This essay provides a critique of mainstream computer ethics and argues for the importance of a complementary approach called disclosive computer ethics, which is concerned with the moral deciphering of embedded values and norms in computer systems, applications and practices. Also, four key values are proposed as starting points for disclosive studies in computer ethics: justice, autonomy, democracy and privacy. This paper is an attempt to present disclosive ethics as a framework for computer and information ethics – in line with the suggestions by Brey, but also in quite a different manner. The potential of such an approach is demonstrated through a disclosive analysis of facial recognition systems. The paper argues that the politics of information technology is a particularly powerful politics since information technology is an opaque technology – i.e. relatively closed to scrutiny. It (...) presents the design of technology as a process of closure in which design and use decisions become black-boxed and progressively enclosed in increasingly complex socio-technical networks. It further argues for a disclosive ethics that aims to disclose the nondisclosure of politics by claiming a place for ethics in every actual operation of power – as manifested in actual design and use decisions and practices. It also proposes that disclosive ethics would aim to trace and disclose the intentional and emerging enclosure of politics from the very minute technical detail through to social practices and complex social-technical networks. The paper then proceeds to do a disclosive analysis of facial recognition systems. Although the mathematics of interest is very precise, the practice of charging computing and disclosing interest or cost of credit is full of variations and therefore often questionable on ethical grounds. The purpose of this paper is to examine some of the prevalent practices which are incorrect, illogical, unfair or deceptive. Both utilitarian and formalist schools of ethical theory would find these practices to be inappropriate. The paper will specifically look at unfair practices in the areas of estimation of intrayear (...) rates, use of 360 days in a year, the "rule of 78th", interest rate ('APR') advertising, and computation of unpaid balance by credit card issuers to figure interest costs.The current practices are not in the best interest of the average consumer. There is, therefore, an urgent need for new legislation, change in regulatory code and disclosure requirement for eliminating these unethical practices. The author recommends that the Truth in Lending Code of the Federal Reserve should require the disclosure of the effective APR if the periodic rate is determined by dividing the 'APR' by the number of payment period in a year; the use of 360 days in a year methods and the "Rule of 78ths" should be immediately discontinued; Deceptive advertising, which tend to understate the true cost of credit or hides hidden costs and fees should be outlawed; interest should be payable with the same frequency as the frequency of compounding and credit card holders should be provided with a comparative example of various methods of balance computation. The paper investigates the ethics of information transparency (henceforth transparency). It argues that transparency is not an ethical principle in itself but a pro-ethical condition for enabling or impairing other ethical practices or principles. A new definition of transparency is offered in order to take into account the dynamics of information production and the differences between data and information. It is then argued that the proposed definition provides a better understanding of what sort of information should be disclosed and (...) what sort of information should be used in order to implement and make effective the ethical practices and principles to which an organisation is committed. The concepts of “heterogeneous organisation” and “autonomous computational artefact” are further defined in order to clarify the ethical implications of the technology used in implementing information transparency. The paper deploys the disclosive computer ethics (DCE) approach to reconstruct the ethics and politics of one of the sharing economy’s flagships—Airbnb. I investigate Airbnb’s technical design to identify the moral and political values that are embedded in the platform’s technology. I then analyze the platform’s ethics and politics towards a generalization of relevant ethical and political aspects by reconnecting them to the mechanisms, operations, rationales, and ideologies of the sharing economy in general. The paper (...) contributes to the existing literature by linking between the ethics and politics of digital platforms and their technical design, using the case study of Airbnb. Additionally, it explores Airbnb as a specific platform technology with unique ethical and political values. Thus, the paper refutes the neutrality thesis and similar claims made by sharing economy platforms. Finally, the paper makes a methodological contribution to the literature on the ethics and politics of technology. Due to huge advancements in natural language processing (NLP) and machine learning, chatbots are gaining significance in the field of customer service. For users, it may be hard to distinguish whether they are communicating with a human or a chatbot. This brings ethical issues, as users have the right to know who or what they are interacting with (European Commission in Regulatory framework proposal on artificial intelligence. https://digital-strategy.ec.europa.eu/en/policies/regulatory-framework-ai, 2022). One of the solutions is to include a disclosure at the start (...) of the