As the final installment of Public Culture’s Millennial Quartet, Cosmopolitanism assesses the pasts and possible futures of cosmopolitanism—or ways of thinking, feeling, and acting beyond one’s particular society. With contributions from distinguished scholars in disciplines such as literary studies, art history, South Asian studies, and anthropology, this volume recenters the history and theory of translocal political aspirations and cultural ideas from the usual Western vantage point to areas outside Europe, such as South Asia, China, and Africa. By examining new archives, (...) proposing new theoretical formulations, and suggesting new possibilities of political practice, the contributors critically probe the concept of cosmopolitanism. This interview with Paul Gilroy and Arjun Appaddurai was conducted in the belief that these two thinkers, who stem from different disciplines but whose work meets at certain crucial junctures, would be able to present a discussion to a wider audience about the themes and issues that were currently motivating them in their work. Paul Gilroy's work is well known as a central reference point within the contemporary analysis of `race' and racism. At its most broad, he has a (...) reputation for thinking throughout his writings about the historical constitution of race and the mobility of forms of racism over time and space. Arjun Appadurai's work emanates from the discipline of anthropology, and he has a specific and on-going interest in South East Asai Studies. He has been influential in the exploration of new modes of conceptualizing the remit and processes of forming anthropological knowledge. While both authors share certain key concerns, their interconnections are not explicit in their writings. This interview, conducted in London during Arjun Appadurai's visit in 1997, was an opportunity to bring these two authors together to discuss the themes and connections which they are both exploring in different ways, but in ways that have similar theoretical and political impulses. In particular, they address the themes that animate the critical edge of cultural studies: the politics of memory, the theorization of movement and new conceptualizations of spatiality, the critique of authenticity and modes of theorizing embodiment, and concurrent directions in their present work, especially around the notions of extreme actions, of war and violence. Even marriages last only about five years.""Yes, but long-distance marriages can stretch those five years out over weekends and vacations to make relationships last a lifetime."Benedict Anderson's provocative new book, The Spectre of Comparisons: Nationalism, Southeast Asia and the World, raises questions about political relationships over (...) time and over space. Like precarious modern marriages and their corollary "political" kinships (in-laws in Spanish are one's familia política), national sentiment today strains with the movements of transnational communities from home to distant enclaves. Over time, ties can unravel as modern subjects choose, or not, to identify with adopted political relatives. Is one's country the bastion of a people reluctant to receive more immigrants? Is it the sender of surplus people who will, in turn, send money home? (Heads of state in El Salvador, Guatemala, and Mexico typically object to US restrictions on immigration.) Or is it the harbor for many peoples? Does belonging even to a recently invented country anchor an existential need, a be-longing, because being a "man"--as Hannah Arendt still called the subject of politics--means striving for recognition among equals? Or, do many citizens today feel like resident aliens (to themselves or to others), belonging rather to ethnic minorities and perhaps--long-distance--to other nations of origin or of choice? Anderson is right to worry about precarious belongings and optional obligations.In the end though, he finds solace from the threats of egotism and despair, and from the social decomposition of too much movement (what Arjun Appadurai calls "modernity at large") in the resilient promise of the "goodness of nations." Each of these brilliant and erudite essays will reconfirm our admiration for Anderson. My own personal debt includes his extraordinary generosity and the good counsel that encourages me to follow him, sometimes with a swerve, as will be evident when my appreciation for be-longing plays bi-lingual games.The opening pages of The Spectre of Comparisons theorize a paradox in the postcolonial condition: the inescapable folly of comparing one's nation to another, or to a mother country. Concepts like nation or culture, after all, take on meaning in their particular contexts and by contrast with others. The core chapters chronicle aborted beginnings and abusive conflations of the nation and the state. But hope has the last word, thanks to three guarantees of national imaginings: the promising and innocent unborn generations; the nation's dead (war heroes); and the living who are ever willing to give the nation another chance, and yet another. Feelings of pride and shame come together in the end, because citizens invest, often against the evidence, in "the goodness [End Page 84] of nations" [364]. This resilience shows up right after the trouble in chapter 16, where shame was the connection between nation and narrator in Mario Vargas Llosa's 1987 novel about Peru. Unfounded but unrelenting, Anderson's hope follows on shame rather abruptly and suggests that shame itself is a sign of our care for our countries. 