Included in the acute response of lowlanders exposed to reduced oxygen availability is an elevated red blood cell count due to increased erythropoietin (Epo) synthesis. According to current thinking, hypoxia is “sensed” by hydroxylases that permit Hypoxia Inducible Factor 1α (HIF‐1α) to complex with HIF‐1β to form a transcriptional activator (HIF‐1) that drives expression of hypoxia‐sensitive genes (such as EPO) under hypoxic conditions. In altitude‐adapted Andean natives, the Epo hypoxic response may be blunted; however, our data indicate that the (...) DNA sequences of the genes encoding Epo (including the 3′ regulatory region) and HIF‐1α appear to be conserved. Hence, adaptive changes in the Andean hypoxic response are not a consequence of changes in the primary sequence of these proteins or of known transcriptional regulatory domains of EPO. These results suggest that the altered erthropoietic response in Andean natives reflects adaptations in hypoxia sensing, rather than hypoxia response, mechanisms. The dispersal of the Romance language family by the Roman Empire is an attractive model for examining the spread of Quechua. Wari and Tiwanaku are often considered the first Andean empires, during the Middle Horizon. Despite being contemporaries sharing the same religious iconography, they were unlikely to have spoken and dispersed the same language. Tiwanaku material culture rather implies ethnic and linguistic diversity, not least in its best-documented colonization in Moquegua. Wari, meanwhile, appears culturally and administratively unified, colonizing and (...) controlling a territory across southern Peru, from Cuzco to Nasca. If Wari was responsible for a language dispersal, then this should represent its core territory; and it is indeed the heart of Southern Quechua. In northern Peru, Wari presence seems less intense, its rule more complex and indirect. The Moche region remained essentially beyond Wari influence, while for the central coast and distant Aguada culture more research is needed. (shrink)

The Venezuelan migration crisis has displaced over six million people and is the Americas’ largest forced migration. Nearby countries have received the majority of the displaced and initially showed an impressive welcome to Venezuelans, regardless of whether they may be considered migrants, asylum seekers, or refugees. However, host country responses have mainly been uncoordinated, siloed, and impromptu. This paper examines the solidarities and tensions within the individual country responses of Venezuela’s closest Latin American and Andean neighbors: Colombia, Ecuador, Peru, (...) Chile, and Brazil. The number of displaced people leaving Venezuela has steadily increased since 2015 yet limited long term-planning and inclusion of migrants in host communities has led to a growth in xenophobia. Additionally, many Latin American host nations have erected new barriers that make legal entry or residency forms more difficult for migrants to obtain. The COVID-19 pandemic has compounded these issues as host countries grapple with supporting and offering resources to their citizens in addition to migrants. However, some promising regional solutions could be applied in a more coordinated regional approach to help ensure that host countries and IOs supporting them can better extend enduring solidarity and inclusion to Venezuelans. These solutions include longer-term visa options, such as the new Colombian 10-year visa, that can help regularize and include Venezuelans over a prolonged period. A particularly recommended approach would be the regional application of an inventive Latin America humanitarian-orientated accord, the Cartagena Declaration, a forward-thinking concept with a potential that has never been realized. The Cartagena Declaration could offer more comprehensive protection and fairer access to rights beyond temporary measures. (shrink)

Microsystems are described as contexts formed by a subject, their roles, interactions, and a specific physical space and time, such as housing and the school environment. Although several studies suggest the importance of studying this type of environment and its repercussion on children's development, in a Latin American context few studies integrate the interaction of two primary settings in the development of executive functioning. The present study explores the effects of the quality of housing and school environments on the perception (...) of stress, decision making, and planning among children. A total of 114 children (43% girls and 57% boys, Mage = 10.57) from a primary school located in a community classified as poor participated in the study. It was measured: environmental quality of classrooms, housing, stress and executive functioning of children. The results reveal a model linking environmental quality levels in children's homes and schools and executive functioning. We also obtain a mediating role of stress between microsystems and performance, finding a deficit in executive performance when children experienced higher levels of stress as a result of poor environmental quality both in their homes and in their schools. For centuries Andean civilization and ecology has afforded a special fascination for European travellers and officials. In this volume, eight writers - anthropologists, economists and historians working in Bolivia, Britain, France, Ireland and Peru - describe and analyse aspects of rural society in various Andean regions. They focus on the impact of capitalist development on both the peasant economy and the landed elite in the Andes and the ways in which that impact has been shaped by a specific (...) Andean culture and a characteristic Andean ecology and climate. Their discussion of Andean specificity centres on the notion of verticality, first developed by John Murra to describe political and economic adaptation to climatic variation in the Andean