Le problème public de l’exclusion du logement est régulé depuis les années 1980 par une action publique d’urgence : l’urgence sociale. Un de ces dispositifs centraux, l’hébergement, fonctionnait avant 2007 sur une temporalité spécifique : l’aide ponctuelle, qui fragmente l’habitat des plus précaires et qui fragilise leur rapport à l’avenir. C’est en ce sens que l’urgence sociale peut être conceptualisée comme une chronopolitique. En raison des conséquences épuisantes qu’elle a sur ses « bénéficiaires », cette chronopolitique a fait l’objet d’une (...) mobilisation revendiquant un droit à la continuité de l’habitat. Une écologie temporelle, prenant la forme d’une durée de séjour adaptée aux besoins singuliers des hébergés, est inscrite dans le droit par la loi Dalo. Mais ce droit est encore ineffectif, et les raisons s’en retrouvent aux différents niveaux de l’action publique : les gestionnaires de places se voient souvent contraints de partager temporellement le bien rare en donnant sa chance à tout le monde ; la rareté des places d’hébergement est entretenue par l’État central qui cherche ainsi à limiter l’appel d’air des précaires ; les travailleurs sociaux ressentent un désarroi face aux manières d’habiter inconditionnellement un hébergement à durée indéterminée. La possibilité d’habiter durablement dans un lieu garanti par des institutions et en dehors du marché du logement souffre d’une faible légitimité. (shrink)

A debate persists over how to distinguish manic states from non-manic ones (such as depressions). A lacuna exists amongst these efforts, where a specifically agentive account of mania would sit. An agentive account centers the manic person’s view of practical reasons, rationalizing their actions in the same way that sympathetic understandings rationalize the actions of more neurotypical agents. In this paper, I argue that mania restructures our agency by creating a pervasive sense of urgency. This urgency changes the (...) kind of handling that our practical reasons seem to call out for. Whilst this can make us less reliable as agents, I argue that this does not undermine the basic capacities on which personal autonomy is founded. The greater threat to manic agents’ autonomy is nonrecognition of this restructured agency, undermining autonomy in its social dimensions. Without an agentive account, we will fail to recognize distinctly manic agency when we see it, limiting our understanding of autonomy, and withholding recognition, fundamental to autonomy in its social dimensions, from manic agents. It is generally recognized that emotional states induce impatience, in the sense of a heightened preference for early rewards over later rewards. In this article I argue that they also induce urgency, in the sense of a preference for early action over later action. I adduce scattered evidence for the existence of the phenomenon and sketch a possible experiment that might demonstrate it, while also noting that it may be hard to distinguish urgency-based action from action based on (...) the anticipation of the decay of emotion. Sommes-nous au seuil d'une éclipse de l'humanisme? Le choc des civilisations, la mondialisation anarchique, le capitalisme débridé, le fondamentalisme religieux, le dérèglement étique et la perte de confiance en soi vont-ils faire reculer la civilisation de plusieurs siècles? Un peu à l'instar de l'Occident au tournant des Ve et VIe siècles après que de vastes mouvements de populations eurent raison de l'empire romain? Ou encore, à l'image des peurs délirantes qui hantèrent l'Europe entre les XIVe et XVIIe siècles des suites (...) de la grande peste? Bien malin qui pourrait prévoir l'avenir. Le propos de ce livre est d'appeler le lecteur à la lucidité et à la vigilance. Au cours de son histoire récente, notre humanité s'est retrouvée plus d'une fois au bord de l'abîme. Le fait que nous y ayons globalement échappé doit nous inviter à la confiance en la capacité humaine à ne pas s'autodétruire. Cependant, pareille sérénité ne peut faire perdre de vue qu'il n'existe aucune assurance tous risques contre la folie suicidaire qui, par moment, se saisit des civilisations. In this essay we expand the notion of thinking by emphasizing the provocation and urgency to think and by reconceptualizing thinking as an embodied practice. The aim is to expand Lipman and Sharp’s approach to philosophical inquiry with children and show how other ways of thinking can be included. We strive to unfold a way of “thinking” that is both different from rationality (critical thinking) as well as from creative and caring thinking. In the first part of the paper, (...) we discuss the merits of Lipman and Sharp’s critical, creative and caring thinking within the Community of Philosophical Inquiry (CPI). We then expand Lipman/Sharp’s philosophical method through Ekkehart Marten’s Five-finger Model, which allows for different philosophical approaches. In the second half of the paper, we draw on Martin Heidegger’s What is called thinking? to develop his concept of the “call” to think together with its related notions of provocation and urgency. Building on this, we draw on Maurice Merleau-Ponty to show how this call is not an intellectual activity or mere exercise of the “mind” but rather affects our entire existence. As such, thinking becomes a response to an existential urgency that is an embodied practice. Using concepts like embodiment, affect, and sensibility, we try to widen our conception of thinking in a CPI. Finally, we hope this will allow facilitators to hear the unique voice of every child so that no one is left unheard. (shrink)

