The aim of this paper is to evaluate the prevalence in the 27 member states of the European Union of a little discussed illicit wage arrangement in which formal employees are paid two wages by their formal employers – an official declared salary and an additional undeclared wage, thus allowing employers to evade their full social insurance and tax liabilities. Reporting the results of a 2007 Eurobarometer survey involving 26,659 face-to-face interviews, the finding is that one in 18 formal employees (...) received such an envelope wage from their formal employer and that envelope wage payments are more prevalent in member states with lower (rather than higher) levels of state intervention. The tentative conclusion is that illicit envelope wage payments are a product of under-regulation, rather than over-regulation, and that further research is now required to test the validity analysis of this thesis in other global regions. The aim of this paper is to evaluate the extent of the practice of using informal payments for accessing the services of public clinics or hospitals across Europe and to explain the prevalence of this corrupt practice using the framework of institutional theory. To achieve this, a multi-level mixed-effect logistic regression on 25,744 interviews undertaken in 2020 with patients across 27 European Union countries is conducted. The finding is that the practice of making informal payments remains a prevalent practice, although (...) there are large disparities in the usage of this practice in different European countries. However, informal payments by patients are more likely when there is a lower institutional trust and a higher degree of asymmetry between formal and informal institutions. The resultant proposal is that policy makers need to address the institutional environment to tackle such informal payments. How this can be achieved is outlined. (shrink)

In recent decades scholars have acknowledged that transactions in the informal economy have not vanished with modernization and industrialization as expected but rather remain an important contemporary aspect of overall production and consumption across the world, in both developing and developed countries. Yet little is known about the profile of the consumers in this realm or what drives them to purchase from the informal economy. A systematic review of the literature investigating consumption in the informal economy reveals a severely underdeveloped (...) area of consumer studies with significant gaps in terms of its theoretical approaches, methods and regional coverage. The findings of the existing literature is that multiple motives are used by consumers for justifying their purchases in the informal economy beyond the dominant simplistic view that they do simply for financial gain or for a lower price. The outcome is a recognition that responsibility to reducing this phenomenon with negative effects on governments, businesses, workers and consumers lies not just with public authorities but also practitioners who need to correct the failures in formal market provision. The significant gaps identified in the literature are then used to highlight a comprehensive future research agenda, which includes the need for the development of an institutionalist theoretical perspective when explaining consumers‘ participation in the informal economy and social marketing interventions. Plato’s Theaetetus, Sophist, and Statesman exhibit several related dialectical methods relevant to Platonic education: maieutic in Theaetetus, bifurcatory division in Sophist and Statesman, and non-bifurcatory division in Statesman, related to the ‘god-given’ method in Philebus. I consider the nature of each method through the letter or element paradigm, used to reflect on each method. At issue are the element’s appearances in given contexts, its fitness for communing with other elements like it in kind, and its own nature defined through its (...) relations to others. These represent stages of inquiry for the Platonic student inquiring into the sources of knowledge. (shrink)

In Plato’s Statesman, the Eleatic Stranger leads Socrates the Younger and their audience through an analysis of the statesman in the service of the interlocutors’ becoming “more capable in dialectic regarding all things”. In this way, the dialectical exercise in the text is both intrinsically and instrumentally valuable, as it yields a philosophically rigorous account of statesmanship and exhibits a method of dialectical inquiry. After the series of bifurcatory divisions in the Sophist and early Statesman, the Stranger changes to a (...) non-bifurcatory method of dividing to account for the statesman, but does not explain the reason for this change. I argue that the change is prepared by the elements discussed in the digression from 277a2 to 287b2. Here the Stranger makes use of four concepts that are crucial for understanding this change: the notion of paradigm, the paradigms of care and the weaver, and the notion of due measure. I claim that the notion of paradigm clarifies the nature of dialectical inquiry, care and weaving act as paradigms appropriate to dialectical practice, and an account of due measure offers insight into the constitutive ratios that govern the structuring of kinds pursued through dialectical inquiry. I suggest that the non-bifurcatory method is intended to articulate knowledge in the strictest sense, or knowledge of the forms, presenting a method of inquiry into being and its structure that will foster the turning of the soul from things to forms that Socrates describes in the Republic. Here I interpret a central passage in Plato's Sophist by focusing on understudied elements that provide insight into the fit of the dialogue's parts and the Sophist-Statesman diptych as a whole. I argue that the Eleatic Stranger's account of what the dialectician "adequately views" at Sophist 253d1-e3 involves both division and the communion of ontological kinds, not just one or the other as has been typically argued. I here revive and support the hypothesis that Plato's Cratylus is set in 399 BCE, on the day of the Theaetetus and Euthyphro and before that of the Sophist and Statesman. To revive it, I suggest that the competing cases for other dramatic dates are weaker. To support it, I show that the connections between the Cratylus and Euthyphro warrant reconsideration, and I consider neglected dramatic details, the role of etymology in religious esotericism, and some missed connections between the philosophical (...) concerns of the two dialogues. I conclude by suggesting ways in which this hypothesis yields promising new horizons to explore. (shrink)

