Increased global attention to early childhood education and care in the past two decades has intensified attention on the education of infants and assessment of their learning in education policy. This interest is particularly evident in the focus upon infants in the early childhood curriculum frameworks developed in recent years in many countries. To date, there has been little examination of implications of this policy/curriculum emphasis in relation to its possible implications for how infants are understood. In this article, using (...) Levinas’ notion of ethical encounter, we present a critical reading of curriculum for infants. Drawing on his ideas of the ‘Other’, ‘responsibility’ and ‘unknowability’ we argue that the rapidly growing corpus of knowledge about infants and their inclusion in education policy and curricula texts, has the potential to narrowly define educators’ responsibilities and prescribe pedagogies in ways that may have unintended consequences. Using the Australian National Quality Framework (NQF) and its associated Early Years Learning Framework as examples, this article highlights the tensions inherent in a system that aims to provide equity, consistency and certainty, premised on a particular ‘knowing’ of the infant. We draw on Levinas’ ideas about ‘said’ and ‘saying’ to propose ways of working with policy and curricula texts that recognise that they can offer only partial understandings of the possibilities for infants’ learning. The paper explores the process of the Czech journalists setting the EU agenda in the media during the ‘hot phase’ of the Czech national parliament election campaigns in 2002, 2006, and 2010. Unlike most studies that concentrated on the media agenda in the European Parliament election campaigns, we focused on periods that were neither strictly key events nor routine, but that were more intensively covered by the media and simultaneously generated more influential political representation defining national political attitudes towards the (...) EU. Articles that referred to the EU during the ‘hot phase’ were content analyzed. The results suggest that in the Czech press, the EU agenda is less and less visible, and, moreover, that it is increasingly negatively framed and reduced to an economic agenda. (shrink)

This is a very useful sourcebook of classic experiments, giving enough detail to show what is going on in each of them but discussing enough separate experiments that one can see a variety of experimental virtues. Franklin's attention to detail and his epistemological caution inhibit him from tackling some more adventurous questions. On what range of topics can we hope for evidence that is as convincing as this? Do essential aspects of experiment vary from one discipline to another?

This article examines as a critical case how newspapers reported the grant maintained schools policy. It argues that claims that press reporting of educational issues is frequently unfair are only partially substantiated. The quality press is more likely to be internally inconsistent and contradictory in its reportage of education policy and, on occasion, to inhibit debate through discourses of omision.

(Although somewhat murkily introduced, a further distinction operates in Goodstein's account of the modern discourse on boredom, a distinction between language of boredom, language that is part of the expression of boredom, and language on boredom, language that is part of the reflection on boredom. It's the difference between saying, "I'm bored, there's nothing to do," and saying, "Powerlessness is the cause of boredom.") Goodstein believes the modern discourse on boredom exemplifies the modern rhetoric of reflection, the way of understanding and interpreting human experience that is historically and culturally specific to modernity. Through her genealogy of the modern discourse on boredom she hopes "to further the historical task of coming to terms with the fragmentation of subjective experience in the face of the dissolution of metanarratives that is the legacy of the Enlightenment." Experience without Qualities is a dense and complex text over 450 pages in length, and the account that follows necessarily fails to capture the richness that is a principal strength of the text.As an introduction to her genealogy proper, Goodstein examines two contrasting contemporary accounts of boredom. These accounts serve as paradigmatic examples of idealist and materialist accounts of boredom and, by implication, subjectivity generally. Reinhard Kuhn's idealist account treats all social and historical forms of boredom as either incidental to or a manifestation of "ennui," an ahistorical feature of the human condition, an "encounter with nothingness" that is productive of human creativity. Wolf Lepenies's materialist account treats boredom as epiphenomenal, a symptom of "action-inhibition" and a way of legitimating a feeling of powerlessness. On one level, the two accounts provide competing types of explanations, but on another level both are [End Page 257] examples of the characteristic fallacy of the modern rhetoric of reflection, the abstraction of categories of language and their reification into things. Although Goodstein does not use the term, this fallacy