The scandals of the 1980s, extending into the 1990s, came as a profound shock to Australians and New Zealanders. Both countries have prided themselves – somewhat smugly and naively – on being open, fair and honest societies. So it was very disillusioning to see both corruption and gross dereliction of duty exposed in virtually every sphere of public life. Perhaps the most positive outcome, however, amidst an almost daily diet of amazing revelations, has been the ability of the system – (...) and especially the judiciary and the media – to expose and deal with corruption even at the highest level.Following an extensive survey and literature review, it is clear that there is now widespread awareness of the need for reform in many areas of public administration, corporate governance and professional behaviour. However, a continuing cause for concern is the lack of leadership in identifying and addressing complex ethical dilemmas, particularly in the areas of conflict of interest and disclosure. (shrink)

The backlash against the Olympic Games reflects the failure of the major global institutions in dealing with the social and ethical consequences of globalisation in areas such as the environment, poverty, terrorism and natural disasters. Disillusionment with the Olympic Games mirrors the disenchantment with the perceived values of globalisation, including winning at any price, commercial exploitation by MNCs, intense national rivalry, cronyism, cheating and corruption and the competitive advantage of advanced nations. How could the Olympic Movement reverse this perception? The (...) most important change would be in the area of leadership. Revitalising the Olympic spirit will require a revolution at the IOC. Character, credibility and communication will be the critical success factors. Before appointing the next President of the IOC, there is an exciting opportunity to reconceptualise the Games as a platform for building a framework of global values to counter-balance the naked economic priorities currently dictating the pattern of globalisation. In reinventing the Olympic Games, it is important to recognise that the modern Games are based upon an anachronism. The idea that amateur sport is both the key to individual moral development and world harmony is largely an invention of the British aristocracy, whereas the original Greek Games not only celebrated the classical ideal of `a sound mind in a sound body', but also involved professional athletes and commercial activity. In making the Olympic Charter relevant to the 21st century, and in making the Olympics more than just a speculator sporting event, there is a strong case for the Games to include a wider spectrum of activities, including arts programs and policy forums, which address the well-being of all humanity in a competitive global economy. Patients with persistent pain who lack adetectable underlying disease challenge thetheories supporting much of biomedicalbody-mind discourse. In this context,diagnostic labeling is as inherently vulnerableto the same pitfalls of uncertainty that besetany other interpretative endeavour. The endpoint is often no more than a name ratherthan the discovered essence of a pre-existentmedical condition. In 1990 a Committee of theAmerican College of Rheumatology (ACR)formulated the construct of Fibromyalgia in anattempt to rectify a situation of diagnosticconfusion faced by patients presenting withwidespread pain. It was (...) proposed thatFibromyalgia existed as a ``specific entity'',separable from but curiously able to co-existwith any other painful condition. Epistemological and semiotic analyses ofFibromyalgia have failed to find any sign,clinical or linguistic, which coulddifferentiate it from other diffusemusculoskeletal pain states. The construct ofFibromyalgia sought to define a discernablereality outside the play of language and topass it off as a natural phenomenon. However,because it has failed both clinically andsemiotically, the construct also fails the testof medical utility for the subject inpersistent pain. (shrink)

Confidence in Australian business was severely shaken by the corporate scandals and collapses of the 1980s. Many commentators called for more emphasis on ethics education. This paper surveys the initiatives of Australian business schools and professional bodies and finds them superficial and ineffective. It then presents a case study in Quality Improvement which highlights the need to take a strategic and integrated approach to the development of core values such as quality, trust, ethics and social responsibility. Deep neural networks (DNNs) have had extraordinary successes in classifying photographic images of objects and are often described as the best models of biological vision. This conclusion is largely based on three sets of findings: (1) DNNs are more accurate than any other model in classifying images taken from various datasets, (2) DNNs do the best job in predicting the pattern of human errors in classifying objects taken from various behavioral datasets, and (3) DNNs do the best job in predicting (...) brain signals in response to images taken from various brain datasets (e.g., single cell responses or fMRI data). However, these behavioral and brain datasets do not test hypotheses regarding what features are contributing to good predictions and we show that the predictions may be mediated by DNNs that share little overlap with biological vision. More problematically, we show that DNNs account for almost no results from psychological research. This contradicts the common claim that DNNs are good, let alone the best, models of human object recognition. We argue that theorists interested in developing biologically plausible models of human vision need to direct their attention to explaining psychological findings. More generally, theorists need to build models that explain the results of experiments that manipulate independent variables designed to test hypotheses rather than compete on making the best predictions. We conclude by briefly summarizing various promising modeling approaches that focus on psychological data. (shrink)