Two essays on utilitarianism, written from opposite points of view, by J. J. C. Smart and Bernard Williams. In the first part of the book Professor Smart advocates a modern and sophisticated version of classical utilitarianism; he tries to formulate a consistent and persuasive elaboration of the doctrine that the rightness and wrongness of actions is determined solely by their consequences, and in particular their consequences for the sum total of human happiness. In Part II Bernard Williams offers (...) a sustained and vigorous critique of utilitarian assumptions, arguments and ideals. He finds inadequate the theory of action implied by utilitarianism, and he argues that utilitarianism fails to engage at a serious level with the real problems of moral and political philosophy, and fails to make sense of notions such as integrity, or even human happiness itself. This book should be of interest to welfare economists, political scientists and decision-theorists. (shrink)

Abstract:The author considers the Eleatic Stranger's account of being as communing (κοινωνεῖν), an under-recognized aspect of the well-known "dunamis proposal" and Plato's unfolding of the notion of being in the Sophist. The Stranger calls being "the power to act upon or be affected" (247d7-e3), and shortly thereafter describes "being affected or acting upon from a certain power" (248b6) as "communing" (248b2). This marks a shift away from understanding being as capacity toward understanding it as activity. The author identifies two functions (...) of the "being-as-communion" account: (1) a critical response to the previous competing quantitative and qualitative ontologies, and (2) a new ontological notion that plays a key role in the great kinds discussion and what follows, capturing the sense in which to be is to engage actively in relations with structuring, causal kinds. He conclude by speaking to the account's valuable insight into the meaning of being as being-with and being-through. (shrink)

I argue that the fallacy concerning false speech (283e-284c) in Plato’s Euthydemus does not entail conflation of the alleged existential and veridical senses of ‘einai’ (‘to be’), but instead confusion regarding predicative statements. I consider this passage by advancing interpretations of nonbeing and the structure of true and false speech in the Sophist. I aim to refute those who hold that this passage demands an ‘existential’ sense of ‘einai ’ by offering a more Platonic interpretation.

While green innovation has a positive impact on firms’ performance, some established firms that initiate green innovation activities could suffer from insufficient new green knowledge and skills. Since adopting a sustainability orientation helps firms commit to the creation of superior sustainable practices, and efficiently invest resources necessary to develop appropriate new green products, leading to superior green innovation performance, sustainability orientation offers an alternative approach for diversifying green entrants to achieve green innovation success. Building on resource-based, knowledge-based, and capabilities theories, (...) this study aims to identify key factors that enable sustainability orientation of diversifying green entrants and enhance its effect on green innovation performance. As sustainability issues frequently occur upstream at the supplier level, and since supplier involvement effectively determines new product success, this study theorizes that diversifying green entrants that adopt sustainability orientation require two types of green supplier involvement to enhance the effect of sustainability orientation on green innovation performance. Green knowledge-processing capability and green R&D capability complement green supplier involvement as a knowledge source and green supplier involvement as a co-creator, respectively, to further enhance the amount of green innovation performance. Based on a longitudinal dataset of 336 diversifying green entrants, the results support all our hypotheses. Interestingly, an additional analysis suggests that when diversifying green entrants implement green supplier involvement as a co-creator, they achieve greater green innovation performance than those who implement green supplier involvement as a knowledge source. These findings provide important theoretical implications and practical guidance for established firms to pursue green innovation. (shrink)