interaction (e.g., “this is a chatbot”). However, companies are reluctant to use disclosures, as consumers may perceive artificial agents as less knowledgeable and empathetic than their human counterparts (Luo et al. in Market Sci 38(6):937–947, 2019). The current mixed methods study, combining qualitative interviews (n = 8) and a quantitative experiment (n = 194), delves into users’ responses to a disclosed vs. undisclosed customer service chatbot, focusing on source orientation, anthropomorphism, and social presence. The qualitative interviews reveal that it is the willingness to help the customer and the friendly tone of voice that matters to the users, regardless of the artificial status of the customer care representative. The experiment did not show significant effects of the disclosure (vs. non-disclosure). Implications for research, legislators and businesses are discussed. (shrink)

Today’s computer network technologies are sociologically founded on hunter-gatherer principles; common users may be possible subjects of surveillance and sophisticated internet-based attacks are almost impossible to prevent. At the same time, information and communication technology, ICT offers the technical possibility of embedded privacy protection. Making technology legitimate by design is a part of the intentional design for democracy. This means incorporating options for socially acceptable behaviour in technical systems, and making the basic principles of privacy protection, rights and responsibilities, (...) transparent to the user. The current global e-polis already has, by means of different technologies, de facto built-in policies that define the level of user-privacy protection. That which remains is to make their ethical implications explicit and understandable to citizens of the global village through interdisciplinary disclosive ethical methods, and to make them correspond to the high ethical norms that support trust, the essential precondition of any socialization. The good news is that research along these lines is already in progress. Hopefully, this will result in a future standard approach to the privacy of network communications. (shrink)

Industry involvement in the machine learning (ML) community seems to be increasing. However, the quantitative scale and ethical implications of this influence are rather unknown. For this purpose, we have not only carried out an informed ethical analysis of the field, but have inspected all papers of the main ML conferences NeurIPS, CVPR, and ICML of the last 5 years—almost 11,000 papers in total. Our statistical approach focuses on conflicts of interest, innovation, and gender equality. We have obtained four main (...) findings. (1) Academic–corporate collaborations are growing in numbers. At the same time, we found that conflicts of interest are rarely disclosed. (2) Industry papers amply mention terms that relate to particular trending machine learning topics earlier than academia does. (3) Industry papers are not lagging behind academic papers with regard to how often they mention keywords that are proxies for social impact considerations. (4) Finally, we demonstrate that industry papers fall short of their academic counterparts with respect to the ratio of gender diversity. We believe that this work is a starting point for an informed debate within and outside of the ML community. (shrink)

The Internet speaks about our historical way of understanding the world. The nowadays technology is co-constitutive to society. Consequently, all communication takes the form of a technological-mediated-communication, as in the ending years of mo- dernity all ‘reality’ was taking the form of a written text. For this reason, the ethics of communication has to consider its roots in order to be capable to deal with the ethical problems of computer-mediated-communication. I tried to show that digital communication is rooted (...) in the affectedness (Befindlichkeit) of the human being, in his mores. That ground does not require a stable subject, but the character, the embodiment, and the historicity of the user. The ethics is thus an ethics an embodied experience, of user way of being, and of a historical involvement. Most previous works on responsible conduct of research have focused on good practices in laboratory experiments. Because computation now rivals experimentation as a mode of scientific research, we sought to identify the responsibilities of researchers who develop or use computational modeling and simulation. We interviewed nineteen experts to collect examples of ethical issues from their experiences in conducting research with computational models. We gathered their recommendations for guidelines for computational research. Informed by these interviews, we describe the respective professional responsibilities (...) of developers and users of computational models in research. PurposeThe purpose of this paper is to study the ethical behaviour of Muslim IT professionals in an attempt to stop many unethical practices such as software piracy, software intellectual property violations and general software development.Design/methodology/approachThis study examines the computer ethical principles presented in the Association for Computing Machinery code of conduct from an Islamic point of view through studying some relevant verses of The Holy Quran and Hadiths of Prophet Mohammed. An evaluation of the benefits of this newly proposed (...) Islamic computer code of ethics is presented by surveying how IT students, IT professionals and software house owners would adhere to it. The evaluation was carried out by teaching different groups of participants aspects of the ACM code of conduct and the proposed