The papers in this volume reflect much of the current unease of a world that perceives itself once more at the edge of chaos. The authors present different vistas of that experience and their inherent dialectic, expressed in numerous and ceaseless conflicts between ordering and disordering processes. The article presents the results of the analysis of international legal regulation of the protection of freedom of speech, the right to freedom of expression within the UN and the Council of Europe. A comparative analysis of the definition of the right to express views and beliefs in various international legal acts was made. The case law of the European Court of Human Rights in cases related to the exercise of the right to express one's views and beliefs on the (...) Internet was considered. The analysis of the legislation of foreign countries regulating the right to express views and beliefs online was carried out. The materials of the article are of practical value for scientists and practitioners dealing with the issues of legal regulation of freedom of speech, the right to express views and beliefs, for forecasting and planning scientific research, improving legislation, for higher education teachers in educational activities, as well as for all interested persons. This paper focused on the role of a multicultural professor in teaching a multicultural class in Family Studies. Specifically the author illustrates the Japanese American internment camp experience in numerous aspects of his teaching. The article makes the connection between this social, political and historical experience of Japanese Americans to other ethnic groups suffrage. The article also incorporates a variety of methods and strategies to illustrate the internment camp issue and how that could potentially influence multicultural education in (...) the United States. In Canada, there is growing recognition that women play an increasingly important role in the working world. Management training programs for women have been considered as a route to prepare women to be more effective managers. This paper highlights some of the major issues and concerns being discussed outside Canada by those engaged in management education and training for women — objectives and content of programs, nature of participants, training methods, choice of trainers, organization and evaluation of programs. One of the least studied aspects of programs of reparation, both in theory and in practice, is financing. This is odd given the fact that mobilizing resources, both domestic and foreign, is politically one of the most difficult tasks any society can undertake. This paper centers on the subject of financing reparation programs and attempts to answer the following questions: Which factors play a role in the process of mobilizing domestic and foreign resources to finance reparations? Is financing solely a (...) technical-economic problem, or does it involve political, social, and cultural factors? Why do governments prefer financing social programs instead of programs of reparation? How do the proposals made by truth commissions regarding financing affect the viability of programs of reparation? Which factors explain the efficacy of financing models of reparation programs? In order to address these questions, the paper has been divided into three main sections. In the first, programs of reparation are analyzed from the perspective of political economy, which means that both economic and non-economic factors that influence the mobilization of domestic and foreign resources by a transitional society are taken into consideration. The second section focuses on international experiences in the area of financing programs of reparation, with the purpose of extracting some lessons. : In the development of biotechnology in the United States, many questions were raised about the appropriateness of applying to this area a traditional robust system of intellectual property rights. Despite these hesitations, the U.S. rejected suggested modifications. This was a mistake, and there is a need to develop a modified system that promotes more of the relevant ethical values.

: Continuing the discussion begun in the March 2006 issue of the Kennedy Institute of Ethics Journal, this paper further documents the failure of the United States to adequately consider possible modifications in the traditional robust system of intellectual property rights as applied to biotechnology. It discusses concrete suggestions for alternative disclosure requirements, for exemptions for research tools, and for improved access to clinical advances. This article explores the development of victim rights in sentencing through a comparative analysis of the rights of family victims in homicide sentencing proceedings across Australia, the United States, England and Wales and Canada. Of the various rights afforded to victims of crime, the use of family victim impact evidence in the sentencing of homicide offenders has proven most contentious, with various courts grappling with the weight such evidence ought to play in sentencing proceedings. In homicide cases where the family (...) of the deceased victim submits a statement, all Australian and international jurisdictions except the Australian state of New South Wales (NSW) have resolved to allow the consideration of such statements on the basis inter alia that family victims may incur harms potentially relevant to the sentencing process. New South Wales continues to reject such evidence on the basis that family statements may value the deceased’s life above that of another. This article considers the status of family impact statements in homicide cases by examining the treatment of family victims in sentencing law on an international basis, with particular focus on pilot schemes in England and Wales, where family victims have been provided personal counsel at public expense, for use in homicide cases. Research suggests that international assignment experience enhances awareness of societal stakeholders, influences personal values, and provides rare and valuable resources. Based on these arguments, we hypothesize that CEO international assignment experience will lead to increased corporate social performance (CSP) and will be moderated by the CEO's functional background. Using a sample of 393 CEOs of S&P 500 companies and three independent data sources, we find that CEO international assignment experience is positively related to CSP and is significantly (...) moderated by the CEO's functional background. Specifically, CEOs with international assignment experience and an output functional background (e.g., marketing and sales) are positively associated with greater CSP. (shrink)

This is a chapter from my book Perception (Routledge). I explain the physical state view of sensory experience (Papineau, McLaughlin, others). I criticize an argument against it based on the "transparency observation". Then I develop two alternative arguments against it. The first is a Leibniz's Law argument based on the essentially externally directed character of some experiences. The second concerns "brains in vats". Finally I consider a recent response due to David Papineau, which involves rejecting essential external directedness.