The strange and challenging stretch of dialectic with which Plato’s Sophist begins and ends has confused and frustrated readers for generations, and despite receiving a fair amount of attention, there is no consensus regarding even basic issues concerning this method. Here I offer a new account of bifurcatory division as neither joke nor naïve method, but instead a valuable, propaedeutic method that Plato offers to us readers as a means of embarking upon the kind of mental gymnastics that will stretch (...) us properly in preparation for further, more challenging dialectical work. Considering several interpretive issues, I argue that bifurcatory division is a process of collective inquiry into the common through which an account, both definitional and taxonomical, is discovered. Depending on the level of understanding exhibited by the inquirers, this account may or may not allow for noetic understanding of the object in the deepest sense. (shrink)

In this paper I challenge the orthodox view regarding the number of routes of inquiry in Parmenides’s poem. The narrating goddess in Fragment 2 identifies ‘the only routes of inquiry there are for knowing,’ guided by the ‘[...] is [...]’ and guided by ‘what-is-not as such.’ In Fragment 6, the goddess considers taking ‘both to be and not to be’ to be ‘the same and not the same,’ and most modern commentators hold that this constitutes a third route. I argue (...) instead that this interpretation entails missing the routes’ fundamental interconnections, and that the goddess describes only two. To show this, I consider Fragments 2 and 6 before turning to key notions in Doxa, particularly the constitutive ontological kinds ‘light’ and ‘night,’ to account for the second, mortal route. Mortals have missed the being of these two, and I develop an account of the inquiry that is guided by this insight. (shrink)

Scholars debate whether ‘apeiron’ (unlimited) is univocal or multivocal in Plato’s 'Philebus.' Offering a ‘middle path,’ I argue that the term is univocal, but used with respect to two senses of unlimited continua. The term appears early in two dense passages on ontological structure: the descriptions of the ‘god-given method’ (16b-18d) and ‘the fourfold division of beings’ (23c-27c). I consider each passage and argue that they respectively concern the eidetic continua of being that the knower comes to understand and the (...) fluxing continua of opposed and co-constitutive bodily elements from which spatiotemporal objects derive their natures. They also indicate two major influences on Plato, respectively the Pythagorean and Heraclitean as recorded in Aristotle’s 'Metaphysics,' and I draw on these resources to develop my account. I conclude by considering some important Platonic lessons that we learn from thinking through this distinction between the related senses of the unlimited. (shrink)

Plato’s Philebus is motivated by a question concerning the relationships among pleasure, wisdom, knowledge, and the good human life. Something of a philosophical tour de force, it also contains discussions of numerous important Platonic subjects like cosmic intelligence, distinctions among intellectual capacities, and the method of dialectical inquiry through division and collection. But the riches of the dialogue are obscured by its exceptional difficulty, a frequent grievance from commentators beginning at least with Galen. Over the past several years a cascade of corporate scandals have erupted. Savings and provisions for retirement have shrunk drastically. Jobs have been lost. Review of 'The Emerging Good in Plato's' Philebus by John V. Garner (Northwestern University Press, 2017).

In a target article that appeared in this journal, Thomas Stoffregen 2000 questions the possibility of ecological event perception research. This paper describes an experiments performed to examine the perception of the disappearance of gap-crossing affordances, a variety of event as defined by Chemero 2000. We found that subjects reliably perceive both gap-crossing affordances and the disappearance of gap-crossing affordances. Our findings provide empirical evidence in favor of understanding events as changes in the layout of affordances, shoring up event perception (...) research in ecological psychology. (shrink)

Lying in an area bounded by the Wabash, Ohio, and Mississippi rivers, the Southern Illinois country is rich in history, folklore, scenery, and natural resources. We comment that covariances between brain divisions may be constraining or facilitating, depending on what is being selected, and that modern quantitative genetic methods provide the tools to discover and manipulate the genetic networks that give rise to the covariances described in the target article.

