This paper provides a phenomenological analysis of postphenomenological philosophy of technology. While acknowledging that the results of its analyses are to be recognized as original, insightful, and valuable, we will argue that in its execution of the empirical turn, postphenomenology forfeits a phenomenological dimension of questioning. By contrasting the postphenomenological method with Heidegger’s understanding of phenomenology as developed in his early Freiburg lectures and in Being and Time, we will show how the postphenomenological method must be understood as mediation theory, (...) which adheres to what Heidegger calls the theoretical attitude. This leaves undiscussed how mediation theory about ontic beings involves a specific ontological mode of relating to beings, whereas consideration of this mode is precisely the concern of phenomenology. This ontological dimension is important to consider, since we will argue that postphenomenology is unwittingly technically mediated in an ontological way. The upshot of this is that in its dismissal of Heidegger’s questioning of technology as belonging to “classical philosophy of technology,” postphenomenology implicitly adheres to what Heidegger calls technology as Enframing. We argue that postphenomenology overlooks its own adherence to the theoretical attitude and ultimately to Enframing, and we will conclude with calling for a phenomenological questioning of the dimension that postphenomenology presently leaves unthought, meaning that we will develop a plea for a rehabilitation of the ontological dimension in the philosophy of technology. In this paper we inquire into the fundamental assumptions that underpin the ideal of the Bio-Based Economy as it is currently developed . By interpreting the BBE from the philosophical perspective on economy developed by Georges Bataille, we demonstrate how the BBE is fully premised on a thinking of scarcity. As a result, the BBE exclusively frames economic problems in terms of efficient production, endeavoring to exclude a thinking of abundance and wastefulness. Our hypothesis is that this not only entails (...) a number of internal tensions and inconsistencies with regard to the ideal of BBE, but ultimately undermines the ideal itself, by pushing purported regenerativity into a cataclysmic and terminal discharge. We here point to the strategies that the BBE employs in this exclusion, the fundamental assumptions regarding the relation between energy and economy that underpin this endeavor, as well as to the resulting inconsistencies and their catastrophic consequences. We finally argue for the introduction of the presently excluded question of abundance and wastefulness and explore the implications of such a question for the ideal of a zero-waste humanity. Life sciences and emerging technologies raise a plethora of issues. Besides practical, bioethical and policy issues, they have broader, cultural implications as well, affecting and reflecting our zeitgeist and world-view, challenging our understanding of life, nature and ourselves as human beings, and reframing the human condition on a planetary scale. In accordance with the aims and scope of the journal, LSSP aims to foster engaged scholarship into the societal dimensions of emerging life sciences (Chadwick and Zwart 2013) and via this (...) thematic series, the journal provides a podium for authors who intend to address concrete issues from a ‘continental philosophical’ perspective, which may in- clude (post)phenomenology, hermeneutics, dialectics, (post)structuralism, psychoanalysis, critical theory and similar approaches. The series aims to contribute to a diagnostics of the present and a prognostics of the future, focusing on critical normative challenges (such as embodiment, intimate technologies, social justice, biopower, nanomedicine, human enhancement and the anthropocene) and building on the work of key authors such as Hegel (1830), Heidegger (1953, 1953/1954), Bachelard (1938), Canguilhem (1975), Lacan (1966, 1969-1970/1991), Habermas (1968), Serres (1972), Foucault (1969), Žižek (2006/2009), Stiegler (2010), Sloterdijk (2001, 2009) and others, but targeting con- crete up-to-date events and case studies against the backdrop of broader developments within the techno-scientific culture. This article has two general aims. It first of all critically reconsiders the empirical turn’s dismissal of transcendentalism in the philosophy of technology, in particular through the work of Ihde and Verbeek, and defends the continuing relevance of the notion of the transcencental in thinking about technology today, illustrating this mainly through a reading of Stiegler’s understanding of the human condition as a technical condition and his view of human (noetic) evolution as proceeding from a process of technical exteriorization. The (...) crucial issue that is missed by postphenomenology and the empirical turn is that technology itself in its empiricity occupies the (periodically changing) place of the transcendental. It thus fails to consider the transcendental operativity of technical artifacts within its own empiricist stance. Secondly, it argues for the continuing importance and usefulness of the idea of Technology with a capital T, equally discarded by the representatives of the empirical turn, in particular against the emerging backdrop of the Anthropocene as the age of decisive anthropogenic forcing of the planet and the growing dominance of what has recently been called the technosphere in Earth system science. With Stiegler I show that a proper, inherent dynamic of technology must be acknowledged historically, anthropologically, techno-evolutionarily as well as (techno)phenomenologically. I conclude by demonstrating that our time of planetary crisis summons us to redirect our attention to technology from the empirical to the transcendental, and from the micro-level to the macro-level again. In this reply I try to show that, contrary to Milberry’s apparent assertion, the general intellect of the multitude does not have the explanatory robustness she accredits to it. Digital network technologies are currently overwhelmingly effective in proletarianizing and disempowering the cognitariat and only an active technopolitics of deproletarianization could reverse this hegemonic situation. In my response to Verbeek, I attempt to correct his misinterpretation of the Stieglerian approach as being dialectical in nature and show that, far from reinstating the (...) humanist dichotomy between human beings and technologies, my analysis assumes their original, albeit fundamentally ambiguous and even ‘uncanny’ [unheimlich] interconnection. I conclude with pointing out some implications of this view for a ‘really realistic’ political theory of technology. (shrink)

