All projects take place within a context of uncertainty. That is especially noticeable in complex hydroelectric power generation projects, which are affected by factors such as the large number of multidisciplinary tasks to be performed in parallel, long execution times, or the risks inherent in various fields like geology, hydrology, and structural, electrical, and mechanical engineering, among others. Such factors often lead to cost overruns and delays in projects of this type. This paper analyzes the efficiency of the Earned Value (...) Management technique and its Earned Schedule extension, as means of forecasting costs and deadlines when applied to complex hydroelectric power production projects. It is worth noting that this analysis was based on simulation models applied to real-life projects. The results showed that cost forecasting becomes very accurate over time, whereas duration forecasting is not reliably accurate. (shrink)

Is it about energy?! This paper consists of the analysis of the construction of the Fierza's dam, built on the Drin river bed in 1978. During the study of the dam construction scheme and later during the design of the projects, various problems were taken into account, such as the geological conditions of the area where the hydropower plants were erected, the construction materials, the most suitable solution for the type of dam, the auxiliary works, their construction, sequence and time. (...) For centuries, the world's water resources have been developed to benefit mankind. The construction of dams in order to create reservoirs has served many purposes. These are some common uses such as water supply, hydroelectric power, flood control, irrigation, and navigation. The dams are also used to regulate the flow of water in rivers. Water can be released from the reservoir during drier seasons to support wildlife and the environment downstream, and to provide a resource for human uses. Dams have long been viewed as a symbol of human ingenuity and among them is the Fierza's dam, one of the greatest achievements in Albania. During the period of the construction of the dam, Albania was in difficulty to finance the design and the implementation of such works that envisaged large dams. Regardless of everything, the small state of Albania managed to build magnificent hydropower works with great economic value and a high technical and scientific level, such as Fierza's hydropower plant. This paper aims to show the importance of the construction of Fierza's dam in the production of energy in the country with an annual average output of 1,330 GWh. Also, the importance of Fierza, besides energy production, relates to the capacity of its lake, which regulates the annual inflows, increasing the efficient use throughout the cascade. (shrink)

Hydrological landscapes played a significant role in the elaboration of Gaston Bachelard’s and Martin Heidegger’s historical epistemologies. More specifically, both philosophers relied on hydroelectric landscapes to explore nonlinear time and profound epistemological shifts in the history of knowledge. The landscapes they invoke are composed of hydroelectric dams, thunderstorms, and related landmarks like mountains, rivers, and lakes. Together, these varied yet connected elements offer rich environmental and conceptual terrains that I revisit to situate human knowledge formation within a much older natural (...) history, and to lay the groundwork for a deep time theory of knowledge. Such theories promote timefulness and geological consciousness by establishing less anthropocentric historical narratives – or what Dipesh Chakrabarty calls “planetary history” – on more suitable epistemological grounds. The Aysén Hydroelectric Project in Chilean Patagonia proposed the construction of the country’s largest power facility to supply its capital, nearly 2,000 kilometres away. We seek to explain the way science, politics, law, business and the civilian population are joined up. To this end, we analyse the project’s evolution, the construction of techno-scientific arguments by the participants and how Chilean regulations are adapting to this process.

A very large hydroelectric generating project has been proposed for the northern regions of Quebec. Numerous benefits will be derived from this project: inexpensive power, reduced pollution, and improved quality of life. The native peoples living in the region object strongly, however, and claim that the project will destroy their culture. A 35-minute video describes this conflict and challenges students to make the “build/don't build” decision.

Contemporary philosophy of technology, in particular mediation theory, has largely neglected language and has paid little attention to the social-linguistic environment in which technologies are used. In order to reintroduce and strengthen these two missing aspects we turn towards Ricoeur’s narrative theory. We argue that technologies have a narrative capacity: not only do humans make sense of technologies by means of narratives but technologies themselves co-constitute narratives and our understanding of these narratives by configuring characters and events in a meaningful (...) temporal whole. We propose a hermeneutic framework that enables us to categorise and interpret technologies according to two hermeneutic distinctions. Firstly, we consider the extent to which technologies close in on the paradigm of the written text by assessing their capacity to actively configure characters and events into a meaningful whole; thereby introducing a linguistic aspect in the theory of technological mediation. Secondly, we consider the extent to which technologieshave the capacity to abstract from the public narrative time of actual characters and events by constructing quasi-characters and quasi-events, thereby introducing the social in our conception of technological mediation. This leads us to the outlines of a theory of narrative technologies that revolves around four hermeneutic categories. In order to show the merits of this theory, we discuss the categories by analysing paradigmatic examples of narrative technologies: the bridge, the hydroelectric power plant, video games, and electronic money. Martin Heidegger is famous for his early analysis of tools, and equally famous for his later reflections on technology. This might suggest an easy literal reading of these themes in his work along the following lines: ‘Heidegger began his career fascinated by low-tech hardware such as hammers and drills, but later took an interest in advanced devices such as hydroelectric dams’. But such a literal interpretation would miss the point, since neither Heidegger's tool analysis nor his views on technology are (...) limited to a narrow range of specific kinds of entities. When he speaks of ‘tools’, his analysis holds for trees and monkeys no less than for hammers; when he speaks of ‘technology’, he has little to tell... (shrink)