The emergence of Big Data has added a new aspect to conceptualizing the use of digital technologies in the delivery of public services and for realizing digital governance. This article explores, via the ‘value-chain’ approach, the evolution of digital governance research, and aligns it with current developments associated with data analytics, often referred to as ‘Big Data’. In many ways, the current discourse around Big Data reiterates and repeats established commentaries within the eGovernment research community. This body of knowledge provides (...) an opportunity to reflect on the ‘promise’ of Big Data, both in relation to service delivery and policy formulation. This includes, issues associated with the quality and reliability of data, from mixing public and private sector data, issues associated with the ownership of raw and manipulated data, and ethical issues concerning surveillance and privacy. This article explores the emergence of standards and regulation associated with the provision of Closed Circuit Television (CCTV) surveillance systems in the United Kingdom. It argues that despite the intrusive and controlling nature of CCTV technology there is limited formal intervention in the form of legislation, governing its introduction and use. Instead government has sought to influence the regulation of the technology indirectly through its ability to shape and govern policy networks in the policy arena. Through discourse with international groups of physicians, we conducted a cross-cultural analysis of the types of ethical dilemmas physicians face. Qualitative analysis was used to categorise the dilemmas into seven themes, which we compared among the physicians by country of practice. These themes were a-theoretically-driven and grounded heavily within the text. We then subjected the dilemmas to an analysis of moral intensity, which represents an important theoretical perspective of ethical decision making. These constructs represent salient determinants of ethical behaviour and (...) our cross-cultural sample afforded us the opportunity to consider both the pragmatic aspects of culture, as they are perceived by physicians, as well as the theory-driven concept of moral intensity. By examining both culture and moral intensity, we hope to better elucidate the complexities of ethical decision-making determinants among physicians in their daily practice. Doing so may potentially have practical implications for ethics training of medical students and foreign physicians. (shrink)

A recent legal case involving an ambiguous diagnosis in a woman with a severe disorder of consciousness raises pressing questions about treatment withdrawal in a time when much of what experts know about disorders of consciousness is undergoing revision and refinement. How much should diagnostic certainty about consciousness matter? For the judge who refused to allow withdrawal of artificial nutrition and hydration, it was dispositive. Rather than relying on substituted judgment or best interests to determine treatment decisions, he ruled that (...) withdrawal was categorically prohibited, even as he concluded that Hannah Capes was more likely than not in a permanent vegetative state. In many jurisdictions, his decision would likely be consistent with existing law. Evolving technological advances have demonstrated that biologically distinct diagnoses incorporated into state laws may be difficult to establish even under ideal conditions. We offer the Capes case for purposes of examining the consequences of enshrined legal distinctions between permanent vegetative state and other severe disorders of consciousness. Insistence on proof of the permanent absence of consciousness before treatment withdrawal is allowed fails to respect the rights of persons with disorders of consciousness. Even the well-established rights to treatment withdrawal for those in a permanent vegetative state may be in jeopardy if reform is not undertaken. (shrink)

This article is guided by principles and practices of bioethics and public health ethics focused on health care reform within the context of promoting Optimal Health. The Tuskegee University National Center for Bioethics in Research and Health Care is moving beyond the traditions of bioethics to incorporate public health ethics and Optimal Health. It is imperative to remember the legacy of the ill-fated research entitled Tuskegee Study of Untreated Syphilis in the Negro Male. Human participant research and health care must (...) be connected to principles of bioethics and public health ethics if the Affordable Care Act is expected to positively impact on the health of people living in the United States. Optimal Health describes a strategy to achieve individual and population health. Health care reform offers an opportunity to shift from the traditional pathology focus of managing diseases to target disease prevention and health promotion with a new set of tools. Transformational change is possible if the lessons learned from the U.S. Public Health Service Syphilis Study at Tuskegee are considered and strategies in bioethics and public heath ethics are employed.