eco-system. The volume represents a substantial contribution to our understanding of Andean rural society and the nature of the Latin American peasantry and peasant economy. The main goal of this article is to explain the transdisciplinary training model developed at the National University of Education in Ecuador, based on the ancestral worldviews of Buen Vivir. Good Living is a philosophical and political concept of the Kichwa indigenous peoples in the Andean Region, where human beings are interconnected with planet Earth and the whole cosmos. In 2008, Ecuador became the first country in the world to recognize the Rights of Nature in its Constitution, in (...) order to face climate change and to restore the ecological footprint. This article first unifies scientific knowledge with ancestral wisdom, creating an inter-epistemological dialogue using a transdisciplinary approach. Second, the article explores the epistemological notions of transdisciplinary education: self-training, hetero-training, eco-training, and onto-training. Third, the article argues that as a result, Educational Sciences of Good Living emerged to design regenerative cultures that face socio-ecological challenges of the Anthropocene age. In sum, the article argues that training transdisciplinary educators implies an intercultural, decolonial, and biocentric approach that promotes their inner spiritual self-awareness, among other perceptive, affective, emotional, rhetorical, poetic, epistemic, creative, artistic, cognitive, and philosophical dimensions. El caso que aquí trabajamos pone en relación al Caribe con los Andes, y más específicamente, a un intelectual indígena de Bolivia y un afrocaribeño de Martinica: Fausto Reinaga y Frantz Fanon. Reparamos en las referencias que hace Reinaga a la obra de Fanon en sus libros inaugurales del pensamiento indianista, (...) señalando que estas no son accesorias sino fundamentales para el tipo de indianismo que el autor quechua-aymara elabora, uno de tipo anticolonial en el que se encuentra presente un horizonte universal y humano. This article explores links that can be established among indigenous and Afro-descendent thought developed in Latin America during the 20th century. By drawing a comparison between the Caribbean and Andean regions, we specifically concentrate on the intellectual work of an indigenous Bolivian and an Afro-Caribbean from Martinique: Fausto Reinaga and Frantz Fanon. Reinaga’s inaugural writings on indianista thought reveal several references to the work of Fanon, providing material for our analysis. We argue that such allusions are not mere accessories, but rather fundamental elements for the kind of indianismo that the Quechua-Aymara author develops; that is, an anticolonial thought in which universal and human horizons are present. This review should properly be prefaced with two caveats. First, I am not a specialist in the field of human origins. I am not an archaeologist or anthropologist, but a geologist who is generally unfamiliar with the literature covered and reviewed in this book as well as the issues and controversies. Second, I did not read the entire book. This review is based on a reading of the introduction and conclusion while skimming the rest of the text. For those who (...) find it unsettling that a reviewer has not read a book in its entirety, I can only tell you that it is very difficult to find people who are willing to donate the time necessary to read and review long technical books. (I’m still waiting on JSE to find reviewers for books I published in 2010). Anyone who is offended by my failure to peruse this volume from front to back covers may satisfy themselves with one-hundred percent of nothing by stopping their reading at this point. Ancient Ocean Crossings examines the evidence and arguments that human cultures in the Western Hemisphere were influenced by occasional contacts with ocean voyagers before Christopher Columbus arrived in the Americas in 1492. As the author notes, it’s now conceded that Vikings established a few settlements in North America hundreds of years before Columbus, yet these colonies were short-lived and apparently had little to no influence on American Indians. The ocean crossings referred to in the text are hypothetical voyages that may have occurred in the ten thousand years before Europeans first set foot in the Americas. There are some striking and unexplained cultural similarities between native peoples of the Old World and the Americas. These include “technical complexities of weaving and dyeing that are shared between southern Asia and the Central Andean region of South America, “stepped temple pyramids that are oriented to the cardinal directions in both Mesoamerica and Cambodia, and the belief “in both China and Mesoamerica, that raw jade can be discovered in nature owing to ‘exhalations’ coming from the stone” (p. 5). RESUMEN El artículo analiza la presencia del Zaratustra de F. Nietzsche en la región andina durante el siglo XX. Con base en la tesis de A. Rama y M. Hopenhayn, se muestra su relación con procesos de reconfiguración de las subjetividades relacionados con las dinámicas de modernización y secularización. Se analizan diversas lecturas filosóficas de dicha obra: culturalismos, marxismos, existencialismos e historicismos. A diferencia de autores como E. Dussel y F. Hinkelammert, se argumenta que los motivos del Zaratustra no significan (...) un movimiento contra-moderno y anti-ilustrado, sino una forma de gestión cultural y filosófica de algunas élites ilustradas y urbanas. ABSTRACT The article analyzes the presence of F. Nietzsche's Zarathustra in the Andean region during the 20TH century. Drawing on the theses of A. Rama and M. Hopenhayn, it shows that work's relationship with processes of reconfiguration of subjectivities arising from the dynamics of modernization and secularization. The article also analyzes diverse