Ethical problems are addressed in various ways within countries in planning for and response to pandemic influenza. Here we report on a qualitative study, in which 46 policymakers in Malawi and Ghana were interviewed on how they identified and resolved ethical problems. The study results revealed that ethical problems involving conflicts of values and choices were raised in reference to the extent and role of resources and nature of public health interventions, including the extent and processes of decision making, reasoning, (...) and justification. There is a need for an ethical framework within pandemic preparedness plans to resolve and avert these problems. (shrink)

Research on gender and antimicrobial resistance (AMR) beyond women’s biological susceptibility is limited. A gender and equity lens in AMR research is necessary to promote gender equality and support the effectiveness, uptake, and sustainability of real-world AMR solutions. We argue that it is an ethical and social justice imperative to include gender and related intersectional issues in AMR research and implementation. An intersectional exploration of the interplay between people’s diverse identities and experiences, including their gender, socio-economic status, race, disability, age, (...) and sexuality, may help us understand how these factors reinforce AMR risk and vulnerability and ensure that interventions to reduce the risk of AMR do not impact unevenly. This paper reports on the findings of a systematic scoping review on the interlinkages between AMR, gender and other socio-behavioural characteristics to identify priority knowledge gaps in human and animal health in LMICs. The review focused on peer-reviewed and grey literature published between 2017 and 2022. Three overarching themes were gendered division of caregiving roles and responsibilities, gender power relations in decision-making, and interactions between gender norms and health-seeking behaviours. Research that fails to account for gender and its intersections with other lines of disadvantage, such as race, class and ability, risks being irrelevant and will have little impact on the continued and dangerous spread of AMR. We provide recommendations for integrating an intersectional gender lens in AMR research, policy and practice. (shrink)

Public health decisions made by the state involve considerable disagreements on the course of actions, uncertainties, and compromises that arise from moral tensions between the demands of civil liberties and the goals of public health. With such complex decisions, it can be extremely difficult to arrive at and justify the best option. In this article, we propose an ethical decision-making framework based on the philosophy of Ubuntu and argue that in sub-Saharan African settings, this approach provides attractive alternative conventions of (...) moral decision-making and a useful language for understanding moral reasoning and ethics. Through its emphasis on humanity, compassion, and social responsibility, Ubuntu (“I am because we are”) has the potential to facilitate solutions to and avert conflicts between individual rights and public health. The use of Ubuntu shifts the moral reasoning and ethics of decision-making from a field of philosophy shaped by the global north, to the everyday values, decision-making, and consequent practices of people in much of Africa. Using examples of Ebola, pandemic influenza, and tuberculosis, we illustrate how Ubuntu can be applied to tackle conflicting ethical problems in public health and medicine. (shrink)

In this essay, I analyze pregnancy loss from a feminist phenomenological perspective. I draw upon relational accounts of personhood wherein a person's status and identity are formed through a lived history and the activity of “calling into personhood” a being a woman may seek to know or become. I draw upon the work of Simone de Beauvoir, who advances a feminist phenomenology that grounds the status and identity of women within embodied situations. Americans have trillions of dollars invested in public and private companies, yet stock ownership is highly unequal: the wealthiest 1 percent of households possess 40 percent of all wealth, and there is a large and persistent racial wealth gap. What if innovations in distributed technologies allowed for democratic facilitation of new opportunities for wealth and a rebalancing of power within the capital markets? This article proposes using innovative financial technologies to create a “Public Investment Platform”—a public option for participation in (...) capital markets—and a “Public Investment Account” to universalize access to investment opportunities. Capital markets are currently governed by public policies that submerge the role of the public in structuring them and enable an inequitable accumulation of wealth. This vibrantly interdisciplinary book brings the burgeoning field to a new maturity through extended close readings of major works by artists from Pieter Bruegel and Gustav Klimt to Gordon Bennett and Rafael Cauduro. The dualism of nature/culture widely present within Western society at large is out of step with an increasingly urbanising world. Building on previous discussions of nature/culture duality, an integrative framework is presented that argues for the embracing of the 'mundane nature' found within human landscapes. As over half of the human population interacts with nature primarily within urban landscapes, increasing our awareness of such spaces is critical to understanding our ecological consciousness. Natsume S seki's novel Kokoro (1914) offers an indictment of the loneliness and isolation of a modernized Japan, a Japan in which people ‘feel cut off from every other living thing’. In this essay, I argue that Plato and S seki offer analogous critiques of an eradicated honor culture; an eradication that is rooted in the political exchange of honorific autonomy for honorific heteronomy. Moreover, I suggest that the deprecation and subsequent demise of the Japanese samurai and Greek warrior—individuals for (...) whom self-worth, dignity, and status are rooted in reputation and social regard—exemplify the dramatic cultural shift toward heteronomy. My reading aims to shed light on the rich philosophical connections between seemingly disparate cultures and texts through an exposition and exegesis of the master-protagonists Socrates and Sensei. The creation of a sense of place has emerged as a goal of many community development initiatives. However, little thought has been given to the role of physical spaces in the shaping of possible senses of place. This article examines three Canadian examples of community sustainable development initiatives to demonstrate that sense of place can be shaped and constrained by the geographical and environmental features of the physical space a community occupies. This finding suggests that a 'one-size-fits-all' approach to community (...) sustainable development is unlikely to be successful; a community's sustainable development ethic will be informed by geography. However, there is some evidence that a strong individual sense of place shaped by local space may act as a barrier to the acceptance of new people and ideas. Conversely, a strong sense of place can result in mobilization for sustainable development initiatives. (shrink)