‘The art of living with ICTs ’ today not only means finding new ways to cope, interact and create new lifestyles on the basis of the new digital technologies individually, as ‘consumer-citizens’. It also means inventing new modes of living, producing and, not in the least place, struggling collectively, as workers and producers. As the so-called digital revolution unfolds in the context of a neoliberal cognitive and consumerist capitalism, its ‘innovations’ are predominantly employed to modulate and control both production processes (...) and consumer behavior in view of the overall goal of extracting surplus value. Today, the digital networks overwhelmingly destroy social autonomy, instead engendering increasing social heteronomy and proletarianization. Yet it is these very networks themselves, as technical pharmaka in the sense of French ‘technophilosopher’ Bernard Stiegler, that can be employed as no other to struggle against this tendency. This paper briefly explores this possibility by reflecting upon current diagnoses of our ‘technological situation’ by some exemplary post-operaist Marxists from a Stieglerian, pharmacological perspective. In this reply I further defend my claim that the transcendental should always remain a primary concern for philosophy of technology as a philosophical enterprise, contra the empirical turn’s rejection of it. Yet, instead of emphasizing the non-technological conditions of technology, as ‘classic’ thinkers of technology such as Heidegger did, it should recognize technology itself as the transcendental operator par excellence. Starting from Heidegger’s ontological understanding of transcendence I show that while technical artifacts may indeed always conform to a certain (...) horizon of understanding, they also constitute this horizon in specific ways. Following Stiegler I show that concrete technologies (technology with a small ‘t’) are not just empirical effects of an overarching movement of transcendence (Technology with a capital ‘T’) but are originally constitutive of it. In response to Romele’s critique that the social, language, images, imaginaries, symbols, etc. are also transcendentals, I argue that all these phenomena are always already conditioned by technical milieus. As for Besmer’s contention that I offer a reductive interpretation of postphenomenology’s notion of multistability, I argue that there are decisive systemic and organological limits to multistability offered by technical artefacts and that all variation in use and implementation is always constrained by inherent technical tendencies and processes of concretization. Agreeing with Besmer that the transcendental and the empirical should be understood not oppositional but compositional I argue that technology may be that which constantly ‘mediates’ between the two. : This article focuses on cognitive enhancement technologies and their possible anthropological implications, and argues for a reconsideration of the human-technology relation so as to be able to better understand and assess these implications. Current debates on cognitive enhancement consistently disregard the intimate intertwinement of humans and technology as well as the fundamentally technogenic nature of anthropogenesis. Yet, an adequate assessment of CET requires an in-depth and up-to-date re-conceptualization of both. Employing insights from the work of Bernard Stiegler, this article (...) proposes an organology and pharmacology of CE. What is typical about new CET is their interiorizing nature, which can be expected to fundamentally reshape organological configurations. Starting from the premise that CE is a phenomenon that predominantly unfolds within the current conjuncture of cognitive capitalism, I will present the issue of cognitive proletarianization as being of crucial importance for considering CE. I conclude by providing some methodological guidelines for the development of a positive pharmacology of CET and by suggesting that CET should be considered as technologies of the self sensu Michel Foucault. This is a commentary piece on Marco Pavanini's article ' ‘Multistability and Derrida’s Différance: Investigating the Relations Between Postphenomenology and Stiegler’s General Organology' in which I critically extend upon his comparative analysis of postphenomenology''s notion of multistability and Stiegler's conception of organology, focusing in particular on the pharmacological nature of Stiegler's organology and the latter's most recent re-interpretation of it in terms of entropy and negentropy. Among other things I show, and both are more intended as additions than criticisms with (...) respect to Pavanini’s very helpful comparison, that the most important concern for Stiegler in theorizing technology is the fact that the transductive relations between the three organ systems distinguished in his pharmaco-organology of technology open up affective or libidinal circuits between these systems, i.e., circuits either of desire or drive depending on the way the pharmakon is adopted or not, and that these circuits are fundamentally noetic circuits vulnerable to denoetization; and that these libidinal-noetic circuits as conditioned by technology should be interpreted in terms of entropy and negentropy. Both insights are lacking in postphenomenology, which generally fails to consider the irreducibly destitutive character of all technology, rightfully emphasized by Pavanini, since it lacks a genuine pharmacological awareness. In this paper, we carry out a critical analysis of the concept of technology in the current design of the bio-based economy (BBE). Looking at the current status of the BBE, we observe a dominant focus on technological innovation as the principal solution to climatic instability. We take a critical stance towards this “ecomodernist” worldview, addressing its fundamental assumptions, and ofer an underarticulated explanation as to why a successful transition toward a sustainable BBE—i.e. one that fully operates within the Earth’s (...) carrying capacity—has not yet been reached. Bernard Stiegler has developed a philosophical perspective on the concept of economy, broadening it to include the human condition through the notion of desire. This theory can help to obtain a more profound understanding of why ecomodernist strategies are dominant today. Stiegler’s theory of the libidinal economy ofers an analysis of controlled and exploited human desire as a primary driver behind modern techno-economic structures. Our hypothesis is that a critique of contemporary technofxism as a critique of libidinal economy is a necessary step to take in the discussion around the BBE as a concept, if the BBE is ever to bring about a system that can truly operate within the Earth’s carrying capacity. This article focuses on the power of technological mediation from the point of view of autonomist Marxism. The first part of the article discusses the theories developed on technological mediation in postphenomenology and critical theory of technology with regard to their respective power perspectives and ways of coping with relations of power embedded in technical artifacts and systems. Rather than focusing on the clashes between the hermeneutic postphenomenological approach and the dialectics of critical theory, it is argued that in both (...) the category of resistance amidst power-relations is at least similar in one regard: resistance to the power of technology is conceptualized as a reactive force. The second part of the article reads technological mediation through the lens of the antagonistic power-perspective on class struggle developed in autonomist Marxism. The outline of a provisional autonomist philosophy of technology is developed using Foucauldian dispositifs of biopower in contrast to the hermeneutic and dialectical approach. It is thus argued that resistance should here be understood in terms of practice that subverts the technically mediated circuit of production itself. (shrink)

