Preventing Corruption in Process: The Vital Approach to Further the Anti-corruption by Institution

Abstract

The process of China's current system of anti-corrosion is the weakest link, the absence of a direct result of the effect of anti-corruption system is not ideal. It as a system of corruption to an important way to promote a deeper level, anti-corruption system should be an important part of the construction. Should deepen the process of corrosion mechanisms as the strategic focus of anti-corruption system, the implementation of a wider range of government information disclosure, improve the social supervision system of power, the power to monitor the results of focus from control to process control, and play an effective anti-corrosion system to process norms and protection. Currently, part of corrosion from the process of anti-corruption system to promote a deeper level when policy will help the party and government from the process of suppression of corruption that may arise, at least for promoting anti-corruption work of system reform and innovation provides a new way of thinking. The weakest link in China's current anti-corruption by institution is to prevent corruption in process, whose deficiency directly leaded to the dissatisfactory condition in anti-corruption by institution. As the vital approach to further the anti-corruption by institution, preventing corruption in process should be put on the mechanism's building of preventing corruption in process. The opening of government affairs information should be earned out to a wider extension, the social system should be established to supervise the public power's functioning, the center of supervising should be transferred from controlling the administrative result to monitoring the administrative process and valid institutions should be utilized to regulate and guarantee the process corruption-preventing. At present, making a study of how to further the institutional anti-corruption by preventing corruption in process can avail to prevent the potential corruption in governmental process, which could at least provide a new thought for the institutional reform and innovation in anti-corruption and integrity promoting