could be called the "fallacy of misplaced concreteness." One prominent criticism of Newtonianism held that gravitational attraction is an occult quality. The charge, pressed most forcefully by Leibniz, claims that Newton had abandoned the intelligibility of mechanism and allowed for an unexplained and inexplicable force in nature. This paper focuses on one of Newton’s replies to this accusation: his claim that gravitation is no more mysterious than phenomena like inertia and impenetrability. I argue that we can understand and motivate this Newtonian position by looking at the account (...) of material substance developed in Newton’s early manuscript essay De gravitatione. This account makes clear Newton’s sensitivity to the explanatory limits of mechanism. Newton was perceptive in noting that while the mechanical philosophy sought to provide explanations in terms of matter and motion, it failed to explain matter and motion themselves. This sheds light on the motivations behind the theory of bodies in De gravitatione. And it helps to explain why he was so unmoved by what many saw as a serious challenge to his theory of gravity. In this paper, I investigate the role played by Quality of Will in Michael McKenna’s conversational theory of responsibility. I articulate and press the skeptical challenge against it, and then I show that McKenna has the resources in his account to deflect it.

Poor air quality is a pressing global challenge contributing to adverse health impacts around the world. In the past decade, there has been a rapid proliferation of air quality information delivered via sensors, apps, websites or other media channels in near real-time and at increasingly localized geographic scales. This paper explores the growing emphasis on self-monitoring and digital platforms to supply informational interventions for reducing pollution exposures and improving health outcomes at the individual level. It presents a technological (...) case study that characterizes emerging air quality information communication mechanisms, or ‘AQ channels’, while drawing upon examples throughout the literature. The questions are posed: which air quality channels are ‘freely’ available to individuals in London, UK, and when and where are they accessed? Digital trace data and metadata associated with 54 air quality channels are synthesized narratively and graphically. Results reveal air quality channels derive air pollution estimates using common data sources, display disparate messaging, adopt variable geographic scales for reporting ‘readings’ and maintain psychosocial barriers to access and adoption of exposure-reducing behaviours. The results also point to a clear association between the publication of a high-profile news article about air pollution and increased air quality channel access. These findings illuminate a need for greater transparency around how air quality channels generate personalized air pollution exposure estimates and tailor messaging. The paper concludes by calling for air quality channel developers to exercise co-creative methods that can support sustainable, democratic data and knowledge production around air quality, while critically approaching disproportionate patterns of both pollution and information exposure. We examine the equity valuation effect of press releases of upgrades or downgrades reflected in the Covalence Ethical Quote, an index ranking the ethical performance of multinational firms. The index is updated quarterly and is comprehensive enough to include 45 criteria reflecting working conditions, impact of product, impact of production, and company institutional impact. Thus, it captures many dimensions of firms’ ethical performance that are not accounted for in previous research. Our research encompasses a joint test of the value (...) relevance of the index itself and the impact of ethical reputation on a firm’s value. We find first a significant causal relationship between stock market reactions and changes in the CEQ. Specifically, disclosures of positive changes in firm ethical performance cause increases in firm value. Second, cross-sectional analysis indicates a positive association between changes in firm ethical performance and both its financial performance and its financial reporting quality. Collectively, these results suggest that the CEQ conveys information that is useful to investors. Further, corporate measures taken to increase ethical performance are associated with positive benefits to shareholders. Finally, investors have concluded that good news about their firms’ efforts to be ethical is worth the cost. (shrink)

