Abstract

From the 1760s began, the British North American colonies in the struggle against the growing move toward an independent, thinking people to pursue protection of human rights and the pursuit of independent thinking and develop synchronous initiation. "Declaration of Independence" for its concentrated expression of the western states, and thus entered into a bill of rights or regulations. 1787 established the Federal Constitutional Convention, but the lack of a federal constitutional bill of rights, mainly because participants represent the interests of the bourgeoisie for utilitarian purposes have taken evasive attitude. Since then, due to the relentless pursuit of the people and historical and practical reasons, to promote the bourgeoisie had established as a constitutional amendment bill of rights
