If this process of the rejection of responsibility shall be stopped, the sensibility of developers and users of technology for consequences of their own behavior have to be aroused and strengthened. In the following text at first I will describe some reasons to formulate ethical guidelines. After this, with the example of the ethical guidelines of the German Gesellschaft für Informatik e. V. (GI), I will discuss, whether such ethical guidelines are ethical in the strict sense of the word and whether they actually can be a contribution to accomplish the striven aim of assignment of responsibility for the results of developing and using technolog. This paper provides a systematic literature review, analysis and discussion of methods that are proposed to practise ethics in research and innovation. Ethical considerations concerning the impacts of R&I are increasingly important, due to the quickening pace of technological innovation and the ubiquitous use of the outcomes of R&I processes in society. For this reason, several methods for practising ethics have been developed in different fields of R&I. The paper first of all presents a systematic search of academic sources that (...) present and discuss such methods. Secondly, it provides a categorisation of these methods according to three main kinds: ex ante methods, dealing with emerging technologies, intra methods, dealing with technology design, and ex post methods, dealing with ethical analysis of existing technologies. Thirdly, it discusses the methods by considering problems in the way they deal with the uncertainty of technological change, ethical technology design, the identification, analysis and resolving of ethical impacts of technologies and stakeholder participation. The results and discussion of our literature review are valuable for gaining an overview of the state of the art and serve as an outline of a future research agenda of methods for practising ethics in R&I. Purpose Cybersecurity in healthcare has become an urgent matter in recent years due to various malicious attacks on hospitals and other parts of the healthcare infrastructure. The purpose of this paper is to provide an outline of how core values of the health systems, such as the principles of biomedical ethics, are in a supportive or conflicting relation to cybersecurity. Design/methodology/approach This paper claims that it is possible to map the desiderata relevant to cybersecurity onto the four principles of medical (...) ethics, i.e. beneficence, non-maleficence, autonomy and justice, and explore value conflicts in that way. Findings With respect to the question of how these principles should be balanced, there are reasons to think that the priority of autonomy relative to beneficence and non-maleficence in contemporary medical ethics could be extended to value conflicts in health-related cybersecurity. Research limitations/implications However, the tension between autonomy and justice, which relates to the desideratum of usability of information and communication technology systems, cannot be ignored even if one assumes that respect for autonomy should take priority over other moral concerns. Originality/value In terms of value conflicts, most discussions in healthcare deal with the conflict of balancing efficiency and privacy given the sensible nature of health information. Ultraviolet radiation is generally considered to have been discovered by Johann Wilhelm Ritter in 1801. In this article, we study the reception of Ritter’s experiment during the first decade after the event—Ritter’s remaining lifetime. Drawing on the attributional model of discovery, we are interested in whether the German physicists and chemists granted Ritter’s observation the status of a discovery and, if so, of what. Two things are remarkable concerning the early reception, and both have to do more with neglect than (...) with reception. Firstly, Ritter’s observation was sometimes accepted as a fact but, with the exception of C. J. B. Karsten’s theory of invisible light, it played almost no role in the lively debate about the nature of heat and light. We argue that it was the prevalent discourse based on the metaphysics of Stoffe that prevented a broader reception of Ritter’s invisible rays, not the fact that Ritter himself made his findings a part of his Naturphilosophie. Secondly, with the exception of C. E. Wünsch’s experiments on the visual spectrum, there was no experimental examination of the experiment. We argue that theorizing about ontological systems was more common than experimenting, because, given its social and institutional situation, this was the appropriate way of contributing to physics. I first examine the context that led me to write ‘The Root of all Evil.’ A second section rehearses my present understanding of the significance and the inadequacy of Heidegger’s fundamental ontology. A third section turns to the way my thinking has evolved, including a brief account of the way it has moved from Heidegger to the 15th century cardinal and philosopher Nicolaus Cusanus. I conclude with some remarks about what I take to be my place in today’s philosophy world.

Foucault's theory of power and subjectification challenges common concepts of freedom in social philosophy and expands them through the concept of 'freedom as critique': Freedom can be defined as the capability to critically reflect one's own subjectification, and the conditions of possibility for this critical capacity lie in political and social institutions. The article develops this concept through a critical discussion of the standard response by Foucault interpreters to the standard objection that Foucault's thinking obscures freedom. The standard response interprets (...) Fou-cault's later works, especially The Subject and Power, as a solution to the problem of freedom. It is mistaken, because it conflates different concepts of freedom that are present in Foucault's work. By differentiating these concepts, this paper proposes a new institutionalist approach to solve the problem of freedom that breaks with the partly anarchist underpinnings of Foucault scholarship: As freedom as critique is not given, but itself a result of subjectification, it entails a demand for 'modal robustness' and must therefore be institutionalized. This approach helps to draw out the consequences of Foucault's thinking on freedom for postfoundationalist democratic theory and the general social-philosophical discussion on freedom. (shrink)