People who are unable to make decisions about participating in research rely on proxies to make a decision based on their wishes and preferences. However, patients rarely discuss their preferences about research and proxies find it challenging to determine what their wishes would be. While the process of informed consent has traditionally been the focus of research to improve consent decisions, the more conceptually complex area of what constitutes ‘good’ proxy decision-making for research has remained unexplored. Interventions are needed to (...) improve and support proxy decision-making for research but are hampered by a lack of understanding about what constitutes decision quality in this context. A global increase in conditions associated with cognitive impairment such as dementia has led to an urgent need for more research into these conditions. The COVID-19 pandemic and subsequent necessity to conduct research with large numbers of critically ill patients has made this need even more pressing. Much of the empirical research centres on the desire to improve decision accuracy, despite growing evidence that authenticity is more reflective of the aim of proxy decisions and concerns about the methodological flaws in authenticity-focused studies. Such studies also fail to take account of the impact of decision-making on proxies, or the considerable body of research on improving the quality of healthcare decisions. This paper reports a concept synthesis of the literature that was conducted to develop the first conceptualisation of ‘good’ proxy decisions about research participation. Elements of decision quality were identified across three stages of decision-making: proxy preparedness for decision-making which includes knowledge and understanding, and values clarification and preference elicitation; the role of uncertainty, decisional conflict, satisfaction and regret in the decision-making process; and preference linked outcomes and their effect. This conceptualisation provides an essential first step towards the future development of interventions to enhance the quality of proxy decision-making and ensure proxy decisions represent patients’ values and preferences. Abhidharma Buddhist philosophy presents a version of what is now often called “panprotopsychism.” The most pressing group of problems for the Abhidharma panprotopsychism, like all other panpsychist views, is what Seager calls “the combination problem.” There are at least three versions of the problem: the subject-combination problem; the quality-combination problem; and the structure-combination problem. I begin with the Abhidharma Buddhist version of panprotopsychism and its account of conscious experience. The main focus of this paper is to show that Abhidharma (...) panprotopsychist account of conscious experience solves the quality-combination problem. In the last and closing Section, I look at other versions of the combination problem, primarily the subject-combination problem and the structural problem and provide a sketch of the Abhidharma Buddhist response to these. Yet, the legal doctrines of consent and informed consent differ in their applications. In patient care, the judicial doctrines of consent and (...) informed consent are disclosure doctrines based on the obligation of physicians to inform their patients of the following types of information: the nature of the procedure the physician is recommending in the patent’s care (P), the alternatives to the physician‐recommendation (A), and the risks of procedure and its alternatives (R). In addition, the physician must provide truthful answers to the patient’s questions (Q) to the best of the physician’s abilities. In research on humans, the onus of disclosure by study sponsors and principal investigators is much greater than in patient care precisely because the purpose of research is not patient care. The purpose of research is the identification and development of new generalizable knowledge. Thus, participation in a research study or trial may not benefit the study volunteer at all. In addition, the participant may carry a heavy risk burden in relationship to any testing of a newly designed drug or device as part of their experiences in the research study. Presently, despite the risks borne by the research study participant, the raw data collected from volunteers in research trials are treated by courts as if they were the private property of the study sponsor rather than generally owed to the public as would be expected by an effort like research participation aimed at contributing to the development of generalizable knowledge. Counterpoint Arguments The following are counterpoint arguments that need to be appreciated to more fully understand the concepts that impact the thesis that ‘raw data’ should be open to the public to allow the opportunity of checking of the results of its associated scientific paper and for further analysis. De‐Identified (Anonymized) Raw Data A current approach to identifying (anonymizinig) raw data is based on the Health Insurance Portability and Accountability Act (HIPAA) of 1996 (P.L.104‐191). HIPAA was enacted by the U.S. Congress in 1996 to keep a person’s medical information private. In a research study, a person’s private medical information can become research data. HIPAA’s Privacy Rule allows a covered entity to de‐identify data by removing all 18 elements that could be used to identify the individual or the individual’s relatives, employers, or household members; these elements are enumerated in the Privacy Rule. The covered entity must also have no actual knowledge that the remaining information could be used alone or in combination with other information to identify the individual who is the subject of the information. Under this method, the identifiers that must be removed are the following: 1 Names. 