1 The narrator of El hablador had tried to escape from his ill-fated country, his "malhadado país," only to be haunted by it.My question is whether Anderson's coda to this Peruvian novel is inspired by the same indomitable demon of comparisons that he has been exposing throughout the essays. José Rizal had named the meddling devil to blame it for distracting the Filipino from the lovely garden he saw in Manila, assailing him with memories of a European original or model [2]. This double vision raises a specter of possible inauthenticity; it undermines meaning as models slip from centers to peripheries. Local concepts lose their particularities in global vocabularies. The Global Lives of Things: The Material Culture of Connections in the Early Modern World, edited by Anne Gerritsen and Giorgio Riello, Routledge: London and New York, 2016, xiv + 266 p. The collective research concentrated in this volume is claimed both from theoretical sources, mainly positioned in the last two decades of the past century – such as the innovative contribution made by the volume edited by Arjun Appadurai in 1986 or by the volume of author (...) signed by Daniel Miller in 1987 – and from the attempt of reconfiguring this interpretative tendency after a decade, through what the editors call “the global turn”, pointing to the manner in which globalization inherently affects the discourse of social sciences and humanities. Opening such a hermeneutical path, this book gives us grounds for a research program sui generis, for the globalization that characterizes the early modernity expressed through material culture, a program with multiple development opportunities, some of them quite unexpected and unpredictable. Whenever we question the authority of "general" truths and we look for ways of integrating "local discourses" into the overall construction called "global philosophy," we come (...) across the old idea of "ethnophilosophy." Far from suggesting ethnophilosophy as a model for the philosophy of the future, I intend to rethink certain themes of ethnophilosophy and contrast them with disciplines such as "comparative philosophy" and pragmatism. I will sketch an approach that I believe to be appropriate for the development of philosophy in times of globalization.One of the negative undertones of the term "globalization" is that it is seen as a uniformizing and flattening power that eliminates existing cultural differences. On the other hand, there is an important side effect of globalization represented by those movements acting against it, stressing the importance of "localization" or "regionalization." Ethnophilosophy, in spite of its outdated origin and its potential dangers, remains interesting as an intellectual model as long as it is not formulated in a radical fashion. When it is formulated in a radical fashion it has to face the reproach of relativism and of enclosing itself in a cultural sphere that it declares to be inaccessible to others.Ethnophilosophy: A Renaissance?Ethnophilosophy was developed in Africa in the 1960s, although its origin can be traced back to a book on Bantu philosophy by the Belgian missionary Placide Tempels. In this book, published in 1946, Tempels tried to conclude with the view that primitive peoples have neither ontology nor logic and are unable to recognize the nature of being or even of reality as such. Tempels was looking for an ontology colored by "local" cultural components but also by language,1 and he made a serious attempt to build a philosophical system based on Bantu thought.What followed were endless controversies about the nature of African philosophy that made of "ethnophilosophy" a stream of thought much richer than its name might allow one to suppose. A part of its stimulating power can perhaps be traced to the ambiguity of Tempels' approach: on the one hand it could easily be dismissed as paternalism or the attempt to force African philosophy into the straightjacket of European concepts, while on the other hand the expressed desire to give "ethnic" [End Page 153] philosophy a new role within the international hierarchy of the philosophies was immensely attractive. Be that as it may, Tempels' book became the real manifest of "ethnophilosophy."Another point at issue that spurned internal ethnophilosophical discussions was the question whether African philosophy is advanced by an entire people (that is, by a collective) or by individual philosophers. This question (which does not arise in Tempels' book) was first taken up by the Beninese philosopher Paulin Hountondji,2 who claimed that ethnophilosophy is no philosophy at all because it remains indifferent toward individually critical, that is, typically philosophical, approaches. Related debates touch upon fundamental questions concerning the meaning of "collective thinking" or the nature of philosophy as such.3However subtle the points may be that emerge from these discussions, for the outside observer ethnophilosophy appears to be a kind of anthropology (whose premises it continues to share) with an incorporated interest in metaphysical questions. Its opposite is "conventional" Western philosophy, which persistently explores truth with the help of a single, individual mind, aiming at the crystallization of a truth relevant for everybody. What matters for ethnophilosophy is the