the delivery of public services and for realizing digital governance. This article explores, via the ‘value-chain’ approach, the evolution of digital governance research, and aligns it with current developments associated with data analytics, often referred to as ‘Big Data’. In many ways, the current discourse around Big Data reiterates and repeats established commentaries within the eGovernment research community. This body of knowledge provides (...) an opportunity to reflect on the ‘promise’ of Big Data, both in relation to service delivery and policy formulation. This includes, issues associated with the quality and reliability of data, from mixing public and private sector data, issues associated with the ownership of raw and manipulated data, and ethical issues concerning surveillance and privacy. We apply the distinction between parameter independence and outcome independence to the linear and nonlinear models of a recent nonrelativistic theory of continuous state vector reduction. We show that in the nonlinear model there is a set of realizations of the stochastic process that drives the state vector reduction for which parameter independence is violated for parallel spin components in the EPR-Bohm setup. Such a set has an appreciable probability of occurrence (≈ 1/2). On the other hand, the linear model (...) exhibits only extremely small parameter dependence effects. We investigate some specific features of the models and we recall that, as has been pointed out recently, if one wants to be able to speak of definite outcomes (or equivalently of possessed objective elements of reality) at finite times, one has to slightly change the criteria for their attribution to physical systems. The concluding section is devoted to a detailed discussion of the difficulties which one meets when one tries to take, as a starting point for the formulation of a relativistic theory, a nonrelativistic scheme which exhibits parameter dependence. Here we derive a theorem which identifies the precise sense in which the occurrence of parameter dependence forbids a genuinely relativistic generalization. Finally we show how the appreciable parameter dependence of the nonlinear model gives rise to problems with relativity, while the extremely weak parameter dependence of the linear model does not give rise to any difficulty, provided one takes into account the appropriate criteria for the attribution of definite outcomes. Surgeons have an ethical obligation to ensure all patients, regardless of their personal characteristics, receive the same quality of care. Established surgeons also have an obligation to ensure equal treatment for their peers and for those who would like to join the field. The commitment to ethical hiring and working standards entails making certain all individuals have the same opportunities free from discriminatory practices. The world of business has long realized the positive implications of having a diverse and inclusive workforce. (...) Studies have shown a positive correlation between increased racial and gender diversity and company performance. Diversity can lead to an increase in knowledge by sharing ideas with individuals who come from different life experiences and breakdown cultural barriers. We have already begun to see the impact of ignoring the importance of diversity within healthcare, including surgery. Healthcare disparities are defined by the NIH as “differences in the incidence, prevalence, mortality, and burden of diseases and other adverse health conditions that exist among specific population groups.” Healthcare disparities persist despite decades acknowledging their existence, and they are pernicious and prevalent in surgery. One proposed method to help reduce or eliminate healthcare disparities is to increase the diversity of the workforce treating the patients, which would in turn reduce potential bias the patients face in the healthcare setting. Implicit bias can play a key role in interactions with patients and colleagues and needs to be explored on an individual basis. Cultural competence training can also provide surgeons the ability to effectively communicate with not only a diverse population of patients but also a diverse surgical workforce. All surgeons regardless of their role can have a positive impact on diversity as it relates to patient care and the surgical workforce. (shrink)

Starting from simple topological arguments due to Dirac on the classical rotational properties of extended rigid bodies, we abstract the concept of a finite-size spinor (FSS). The FSS is a concept distinct from both point spinors (e.g., electrons) and composite spinors (e.g., nuclei), and suggests a new model for baryons. The FSS offers a natural explanation of “threeness” for the quarks, excludes the existence of free quarks, denies the operational definition of quark spin statistics, and, moreover, leads to the dual (...) model of hadronic interactions. Niebuhr saw that several paragraphs had been lost from the beginning of the Caesar; Ziegler suggested that the lacuna extended to the end of the Alexander. Both hypotheses are confirmed, if the identification of two new fragments is admitted.At 10. 11 p. 368, Zonaras is epitomizing the text of Caes.; he recounts the Story of Caes. 60. 3, and continues: Editors leave the provenance of the passage unspecified: ‘addita sunt pauca de nomine Caesaris‘. The correction of the vulgar error might (...) perhaps be an inference of Zonaras himself—though such an original contribution to historical polemic would be unique; but the erroneous version, at least, must come from somewhere. It is not found in any of Zonaras' sources for this period, nor in any surviving book which he certainly knew. Nor is it likely to be an addition from his own general knowledge. (shrink)

Nisbet and Kraggerud make good cases for taking the ninth Epode as a dramatic recreation of the Actium campaign. Horace begins in fearful anticipation; then the crisis comes, first on land and then on sea; Antony turns to flight; and — even though some danger remains, and there is metus as well as joy at the end of the poem — the celebrations can finally begin. On this reading there remains the familiar problem of vv. 17–20: at huc frementes uerterunt (...) bis mille equos Galli canentes Caesarem, hostiliumque nauium portu latent puppes sinistrorsum citae. The first couplet clearly relates to the defection of Amyntas' Galatians, the decisive moment in the fighting on land; the second must describe the crucial battle on sea. There is no problem in portu latent. The fleet has withdrawn, and is skulking in harbour instead of fighting. But what of nauium…puppes sinistrorsum citae? The difficulty is notorious: the secondary sources do not clearly describe any movement ‘toward the left’, and it is hard to see why Horace chooses so enigmatic a phrase to capture the fighting. His audience would not make much of the topographical detail in any case: unless they had been at Actium themselves , their reaction to the words would centre on other associations — the contrast between these magnificent puppes and their undignified sideways movement; the suggestions of ill omen in sinistrorsum.