2 All geographic subdivisions smaller than a state, including street address, city, county, precinct, ZIP Code, and their equivalent geographical codes, except for the initial three digits of a ZIP Code if, according to the current publicly available data from the Bureau of the Census: 2a. The geographic unit formed by combining all ZIP Codes with the same three initial digits contains more than 20,000 people. 2b. Even though ‘raw data’ can be de‐identified (anonymized) so that there is no way to trace back the data to the study participant from which it was drawn, there are still questions whether the ‘de‐identified raw data’ can be given to other researchers or made public without the original study participant’s approval. It may be the case that this approval could be done at the start of any research study where the individual considering study participation would be counseled on what the process of de‐identification consists of and would be asked whether the participant would allow use of the data by other researchers or made available to the public in a de‐identified state. However, there may be questions of the study participants as to whether the data are truly de‐identified and untraceable back to the study participant since the participant would not be able to see the process actually being carried out in detail in all relevant circumstances. Using Raw Data in Context Simply being in possession of raw data is never enough to build on that data from a research perspective. Researchers need to understand the context of the scientific research study in which the data were collected. This research context includes (but is not limited to): (i) the scientific hypothesis of the research study, (ii) the inclusion and exclusion criteria selected by the research designers of the study to determine which study participants were included and which were excluded from the study, (iii) the methods used to collect the data and possibilities of errors in the data collection processes, and (iv) answers to questions regarding whether any data were excluded from the study data and why these data were excluded. Ownership Rights Over Data There are ownership rights over data. Ownership rights include court decision making related to the question which parties are to be considered as the owners of the data. Possible owners here include (but are not limited to) (i) the study sponsor whose only role was to fund that study, (ii) the principal investigator(s) who developed the scientific hypothesis, and (iii) individual study participants through special contracts made by individual participants who negotiate such contracts with study sponsors and principal investigators to share in the ownership of data. Examples of such data are participant sources of unique gene lines or unique cell lines to be used in future research. Objections to Data Sharing Finally, individual researchers may simply object to sharing data. A researcher’s arguments here may be simply stating that he or she has a right to fully analyze the data since the collection of the data was the researchers’ idea in the first place. These researchers may argue that they have the right to mine the data as fully as they can before deciding to make the data open to the public for others to analyze. Yet, the legal doctrines of consent and informed consent differ in their applications. In patient care, the judicial doctrines of consent and (...) informed consent are disclosure doctrines based on the obligation of physicians to inform their patients of the following types of information: the nature of the procedure the physician is recommending in the patent’s care (P), the alternatives to the physician‐recommendation (A), and the risks of procedure and its alternatives (R). In addition, the physician must provide truthful answers to the patient’s questions (Q) to the best of the physician’s abilities. In research on humans, the onus of disclosure by study sponsors and principal investigators is much greater than in patient care precisely because the purpose of research is not patient care. The purpose of research is the identification and development of new generalizable knowledge. Thus, participation in a research study or trial may not benefit the study volunteer at all. In addition, the participant may carry a heavy risk burden in relationship to any testing of a newly designed drug or device as part of their experiences in the research study. Presently, despite the risks borne by the research study participant, the raw data collected from volunteers in research trials are treated by courts as if they were the private property of the study sponsor rather than generally owed to the public as would be expected by an effort like research participation aimed at contributing to the development of generalizable knowledge. This paper reviews the obligations that study sponsors owe to their study participants based on the very definition of research as a systematic activity whose purpose is to develop generalizable knowledge to help all humans. Counterpoint Arguments The following are counterpoint arguments that need to be appreciated to more fully understand the concepts that impact the thesis that ‘raw data’ should be open to the public to allow the opportunity of checking of the results