truth brought forward by a certain way of life of a group of people that can be found on the "inside" of a culture and that can exist independently of any considerations of those things that exist on the outside. Globalization allegedly constitutes one of the most used and abused concepts in the contemporary academic and lay lexicons alike. This paper pursues a deconstructive avenue for canvassing the semiotic economy of cultural globalization. The variegated ways whereby ideology has been framed in different semiotic perspectives (Peircean, structuralist, post-structuralist, neo-Marxist) are laid out. By engaging with the post-structuralist semiotic terrain, cultural globalization is identified with a transition from Baudrillard’s Political Economy of Signs towards a spectral ideology where signs give way to (...) traces of différance. Subsequently, the process whereby globalization materializes is conceived as a social hauntology. In this context, global citizens engage in a constant retracing of the meaning of signs of globalization that crystallize as translocally flowing ideoscapes and mediascapes. The propounded thesis is exemplified by recourse to cultural consumption phenomena from the domains of cinematic discourse, computer-gaming, food and social gaming. (shrink)

In what follows, we intervene in the long history of the study of curiosity to propose curiosity studies proper. Such a field, we argue, traverses the many disciplinary and experiential contexts in which curiosity appears, in order to generate theories, analytics, and practices of curiosity that are as complex and ubiquitous as the phenomenon of curiosity itself. Assuming an ecology of knowledge framework, which expressly resists academic silos and intellectual monocultures, we envision curiosity studies as an unbounded inquiry built on (...) three simple principles: (1) Curiosity is multiple; its markers shift across history, geography, species, social identities, institutions, contexts, and circumstances; therefore it requires immensely flexible analytic attention; (2) Curiosity is praxiological; far from something that is simply felt, curiosity is something that is done, expressed in behaviors, habits, architectures, and movements across physical, conceptual, and social space; and (3) Curiosity is political; its manifestations within sociocultural worlds are marked by inherited hierarchies of value among scientific methodologies, people groups, and ideologies. And yet, precisely because it is multiple, praxiological, and political, curiosity bears a keen subversive potential. It has the capacity to upend what we know, how we learn, how we relate, and what we can change. Curiosity has the capacity to become radical, to get at the root of things. We therefore propose curiosity studies not only as a field of scholarship but as a way of reimagining the world, both within the classroom and far beyond it. (shrink)

While scholarly research on the relationship between female board representation and strategic decision-making has gained momentum, employee policy outcomes have remained relatively understudied. Integrating theory from the ethics of care perspective with research on the glass ceiling and workplace voice, we seek to understand the circumstances under which female directors influence policy changes for firm employees. We argue that firms with increasing female board representation are more likely to enact human capital development policies benefiting firm employees. However, this positive relationship (...) will ultimately diminish as boards accrue an increasing number of female directors. We further predict that the presence of a female leader at the firm (serving in the role of either the CEO or the board chair) will moderate this diminishing effect. Using a sample of S&P 1500 firms, we find support for our hypotheses. The findings from this study provide evidence that while female board representation is positively related to human capital development policies, this effect is nuanced and impacted by the presence of female leadership at the top of organizations. Our paper extends existing research on the nature of female directors’ influence on ethical decisions, emphasizing the impact of these directors on employees. (shrink)

The traditional conception of immune function is that of a system which differentiates the organism’s own tissues (the self) from any foreign invaders (nonself), preserving the former by rejecting the latter. In a mammalian pregnancy, however, the immunologically foreign foetus is accepted by the gestator’s immune system. This presents a serious challenge to the self–nonself theory which has sometimes been called the immunological paradox of pregnancy. In this paper I shall defend the self–nonself theory against the critique posed by Thomas (...) Pradeu. In addition I critically examine the alternative he proposes—the continuity theory. The main problem I will raise for any theory of immunology is that the phenomenon to be explained in pregnancy is the non-rejection of the foetus despite the triggering of the gestator’s immune system. I will argue that contemporary modified versions of the self–nonself theory can rise to this challenge but that continuity theory cannot. As such, the immunology of pregnancy gives us a good reason to favour contemporary self–nonself theory over the continuity theory. (shrink)

