    According to Russellianism (or Millianism), the two sentences ‘Ralph believes George Eliot is a novelist’ and ‘Ralph believes Mary Ann Evans is a novelist’ cannot diverge in truth-value, since they express the same proposition. The problem for the Russellian (or Millian) is that a puzzle of Kaplan’s seems to show that they can diverge in truth-value and that therefore, since the Russellian holds that they express the same proposition, the Russellian view is contradictory. I also argue that even if belief reports did have such implicatures, they would not explain why the belief reports in Frege’s puzzle seem to have different truth values. I point out that Berg has no reason to believe that Lois Lane believes Clark Kent is a reporter and Lois Lane believes Superman is a reporter are both true rather than both false, and that Leibniz’s Law cannot be used to defend substitutivity in belief reports because belief reports are not relational in the requisite way.   38. Truth promoting non-evidential reasons for belief.Brian Talbot - 2014 - Philosophical Studies 168 (3):599-618.
    Sometimes a belief that p promotes having true beliefs, whether or not p is true. This gives reasons to believe that p, but most epistemologists would deny that it gives epistemic reasons, or that these reasons can epistemically justify the belief that p. Call these reasons to believe “truth promoting non-evidential reasons for belief.” This paper argues that three common views in epistemology, taken together, entail that (...) of this sort can epistemically justify beliefs. These three claims are: epistemic oughts are normative, epistemic oughts have a source, and the source of epistemic oughts is an end that has true belief as a necessary component. These claims would be hard for many epistemologists to deny, but accepting them, and thus accepting that truth promoting non-evidential reasons can justify beliefs, has significant consequences for epistemology. The paper considers accounts of epistemic oughts that endorse these claims but might seem to avoid the consequence that truth promoting non-evidential reasons generate real epistemic oughts, and shows that none do.