Energy used in the manufacture, employment and recycling of devices belongs to a system where waste is not merely accidental but integral to the operation of cognitive capitalism. Oil and gas, uranium and hydroelectricity all prey disproportionately on indigenous peoples, who are turned into economic externalities along with their lands. (...) CoolEnergy provides the first major review of progress in the field of renewable energy technologies -solar, wind, biomass (plant matter), hydroelectric, and geothermal - since the mid-1980s.

Energy contributes significantly in almost all aspects of human life as well as economic activities and plays a crucial role in the infrastructural development of a county to alleviate poverty. Generating energy from a renewable source such as small hydropower through the application of pump operating as a turbine mode called Pump as Turbine is one of the best alternatives to provide clean and inexpensive energy. Using Pump as Turbine helps in generating reasonably priced hydroelectric power for communities in underdeveloped (...) counties. This study investigates the effects of internal flow behaviour and performance of Pump as Turbine under different rotational speed and flow rate. The rotational speed is an essential physical parameter as it affects the Pump as Turbine operation. A model-specific speed centrifugal pump model with head 32, flow rate of 12.5 and the rotational speed of 2900 rpm, has been selected for the study. Numerical simulations have been conducted using the k-ω turbulence model to solve three-dimensional equations. The pump mode experimental data were used to confirm the results for better analysis. The results predicted that vortex and turbulent kinetic energy increase per rotational speed increase. Also, at the higher rotational speed, very high recirculation of flow is detected at the blade suction chamber, although the pressure side has a smooth flow. This study provides beneficial information which will serve as a reference to help improve PAT performance along with selecting PAT for a small hydropower site. Future works will consider the impact of blade thickness and cavitation in Pump as Turbine. (shrink)

In Pastoral and Monumental, Donald C. Jackson chronicles America's longtime fascination with dams as represented on picture postcards from the late nineteenth to the mid-twentieth century. Through over four hundred images, Jackson documents the remarkable transformation of dams and their significance to the environment and culture of America. Initially, dams were portrayed in pastoral settings on postcards that might jokingly proclaim them as “a dam pretty place.” But scenes of flood damage, dam collapses, and other disasters also captured people's attention. Later, images of New Deal projects, such as the Hoover Dam, Grand Coulee Dam, and Norris Dam, symbolized America's rise from the Great Depression through monumental public works and technological innovation. Jackson relates the practical applications of dams, describing their use in irrigation, navigation, flood control, hydroelectric power, milling, mining, and manufacturing. He chronicles changing construction techniques, from small timber mill dams to those more massive and more critical to a society dependent on instant access to electricity and potable water. Concurrent to the evolution of dam technology, Jackson recounts the rise of a postcard culture that was fueled by advances in printing, photography, lowered postal rates, and America's fascination with visual imagery. In 1910, almost one billion postcards were mailed through the U.S. Postal Service, and for a period of over fifty years, postcards featuring dams were “all the rage.” Whether displaying the charms of an old mill, the aftermath of a devastating flood, or the construction of a colossal gravity dam, these postcards were a testament to how people perceived dams as structures of both beauty and technological power. The dynamics of the "Etang de Berre", a brackish lagoon situated close to the French Mediterranean sea coast, is strongly disturbed by freshwater inputs coming from an hydroelectric power station. The system dynamics has been described as a sequence of daily typical states from a set of physicochemical variables such as temperature, salinity and dissolved oxygen rates collected over three years by an automatic sampling station. Each daily pattern summarizes the evolution, hour by hour of the physicochemical variables. This article (...) presents results of forecasts of the states of the system subjected to the simultaneous effects of meteorological conditions and freshwater releases. We recall the main step of the classification tree method used to build up the predictive model (Classification and Regression Trees, Breiman et al., 1984) and we propose a transfer procedure in order to test the stability of the model. Results obtained on the Etang de Berre data set allow us to describe and predict the effects of the environmental variables on the system dynamics with a margin of error. The transfer procedure applied after the tree building process gives a maximum gain in prediction accuracy of about 15%. (shrink)