This article deals with the biotechnology revolution in agriculture and analyzes it in terms of Bernard Stiegler’s theory of techno-evolution and his thesis that technologies have an intrinsically pharmacological nature, meaning that they can be both supportive and destructive for sociotechnical practices based on them. Technological innovations always first disrupt existing sociotechnical practices, but are subsequently always appropriated by the social system to be turned into a new technical system upon which new sociotechnical practices are based. As constituted and conditioned (...) by a technical system, human cultures are necessarily systems of care. Humans take care of themselves and the world through technologies. Agriculture is a very old system of care, stable for more than 10,000 years, but at the moment it is experiencing a profound rupture thanks to the invention of genetic engineering technologies, that promise to revolutionize it. However, their current deployment under capitalist conditions everywhere leads to processes of proletarianization, due to the fact that they enable the expropriation of farmers of the means of production, depriving them of the possibility of appropriating these new technologies and frustrating the invention of a new agricultural system of care. This has lead to a widespread rejection of the new technologies, which is a grave error though, as these technologies can become the basis of a new system of care. But only under the condition that they are wrought from corporate control and redeployed instead to initiate a process of deproletarianization. It is argued that current initiatives in open source and commons-based biotech are probably the most promising harbingers of such a process of deproletarianization. (shrink)

To be alive is to be vulnerable. That is probably the most basic truth all living creatures confront, from the smallest to the greatest and from the most primitive to the most complex. As Hans Jonas states in the introduction to his wonderful treatise, The Phenomenon of Life, the paradoxical, still enigmatic fact that vital substance by some original act of segregation has isolated itself from the general fabric of things and set itself over against the world introduced the tension (...) of ‘to be or not to be’ in the indifferent continuum of material existence. With life, Jonas observes with Friedrich Nietzsche, being appears as being in an emphatic sense for the first time. Life means mortality, it is existence affirmed but as such, given the inherent and continuous threat of relapsing back into non-being (all living creatures’ ultimate fate anyway), it is existence as concern. The debate on the conventionality of simultaneity and the debate on the dimensionality of the world have been central in the philosophy of special relativity. The link between both debates however has rarely been explored. The purpose of this paper is to gauge what implications the former debate has for the latter. I show the situation to be much more subtle than was previously argued, and explain how the ontic versus epistemic distinction in the former debate impacts the latter. The aim of this doctoral dissertation is to closely explore the nature of Einstein’s block universe and to tease out its implications for the nature of time and human freedom. Four questions, in particular, are central to this dissertation, and set out the four dimensions of this philosophical investigation: (1) Does the block universe view of time follow inevitably from the theory of special relativity? (2) Is there room for the passage of time in the block universe? (3) Can we (...) distinguish past from future in the block universe? (4) Is there room for human freedom in the block universe? Although the answer of most philosophers would be yes, triple no, my own answer, controversially, is no, triple yes. -/- I thereby challenge the status quo with respect to each of these metaphysical questions, and argue that none of these questions can be answered from looking at physics alone. Physics may constrain our metaphysics, but it certainly does not settle it. What is needed in order to answer these questions, are additional metaphysical assumptions that fall outside the scope of modern physics. My primary goal in this dissertation, therefore, is not to settle the debates on the nature of time and human freedom, but to clarify them by expliciting the metaphysical assumptions that are otherwise left implicit. Human freedom is in tension with nomological determinism