of its associated scientific paper and for further analysis. De‐Identified (Anonymized) Raw Data A current approach to identifying (anonymizinig) raw data is based on the Health Insurance Portability and Accountability Act (HIPAA) of 1996 (P.L.104‐191). HIPAA was enacted by the U.S. Congress in 1996 to keep a person’s medical information private. In a research study, a person’s private medical information can become research data. HIPAA’s Privacy Rule allows a covered entity to de‐identify data by removing all 18 elements that could be used to identify the individual or the individual’s relatives, employers, or household members; these elements are enumerated in the Privacy Rule. The covered entity must also have no actual knowledge that the remaining information could be used alone or in combination with other information to identify the individual who is the subject of the information. Under this method, the identifiers that must be removed are the following: 1 Names. 2 All geographic subdivisions smaller than a state, including street address, city, county, precinct, ZIP Code, and their equivalent geographical codes, except for the initial three digits of a ZIP Code if, according to the current publicly available data from the Bureau of the Census: 2a. The geographic unit formed by combining all ZIP Codes with the same three initial digits contains more than 20,000 people. 2b. The initial three digits of a ZIP Code for all such geographic units containing 20,000 or fewer people are changed to 000. 3 All elements of dates (except year) for dates directly related to an individual, including birth date, admission date, discharge date, and date of death, and all ages over 89 and all elements of dates (including year) indicative of such age, except that such ages and elements may be aggregated into a single category of age 90 or older. 4 Telephone numbers. 5 Facsimile numbers. 6 Electronic mail addresses. 7 Social security numbers. 8 Medical record numbers. 9 Health plan beneficiary numbers. 10 Account numbers. 11 Certificate/license numbers. 12 Vehicle identifiers and serial numbers, including license plate numbers. 13 Device identifiers and serial numbers. 14 Web universal resource locators (URLs). 15 Internet protocol (IP) address numbers. 16 Biometric identifiers, including fingerprints and voiceprints. 17 Full‐face photographic images and any comparable images. 18 Any other unique identifying number, characteristic, or code, unless otherwise permitted by the Privacy Rule for re‐identification. Even though ‘raw data’ can be de‐identified (anonymized) so that there is no way to trace back the data to the study participant from which it was drawn, there are still questions whether the ‘de‐identified raw data’ can be given to other researchers or made public without the original study participant’s approval. It may be the case that this approval could be done at the start of any research study where the individual considering study participation would be counseled on what the process of de‐identification consists of and would be asked whether the participant would allow use of the data by other researchers or made available to the public in a de‐identified state. However, there may be questions of the study participants as to whether the data are truly de‐identified and untraceable back to the study participant since the participant would not be able to see the process actually being carried out in detail in all relevant circumstances. Using Raw Data in Context Simply being in possession of raw data is never enough to build on that data from a research perspective. Researchers need to understand the context of the scientific research study in which the data were collected. This research context includes (but is not limited to): (i) the scientific hypothesis of the research study, (ii) the inclusion and exclusion criteria selected by the research designers of the study to determine which study participants were included and which were excluded from the study, (iii) the methods used to collect the data and possibilities of errors in the data collection processes, and (iv) answers to questions regarding whether any data were excluded from the study data and why these data were excluded. Ownership Rights Over Data There are ownership rights over data. Ownership rights include court decision making related to the question which parties are to be considered as the owners of the data. Possible owners here include (but are not limited to) (i) the study sponsor whose only role was to fund that study, (ii) the principal investigator(s) who developed the scientific hypothesis, and (iii) individual study participants through special contracts made by individual participants who negotiate such contracts with study sponsors and principal investigators to share in the ownership of data. Examples of such data are participant sources of unique gene lines or unique cell lines to be used in future research. Objections to Data Sharing Finally, individual researchers may simply object to sharing data. A researcher’s arguments here may be simply stating that he or she has a right to fully analyze the data since the collection of the data was the researchers’ idea in the first place. These researchers