Lieberman for taking the time to read and respond to our article, “Making Up Monsters, Redirecting Blame: An Examination of Excited Delirium,” so thoughtfully. They each offered us an opportunity to consider dimensions of excited delirium that we had not encountered as (...) of yet and encouraged us to think more carefully about them. In our response, we consider each of their commentaries in turn, given that, as a philosopher and a psychiatrist, they each speak to different aspects of our argument.First, we turn to Kathryn Petrozzo’s commentary “Excited Delirium: The Self-Fulfilling Prophecy of Police Brutality.” We are grateful for her generous comments and careful engagement with our arguments. While much of the commentary is supportive of our piece, Petrozzo makes three critical and insightful points that we hope to respond to here.The first point Petrozzo makes is that our assertion that excited delirium is non-falsifiable is not supported. She suggests that those “seeking to exonerate the police/first responders responsible for these deaths, are not accepting this evidence leading them to reject the excited delirium diagnosis, but rather, are crafting an incorrect causal narrative. This is deeply problematic, but it does not necessarily render excited delirium as nonfalsifiable.”Although we are intrigued by this challenge, we would like to hear more about what it would look like to falsify the phenomenon of excited delirium. The way that the causal theories related to it are structured are such that if one causal factor is not present (e.g., drug use), then another causal factor can be located (e.g., mental health), and if that is not found, another may be simply made up (e.g., genetic predisposition), making excited delirium multiply realizable in a seemingly endless fashion. This is precisely what took place in the case of Anthany Dawson, who was initially said to have been experiencing a mental health crisis, but was later said to have died from excited delirium related to a genetic condition never identified before (Hon, 2004; Razack, 2015). [End Page 361]In practice, confirmations of excited delirium are found on the basis of various unrelated factors, such that after a death involving police force, there is almost always the option to reach for excited delirium as an explanation/exoneration. According to proponents, there is no factor that could be present that could rule out the diagnosis of excited delirium as it is currently constructed. Indeed, even in the presence of video evidence showing police officers choking an individual until they stop breathing, these deaths are still attributed to excited delirium. This seems like a clear instance of non-falsifiability.Although Petrozzo might maintain that this is simply “an incorrect causal narrative,” it is a causal narrative that aligns with the current theoretical scaffolding surrounding excited delirium.The second point Petrozzo makes is regarding widespread criticisms of Popper’s demarcation criterion of falsifiability. Indeed, this criterion has been called too inclusive, in that any empirical claim can be called falsifiable in principle—even if it refers to a future apocalypse or a UFO landing. It has also been criticized for being too exclusive, in that it ignores the “remarkable tenacity of scientific theories,” as Lakatos puts it (2009, p. 516). In practice, scientists do not merely abandon a theory if it is not supported by facts; they tend to find other explanations (e.g., the measurement was faulty) rather than accept an instance of falsification.Despite this, we believe it is still worth discussing falsifiability in the context of excited delirium for two reasons. First, while falsifiability may not be successful as a criterion that draws a line between science and pseudoscience, in this case, we argue, it still works well as a signifier of pseudoscience. Recently, many interested in the demarcation question have turned towards pluralism as a way to identify pseudoscientific practices (Pigliucci & Boudry, 2013). And excited delirium offers an excellent example of a phenomenon that bumps up against many of the features that might indicate a pseudoscientific practice... (shrink)

This paper examines the controversial diagnosis of excited delirium, which is often employed after individuals die during an encounter with the police. Rather than asking the important, and widely explored, question of whether the diagnosis is real or not, here, we consider how it operates in the world and why it seems to stick around, despite growing controversy and resistance to its use. First, we consider the question of what kinds of people are made up through the diagnosis of excited (...) delirium, exploring how racial stereotypes are exploited and certain behaviors are engendered through the illness script offered by excited delirium. Next, we ask what work excited delirium doing is doing in the world, unpacking how it tends to justify force and redirect responsibility, as well as who is it serving, and who is it not benefitting. Finally, we interrogate the slippery logic of excited delirium, examining how the way it is employed renders it non-falsifiable, and therefore impossible to uncover as real or unreal. (shrink)