Do any nonhuman animals have hedonically valenced experiences not directly caused by stimuli in their current environment? Do they, like us humans, experience anticipated or previously experienced pains and pleasures as respectively painful and pleasurable? We review evidence from comparative neuroscience about hippocampus-dependent simulation in relation to this question. Hippocampal sharp-wave ripples and theta oscillations have been found to instantiate previous and anticipated experiences. These hippocampal activations coordinate with neural reward and fear centers as well as sensory and cortical (...) areas in ways that are associated with conscious episodic mental imagery in humans. Moreover, such hippocampal “re- and preplay” has been found to contribute to instrumental decision making, the learning of value representations, and the delay of rewards in rats. The functional and structural features of hippocampal simulation are highly conserved across mammals. This evidence makes it reasonable to assume that internally triggered experiences of hedonic valence (IHVs) are pervasive across (at least) all mammals. This conclusion has important welfare implications. Most prominently, IHVs act as a kind of “welfare multiplier” through which the welfare impacts of any given experience of pain or pleasure are increased through each future retrieval. However, IHVs also have practical implications for welfare assessment and cause prioritization. (shrink)

This paper develops an account of rigour in the use of thought experiments in ethics. I argue that there are two separate challenges to be faced. The first is internal validity: is the thought experiment designed in a way that allows its readers to make judgements that are confident and free of bias about the hypothesis or point of principle that it aims to test? The second is external validity: to what extent do ethical judgements that are correct of (...) the world of the thought experiment generalize to a wide variety of other contexts, including ethical decision-making in the actual world? Ensuring external validity is the harder and more important problem of rigour, yet it is one that few philosophers have even noticed, let alone begun to solve. (shrink)

As its title is meant to suggest, this paper is a reply to Sir Tim Lankester’s article “International Aid: Experience, Prospects and the Moral Case”, published in the World Economics last year 1 . Therefore, I would like to begin by expressing my gratitude for the author’s responsiveness to my interest and queries in the area of development economics. The main point of Sir Lankester’s article was, I believe, to strengthen the case for international aid by showing first, that (...) it was not just a theoretical matter 2 and second, that its efficiency was not a self-evident fait accompli, but a still-to-achieve objective, entirely contingent upon human and institutional factors such as the will, interests, and past experience of donors, as well as the system of governance and existing policies from the recipient countries. Moreover, the human factor is actually two-fold, in the sense that one can focus either on the external part engaged in the aid mission – the donor –, or on the internal one – the recipient. Sir Tim Lankester looks into what motivates the former, whereas I intend to unpack the life-experience of the latter, for I strongly believe that what ultimately decides the success or failure of development projects has more to do with understanding their life situation, than with the actual quantum of aid. Although the two cases grounded on the above-mentioned claims may seem completely separated in Tim Lankester’s article for he allocates distinct sections to them, I have reasons to believe that they are not only inter-connected, but also deeply inter-dependent, which is crucial for the kind of existentialist scenario that I intend to outline here. In order to prove this, I am going to combine two sets of argumentative tools: one will be logical, the other – empirical. The former will help us address the issues at stake in Tim Lankester’s moral case, and find ways of strengthening it; the latter will help reminding the real goal of this attempt – which is to improve the prospects of aid missions in real-life scenarios, rather than in theory. The first, rather theoretical section will consist of an extended analysis of the moral case that Sir Lankester started to build. The focus will be not only on the supposedly fruitful aspects of social justice theories, but also on their potential risks; both heroes and villains will emerge from the analysis, and new leads will be discovered. The main criterion for testing whatever findings will remain the pragmatic one: questioning their implications on the life-experiences of the poor. The other approach that I have mentioned will consist of providing a description of life in a particular community, which I have known and learnt from. In this case, the ‘empirical’ obviously means more than just the use of examples – which can be invented, or refined: it actually involves relying on a set of personal experiences and convictions, thereby testifying in – rather than just advocating – the case for aid and development projects, under discussion here. Again, the purpose will be not so much to prove that my claim has the sort of objective validity that a theoretician would normally seek to achieve, as to enforce it by whatever relevant testimonies – be them contextual, perhaps even biased; in this case, the ‘biased’ aspect consists of using an example derived from lifeexperiences in a particular developing country: my own. And it is exactly what I regard as the strength of it; indeed, I would not be writing this, had I not learnt that lesson. (shrink)