and with statistical determinism. The goal of this paper is to answer both challenges. Four contributions are made to the free-will debate. First, we propose a classification of scientific theories based on how much freedom they allow. We take into account that indeterminism comes in different degrees and that both the laws and the auxiliary conditions can place constraints. A scientific worldview pulls towards one end of this classification, while libertarianism pulls towards (...) the other end of the spectrum. Second, inspired by Hoefer, we argue that an interval of auxiliary conditions corresponds to a region in phase space, and to a bundle of possible block universes. We thus make room for a form of non-nomological indeterminism. Third, we combine crucial elements from the works of Hoefer and List; we attempt to give a libertarian reading of this combination. On our proposal, throughout spacetime, there is a certain amount of freedom that can be interpreted as the result of agential choices. Fourth, we focus on the principle of alternative possibilities throughout and propose three ways of strengthening it. (shrink)

This book is about how to understand quantum mechanics by means of a modal interpretation. Modal interpretations provide a general framework within which quantum mechanics can be considered as a theory that describes reality in terms of physical systems possessing definite properties. Quantum mechanics is standardly understood to be a theory about probabilities with which measurements have outcomes. Modal interpretations are relatively new attempts to present quantum mechanics as a theory which, like other physical theories, describes an observer-independent reality. In (...) this book, Pieter Vermaas summarises the results of this work. The book will be of great value to undergraduates, graduate students and researchers in philosophy of science, and physics departments with an interest in learning about modal interpretations of quantum mechanics. To this day, a hundred and fifty years after Mendeleev's discovery, the overal structure of the periodic system remains unaccounted for in quantum-mechanical terms. Given this dire situation, a handful of scientists in the 1970s embarked on a quest for the symmetries that lie hidden in the periodic table. Their goal was to explain the table's structure in group-theoretical terms. We argue that this symmetry program required an important paradigm shift in the understanding of the nature of chemical elements. The (...) idea, in essence, consisted of treating the chemical elements, not as particles, but as states of a superparticle. We show that the inspiration for this came from elementary particle physics, and in particular from Heisenberg's suggestion to treat the proton and neutron as different states of the nucleon. We provide a careful study of Heisenberg's last paper on the nature of elementary particles, and explain why the Democritean picture of matter no longer applied in modern physics and a Platonic symmetry-based picture was called for instead. We show how Heisenberg's Platonic philosophy came to dominate the field of elementary particle physics, and how it found its culmination point in Gell-Mann's classification of the hadrons in the eightfold way. We argue that it was the success of Heisenberg's approach in elementary particle physics that sparked the group-theoretical approach to the periodic table. We explain how it was applied to the set of chemical elements via a critical examination of the work of the Russian mathematician Abram Ilyich Fet the Turkish-American physicist Asim Orhan Barut, before giving some final reflections. According to Leininger, presentists and growing blockers cannot explain why past and present regularities persist in the future. In order to do so, they would have to appeal to enforcers, such as causation, laws or dispositions. But in a world with no future, these enforcers are powerless and cannot guarantee future regularity. I disagree and argue that Leininger’s coordination problem can be met by distinguishing type- from token-level necessitation. Whereas token-level necessitation is cross-temporal and subject to Leininger’s coordination problem, type-level (...) necessitation is atemporal and immune to the coordination problem. For this solution to work, though, type-level necessitation must be ontologically prior to token-level necessitation. This forces us to adopt a Platonist position according to which universals are transcendent, and not immanent. (shrink)