In this essay, we offer a preliminary account of why and how to consciously cultivate curiosity in contemporary learning environments. First, we begin by discussing some of the educational theory upon which curiosity-centric classrooms might be built: experiential learning pedagogy, feminist pedagogy, critical pedagogy, and abolitionist pedagogy. Second, recognizing that our social, cultural, political, and economic processes all shape who can be curious, about what, and when, we then formulate what we call a critically curious pedagogy. Critically curious pedagogy aims (...) to stay accountable to the complex sociopolitical processes in and against which curiosity is either cultivated or suppressed. Such pedagogy relies on the affective practices of reflexivity, mindfulness, empathy, uncertainty, and transformative questioning. Third, we identify several key elements of curiosity-based assignments by which teacher–learners from all disciplinary backgrounds—whether they be mathematicians, engineers, anthropologists, psychologists, or philosophers—can facilitate the growth of critical curiosity in their students. These elements include student leadership, a research mindset, collaborative environments, multimodal outputs, real-life applications, and community engagement. Finally, we reflect on future directions in the theory and praxis of curiosity-centric learning environments. It is our hope that this chapter provides a framework for members of teacher–learner communities of all sorts to become aware of and cultivate their own curiosity with one another. (shrink)

Defined as patients who ‘lack decision-making capacity and a surrogate decision-maker’, the unrepresented present a major quandary to clinicians and ethicists, especially in handling errors made in their care. A novel concern presented in the care of the unrepresented is how to address an error when there is seemingly no one to whom it can be disclosed. Given that the number of unrepresented Americans is expected to rise in the coming decades, and some fraction of them will experience a medical (...) error, creating protocols that answer this troubling question is of the utmost importance. This paper attempts to begin that conversation, first arguing that the precarious position of unrepresented patients, particularly in regards to errors made in their care, demands their recognition as a vulnerable patient population. Next, it asserts that the ethical obligation to disclose error still exists for the unrepresented because the moral status of error does not change with the presence or absence of surrogate decision-makers. Finally, this paper concludes that in outwardly acknowledging wrongdoing, a clinician or team leader can alleviate significant moral distress, satisfy the standards of a genuine apology, and validate the inherent and equivalent moral worth of the unrepresented patient. While American physicians have traditionally practised as non-unionised professionals, there has been increasing debate in recent years over whether physicians in training (known also as interns, residents or house staff) are justified in unionising and using collective action. This paper examines specific ethical criteria that would permit union action, including a desire to ameliorate patient care as well as the goal of improving the conditions of working physicians. We posit that traditional rebuttals to physician unionisation often lean on an infinite (...) conception of a doctor’s energies and obligations, one that promotes burnout and serves to advance the financial motives of hospital management and administration. Furthermore, this paper explores the empirical justifications for collective action, which include substantial reductions in medical error. Finally, we address the free-rider problem posed by non-union physicians who might benefit from working improvements garnered through union action. We conclude that in order to maintain a notion of justice as fairness, resident physicians who benefit from union deliberations are impelled to acquire union membership or make a commensurate donation and that the healthcare organisations for which they work ought to share in the responsibility to improve patient care. Although the impact of job demands and work–family conflict on burnout has been extensively discussed and analysed in the past literature, the role of WFC as a generative mechanism has been neglected. Therefore, the purpose of this study is to examine the mediating effects of WFC between job demands and burnout. The studied sample consisted of 713 Indian primary school government teachers who completed a self-report questionnaire assessing job demands, WFC and burnout. The results confirmed that WFC partially mediates the (...) adverse association of job demands with burnout. Primary schools should, therefore, be encouraged to provide effective practices to manage work–family interfaces. (shrink)