may argue that they have the right to mine the data as fully as they can before deciding to make the data open to the public for others to analyze. The agricultural communicator is a key link in transmitting information to farmers. If agricultural communicators' ethics are compromised, the resulting biases in news production could have serious detrimental effects on the quality of information conveyed to farmers. But, to date, agricultural communicators' perceptions of ethical problems they encounter at work has not been examined. This study looks at the dimensions of ethical concerns for topics area (agricultural) journalists as defined by practitioners. To determine these dimensions, we sent open ended (...) questionnaires (50 percent response rate) to members of two professional agricultural journalist associations: the Newspaper Farm Editors of America and the American Agricultural Editors' Association.Agricultural communicators overwhelmingly focus on one specific threat to objectivity—advertising pressure. Both NFEA and AAEA respondents indicated that agricultural journalists' responses to advertising pressure adversely affected the entire profession. The responses indicated that agricultural writers were concerned with the different types of pressures and the effects of advertising pressure on the industry as a whole. NFEA and AAEA respondents mentioned both indirect pressure, “freebies,” conferences, trips and press releases from advertising or public relations sections of agri-business firms, and direct pressures from advertisers, salesmen and publishers. The respondents were clearly more comfortable when newspaper policy protected them from advertising pressure and when they had techniques to reduce this pressure. The editors' and reporters' perceptions of advertising pressure clearly indicates that advertising abuses are a clear and present danger and one worthy of far more attention than it has previously received. In this study, the coverage of the Greek sovereign debt crisis in the German newspapersBILD,Die Welt,Frankfurter Allgemeine Zeitung,Süddeutsche Zeitung,tageszeitungandDer Spiegel (online)is examined for the quality criteria relevance, neutrality, balance, and analytical quality. The results show that the (...) reporting is appropriate to the relevance of the topic, but shows deficits in the criteria of balance, neutrality, and analytical quality. During the study period, coverage focuses on a small number of topics, journalists include their value judgments in news and reports. The issues he raises reach to the core of who we have been, where we are now, and how we must adapt ourselves to new challenges that deeply question both our ideals and our practices.Allsup’s opening questions relate directly to the most (...) pressing matters our profession is now facing—questions philosophical in essence. What kind of music teachers do our students deserve? What is the purpose of public education? And how do we get beyond our continuing and understandable desire for better-trained music teachers to ask the more pertinent question of what constitutes effective music teaching and learning in what the musical world is swiftly becoming. He has the courage to address this level of complexity seriously, and to make significant progress toward clarification. That deserves my respect and, I am quite sure, the respect of all of us.Allsup approaches his central premise on the significant changes needed in our professional identity by reminding us that we have “a long and distinguished [End Page 108] commitment to teaching and teachers.” That commitment, however, is based on the established assumption that music education is founded on excellence of performance as its ultimate goal and its greatest value. To achieve this musical end, he points out, requires mastery, attained through prolonged, careful apprenticeship. This “long running pedagogy of mastery and excellence appears closed to, or at least hostile to, innovation and popular input.”In addition, he argues, this belief system embroils all of us, teachers and their students, in the dichotomy of, on the one hand, replication of existing excellence as our goal, and, on the other, the need for emancipation from what was and what is, toward what might be; the need, that is, for transformation. The past, he recognizes, cannot simply be ignored: it is too precious for that. The future, however, also cannot be excluded. Within this antinomy we must find our way, honoring the past while not allowing it to constrict our future.At this point in his exposition Allsup approaches the proposition he is harboring, a proposition I want to explore for its potential in both clarity and complication. The basis of his key proposal is our need for teachers who are able “to think openly and less certainly about the design and implementation of musical instruction. Our pluralistic society,” he continues, “makes it imperative that we multiply the methods employed in the pursuit and construction of knowledge.”To accomplish this, Allsup presents a foundational dichotomy. There are “open forms of music” relating to “new and evolving ways of aesthetic participation that break with our traditional processes and our established codes and standards.” Contrasting