Islamic computer ethics code and then surveying their opinions by a questionnaire.FindingsThe study demonstrates that teaching computer ethics in general, and computer ethics from an Islamic point of view in particular, clearly contributes to ethical behaviour of Muslim IT professionals with regards to software development issues.Research limitations/implicationsIt is not possible to put participants through real life scenarios and practically observe how they would react to different ethical situations. The empirical research thus relies on what participants said they would do.Practical implicationsThe newly developed Islamic code of computer ethics and its proposed implementation method can be utilised by organisations for their benefit.Originality/valueThe study is the first to address the issue of computer ethics and Islam for IT professionals. Computer ethics is a relatively young discipline,hence it needs time both for reflection and forexploring alternative ethical standpoints in buildingup its own theoretical framework. Feminist ethics isoffered as one such alternative particularly to informissues of equality and power. We argue that feministethics is not narrowly confined to ‘women's issues’ but is an approach with wider egalitarianapplications. The rise of feminist ethics in relationto feminist theory in general is described and withinthat the work of Gilligan and others (...) on an ‘ethic of care’. We argue for the need to connect theory toempirical evidence. Empirical studies of gender andbusiness and computer ethics are reviewed. We noteconcerns with surveying a student audience, the issueof how far questionnaires and interviews can get tothe heart of ethical beliefs and problems ofperforming statistical analyses of quantitative data.Although we recognize them, our own small surveycannot avoid all these problems. In computer ethics, as in other branches of applied ethics, the problem of the justification of moral judgment is still unresolved. I argue that the method which is referred to as “The Method of Wide Reflective Equilibrium” (WRE) offers the best solution to it. It does not fall victim to the false dilemma of having to choose either case‐based particularist or principle‐based universalist approaches to the problem of moral justification. I claim that WRE also provides the best (...) model of practical moral reasoning available for computer ethics. It does not pretend to provide quasi‐algorithmic procedures for moral decision‐making, but neither does it abandon the regulative ideal of communicative transparency in discursive public justification. Purpose – Tabletop online role-playing games enable active learning appropriate for different ages and learner capabilities. They have also been implemented in computer and engineering ethics courses. The paper aims to discuss these issues. Design/methodology/approach – This paper presents the experience of implementing role-playing in several courses embedded in Web 2.0 environment, with an intention to confront complex and sometimes mutually conflicting concepts, and integrate them into a whole. Findings – Typical examples introducing two basic scenarios representing individual (...) and collaborative learning scripts are presented together with the detailed analysis how the games were performed, the effort to participate in, and to maintain them. Particular attention is paid to student feedback. New technology develops with little attention to its impact upon human values. In particular, let us do what we can in this era of “the computer revolution” to see that computer technology advances human values. True enough, we could argue endlessly over the meanings of terms like “privacy,” “health,” “security,” “fairness,” or “ownership.” Philosophers do it all the time – and ought to. But people understand such values well enough to desire and even to treasure them. We do (...) not need absolute clarity or unattainable unanimity before we do anything to advance them. Professional groups are both technical and moral communities because in order to be self-regulatory the members must set shared goals and specify appropriate ways to achieve them. In order to specify these appropriatestandards it is necessary to detail what types of behavior are ethically acceptable or not. The three most important functions of a code, he notes, identify different types of codes. Codes are either primarily (1) aspirational, giving ideals to strive for, (2) educational, intending to educate or socialize some constituency, or (3) regulatory, hoping to sanction violations of the standards. Most codes are intended to achieve all three aims to some degree, but a careful examination may reveal a concentration upon one of these. Advancements in computer technology over the past twenty years have created ethical dilemmas, some similar toother professions and some unique to the computer field. Because of the questions that have been raised, and in some instances sensational news accounts of computer irregularities, including fraud, there is a growing perception that self-regulation may be the only means by which the computer professional associations will prevent governments from intervening to regulate the computer profession. The rise of various unique, or uniquely transformed, ethical issues supports the claim that computer ethics deserves to be regarded as an academic field in its own right. Some of these issues are unique because they inherit the unique properties of the technology that generates or transforms them. When we are unable to resolve these issues through non-computer moral analogies, we are forced to discover new moral values, formulate new moral principles and develop new policies.