This paper considers the environmental justice issues presented by the proposed open-pit lithium mine in Thacker Pass, Nevada (Peehee mm’huh). Unlike the environmental destruction wrought from fossil fuel extraction, lithium is used to create lithium-ion batteries for storing and using electricity from “green energy” sources. Can the potential reduction in carbon emissions resulting from the lithium mined morally and politically justify the destruction of the Pass’s sagebrush sea – a critical wildlife habitat and sacred land to the People of Red (...) Mountain? Justice issues of this kind (e.g., clashes between the “renewable energy” industry and indigenous rights) are likely to become more prevalent as the industrial economy transitions from fossil fuels to vastly more spatially extensive forms of energy production (e.g., wind and solar farms, hydroelectric dams, and biofuels). I consider the case through the concept of ecocide and explore how liberal political respect for eco-relational pluralism offers grounds on which ecocide ought to be prohibited in a fair and just society. The goal of this paper is to ensure that states, in the pursuit of environmental justice, proceed in a manner aligned with their commitment to liberalism, by refraining from prioritizing economic growth and development at the expense of other reasonable conceptions of the good. The problem of future generations is a growing ethical issue. There are ongoing discussions about what kind of earth we are leaving and what we should leave to future generations as a result of the delayed awareness – if not ignorance – of the fact that this World does not belong to us exclusively. When we look at the example of Turkey, we can see that there is a huge conflict between environmental utilization and environmental education. On the one hand, (...) we have classes on the environment and its health; on the other hand, it is a reality that we have a not-so-eco-friendly government policy, which takes no notice of any kind of environmental issues or requirements. To mention but few, governmental insistence on real estate investments in green spaces, even by covering grade 1 natural site areas, a decline in the extent of agricultural land due to uncontrollable urbanization, and hydroelectric power plant projects are among recent events. These are the instances of conflicts between inscriptive and operative environmental policies in Turkey. The purpose of this article is to call attention to this dilemma and to assert that ecocide might be just another kind of genocide for Turkey, i.e., the genocide-yet-to-come. (shrink)

At the end of ‘The Age of the World Picture,’ Heidegger offers a brief sentence, ‘Keiner stirbt für blosse Werte’ (No one dies for mere values.). This sentence underscores one of the central themes of Heidegger’s later essays, the nihilism that results from living in an economy of value. This way of life is lived by a certain kind of human being, one who treats a culture’s embedded habits and practices as value systems to be exploited and exhausted. A more (...) difficult problem presents itself: what is it like to be a person who has mastered this economy of value? This paper sets out to examine this question, and to propose another perspective: no one dies for mere values, but how does Heidegger’s rendition of the Übermensch manage to live? How does one live for mere values? I argue that Heidegger’s technological examples (e.g., the hydroelectric plant) have two salient features: each is ‘infectious’ and ‘exhaustible,’ features that are not consonant with the appropriative use of our habits and practices. I will focus on the condition Heidegger describes, and the person who makes this condition manifest, and conclude with a proposal for a ‘Nietzschean corrective.’. (shrink)

Esto en el contexto de una lucha contra la eventual instalación de la megarrepresa conocida como HidroAysén en los grandes ríos de la Patagonia Norte.In this essay we discuss the image portrayed of Patagonia -in this case, that area which corresponds to Aysén- that is projected by the novel La Patagonia ya nunca sería la mismafrom the perspective and behavior of its protagonists. We study specifically the topic of pristine nature, which exerts a type of purifying effect on the conduct, attitude, and even spirituality, of the subjects that, at some point in their lives, have been instruments of “progress” and of industry in detriment of nature itself, as what transpires with the engineer named Letelier, a male protagonist of the novel. This occurs in the context of a battle against the eventual installment of a mega hydroelectric dam, known as HidroAysén, amongst the great rivers of the northern Patagonia. (shrink)

The lifecycle concept is a “cradle to grave” approach to thinking about products, processes, and services, recognizing that all stages have environmental and economic impacts. Any rigorous and meaningful comparison of energy supply options must be done using a lifecycle analysis approach. It has been applied to an increasing number of conventional and renewable energy generation systems and in an increasing range of countries. There is now a good amount of research reporting the lifecycle environmental and economic aspects of power (...) generation systems. This article reviews the existing lifecycle analyses of renewable energy systems to determine the current understanding of their full lifecycle impacts. These are then compared with each other and those of conventional power generation systems. The renewable energy systems reviewed include wind, solar photovoltaic, solar thermal (for electricity), hydroelectric, solid biomass, wave, geothermal, biogas, and tidal. The article also highlights the areas where more lifecycle analysis is needed. (shrink)

This article presents a case study of a big German enterprise (Siemens) facing a large wave of public critique and protest activities. The public was concerned about the political circumstances surrounding the construction of the Cabora Bassa hydroelectric dam in Mozambique in which Siemens was largely involved.This study reports the escalating protest against the firm over three years (1970–1972) and the firm's responses during that period. The analysis of the case focusses on the behaviour of the firm which is interpreted (...) in the light of the business social responsibility doctrine. The article proposes that the firm experienced a legitimation crisis and responded by reorienting its philosophy of business. (shrink)