Balancing speed and quality during crises pose challenges for ensuring the value and utility of data in social science research. The COVID-19 pandemic in particular underscores the need for high-quality data and rapid dissemination. Given the importance of behavioural measures and compliance with measures to contain the pandemic, social science research has played a key role in policymaking during this global crisis. This study addresses two key research questions: How FAIR ( findable, accessible, interoperable and reusable) are social science data (...) on the COVID-19 pandemic? Which study features are related to the level of FAIRness scores of datasets? We assess the FAIRness of n = 1131 articles, retrieved through a keyword search in the Web of Science database, employing both automated and manual coding methods. Our study inclusion criteria encompass empirical studies on the COVID-19 pandemic published between 2019 and 2023 with a social science focus and explicit reference to the underlying dataset(s). Our analysis of n = 45 datasets reveals substantial differences in FAIRness for different types of research on the COVID-19 pandemic. The overall FAIRness of data is acceptable, although particularly Reusability scores fall short, in both the manual and the automatic assessment. Further, articles explicitly linked to the Social Science concept in the OpenAlex database exhibit a higher mean overall FAIRness value. Based on these results, we derive recommendations for balancing ethical obligations and the potential tradeoff between speed and data (sharing) quality in social-scientific crisis research. (shrink)

The urgency of today’s conjuncture calls to us in a number of ways : to develop planetary citizenship and the solidarities it implies ; to promote and help those subjectivities which gain autonomy in the processes of resistance and alternative construction ; to develop myriad transveral encounters ; and finally not to hand the planet over to destructive forces of all kinds.

Purpose: Explore public attitudes towards the trade-offs between justice and medical outcome inherent in organ allocation decisions.Background: The US Task Force on Organ Transplantation recommended that considerations of justice, autonomy and medical outcome be part of all organ allocation decisions. Justice in this context may be modeled as a function of three types of need, related to age, clinical urgency, and quality of life.Methods: A web-based survey was conducted in which respondents were asked to choose between two hypothetical patients (...) who differed in clinical urgency , age, pretransplant and post-transplant quality of life, and life expectancy.Results: A pool of 1600 people were notified via email about the survey; 623 responded. Respondents preferred giving organs to younger people up to an age difference of <15.4 years and more clinically urgent people up to a difference in urgency of <2.54 months . Priority varied with the quality of life of the worst-off patient and the relative status of the patients. If both had worse than average quality of life, respondents preferred the better-off patient. When both had better than average quality of life, they preferred the worse-off patient. In analysis according to age versus clinical urgency, the older the patient, the more urgency needed to receive priority. In quality of life versus clinical urgency, the better the control’s quality of life, the more urgency the competing patient required. The worse the patient’s post-transplant outcome, the more urgency needed to receive priority.Conclusions: It appears that clinical urgency is only one of many factors influencing attitudes about allocation decisions and that respondents may invoke different principles of fairness depending the relative clinical status of patients. The development of the certified Fair Trade market was initiated by a group of indigenous communities in Mexico. Over time, their vision of Fair Trade as a different type of market has become increasingly marginalized by an emphasis on poverty reduction. This article presents their understanding of what Fair Trade should and should not be. It presents the key principles of the Fair Trade market as effectiveness, ecological sustainability, social sustainability, and more direct producer-consumer relationships. The key challenges that confront (...) Fair Trade in living up to these principles are the need to democratize the formal structures of Fair Trade so as to give a greater voice to small producers and to link with other social movements to confront the dominant neo-liberal trade regime. The notion of the third culture forms the background of the study that seeks to unify humanistic and scientific approaches for a better appreciation of nature, culture, and the arts. This study draws on the kind of emotion and attitude that we may intuit and act out soon after noticing another individual demanding our help in nature and culture. Such feelings as sympathy and empathy, uncertainty and ambiguity, are perceived to be extremely useful in the context of strategy formation and (...) action taking. These preverbal traits that are already more or less encoded in our body and mind may enable us to devise rewarding strategies emerging from the deep inside when we are coping with strange oddities in nature and culture. Such operation is seen on the one hand to save our biologically valuable time in terms of thinking and imagining, and on the other, to achieve brilliant interpretations of various art and life forms. This study reveals that we are estimated to come up with: cogent and digestible propositions; sharpened perceptions and refined tastes; widened horizons of emulating and appreciating types of art and artifice. On top of polishing our own skills and swiftness of inventing strategies, we may also expect to forge encouraging and endearing partnerships between diverse life forms and us. All in all, this study develops the semio-aesthetic idea that we serve the community by way of developing balanced and intriguing viewpoints that may inspire individuals to regain linkages with beings and forms appearing unpleasant or unconvincing at first sight. What happens to the form of the biennial when biennials become part of a world system of art institutions, subject to the historical temporality of a global contemporaneity? In particular, what happens when the periodic rhythms of national narratives of biennial exhibitions are overcoded by a serial sequence of international biennials – competing for contemporaneity – seemingly without end? This essay approaches these questions via a consideration of the debate about the transitional symbolic significance of the 1989 Third Havana Biennale. (...) Given the fact that the history of our brain is a long history of interfaces, connections and exchanges, this text aims to reveal the collective nature of the process involved by and within learning. In fact, the person who learns can only cross-learn: irrespective of the field of learning, he learns across, between and beyond.2 The cross-disciplinary approach suggested in the present study focuses on learning a foreign language.