The famous definition of landscape by Joachim Ritter unmistakably names the aesthetic act of construction that makes landscape vision possible: “Landscape is nature that is aesthetically present in the sight for a feeling and sensing observer”. Landscape is an aesthetic construct, in whose act of construction, however, social, cultural, individual and other constitutional factors flow. Following Karl Popper’s 3-world theory, a physical landscape (world 1), an individual landscape (world 2) and a social landscape (world 3) can be distinguished. In each (...) case, aesthetic and other constitutional factors are interconnected in a complex and complicated way. In addition, this situation is aggravated by the fact that different scientific basic positions (essentialism, positivism, constructivism) find their way into corresponding analyses (partly unreflected) and make scientific understanding difficult. Finally, this scientific starting position produces different paradigms, theories and terminology, which are often played off against each other and can lead to unfruitful dissent in science. The lecture counters this with a “neopragmatic” approach that can show that and how different paradigms, theories and conceptualisations can be related to each other in such a way that unfruitful dissent can be avoided and instead the advantages of the scientific plurality of theories, concepts and paradigms can be used and made fruitful for concrete research goals. Karsten Schubert liefert die erste systematische Rekonstruktion der sozialphilosophischen Debatte um Freiheit bei Foucault und eine neue Lösung für das Freiheitsproblem: Freiheit als die Fähigkeit zur reflexiven Kritik der eigenen Subjektivierung – kurz: Freiheit als Kritik – ist das Resultat von freiheitlicher Subjektivierung in politischen Institutionen. Der Band zeigt so die Konsequenzen von Foucaults Freiheitsdenken für die Demokratietheorie und die allgemeine sozialphilosophische Freiheitsdiskussion auf.

The recent literature on causality has seen the introduction of several distinctions within causality, which are thought to be important for understanding the widespread scientific practice of focusing causal explanations on a subset of the factors that are causally relevant for a phenomenon. Concepts used to draw such distinctions include, among others, stability, specificity, proportionality, or actual-difference making. In this contribution, I propose a new distinction that picks out an explanatorily salient class of causes in biological systems. Some select causes (...) in complex biological systems, I argue, have the property of enabling coherent causal control of these systems. Examples of such control variables include hormones and other signaling molecules, e.g., TOR (target of rapamycin), morphogens or the products of homeotic selector genes in embryonic pattern formation. I propose an analysis of this notion based on concepts borrowed from causal graph theory. (shrink)

This volume has its origins in the colloquium 'Art, Politics, Technology -- Martin Heidegger 1889-1989' held at Yale University in 1989. The centenary provided the obvious occasion: regardless of whether deplored or welcomed, the far-reaching influence of Heidegger today is beyond question, an influence underscored in that centenary year by the literally scores of conferences that took place all over the world.

Max Weber (1864-1920), generally known as a founder of modern social science, was concerned with political affairs throughout his life. The texts in this edition span his career and include his early inaugural lecture The Nation State and Economic Policy, Suffrage and Democracy in Germany, Parliament and Government in Germany under a New Political Order, Socialism, The Profession and Vocation of Politics, and an excerpt from his essay The Situation of Constitutional Democracy in Russia, as well as other shorter (...) writings. Together they illustrate the development of his thinking on the fate of Germany and the nature of politics in the modern western state in an age of cultural 'disenchantment'. This essay will defend a causal conception of action explanations in terms of an agent’s reasons by delineating a metaphysical and epistemic framework that allows us to view folk psychology as providing us with causal and autonomous explanatory strategies of accounting for individual agency. At the same time, I will calm philosophical concerns about the issue of causal deviance that have been at the center of the recent debates between causalist and noncausalist interpretations of action explanations. For that purpose, it (...) is important to realize that the domain of folk-psychological action explanation is also the domain of skillful and goal-directed bodily movements, a domain to which we have independent epistemic access. Logical paradoxes – like the Liar, Russell's, and the Sorites – are notorious. But in Paradoxes and Inconsistent Mathematics, it is argued that they are only the noisiest of many. Contradictions arise in the everyday, from the smallest points to the widest boundaries. In this book, Zach Weber uses “dialetheic paraconsistency” – a formal framework where some contradictions can be true without absurdity – as the basis for developing this idea rigorously, from mathematical foundations up. In doing so, (...) class='Hi'>Weber directly addresses a longstanding open question: how much standard mathematics can paraconsistency capture? The guiding focus is on a more basic question, of why there are paradoxes. Several authors have used the notion of causal specificity in order to defend non-parity about genetic causes (Waters 2007, Woodward 2010, Weber 2017, forthcoming). Non-parity in this context is the idea that DNA and some other biomolecules that are often described as information-bearers by biologists play a unique role in life processes, an idea that has been challenged by Developmental Systems Theory (e.g., Oyama 2000). Indeed, it has proven to be quite difficult to state clearly what the alleged special (...) role of genetic causes consists in. In this paper, I show that the set of biomolecules that are normally considered to be information-bearers (DNA, mRNA) can be shown to be the most specific causes of protein primary structure, provided that causal specificity is measured over a relevant space of biological possibilities, disregarding physical as well as logically possible states of the causal variables.