Our current work seeks to provide direct empirical evidence on whether Chinese international students’ experiences studying abroad promote dialectical thinking. We collected behavioral data from 258 Chinese international students studying in multiple regions. We found that there was a main effect among the four conditions. More specifically, when primed with studying abroad or typical day, participants were more likely to show tolerance for contradiction by deeming both sides of contradictory scientific statements as convincing and rating them more favorably. Therefore, it (...) is plausible that Chinese international students’ experiences studying abroad promote their dialectical thinking. More work is needed to further this line of research by extending these effects with other measures of dialectical thinking such as perception of interconnectedness and prediction of change, adopting differing paradigms to provide more robust findings, and probing the underlying processes as to why experiences studying abroad promote dialectical thinking. The article identifies a latent debate in the recent literature on the role and worth of experiments in economics and other social sciences concerning the relationship between the external and the internal validity of experimental designs. Our work identifies two incompatible views regarding the relationship between internal and external validity of experiments. While in the methodological literature references to the idea that there is a trade-off between the internal and external validity of experiments abound, this view coexists (...) with the position stating that internal validity is rather a prerequisite of external validity. By identifying the contours of this implicit debate in the recent methodological literature around the use of experiments in the social sciences we call attention upon a series of insufficiently conceptualized issues regarding the central notions of internal and external validity and we question the standard view positing a trade-off between the two. This article stands against common associations of internal validity and external validity with the distinction between field and laboratory experiments and assesses critically the arguments that link the artificiality of experimental settings done in the laboratory with the purported trade-off between internal and external validity. It is a commonplace that economic and social progress in developing countries since the Second World War has been faster than in any comparable period in history. There have been large improvements in incomes, in literacy, in health and in life expectancy. Hundreds of millions have been taken out of a grinding poverty to which in earlier eras they would have been consigned. Yet there still remain over one billion people, almost a fifth of the world’s population, in absolute poverty (...) – that is to say, living on less than one US dollar a day and suffering from undernourishment and much else. The incidence of absolute poverty has certainly fallen; but because of rising population, the total number of poor people has not changed very much. 2 Global income inequality may or may not have increased. What is certain is that the income gaps in the world economy remain enormous. International aid has helped to reduce the incidence of poverty – through additions to physical investment, enhancement of human capital, transfer of technology, support for economic and political reform, and food and other relief in situations of humanitarian crisis. But it has not had the impact it could have had. This of course is not the only reason why extreme poverty has persisted on such a large scale: there are a number of other reasons internal and external to the developing countries, including the relatively slow growth of the world economy. One cause of aid having fallen well short of its poverty reducing potential has been its low volume relative to what many countries could have effectively absorbed, and relative to what on moral grounds the developed countries should have provided. I will come back to this later. The other issue, which I will initially focus on, is whether – and if so, how – aid could have been used more effectively. (shrink)

