This article is centrally concerned with the sort of knowledge that can and should inform educational policy—and it treats this as an epistemological question. It distinguishes this question from the more extensively explored question of what sort of knowledge in what form policy-makers do in fact commonly take into account. The article examines the logical and rhetorical character of policy and the components of policy decisions and argues that policy demands a much wider range of information than research typically provides. (...) Either the research task or commission has to be substantially extended or the gap will be filled by information or thinking that is not derived from research. One of the gaps between research of an empirical kind and policy is the normative gap. In the final section the article points to the inescapably normative character of educational policy. Of course the values that inform policy can be investigated empirically, but this kind of enquiry cannot tell us what we should do. There is a role for research/scholarship and more rather than less intelligent and critical argumentation in addressing these normative questions as well as the empirical questions that underpin policy. Statelessness and displacement represent nothing short of a loss of place, the violation of rights and international norms, threat to safety and belonging, and severely limits access to law and citizenship. Social work must leverage and sustain an ethical standpoint as a critical counterpoint to the increasing moral and political urgency of statelessness. However, traditional and normative social work ethics operate at a level of abstraction that do not engage sufficiently with the realpolitik of statelessness. This paper critically engages with (...) moral questions concerning displacement and statelessness by engaging the philosophy of James Tully and Christine Korsgaard. This engagement enables connections between agency and notions of democratic constitutionalism where people have the right to call into and contest relations of governance that oppress them, through various means such as advocacy and activism. We present a reconsideration of established ethical understandings by arguing for the place of public philosophy and the constitution of the self as key to social work theory and practice in response to statelessness and displacement. Korsgaard’s work on normativity and agency, and Tully’s notion of democratic constitutionalism provide a rich and original contribution to social work ethics that will be articulated for social work theory and practice. Germ-line therapy has long been regarded with great caution both by scientists and by ethicists. Even those who do not reject germ-line therapy in principle have tended to reject it in practice as carrying unacceptable risks in our current state of knowledge. For this reason, a recent paper by Rubenstein, Thomasma, Shon, and Zinaman is unusual in putting forward a serious proposal for the use of germ-line therapy in the foreseeable future.

Contention about who discovered the compound nature of water (the 'water controversy') occurred in two phases. During the first phase, in the 1780s, the claimants to the discovery (Antoine Lavoisier, Henry Cavendish, and James Watt) produced the work on which their claims were based. This phase of controversy was relatively short and did not generate much heat, although it was part of the larger debates surrounding the 'chemical revolution'. The second phase of controversy, in the 1830s and 1840s, saw heated (...) exchanges in Britain between advocates of Watt on the one hand and of Cavendish on the other. This paper concentrates on this second phase. The concern is not to arbitrate the contest but to delineate the pattern of advocacy and the arguments used to support the opposing cases. 'Discovery' is not treated as an event but as the outcome of an after-the-fact process of attribution of credit. Apart from identifying the opposing argumentative strategies employed in making different attributions, the paper also seeks to explain why there was so much concern about this priority dispute long after the deaths of the protagonists. It is shown that while Scottish-English rivalries were important they were not the only or most significant impetus. Ideological struggles over the nature of science provided a context in which the attribution of discovery to Cavendish or to Watt was of major import. These ideological struggles are shown to have roots in the politics of early Victorian science that ultimately lay behind the second phase of the water controversy and shaped the course that it took. Attempts to unravel the complex and often conflicting character of the counterculture philosopher who advocated total freedom and introduced the rebellious youth of the 1950s and 60s to Zen Buddhism.

This paper examines the central theoretical concepts in the work of Rupert Sheldrake. The first section examines Sheldrake's account of morphic fields and questions whether difficulties arise when these concepts are extended upwards from the biological level. The second section reviews Sheldrake's concept of extended mind and considers the criticism that it is reductionist about mentality. In considering both of these criticisms it is argued that Sheldrake's theories can be taken in a reductive direction, but need not be. The third (...) and final section draws on the work of Joseph Bracken and David Ray Griffin to suggest a panpsychist metaphysics of field as one possible way that Sheldrake could sidestep these dangers and strengthen his approach. Summary James Watt (1736–1819) is best known as an engineer who dramatically improved the efficiency of the steam engine. What we take to be his chemical interests are conventionally seen as peripheral to his main line of work. He is usually treated as a chemist in three main contexts: his ‘practical’ chemical work relating to chlorine bleaching, varnishes, pottery, and so on; his work with Thomas Beddoes on the medicinal uses of various ‘airs’; his, much disputed, claim as a chemical (...) discoverer in the case of the composition of water. In this paper, I argue that Watt himself, and his contemporaries, saw the centrepiece of his steam engine work—the separate condenser—as a chemical invention. I also suggest more broadly that Watt understood the steam engine as a chemical device. For Watt and his Scottish friends, the study of steam and heat was a chemical enquiry. The subsequent changes in the place of heat in chemical enquiry in the early nineteenth century led to a reclassification of Watt's chemical investigations as ‘physics’. This, in turn, produced the sharp separation of his chemical and engineering activities characteristic of modern historiography. Watt's steam engine, which is usually placed in the lineage of machines understood as heat engines, and explained by the laws of thermodynamics, is better seen in context as a chemical device. Watt's ‘indicator diagram’ is reassessed in the light of this. (shrink)

In this book, which thoroughly revises and greatly expands his classic work Sameness and Substance, David Wiggins retrieves and refurbishes in the light of twentieth-century logic and logical theory certain conceptions of identity, of substance and of persistence through change that philosophy inherits from its past. In this new version, he vindicates the absoluteness, necessity, determinateness and all or nothing character of identity against rival conceptions. He defends a form of essentialism that he calls individuative essentialism, and then a (...) form of realism that he calls conceptualist realism. In a final chapter he advocates a human being-based conception of the identity and individuation of persons, arguing that any satisfactory account of personal memory must make reference to the life of the rememberer himself. Lipsey and Lancaster's "general theory of second best" is widely thought to have significant implications for applied theorizing about the institutions and policies that most effectively implement abstract normative principles. It is also widely thought to have little significance for theorizing about which abstract normative principles we ought to implement. Contrary to this conventional wisdom, I show how the second-best theorem can be extended to myriad domains beyond applied normative theorizing, and in particular to more abstract theorizing about the normative (...) principles we should aim to implement. I start by separating the mathematical model used to prove the second-best theorem from its familiar economic interpretation. I then develop an alternative normative-theoretic interpretation of the model, which yields a novel second best theorem for idealistic normative theory. My method for developing this interpretation provides a template for developing additional interpretations that can extend the reach of the second-best theorem beyond normative theoretical domains. I also show how, within any domain, the implications of the second-best theorem are more specific than is typically thought. I conclude with some brief remarks on the value of mathematical models for conceptual exploration. (shrink)

Artificial intelligence has historically been conceptualized in anthropomorphic terms. Some algorithms deploy biomimetic designs in a deliberate attempt to effect a sort of digital isomorphism of the human brain. Others leverage more general learning strategies that happen to coincide with popular theories of cognitive science and social epistemology. In this paper, I challenge the anthropomorphic credentials of the neural network algorithm, whose similarities to human cognition I argue are vastly overstated and narrowly construed. I submit that three alternative supervised learning (...) methods—namely lasso penalties, bagging, and boosting—offer subtler, more interesting analogies to human reasoning as both an individual and a social phenomenon. Despite the temptation to fall back on anthropomorphic tropes when discussing AI, however, I conclude that such rhetoric is at best misleading and at worst downright dangerous. The impulse to humanize algorithms is an obstacle to properly conceptualizing the ethical challenges posed by emerging technologies. (shrink)