This paper argues that McDowell is right to claim that disjunctivism has anti-sceptical implications. While the disjunctive conception of experience leaves unaffected the Cartesian sceptical challenge, it undermines another type of sceptical challenge. Moreover, the sceptical challenge against which disjunctivism militates has some philosophical urgency in that it threatens the very notion that perceptual experience can acquaint us with the world around us.

The Covid‐19 pandemic needs to be considered from two perspectives simultaneously. First, there are questions about which policies are most effective and fair in the here and now, as the pandemic unfolds. These polices concern, for example, who should receive priority in being tested, how to implement contact tracing, or how to decide who should get ventilators or vaccines when not all can. Second, it is imperative to anticipate the medium‐ and longer‐term consequences that these policies have. The case of (...) vaccine rationing is particularly instructive. Ethical, epidemiological, and economic reasons demand that rationing approaches give priority to groups who have been structurally and historically disadvantaged, even if this means that overall life years gained may be lower. In recent years there have been increasing calls to ‘decolonize’ the curriculum across different levels of education. This has been met with significant opposition at both the school and university levels. For many, there is a lack of clarity concerning why students, particularly in school, should study a decolonized curriculum. I reflect on the notion of an ‘epistemic urgency’ to decolonize the secondary school curriculum in England, and I focus particularly on History and Religious Education (RE) as examples. Using (...) theories of epistemic injustice, and my own experiences in teaching, I build the case for this ‘urgency’ from two arguments: one from justice and one from purpose. On justice, I argue that current curricula create negative epistemic consequences that we might consider to be unjust. On purpose, I argue that some curricula also fail to meet the purposes that they are intended to meet, thereby creating further negative epistemic consequences. On both arguments, I hope to show that the negative epistemic consequences create an ‘urgency’ to decolonize curricula, which I hope encourages educators in England and beyond to begin considering whether decolonizing their curricula will lead to better outcomes for their learners. It includes a keynote speech by renowned physicist Julian Barbour, a dialogue between British author David Mitchell, Katie Paterson and ISST's previous president Paul Harris. The volume is divided into dialogues and papers that directly address the issue of urgency and time scales from various disciplines. Some considerations are urgent and others are not. Sometimes, we invite criticism if we neglect the urgency of our situation, even if our action seem adequate to respond to it. Despite this significance, the literature does not offer a satisfactory analysis of the normative structure of urgency. I examine three views of urgency, drawn from philosophical and adjacent literature, which fail to explain the distinctive criticism we face when we do neglect the urgency of our reasons. (...) Instead, I argue that urgent considerations pre-empt our deliberation about less urgent considerations. Urgency is then a metanormative phenomenon, setting standards for how we handle and respond to first-order considerations, requiring that we close deliberation. In the face of urgency, appropriate action is not enough. Commitment is called for. This is how we enact appreciation of our practical reasons, independently of our carrying out the action they call for. (shrink)

This paper argues that, to tackle the issue of sustainability, we should pay more attention to the temporality of socioecological processes. Only thus can we better understand current subjective and institutional constraints, as well as envision new potential pathways for transformative change. Two main arguments are developed: (1) there is a uniqueness in the temporality of Earth system processes associated with planetary boundaries that deeply transforms our time horizon and the pace of change, and (2) this situation creates a disruption (...) of the temporality embodied in dominant sociopolitical conventions such as the institutional definition and operationalisation of sustainable development. New research avenues and time policies are suggested towards responding meaningfully to the alarming current socioenvironmental trends. (shrink)

A critical opportunity for identifying children experiencing domestic minor sex trafficking exists in healthcare settings. This quantitative study documented the disconnect between youth seeking help and interventions offered by healthcare providers. Ninety-one sex youth exploited through sex trafficking answered questions detailing their experiences of seeking medical treatment for injuries associated with selling or trading sex. Healthcare providers who were aware that injuries were sustained due to sex trafficking did not always alert legal or mandated reporting authorities. This analysis identified violations (...) of the four pillars of ethical healthcare. This investigation revealed lost opportunities to intervene on behalf of youth suffering trauma and abuse from sex trafficking highlighting the necessity for a formal protocol in healthcare settings to effectively intervene. In the present article, I will evaluate the utility of environmental human rights in the light of the global climate conditions prevailing in the beginning of the second decade of the 21st century. Human rights and their tools have proven useful on many occasions. Here I will promote the idea that the ecological situation we are facing now is so urgent that we should exploit their potential to the fullest. To that end, I will argue, there is a clear need (...) to render environmental rights as explicit, precise and thus legally binding as possible. It is tried to adopt a point of view that is informed by both scientific findings and the theory of human rights; the conclusions are definitely intended to be pragmatic. (shrink)