Health care professionals who travel from their home countries to participate in humanitarian assistance or development work experience distinctive ethical challenges in providing care and services to populations affected by war, disaster or deprivation. Limited information is available about organizational practices related to preparation and support for health professionals working with non-governmental organizations. In this article, we present one component of the results of a qualitative study conducted with 20 Canadian health care professionals who participated in international aid work. (...) The findings reported here relate to expatriate clinicians’ experiences and perceptions of ethics preparation, training and support. The strategies examined include pre-departure training and preparation, in-field supports and retrospective debriefing of ethical issues. Participants experienced a range of training and supports as beneficial for addressing ethical challenges in humanitarian assistance and development work. Participants also expressed ambivalence or scepticism about the benefits offered by specific modalities. This analysis can contribute to informing discussions of how organizations and individual practitioners can best develop, implement and utilize ethics training and support for international aid work. This lecture, delivered in the "Transcending Tragedy" series at Fordham University in New York City, in February, 2002, presents reflections on the recent experience of international terrorism. A temporal unfolding of meanings experienced during and after the September 11th attacks is described beginning with that fateful morning and concluding with the changed post-9/11 world. This analysis reveals the fragility and plasticity of the social dimension of individual experience as well as our responsibility to create a global order of (...) peace in the face of inimical difference. Questionnaire data from a cross-sectional study on social resilience in adolescence, with a sample of N = 1,974 Swiss seventh grade high school students ages 12–14 was used to identify and compare violence resilience profiles. Person-centered latent profile analysis was applied and allowed for the grouping of adolescents into profiles of internalizing and externalizing symptoms and differentiation of adolescents with and without physical parental violence experiences. Subsequently, a multinomial logistic regression analysis was conducted to further investigate the sociodemographic predictors of (...) violence resilience profiles. With LPA, we identified four distinct profiles for both adolescent groups. The results showed three particularly burdened profiles of adolescents, one with higher externalizing and one with higher internalizing symptoms, which did not occur simultaneously to the same extent. Furthermore, the third profile contained adolescents with both elevated internalizing and externalizing symptoms, the comorbid profile. The fourth profile consisted of the majority of adolescents, who exhibited little or no internalizing and externalizing symptoms, the so-called no/low symptomatic profile. A differentiated view of the symptoms can create added value regarding the understanding of violence resilience. Moreover, in the multinomial logistic regression, significant associations were found between the profiles and adolescents’ gender in the group of adolescents with parental physical violence experiences, but none were found in relation to sociocultural status and migration background. This paper presents preliminary results of a survey experiment examining the effects of international illegality on public support for proposed public policies. It adds three specific dimensions to the existing literature. First, it tests whether the effects of international illegality differ depending on the international regime whose rules are violated, testing the effects of violations of both human rights and trade regimes. Second, it tests how far the involvement of international courts vary these effects. And third, it examines these questions (...) using parallel studies with UK and US respondents to test the robustness and generalisability of the relations identified. Results confirm that, across both jurisdictions, illegality under either trade or human rights regimes, and with or without the additional involvement of an international court, have a statistically significant negative effect of public support for a policy. They further identify a greater negative effect where an international court has confirmed this illegality, although this result is statistically significant in only one case. They do not identify any statistically significant difference in the support depressing effect of illegality under the trade regime compared to the human rights regime. (shrink)

Cells live in dynamic environments that necessitate perpetual adaptation. Since cells have limited resources to monitor external inputs, they are required to maximize the information content of perceived signals. This challenge is not unique to microscopic life: Animals use senses to perceive inputs and adequately respond. Research showed that sensory‐perception is actively shaped by learning and expectation allowing internal cognitive models to “fill in the blanks” in face of limited information. We propose that cells employ analogous strategies and use (...) internal models shaped through the long process of evolutionary adaptation. Given this perspective, we postulate that cells are prone to “misperceptions,” analogous to visual illusions, leading them to incorrectly decode patterns of inputs that lie outside of their evolutionary experience. Mapping cellular misperception can serve as a fundamental approach for dissecting regulatory networks and could be harnessed to modulate cell behavior, a potentially new avenue for therapy. (shrink)

University human research ethics application procedures can be complicated and daunting, especially for international students unfamiliar with the process and the language. We conducted focus groups and interviews with four research higher degree and 21 Master’s coursework international students at an Australian university to gain their views on the human ethics application process. We found the most important influences on their experience were: the time it took to do an application; support from supervisors, peers and others; their own language (...) skills; and their lack of familiarity with research ethics procedures. To improve the experience of international students undertaking research involving human research ethics applications, we recommend universities provide guidance on institutional ethics review processes, concepts and terminology, with translations in a range of languages, together with guidance on how to conduct research ethically within and outside the students’ own countries. We also recommend curricula be developed to further students’ understanding of the importance of ethical research practice, and that these curricula be embedded in undergraduate and postgraduate degree programs and reflected in course learning outcomes. Background and Aim: Global trends and national policies have made internationalization and paying attention to the international markets of higher education inevitable on the one hand and becoming a legal requirement of Iranian medical sciences universities on the other hand. Therefore, the main goal of this article was to show, by examining the experience of international marketing of higher education in Tehran University of Medical Sciences, what are the futures of international marketing of higher education in medical sciences? Materials (...) and methods: in this documented data and the views, knowledge and lived experiences of the beneficiaries of the University of Medical Sciences were the basis of the study, and in the following, the methods of documentary studies, trend analysis, brainstorming, expert panel, theme analysis and scenario planning were used. Results: The most important achievement of this article is that among the challenges facing the international marketing of higher education in the University of Medical Sciences, two driving forces have the highest importance and uncertainty in shaping the future of this issue, including: sustainable security and cultural development. Conclusion: The normalization of political and economic relations with the world along with appropriate cultural development inside and outside the university and acceptance of cultural, racial, religious, intellectual, ethnic and gender differences strengthens the marketing process of higher education. In such a situation, the risk of investing in providing international higher education will be reduced. Therefore, the most expensive and the most important uncertainty facing the country's universities in international marketing is the attitude and approach of science and technology governance to the relations and structure governing the international system.