philosophical readings of the text: culturalist, Marxist, existentialist, and historicist. Unlike authors such as E. Dussel and F. Hinkelammert, we argue that the motifs of the Zarathustra do not entail a counter-modern and anti-enlightened movement, but rather a form of cultural and philosophical management practiced by some enlightened, urban elites. Farmers in Andean communities depend on complex farming systems that combine native and introduced crops, production for subsistence, and production for the market. Home to the well-known potato, the Andean region is also the native place of hundreds of lesser known varieties of tubers such as oca, ulluco, and mashua. Using data from interviews and field observation in the Peruvian community of Picol, we describe the economic and social relevance of these tuber crops in the context of (...) the local farming system. A cross-case comparison of households is used to examine the relationship between socioeconomic status and the allocation of family resources. We also explore how different agricultural practices relate to the biodiversity of indigenous tuber crops. (shrink)

Linguistic studies have shown that the traditional idea that the expansion of the Inca Empire was the driving force behind the spread of all Quechua cannot be correct. Across much of its distribution, Quechua has far greater time-depth than can be accounted for by the short-lived Inca Empire. Linguistics likewise suggests that Aymara spread not from the south into Cuzco in the late Pre-Inca period, but also from an origin to the north. Alternative explanations must be sought for the expansion (...) of these language families in the culture history of the Andes. Archaeological studies over the past two decades now provide a broad, generally agreed-upon outline of the cultural history of the Cuzco region. This chapter applies those findings to examine alternative possibilities for the driving forces that spread Quechua and Aymara, offering a clearer cross-disciplinary view of Andean prehistory. Background: Research must respect ethical norms and informed consent, with appropriate cultural adaptation and verification of its understanding in indigenous communities of the Andean and Amazonian regions, including social and medical research. Objective: Determine to what extent IC is understood in an Aymara community in Peru, specifically as concerns a school nutrition project. Methodology: A prospective, quasi-experimental field study of an educational intervention was conducted in Puno during 2015. The objectives and procedures of the school nutrition project in question (...) were explained to the local Aymara leaders, and a questionnaire was prepared on knowledge and practices regarding healthy lunch boxes for Aymara children. An educational nutrition program and two IC formats were drawn up. The documentation was evaluated by a research ethics committee. Results: Seventy Aymara villagers participated in the research project. The extent to which they understood the IC was modified to a statistically significant degree subsequent to the educational intervention and adaption for cultural appropriateness. (shrink)

We present the first comprehensive taxonomic revision and review the biology of the olingos, the endemic Neotropical procyonid genus Bassaricyon, based on most specimens available in museums, and with data derived from anatomy, morphometrics, mitochondrial and nuclear DNA, field observations, and geographic range modeling. Species of Bassaricyon are primarily forest-living, arboreal, nocturnal, frugivorous, and solitary, and have one young at a time. We demonstrate that four olingo species can be recognized, including a Central American species (Bassaricyon gabbii), lowland species with (...) eastern, cis-Andean (Bassaricyon alleni) and western, trans-Andean (Bassaricyon medius) distributions, and a species endemic to cloud forests in the Andes. The oldest evolutionary divergence in the genus is between this last species, endemic to the Andes of Colombia and Ecuador, and all other species, which occur in lower elevation habitats. Surprisingly, this Andean endemic species, which we call the Olinguito, has never been previously described; it represents a new species in the order Carnivora and is the smallest living member of the family Procyonidae. We report on the biology of this new species based on information from museum specimens, niche modeling, and fieldwork in western Ecuador, and describe four Olinguito subspecies based on morphological distinctions across different regions of the Northern Andes. This Article explores the relationship between the legitimacy of international courts and expansive judicial lawmaking. We compare lawmaking by three regional integration courts - the Court of Justice of the European Union, the Andean Tribunal of Justice, and the ECOWAS Community Court of Justice. These courts have similar jurisdictional grants and access rules, yet each has behaved in a strikingly different way when faced with opportunities to engage in expansive judicial lawmaking. The CJEU is the most activist, but its (...) audacious legal doctrines have been assimilated as part of the court’s legitimate authority. The ATJ and ECOWAS have been more cautious, but there is little to suggest that this caution has enhanced the legitimacy of either court. The ATJ has avoided serious challenges from governments, but its rulings have had little political impact. Conversely, the ECCJ’s circumspection has not shielded it from political opposition to its adjudication of clearly-established human rights. This pattern is at odds with the oft-voiced conventional wisdom that expansive judicial lawmaking undermines judicial legitimacy. Our modest goal in this Article is to problematize that claim and to posit an alternative hypothesis - that ICs spark legitimacy challenges due to the domestic political effects of their