Using the Lao PDR as a case study, this paper analyses human trafficking as discourse. Human trafficking is identified as a global discourse that is globalized through a set of powerful relations and actors. Following Appadurai, it is argued that this global discourse is not passively received by local actors such as the Lao state. This demonstrated by unravelling the global–local interactions through which it has entered the Lao social landscape. This is complemented with an analysis (...) of a series of events in which the human trafficking discourse is staged on Lao soil. On this basis, the paper argues that the global human trafficking discourse is actively indigenized through, amongst other things, the social practice of staging. In addition, the paper argues that this indigenized discourse is employed by actors in more localized power struggles; in this case, by the Lao state as a response to boundary crises triggered by the phenomenon of cross-border migration into Thailand as an important manifestation of the overarching process of transition. In amblyopia, abnormal visual experience during development leads to an enduring loss of visual acuity in adulthood. Physiological studies in animal models suggest that intracortical GABAergic inhibition may mediate visual deficits in amblyopia. To better understand the relationship between visual cortical γ-aminobutyric acid (GABA) and perceptual suppression in persons with amblyopia (PWA), we employed magnetic resonance spectroscopy (MRS) to quantify GABA levels in both PWA and normally-sighted persons (NSP). In the same individuals, we obtained psychophysical measures of perceptual suppression for (...) a variety of ocular configurations. In PWA, we found a robust negative correlation between the depth of amblyopia (the difference in visual acuity between the amblyopic and non-amblyopic eyes) and GABA concentration that was specific to visual cortex and was not observed in a sensorimotor cortical control region. Moreover, lower levels of visual cortical GABA were associated with weaker perceptual suppression of the fellow eye by the amblyopic eye and stronger suppression of the amblyopic eye by the fellow eye. Taken together, our findings provide evidence that intracortical GABAergic inhibition is an important component of the pathology of human amblyopia and suggest possible therapeutic interventions to restore vision in the amblyopic eye through enhancement of visual cortical GABAergic signaling in PWA. This essay draws a parallel between Macaulay’s stint as the “lawgiver” of India under the East India Company and the Anglicists-Orientalists debate that he brought to a decisive end on the one hand and on the other the culture/canon wars of the 1980s, and the neoconservative ascendancy that followed it and remained influential during the second Iraq War. Although neo-conservativism’s fierce resistance to a more inclusive liberal arts curriculum in the 1980s and its towering role during the militarization of the (...) US foreign policy in the last decade has established it as the most Eurocentric and logocentric intellectual movement at present, post-colonial studies is yet to take a serious reckoning of this ideological movement. This essay tries to fill this lacuna with an attempt to first establish Macaulayite Whiggism as a precursor of the American neo-conservatism and then to focus on Macaulay’s oedipal hostility with Sir William Temple, who was not just the most accomplished statesman of English Restoration Era (that Macaulay himself considered the golden period of English history and became its historian laureate), but also stood on the exact opposite pole of Macaulay’s Whiggish Eurocentrism. Finally, the essay will briefly consider Temple’s little-known essay “On the Ancient and Modern Learning” and its genuine and uniquely anti-logocentric outlook on non-European cultures and their histories. The argument that(1) God exists, and is omniscient, omnipotent, and perfectly goodand(2) Evil existsare logically incompatible, can be construed aporetically (as generating a puzzle and posing the constructive challenge of finding a solution that displays their compatibility) or atheologically (as a positive proof of the non-existence of God). I note that analytic philosophers of religion over the last thirty years or so have focused on the atheological deployment of the argument from evil, and have met its onslaughts from the posture (...) of defense. I take Nelson Pike (in his article “Hume on Evil”) and Alvin Plantinga (in The Nature of Necessity, “Self-Profile,” and other pieces) as paradigm defenders, analyse their approaches, and try to make explicit parameters and assumptions within which these defenses have been conducted. In particular, both writers seem to attempt a reply within the parameters of a religion-neutral value theory and on the assumption that God has obligations to do one thing rather than another in creation-both of which conspire to defend God as a producer of global goods and shift attention off the more pressing question of His agent-centered goodness. I then argue that value-theory pluralism explodes the myth of shared values, and so complicates the structure of fair-minded debate about the problem of evil as to significantly limit the utility of defense. I invite Christian philosophers to approach the problem aporetically, and to exhibit the compossibility of (1) and (2) by formulating their own beliefs about how God is solving the problem of evil using the valuables within a Christian value theory to defeat evils. After sketching a strategy for doing this, I answer the objection that my recommendation conflates Christian philosophy and theology, and try to show how it affords a continuity between the so-called philosophical and existential problems of evil. Realist and liberal understandings of ethics as the dominant approaches to ethics in international relations are unable to respond efficiently to the call of the other in the age of war against terrorism as they revolve around the needs and the interests of the self. Such self-centred understandings of ethics cannot respond to the other ethically and respect the other in its otherness. Therefore, in this work I attempt to develop responsive ethics by drawing on Levinasian ethics which can create (...) the possibilities of concrete non-violent responses to the other in the age of war against terrorism. Measuring gene expression on a global scale has been one of the vexing problems of cell biology. Velculescu et al.