This article builds on the food sovereignty literature to ask pointed questions about the interplay of market forces and political liberalism. Specifically, we use cuisine as a lens to interrogate the assumption that multiculturalism is compatible with Indigenous food sovereignty. Because multicultural inclusion is the means by which Indigenous Peoples’ gastronomies are commodified and alienated, they experience not gastronomic multiculturalism but culinary colonialism. Accordingly, food sovereignty in colonial contexts must embrace both the active sharing and the mindful withholding of food (...) as political acts, and acknowledge that culinary culture is not simply a market commodity but also a politically-embedded process. In drawing together the threads of this argument, we advocate for a broadening of the discussion on Indigenous food sovereignty to include the resistance and resurgence enacted through gastronomy. Legal theorist Desmond Manderson and Shakespearean Paul Yachnin develop parallel arguments that seek to restore a public dimension of responsibility to literary studies and a private dimension of responsibility to law. Their arguments issue from their work as the creators of the Shakespeare Moot Court at McGill University, a course in which graduate English students team up with senior Law students to argue cases in the “Court of Shakespeare,” where the sole Institutes, Codex, and Digest are comprised by the (...) plays of Shakespeare. Yachnin argues that modern literary studies suffers from impermanence and isolation from real-world concerns and that it can redress these limitations—developing attributes of corrigibility, temporality, judgment, and publicity—by learning from law. Manderson finds that modern legal judgment is bereft of affective engagement with the subjects of law and wedded to an ideal of objectivity, regulation, and impersonality. Literature can restore to legal judgment the elements of narrative, character, context, and self-reflection. Together, the essays argue that the question of judgment, so integral to the disciplines of law and of literature, needs the renewal that an interdisciplinary engagement provides. (shrink)

Our incomplete understanding of carcinogenesis may be a significant reason why some cancer mortality rates are still increasing. This lack of understanding is likely due to a research approach that relies heavily on genetic comparison between cancerous and non‐cancerous tissues and cells, which has led to the identification of genes of cancer proliferation rather than differentiation. Recent observations showing that a tremendous degree of natural human genetic variation occurs are likely to lead to a shift in the basic paradigms of (...) cancer genetics, in that there is a need to consider both the nature of the genes involved, and the idea that not every genetic variation identified in these genes may be associated with carcinogenesis. Based on studies using LCM and micro‐genetic analyses, we propose that significant cancer initiating events may take place during the very early stages of development of cancer‐susceptible tissues and that using such techniques might greatly help us in our understanding of carcinogenesis. In Prostitution Policy, Lenore Kuo combines feminist social research and legal studies to tackle issues raised by heterosexual prostitution in the U.S. Through the lens of feminist theory, Kuo examines the milieu of prostitutes and the role of prostitution in (...) contemporary society, and how the interplay of those two works itself out in practice. Moving beyond theoretical analysis of prostitution, Prostitution Policy turns to the complicated problem of formulating a reasonable legal policy that minimizes harm. Kuo discusss criminalization, legalization, and decriminalization as possible approaches, ultimately arguing for a unique form of decriminalization including detailed legal oversight and mandatory social services. DAGFINN FØLLESDAL'S essay in defense of twelve theses on the nature of the noema could be thought of as a spring from which a series of papers continues to flow. The paper's portrayal of the noema as "an intensional entity" has, as Føllesdal notes, "consequences [which] go against the usual interpretation." His "unusual" interpretation has been explored, and continues to be developed, in the flow of papers mentioned as well as in a recent collection that presents itself as a "new (...) approach to Husserl [which] provides an ideal introduction to phenomenology for analytic philosophers.". The purpose of this dissertation is to present and defend a view regarding the freedom of human action which I call "Causationism," a view which incorporates some of the more fundamental commitments of traditional Determinism while allowing for the possibility of statistically regular actions or components of actions. Premise I of Causationism essentially maintains that all human actions are caused either by statistical regularities or deterministically. The inclusion of statistically regular events or components of actions in a causal account is (...) based on an appeal to the Dretske-Snyder thesis of "Causal Irregularity." Premise II of Causationism is essentially identical to the Incompatibility Thesis of traditional Determinism. My theory then proceeds along traditional Deterministic lines, concluding with the claim that "No one is morally responsible for his or her actions." ;Premise I is defended by appeal to empirical evidence. It is then demonstrated that traditional Libertarian arguments intended to weaken the force of this evidence fail. ;In Chapter III, I consider objections to the Incompatibility Thesis. I argue that a hypothetical reading of "he could have done otherwise" not only fails to capture what we mean when we speak of an individual's "acting freely," but also that a hypothetical reading of this phrase fails to provide a sufficient condition for a morally relevant sense of "freedom." ;In Chapter IV, I argue, by appeal to the concept of "novelty" and to Davidson's Mind/Body Theory, that, contrary to the opinion of some philosophers, an event's being caused does not require that it be predictable or subsumable under statements of probability expectations. ;Chapter V addresses the claim that if all actions are caused, then no action can be rational. A variety of arguments are formulated to demonstrate that various versions of the "Determinist Dilemma" fail. ;Finally, in Chapter VI, I argue that adoption of Causationism does not destroy morality although the denial of moral responsibility significantly alters traditional morality and requires a reanalysis of certain basic ethical terms. Ihde’s acknowledgment of the affinity between postphenomenology and Deweyean pragmatism enables expanding his prevalent epistemological and structural orientation to encompass a normative (...) dimension.