decisions, regardless of whether those decisions are expansionist. This paper emerges from and aims to contribute to conversations on agricultural biodiversity loss, value, and renewal. Standard international responses to the crisis of agrobiodiversity erosion focus mostly on ex situ preservation of germplasm, with little financial and strategic support for in situ cultivation. Yet, one agrarian collective in the Peruvian Andes—the Parque de la Papa (Parque)—has repatriated a thousand native potatoes from the gene bank in Lima so as to catalyze in situ regeneration of lost agricultural biodiversity in the (...) region. Drawing on participant action research and observation, this paper engages with the projects underway at the Parque—as well as “indigenous biocultural heritage” (IBCH), the original action-framework guiding the Parque’s work. IBCH grounds the ecology of successful crop diversity within the Andean cosmovisión, or worldview—which is included, but marginalized, in mainstream agrobiodiversity conservation policies. The IBCH concept counters apolitical renderings of agrobiodiversity erosion, arguing that this disregard of biocultural heritage perpetuates colonialist devaluations of efficacious “traditional ecological knowledge” and epistemologies. Accordingly, this paper discerns here an on-site, or in situ, political ecology of agricultural biodiversity conservation. (shrink)

Informed by Gloria Anzaldúa's and José Carlos Mariátegui's work, as well as by Andean cosmology, Omar Rivera turns to Inka stonework and architecture as an example of a "Cosmological Aesthetics." He articulates ways of sensing, feeling and remembering that are attuned to an aesthetic of water, earth and light. On this basis, Rivera brings forth a corporeal orientation that can be inhabited by the oppressed, one that withdraws from predominant modern/Western conceptions of the human. By providing an aesthetic analysis (...) of cosmological sensing, Rivera sets the stage for exploring physical dimensions of anti-colonial resistance, and furthers the Latinx and Latin American tradition of anti-colonial and liberatory philosophy. Seeingaesthetic involvements with the cosmos as a source for embodied modes of resistance, Rivera turns to the work of María Lugones and Enrique Dussel in order to make explicit the aesthetic dimensions of their work. Andean Aesthetics and Anticolonial Resistance creates a new dialogue between art historians, artists, and philosophers working on Latin American thought, phenomenology, and hermeneutics. It weaves together a Latin American philosophy that connects pre-Columbian cosmologies with contemporary thinkers. Rivera's original approach introduces us to the living, evolving and aesthetic alternatives to coloniality of power and of knowledge, overhauling current understandings of decolonial theory and opening the tradition in transformative ways. The subject of the analysis of this paper is the Andean civilization view by the Peruvian author of the XVI century Felipe Guaman Poma de Ayala, a Quechua Indian by origin, who became a Catholic monk, as well as a translator and mediator between two civilizations: European, personalized by Spanish administration and Catholic Church present in the conquered lands, and Andean civilization, represented by local population speaking native Quechua and other Native American languages. The collision of two worlds (...) is clearly visible in the Chronicle «El primer nueva corónica y buen gobierno», which belongs to this author. This literary monument is an invaluable document because it describes in Medieval Spanish a disappearing world left behind, due to the lack of writing, having only artifacts of material culture and proto-hieroglyphic recording tools. The main methods of this research – analysis, synthesis, generalization. Analyzing the statements of the author of the Chronicle, who is trying to reconcile the two worlds, it is possible to recreate the panorama of the life of Andean society of that era and the sociolinguistic situation developed in it. The novelty of the study can be considered the combination of cultural and sociolinguistic approaches in the analysis of the material. The conclusion reached by the authors of the article is that the death of the Andean civilization was inevitable under the onslaught of the European one. But the Andean world, native languages and culture have not disappeared, and today are being revived, since the Peruvian society has formed a request to restore the social functions of native languages in full. This chapter explores the possibility that the development of the Chavín Horizon may have stimulated the expansion of one of the major central Andean language families, particularly Aymara, once spread much more widely and further north than today. Pre-Chavín cultures on the coast and in the highlands are reviewed and found to be unlikely sources of this expansion. While the Chavín Horizon may provide a possible source for the first expansion of Aymara, in terms of both its chronology and (...) widespread geographical impact, the ‘strong hypotheses’ proposed to explain the expansion are found to be unconvincing, particularly that linking the expansion to the adoption of maize as a staple. Other hypotheses emphasizing the role of religion and cosmopolitanism are proposed as possible alternatives. The current discussion is placed within the larger context of the history of Andean archaeology and historical linguistics and is viewed as an important step forward in resolving this long-standing problem. We discuss the view that a hole is identical to the region of spacetime at which it is located. This view is more parsimonious than the view that holes are sui generis entities located at those regions surrounded by their hosts and it is more plausible than the view that there are no holes. We defend the spacetime view from several objections.