with open forms are “closed forms,” representing the authoritative, the certain, and the canonic. “Closed forms,” he says, “represent culturally-structured and norm-driven literacies, where valuations of goodness pre-exist any aesthetic encounters.” Closed forms, he argues, are based on culturally agreed-upon modes of participation that are rigid in nature, such as in the prescribed and proscribed sequence of musical events proceeding inexorably in the order of composer-conductor-performer-audience.Such past (and present) rigidities, he points out, have become increasingly irrelevant. In every dimension of our lives significant and fast-occurring changes have become dominant, even expected, leaving us, as citizens and as educators, in confusion and uncertainty, and therefore in distress. We encounter aesthetic forms that are open-sourced and de-authored, unconnected to shared standards of practice. Technologies of music making and taking, he points out, have overthrown tradition to a startling degree, erasing distinctions among expert and amateur, between master and apprentice, between process and product, specialist and generalist, the classical and the vernacular.All this, and much more, is argued cogently and, I think, persuasively. The accommodation of evidence has been argued to be associated with several methodological problems that should prompt evaluators to lower their confidence in the accommodative theory. Accommodators may overfit their model to data (Hitchcock and Sober, Br J Philos Sci 55(1):1–34, 2004. https://doi.org/10.1093/bjps/55.1.1), hunt for (spurious) associations between variables (Mayo, Error and the growth of experimental knowledge. University of Chicago Press, Chicago, 1996, pp 294–318), or ‘fudge’ their theory in the effort to accommodate a particular datum (Lipton, Inference to (...) the best explanation. Routledge, London, 2004, pp. 164–183). The converse of accommodation, novel prediction, has been offered as a solution. If theorists novelly predict empirical results rather than accommodate those results, the potential risks of accommodation are avoided, and the theory warrants greater confidence. This paper evaluates if the problems of accommodation justify a preference for novel prediction over accommodation for evaluators of a scientific theory. I argue that there is currently insufficient evidence to conclude that the problems of accommodation result in a predictivist advantage in theory confirmation. Taking into consideration the disadvantages of novel prediction and the advantages of accommodation, the impact of further evidential factors, and recent scientific evidence about the consequences of novel prediction and accommodation, novel prediction and accommodation appear roughly on a par, or accommodation is even superior in the current context. To restructure and systematize the concept of personalization, in this study we introduce a two-dimensional and relational typology of personalization of political representation, comprising a horizontal as well as a vertical dimension, and put it to an empirical test. We concertedly utilize content analyses of political newspaper and television coverage as well as of party press releases during the 2008 Austrian election campaign. With regard to the Austrian case, the findings outline that personalization of political representation is not a (...) universal phenomenon; it rather appears as a context- and logic-sensitive communicational phenomenon. Political public relations shows significantly higher levels of horizontal as well as vertical diversification than the media by being more individualized and less monopolized by leaders and executive elites. Additionally, political representation in the tabloid press is more personalized than in quality papers, and the communication of catch-all parties is more individualized than of niche parties. This article argues that David Hume's essay 'Of the Liberty of the Press' points to significant elements of his conception of the public realm and, in particular, his thoughts on the nature and importance of political discourse. Hume saw the opposition of interests as both a key constitutional support and a potential source of faction and fanaticism. His account of politeness suggests an important means through which a free press might improve the quality of public discourse such (...) that the educative facet of discourse and, what I have termed, its messy facet, could be united towards maintaining the constitutional balance, the latter by providing a forum for the opposition of interests and the former by deflating factional bigotry. Background More than one in 10 of all prisoners in England and Wales are Foreign Nationals. This article discusses whether the research applications to one London prison are aimed at understanding a prisoner population characterised by significant multinational and multilingual complexity. Methods We studied all accessible documents relating to research undertaken at a women's prison between 2005 and 2009 to assess the involvement of Foreign National prisoners and women with limited English. The source of information was prison research applications and (...) protocols. We also looked at available final research reports