This article discusses some``historical milestones'' in computer ethics, aswell as two alternative visions of the futureof computer ethics. One of the important issues we have analysed is the problem of access (methods) to a number of new phenomena that have emerged as a result of the wider application of computer technology. In normative ethical theory, computer ethics belongs to the area of applied ethics dealing with practical and everyday moral problems arising from the use of computers and computer networks in the information society. Modern scholarship usually approves deontological and utilitarian ethics as appropriate to computer ethics, while classical theories of ethics, such as virtue ethics, are usually neglected as anachronistic and unsuitable to the information era and ICT industry. During past decades, (...) an Aristotelian form of virtue ethics has been revived in modern philosophical enquiries with serious attempts for application to computer ethics and cyberethics. In this paper, the author argues that current trends and behaviours in online communication require an ethics of self-care found in Plotinus’ self-centred virtue ethics theory. The paper supports the position that Plotinus’ virtue ethics of intellectual autonomy and self-determination is relevant to cyberethics discussions involved in computer education and online communication. Surprise – these much-publicized rules are not the least bit reassuring to people who specialize in the study of ethics. While attention to ethics is certainly welcome, these ethical codes provide a too-easy cop-out, a way to neatly dispose of attention to nagging and pervasive problems. The typical professional code is little more than a checklist of rules that enables professionals of any stripe to give lip service to ethical behavior without engaging in continuing dialogue on ethical dilemmas. This paper reviews the relatively small body of work in computer ethics which looks at the question of whether gender makes any difference to ethical decisions. There are two strands of writing on gender and computer ethics. The first focuses on problems of women's access to computer technology; the second concentrates on whether there are differences between men and women's ethical decision making in relation to information and computing technologies. I criticize the latter area, arguing (...) that such studies survey student audiences, that they emphasize the result of an ethical decision over the process of arriving at the decision, that they are problematic in relation to research methodology and that they are undertheorized. Given that traditional ethical theories largely ignore gender, I offer a gender based ethics in terms of feminist ethics as the best place to look for theoretical substance. The paper concludes by considering how feminist ethics can be combined with empirical studies that emphasize observation and interviewing in order to move gender and computer ethics onward from statistical studies of men's and women's ethical decisions toward more substantially theorized studies of areas in computer ethics which have gender implications, such as privacy and power. Following increasing public concern over the ethical and social implications of contemporary technology, computer science departments around the world have recently increased their efforts to incorporate ethics into their educational curriculum. For our redesigned undergraduate course on Computer Ethics at Rice University, in addition to teaching variety of fundamental ethical theories and approaches to technology, we also sought to emphasize the role of “social” technologies in mediating moral relations and to encourage students to consider moral decision-making, (...) rather than as an abstract rational process, as matter of affective care. To help us achieve this educational objective and inspired by the work of artist Jenny Odell, we designed an activity for students to practice focusing “deep” attention both on themselves and others. In this article, we describe in detail our rationale for this activity, report on lessons learned, and discuss potential applications for this activity in regard to the ongoing online teaching environment following the Covid-19 pandemic. The Securities and Exchange Commission requires the disclosure of changes to or waivers of corporate codes of ethics. Because the nature of amendments or waivers can vary, we expect the text of Item 5.05 to include different topics within different filings. We examine the population of these disclosures in Item 5.05 8-K filings from 2004 to 2020. While previous studies utilized small samples (fewer than 50 observations) to examine limited aspects of these filings, we use the population of these (...) filings from 2004 to 2020 (2121 8-K filings) to elucidate the nature and details of the disclosures. We assess whether Latent Dirichlet Allocation—a computational linguistics technique—can help discern the underlying topics represented in filings. While the Securities and Exchange Commission identifies two topics—amendments and waivers—the Latent Dirichlet Allocation analysis reveals four topics (three related to amendments): (1) code updates and clarifications; (2) combining codes of conduct for all officers and employees, or splitting codes to include a code directly applicable to senior financial officers; (3) codes of ethics waivers; and (4) substantive code changes. The overall trend is for fewer 8-Ks to be filed in recent years, with updates and clarifications becoming the predominant filing type. Our results further indicate that Item 5.05s related to updates and clarifications, and those related to combined or split codes, use fewer words and are more easily readable than those disclosing waivers or material code changes. Although we find no significant price reaction to Item 5.05 8-K filings, we find significant trading volume and volatility reactions, suggesting that these disclosures could give rise to differences in opinion among investors, which is consistent with the US Senate's assertion that these disclosures are of interest to investors.
