It has always seemed to me that one of my father's great contributions to monarchical practice was the manner in which, without apparent design, he managed to resolve the internal contradictions of monarchy in the twentieth century that requires it to be remote from, yet at the same time to personify the aspirations of the people. It must appear aloof and distant in order to sustain the illusion of a Monarch who, shunning faction, stands above politics and the more mundane (...) allegiances. At the same time it must appear to share intimately the ideals of the multitude, whose affection and loyalty provide the broad base of constitutional Monarchy. My father, with the instinctive genius of the simple man, found the means of squaring the apparent circle within the resources of his own character. By the force of his own authentic example – the king himself in the role of the bearded paterfamilias … he transformed the Crown as personified by the Royal Family into a model of the traditional family virtues, a model that was all the more genuine for its suspected but inconspicuous flaws. The King, as the dutiful father, became the living symbol not only of the nation, but also of the Empire, the last link holding these diversified and scattered communities. (shrink)

I want to discuss a view of punishment which stresses its ‘expressive’ character and seeks in that its justification. While I shall label this view ‘expressionism’, I should warn that most theorists who express an ‘expressionist’ view do not present it as an exhaustive account, but rather claim to be highlighting an aspect that tends to be neglected within the rationalist framework common to retributivism and utilitarianism. Among contemporary writings I shall focus on Joel Feinberg's article, ‘The Expressive Function of (...) Punishment’ in The Monist 49, No. 4 . While I accept that ‘expression’ usefully sums up much of what underlies punitive practices, I shall urge that the term conceals a variety of more or less amalgamated ingredients which need to be disentangled for critical inspection. I shall argue that under those aspects, punishment's justification continues to be elusive. I do not imagine that these arguments will deter my more punitive colleagues from continuing to seek such justification, but I hope they will search elsewhere. Feinberg writes: Punishment is a conventional device for the expression of attitudes of resentment and indignation, and of judgments of disapproval and reprobation, either on the part of the punishing authority himself or of those ‘in whose name’ the punishment is inflicted. Punishment, in short, has a symbolic significance largely missing from other kinds of penalties. (shrink)

The impacts of early fishing on aquatic ecosystems were minimal, as primitive technologies were used to harvest fish primarily for food. As fishing technology grew more sophisticated and human populations dispersed and expanded, local economies transitioned from subsistence to barter and trade. Expanded trade networks and mercantilization led to surplus catches becoming tradable commodities. Today, global export fish commodities, including fresh, frozen, cured, and canned fish, are valued at over US$ 100 billion, but commoditization loses the ecological imperative, with overfishing (...) the result. To sustain global fisheries, human and ecosystem relationships with living fish need to be valued, as fish landed for both food and profit. Toward this end, we propose two decommoditization strategies: (a) valuing cultural property, the intergenerational relationships of people to places, in environmental policy and (b) instituting social subsidies that reward or enable local communities to cooperate in sustaining aquatic living resources, such as with marine protected areas. Since his rising interest in Christianity, Slavoj Žižek has discussed many other religions. This article examines his engagement with Buddhism, which he often uses as a stand in for “Oriental spirituality.” For Žižek, Buddhist traditions lack several key features that make Christianity the best prospect for religious political organization. By examining the reasons behind his rejection of Buddhism through his defence of the Subject and the state of Fallenness, the argument will be presented that Žižek's at times negative position on (...) Buddhism can be explained through his commitment to a Lacanian reading of the Cartesian subject. This allegiance means that for Žižek there can never be a harmonious state for the subject, and accepting this provides the subject with a “divine” freedom. This article will also discuss ways in which Žižek's particularism can be overcome without losing the “apocalyptic fervor” of Christian Communist politics. (shrink)