This book presents and exemplifies the theory of grammar called Semantic Syntax. The grammar, which offers a syntactic theory closely connected with semantic analyses, is a direct continuation of Generative Semantics; it will re-ignite interest in that framework which flourished and promised so much in the 1960s and 1970s.

The block universe theory of time is commonly said to be incompatible with temporal becoming. This confuses Maudlin who upholds both eternalism and passage. The aim of this paper is to answer Maudlin’s plea for clarification by distinguishing four degrees of temporal becoming. After discussing their respective compatibility with the block universe, I show that Maudlin asks much less from temporal becoming than most philosophers of time. Consequently, his form of becoming is compatible with the block universe, whereas the stronger (...) forms of becoming are not. (shrink)

Abstract In this chapter, we challenge the presupposed concept of innovation in the responsible innovation literature. As a first step, we raise several questions with regard to the possibility of ‘responsible’ innovation and point at several difficulties which undermine the supposedly responsible character of innovation processes, based on an analysis of the input, throughput and output of innovation processes. It becomes clear that the practical applicability of the concept of responsible innovation is highly problematic and that a more thorough inquiry (...) of the concept is required. As a second step, we analyze the concept of innovation which is self-evidently presupposed in current literature on responsible innovation. It becomes clear that innovation is self-evidently seen as (1) technological innovation, (2) is primarily perceived from an economic perspective, (3) is inherently good and (4) presupposes a symmetry between moral agents and moral addressees. By challenging this narrow and uncritical concept of innovation, we contribute to a second round of theorizing about the concept and provide a research agenda for future research in order to enhance a less naïve concept of responsible innovation. This chapter gives an overview of the evolution of the position of the rare-earth elements in the periodic system, from Mendeleev’s time to the present. Three fundamentally different accommodation methodologies have been proposed over the years. Mendeleev considered the rare-earth elements as homologues of the other elements. Other chemists looked upon the rare earths as forming a special intraperiodic group and therefore clustered the rare-earth elements in one of the groups of the periodic table. Still others adhered to the intergroup (...) accommodation of the rare earths, according to which the rare-earth elements do not show any relationship with the other elements, so that they had to be placed within the periodic table as a separate family of elements. The intergroup accommodation became the preferred one in the twentieth century. The advantages and disadvantages of the different representations of the modern periodic table are discussed. (shrink)

Following a Canadian Supreme Court ruling invalidating an absolute prohibition on physician assisted dying, two reports and several commentators have recommended that the Canadian criminal law allow medical assistance in dying (MAID) for persons with a diagnosis of mental disorder. A key element in this process is that the person requesting MAID be deemed to have the ‘mental capacity’ or ‘mental competence’ to consent to that option. In this context, mental capacity and mental competence refer to ‘decision-making capacity’, which is (...) a distinct area of clinical study and research in the theory of informed consent. The purpose of this discussion is to bring several controversial but insufficiently acknowledged problems associated with decision-making capacity to the forefront of the proposed extension of MAID to persons diagnosed with mental disorders. Open-ended access to MAID by persons who suffer from mental health conditions already exists in Belgium and the Netherlands, where the issues raised here are equally relevant. In this paper, we highlight the serious limitations of relying on capacity assessments to allow access to MAID/Euthanasia. (shrink)

This chapter explores the question of whether robots can make gestures that can be described as related to the intentionality of the robots themselves and not to the intentionality of their designers. For this exploration, robots are approached as entities designed by humans. Dennett’s stance framework is adopted for analysing descriptions of robot gestures and this framework is generalised to one in which not only single stances can be used to describe robots, but also pair of stances where one is (...) applied to the robot and one to its designers. Conclusions are that Dennett’s framework warrants descriptions of robot gestures in terms of robot intentionality and does more often so as compared to more fundamental approaches to agency in which it should be first determined that robots have agency. Yet, in the case of robots displaying unexcepted gestures, more fundamental approaches may warrant descriptions of robot gestures in terms of robot intentionality that cannot be adopted on Dennett’s approach.