This essay attempts to interpret John Rawls's concept of the state in his "Theory of Justice". His concept is not an analysis of the existing monopoly capitalist state. Such an analysis can be found in, for example, "The Fiscal Crisis of the State" by James O'Connor. Rawls's concept is, by contrast, not one of the actual state but of an idealized state. Ideals, though, touch reality at some point. At what point does Rawls's concept of the state touch reality? (...) The market is the key to a realistic interpretation of Rawls's concept of the state. His view of the market is even at the basis of his renowned principles of justice. The 'efficiency' and 'freedom' of the market are prized by Rawls and other liberal theorists. Income inequality and large capital concentration threaten these prized virtues of the market. Rawls requires a strongly interventionist state to counteract the dangers of monopoly. His idealized state intervenes, not to promote concentration in the manner of the monopoly capitalist state, but to promote greater equality. This equality is needed if the market is to display efficiency and freedom. It is through this intervention that the state promotes justice. Properly interpreted, the assurance problem on which Rawls bases the need for the state arises from market tendencies. The market enables initial advantages to be increased. This is ultimately why people with advantages support the market, whether the context is private ownership or bureaucratic control within so-called market socialism. The inequality resulting from increasing initial advantages interferes with efficiency and freedom. Rawls's state intervenes to preserve the market while restraining it. This can be seen as an attempt to preserve class society from itself. Consequently, Rawls's conception of justice is founded on classes. (shrink)

Experiential evidence shows that pain is associated with common meanings. These include a meaning of threat or danger, which is experienced as immediately distressing or unpleasant; cognitive meanings, which are focused on the long-term consequences of having chronic pain; and existential meanings such as hopelessness, which are more about the person with chronic pain than the pain itself. This interdisciplinary book - the second in the three-volume Meanings of Pain series edited by Dr Simon van Rysewyk - aims to better (...) understand pain by describing experiences of pain and the meanings these experiences hold for the people living through them. The lived experiences of pain described here involve various types of chronic pain, including spinal pain, labour pain, rheumatic pain, diabetic peripheral neuropathic pain, fibromyalgia, complex regional pain syndrome, endometriosis-associated pain, and cancer-related pain. Two chapters provide narrative descriptions of pain, recounted and interpreted by people with pain. Language is important to understanding the meaning of pain since it is the primary tool human beings use to manipulate meaning. As discussed in the book, linguistic meaning may hold clues to understanding some pain-related experiences, including the stigmatisation of people with pain, the dynamics of patient-clinician communication, and other issues, such as relationships between pain, public policy and the law, and attempts to develop a taxonomy of pain that is meaningful for patients. On several key issues we agree with the commentators. Perhaps most importantly, everyone seems to agree that psychology has an important role to play in building better models of human vision, and (most) everyone agrees (including us) that deep neural networks (DNNs) will play an important role in modelling human vision going forward. But there are also disagreements about what models are for, how DNN–human correspondences should be evaluated, the value of alternative modelling approaches, and impact of marketing hype in (...) the literature. In our view, these latter issues are contributing to many unjustified claims regarding DNN–human correspondences in vision and other domains of cognition. This volume provides the first complete edition of the third and final surviving draft of John Locke's Essay Concerning Human Understanding, dating from 1685, four years before the publication of the Essay itself (December 1689). There is a General Introduction that gives a detailed account of the content and circumstances of composition of this draft, and a Textual Introduction that provides a full description of the manuscript and its0history.

This is the first critical edition of the literary and historical writings of John Locke : poems, orations, a plan for a play, a guide to compiling a commonplace book, rules for societies, writings on the liberty of the press, and a memoir of Locke's patron, the first Earl of Shaftesbury, all framed by general and textual introductions.

Steadman suggests that these poets, along with most other Renaissance poets, did not actually regard themselves as divinely inspired but, rather, resorted to a common fiction to create the appearance of having special insight into the truth.

John Locke's earliest significant publications appeared between 1686 and 1688 in the Bibliothèque universelle et historique. They were a translation of his New Method of a Commonplace Book, an abridgment of his (as yet unpublished) Essay Concerning Human Understanding, and two reviews, of a medical work by Robert Boyle, and Isaac Newton's Principia. It is likely that he contributed some other book reviews, but these cannot now be identified. An examination of surviving copies of the Bibliothèque universelle et historique (...) shows that it had a very complicated printing history, and both the volumes (tom. 2 and tom. 8) that certainly contain items by Locke were reprinted on several occasions, in some cases in editions that probably have false dates and imprints. Though this article concentrates mainly on the two volumes known to contain material by Locke, a preliminary survey of entire printing history of the journal has also been made, with the results presented in tabular form in Appendix I. Two early drafts of the Essay have survived, one in the commonplace book Adversaria 1661, and the other in loose gatherings of leaves subsequently bound together into one volume by the Bodleian Library. Though both works were given titles by John Locke, they are now invariably known as Draft A and Draft B. Both manuscripts are in Locke's hand. Locke seems to have been doing further work on the Essay while in France. Draft C is very different from Drafts (...) A and B in one important respect. They are true drafts, written in Locke's own hand. The broad organization of Draft C is very similar to that of the published Essay, both (unlike Drafts A and B) being divided into books and chapters. The Abrégé covered all four books of the Essay, though Book Four was summarized briefly in a single paragraph. (shrink)