and journal articles. Results Two key findings emerged from this study. First, studies at this prison frequently excluded Foreign National prisoners and women with limited English. Second, Foreign National prisoners were often clustered as a homogeneous category in the research reports reviewed. This is despite their diverse cultural backgrounds, their variable immigration status and their differing competence in English, all of which affect their lives. Conclusions The failure to include and/or identify social subgroups of the population can undermine the value of research, including, in the case of the study prison, funded health research. This can compromise associated needs assessments and service delivery, particularly important in already disadvantaged populations; this may encourage and/or perpetuate a range of health inequalities. There is a pressing need to examine cultural exclusion in other health and criminal justice settings, to assess the ways in which—and the extent to which—such exclusion may compromise the merit of proposed and completed health and social research. The pragmatist view of politics is at its very heart epistemic, for it treats morals and politics as a kind of deliberation or inquiry, not terribly unlike other kinds of inquiry. With the exception of Richard Rorty, the pragmatists argue that morals and politics, like science, aim at the truth or at getting things right and that the best method for achieving this aim is a method they sometimes call the scientific method or the method of intelligence – what would (...) now be termed deliberative democracy. Hence, the pragmatists offer an argument for democracy which appeals to the quality of the decisions supplied by democratic procedure. Why should we value decisions that are the products of voting after open debate over private decision-making and then voting, over bargaining, or over elimination of those who disagree with us? We should value them because the deliberative democratic method is more likely to give us true or right or justified answers to our questions. Rorty, of course, thinks that no inquiry aims at the truth and that nothing about pragmatism speaks in democracy's favor. This paper will show how his brand of pragmatism betrays what is good and deeply interesting in the pragmatist tradition. (shrink)

During World War II, Niels Bohr realized that the nature of war had changed irrevocably due to the introduction of the atomic bomb. This, in his opinion, meant that nation states had to be open about nuclear knowledge and negotiate toward peace. The bomb presented a threat, yet at the same time, an opportunity, as Bohr would argue in his characteristic way. It is not too difficult to point to the epistemological origin of Bohr’s argument: One easily identifies resonances with (...) his ideas on “complementarity” from quantum mechanics. According to Bohr’s doctrine of complementarity, a quantum mechanical object shows certain qualities depending on the experimental perspective from which it is studied; and these qualities may be mutually exclusive. Normative theories of media functions require a clear distinction between the media's two roles as forum and speaker in public spheres. This article seeks to study potential violations of the rule of separating fact from opinion. The comparative content analysis takes a European political conflict, the so-called Haider debate, as a litmus test of objectivity of news reporting. The study reveals some critical consequences of the press' political involvement in the debate. In all countries under study, the press (...) tends to incorporate journalistic evaluations into the news. The Haider debate was characterized by a ‘political parallelism’ of the press in a manner which Hallin and Mancini re-defined as ‘party-press parallelism’. The newspapers favorably gave voice to speakers supporting their own positions, thus instrumentalizing opportune witnesses. As a result, the newspapers ‘synchronized’ the coverage with their editorial stances, which lead to biased news reporting in all outlets. (shrink)

The main aim of this article is to analyze the social circulation of discourses on non-hegemonic cultural practices, in particular, on what is called “trash TV”, and how they are connected to struggles over cultural and social hierarchies. To do so, it takes a specific event as starting point: the injunction that the CNMC filed against Mediaset to adjust the contents of Sálvame Diario to the requirements of what is known as the “child protection time slot”. This paper uses constructionist (...) framing to analyze how this event was discussed by different social actors. Our analysis shows that while the CNMC and the press painted the conflict as a legal issue, Sálvame and social media users focused their discussion on the social acceptability of celebrity gossip media and their viewers. It is remarkable how many journalists embrace the principles of public journalism but fail to recognize the importance of applying those principles to journalism itself. While the press stands ready to expand the opportunities for public debate by inviting everyone to participate, journalists typically exempt themselves by declining invitations others are expected to accept.