Cell adhesion complexes are critical for the physical coordination of cell–cell interactions and the morphogenesis of tissues and organs. Many adhesion receptors are anchored to the plasma membrane by a glycosylphosphatidylinositol (GPI) moiety and are thereby partitioned into membrane rafts. In this review, we focus on reciprocal interactions between rafts and adhesion molecules, leading to receptor clustering and raft expansion and stability. A model for a three‐stage adhesion complex assembly process is also proposed. First, GPI‐anchored adhesion molecules are recruited into (...) rafts, which in turn promote receptor cis‐oligomerization and thereby produce precursory complexes primed for avid trans‐interactions. Second, trans‐interactions of the receptors cross‐link and stabilize large amalgams of rafts at sites of adhesion complex assembly. Finally, the enlarged and stabilized rafts acquire enhanced abilities to recruit the cytoskeleton and induce signaling. Regulatory authorities have advised smokers who would not or could not quit smoking to switch to lower tar cigarettes. Smoking such cigarettes was seen as a means of reducing the harm caused by smoking, but not as offering a ‘safe’ smoking option. Correspondingly manufacturers have been required to place tar and nicotine information on packet labels and/or advertisements. This paper explores the possibility that the conventional format for conveying tar and nicotine information could be responsible for the belief, held by (...) a significant proportion of smokers, that some brands of lower tar cigarettes are absolutely ‘safe’. To deal with this situation it is suggested that changes should be made to health warnings, and tar and nicotine communications. Proposed changes to the latter are evaluated in terms of their ethical and public health implications. The authors conclude that brand specific warnings and a classification of cigarettes as either ‘Very Dangerous’ or ‘Dangerous’, is best suited to reconciling consumer needs for information with the public health objectives of reducing the harm caused by smoking. Subcortical substrates for behavioural integration include the fore/midbrain nuclei of the basal ganglia and the hindbrain medial reticular formation. The midbrain superior colliculus requires basal ganglia disinhibition in order to generate orienting movements. The colliculus should therefore be seen as one of many competitors vying for control of the body's effector systems with the basal ganglia acting as the key arbiter. (Published Online May 1 2007).

An action-oriented perspective changes the role of an individual from a passive observer to an actively engaged agent interacting in a closed loop with the world as well as with others. Cognition exists to serve action within a landscape that contains both. This chapter surveys this landscape and addresses the status of the pragmatic turn. Its potential influence on science and the study of cognition are considered (including perception, social cognition, social interaction, sensorimotor entrainment, and language acquisition) and its impact (...) on how neuroscience is studied is also investigated (with the notion that brains do not passively build models, but instead support the guidance of action). A review of its implications in robotics and engineering includes a discussion of the application of enactive control principles to couple action and perception in robotics as well as the conceptualization of system design in a more holistic, less modular manner. Practical applications that can impact the human condition are reviewed (e.g., educational applications, treatment possibilities for developmental and psychopathological disorders, the development of neural prostheses). All of this foreshadows the potential societal implications of the pragmatic turn. The chapter concludes that an action-oriented approach emphasizes a continuum of interaction between technical aspects of cognitive systems and robotics, biology, psychology, the social sciences, and the humanities, where the individual is part of a grounded cultural system. A computational modeling approach was used to test one possible explanation for the limited capacity of the subitizing phenomenon. Most existing models of this phenomenon associate the subitizing span with an assumed structural limitation of the human information processing system. In contrast, we show how this limit might emerge as the combinatorics of the space of enumeration problems interacts with the human cognitive architecture in the context of an enumeration task. Subitizing‐like behavior was generated in two different models of enumeration, (...) one based on the ACT‐R cognitive architecture and the other based on the principles of parallel distributed processing (PDP). Our results provide good qualitative fits to results obtained in a variety of empirical studies. (shrink)

Previous research has shown that male fXPCs with FXTAS exhibit cognitive decline, predominantly in executive functions such as inhibitory control and working memory. Recent evidence suggests fXPCs may also exhibit impairments in processing temporal information. The attentional blink task is often used to examine the dynamics of attentional (...) selection, but disagreements exist as to whether the AB is due to excessive or insufficient attentional control. In this study, we used a variant of the AB task and neuropsychological testing to explore the dynamics of attentional selection, relate AB performance to attentional control, and determine whether fXPCs exhibited temporal and/or attentional control impairments. Participants were adult male fXPCs, aged 18–48 years and asymptomatic for FXTAS and age-matched male controls. We found that fXPCs did not differ from controls in the AB task, indicating that the temporal dynamics of attentional selection were intact. However, they were impaired in the letter-number sequencing task, a test of executive working memory. In the combined fXPC and control group, letter-number sequencing performance correlated positively with AB magnitude. This finding supports models that posit the AB is due to excess attentional control. In our two-pronged analysis approach, in control participants we replicated a previously observed effect and demonstrated that it persists under more stringent theoretical constraints, and we enhance our understanding of fXPCs by demonstrating that at least some aspects of temporal processing may be spared.