This paper describes the research carried out into small and medium enterprises (SMEs) and corporate responsibility (CR) in the Northwest of England during Phase I of Responsibility Northwest, a partnership programme designed to significantly increase the CR of the region. By engaging with significant numbers of SMEs and SME support providers across the region, key insights were gained in three key areas: • The current attitudes to, understanding of, and management of CR issues in the SME sector.• The (...) barriers to greater implementation of CR management.• The opportunities for overcoming the barriers and improving regional CR. The research revealed a large diversity both in terms of understanding of the issues and their management. Seven key barriers to improve CR performance were identified which centred round the inappropriateness and inaccessibility of current CR approaches and support services on CR, certain characteristics of SMEs which tend to reduce their interest and opportunities for engaging in CR activities and supply-chain barriers. Fortunately there was significant agreement on the mechanisms which should be used to overcome these barriers, in particular the importance of delivering CR support through existing business networks that are valued and trusted by SMEs. These results have been used to create the partnership programme, Responsibility Northwest Phase II that runs until 2008 and aims to significantly increase the overall CR of Northwest England. Today, a major challenge for climate science is to overcome what is called the “usability gap” between the projections derived from climate models and the needs of the end-users. Regional Climate Models (RCMs) are expected to provide usable information concerning a variety of impacts and for a wide range of end-users. It is often assumed that the development of more accurate, more complex RCMs with higher spatial resolution should bring process understanding and better local projections, thus overcoming the usability gap. (...) In this paper, I rather assume that the credibility of climate information should be pursued together with two other criteria of usability, which are salience and legitimacy. Based on the Swiss climate change scenarios, I study the attempts at meeting the needs of end-users and outline the trade-off modellers and users have to face with respect to the cascade of uncertainty. A conclusion of this paper is that the trade-off between salience and credibility sets the conditions under which RCMs can be deemed adequate for the purposes of addressing the needs of end-users and gearing the communication of the projections toward direct use and action. A topological description of space is given, based on the relation of connection among regions and the property of being limited. A minimal set of 10 constraints is shown to permit definitions of points and of open and closed sets of points and to be characteristic of locally compact T2 spaces. The effect of adding further constraints is investigated, especially those that characterise continua. Finally, the properties of mappings in region-based topology are studied. The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics is required. In (...) attempting to develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented. Regional integration over the past decade has facilitated a huge flow of foreign direct investment (FDI) into Latin America. Less is known, however, about why these newforeign enterprises decided to enter specific markets. This study investigates three recent investments in Costa Rica: two by U.S.-based multinational corporations (MNCs) and another by an MNC based in Spain. The behavior of these MNCs is examined in their initial bargaining and subsequent operations. Through the lens of political economy, this study concludes that Costa (...) Rica’s stable democratic institutions and formalized economic links through multilateral and regional trade and investment accords constitute an advanced factor of comparative advantage that attracted foreign investment to Costa Rica and induced the MNCs to become responsive to host country interests. I will outline four justifications of regional ecological obligations calling for different political authorities to collaborate for ecological reasons: through voluntary agreement between political entities united by an ecological region; by a shared regional history or cultural relations to an ecological region; with reference to ‘place-based’ duties with an ecological basis; or by obligations to an extended set of individual right-holders. None are conclusive reasons but show that there are normative grounds for regional collaboration of separate political authorities. (...) This paper introduces a new theory of constant regions, which generalizes that of interstices, in nonstandard models of arithmetic. In particular, we show that two homogeneity notions introduced by Richard Kaye and the author, namely, constantness and pregenericity, are equivalent. This led to some new characterizations of generic cuts in terms of existential closedness.
