Reviewing Community Work in Taiwan: From "Welfare Communitisation" to "Sustainable Community"

Abstract

With the trend of the world community service since the mid-1990s, Taiwan's public areas as a "community" as the spindle service program mushroomed appearance. "Welfare community-based" and "create community" is one of the most important were two plans; after more than ten years to promote "Taiwan Healthy Community Six Star Plan" appear, not only contains the contents of the first two programs, while also extended to residential construction, such as industry, environment, security and humanities, six; sustainable community development strategy to reflect on past experience with residential construction on the basis of the problem appear. View the last ten years work in Taiwan community development context, especially from the "welfare community" and "build community" to "Healthy Community Six-star Plan" development paths, development of the work area can be found in Taiwan has many reference; should be from the concept , policy and practice multi-angle reflection, to help move towards a "sustainable community." From the middle of 1990s, the following tendency of promoting community-based service of various countries in the world, community-based service projects have been proposed frequently as main focus in many public domains in Taiwan. Both 'Welfare Communitisation Project' and 'Community Building Project 'have obtained most concern among various projects. Around 15 years later, the introduction of' Six-star Project of Taiwan Healthy Community 'extends the community construction to six main public domains, including industrial development, medical and welfare, community policing, humanities and education, environmental protection and ecology, and environment and landscape. Based on examining the experiences and problems of community construction, strategies for sustainable community development have been proposed. Also, after reviewing the developmental path of previous community projects for the past decades, we could discover many lessons for future development in Taiwan. Based on the deliberation of three perspectives including idea, policy and practice, this paper is ended by proposing four suggestions for the future development towards sustainable community