(1) recently proposed a system for identifying gene expression levels based on very short sequence tags – about nine base pairs – located at a specific site within a gene transcript. By coupling the strategy to current automated sequencing machines and the large expressed sequence tag databases, it should be possible to follow changes in gene expression for large numbers of (...) genes economically and accurately. When the International Atomic Energy Agency (IAEA) began operations in 1958, one of its first routine tasks was to create and circulate a brief non-technical periodical. This article analyses the creation of theIAEA Bulletinand its circulation during its first years. It finds that diplomatic imperatives both in IAEA leadership circles and in the networks outside them shaped the form and appearance of the bulletin. In the hands of the IAEA's Division of Public Information, the bulletin became an instrument of science (...) diplomacy, its imagery conveying the motivations for member states to strengthen ties with the IAEA, while simultaneously persuading them to accept the hierarchies and geopolitical logics implicit in those relations, as well as to endorse the central position of the IAEA as a clearing house and authority of globally circulating nuclear objects and information. This article interrogates the bureaucratization of war, incarnate in the covert lethal drone. Bureaucracies are criticized typically for their complexity, inefficiency, and inflexibility. This article is concerned with their moral indifference. It explores killing, which is so highly administered, so morally remote, and of such scale, that we acknowledge a covert lethal program. This is a bureaucratized program of assassination in contravention of critical human rights. In this article, this program is seen to compromise the advance of global justice. (...) Moreover, the bureaucratization of lethal force is seen to dissolve democratic ideals from within. The bureaucracy isolates the citizens from lethal force applied in their name. People are killed, in the name of the State, but without conspicuous justification, or judicial review, and without informed public debate. This article gives an account of the risk associated with the bureaucratization of the State’s lethal power. Exemplified by the covert drone, this is power with formidable reach. It is power as well, which requires great moral sensitivity. Considering the drone program, this article identifies challenges, which will become more prominent and pressing, as technology advances. This paper seeks to bring a time perspective to the discourses of globalization and development. It first connects prominent recent gender-neutral discourses of globalization with highly gendered analyses of development, bringing together institutional—structural analyses with contextual and experiential data. It places alongside each other ‘First World’ perspectives and analyses of the changing conditions of people in the ‘developing’ world who are at the receiving end of globalized markets, and the international politics of aid. To date, neither of these fields of (...) expertise has made explicit the underpinning time politics of globalization. Naturalized as status quo and global norm these temporal relations form the deep structure of globalization and its neo-colonialist agenda. The paper uses feminist epistemology to explicate the taken-for-granted time politics of globalization and time-based ontology to render visible the gender politics of globalization. The combined conceptual force makes connections where few exist at present, maps complex processes and traces naturalized relations. It offers not a new or better theory of… but an approach to globalization that makes transparent hitherto opaque relations of power and it identifies openings for change, resistance and alternative political practice. In African society today, ubuntu as a notion of African humanism has been, and still is, subject to critical discussion. In African literature, philosophy, ethics, anthropology and theology, ubuntu plays a vast role and scholars in Africa and globally find the notion highly debated. The concept of identity development on the African continent has been written about broadly. This article unpacks the ubuntu philosophies of Augustine Shutte, Kwame Gyekye and John Mbiti. The views of these scholars will be contrasted to (...) critically engage the conceivable commonalities for identity development through cultures. The question addressed herein is: What are the similarities and dissimilarities of ubuntu as a cornerstone for identity development in modern Africa? This article also examines the divergent definition and historical development of ubuntu culture, ubuntu philosophy of identity development, environmental development and various thinkers’ understanding of this African worldview in current Africa and further afield. Contribution: This research contributes to African theological ethics of the new landscape identity and explores the ubuntu worldviews as a developmental process of identities across cultures.
