How much information from experience does a normal adult remember? The “functional information content” of human memory was estimated in several ways. The methods depend on measured rates of input and loss from very long‐ term memory and on analyses of the informational demands of human memory‐based performance. Estimates ranged around 109 bits. It is speculated that the flexible and creative retrieval of facts by humans is a function of a large ratio of “hardware” capacity to functional storage requirements.

Athenian democracy is rightly recognized for its extensive network of accountability institutions. This essay focuses instead on popular unaccountability in democratic Athens: ordinary citizens participating but not speaking in the Courts and the Assembly were unaccountable. I explore possible justifications of popular unaccountability, including arguments from democratic sovereignty and epistemic arguments, and stress the importance of a third strand: the identification of jurors and assemblymen with deservedly unaccountable, because comparatively weak and powerless, idiōtai (private citizens), whose political activity failed to (...) reach a level requiring intense scrutiny and control. Nonetheless, such a justification was always tenuous in light of the power jurors and assemblymen collectively wielded in the city. As I show through a reading of Aristophanes’s Wasps, it was always possible to destabilize the juror idiōtēs identity and replace it with a much more troubling image: the identification of the juror with the dangerously unaccountable tyrant. The hypothesis that perceptual mechanisms could have more representational and logical power than usually assumed is interesting and provocative, especially with regard to brain evolution. However, the importance of embodiment and grounding is exaggerated, and the implication that there is no highly abstract representation at all, and that human-like knowledge cannot be learned or represented without human bodies, is very doubtful. Ancient Greek elite theorists and ordinary democratic practitioners shared a distinctive account of the institutional features of democracy: democracy requires both institutions that empower ordinary citizens to decide matters and the widespread diffusion of agenda-setting powers. In the Politics, Aristotle makes agenda control central to his understanding of what it is to be kurios in the city, to his distinction between oligarchy and democracy, and to his analysis of the preconditions for democratic control of the polis. For democratic citizens, isēgoria (...) (the equal right to speak and make proposals in the assembly) was more than an expression of the democratic commitment to equality. It was also an institutional tool to resist oligarchic domination of the agenda. Institutionalizing isēgoria was part of the Athenian response to a crucial problem for democratic theory and practice: how to ensure that popular participation reliably translates into popular control. We often talk loosely of the “tyranny of the majority” as a threat to the workings of democracy. But, in ancient Greece, the analogy of demos and tyrant was no mere metaphor, nor a simple reflection of elite prejudice. Instead, it highlighted an important structural feature of Athenian democracy. Like the tyrant, the Athenian demos was an unaccountable political actor with the power to hold its subordinates to account. And like the tyrant, the demos could be dangerous to counsel since (...) the orator speaking before the assembled demos was accountable for the advice he gave. With Dangerous Counsel, Matthew Landauer analyzes the sometimes ferocious and unpredictable politics of accountability in ancient Greece and offers novel readings of ancient history, philosophy, rhetoric, and drama. In comparing the demos to a tyrant, thinkers such as Herodotus, Plato, Isocrates, and Aristophanes were attempting to work out a theory of the badness of unaccountable power; to understand the basic logic of accountability and why it is difficult to get right; and to explore the ways in which political discourse is profoundly shaped by institutions and power relationships. In the process they created strikingly portable theories of counsel and accountability that traveled across political regime types and remain relevant to our contemporary political dilemmas. Parrhesia, or frank speech, is usually understood as a practice intimately connected to Athenian democracy. This paper begins by analysing parrhesia in non-democratic regimes. Building on that analysis, I suggest that most accounts of parrhesia overlook the degree to which its practice at Athens implied a comparison of the demos to an unaccountable ruler -- a tyrant. As a practice, parrhesia was paradigmatically undertaken by speakers addressing an audience with the power to sanction them in the event that their advice (...) proved uncongenial. As such it could be useful in both democracies and autocracies, serving as a possible counterweight to flattering rhetoric. But in both regime types it was in essence a remedial virtue, necessitated by a basic structural feature common to both autocratic and Athenian democratic decision procedures: at the centre of both was an unaccountable decision maker able to hold its advisors to account. ABSTRACTIn Democracy and Political Ignorance, Ilya Somin argues that the supposed informational advantages of “foot voting”—exercising exit options and making market-based choices—over voting at the ballot box tell in favor of decentralizing and limiting government. But the evidence Somin offers for the superiority of “foot voting,” based on an analysis of the politics of the Jim Crow-era South, is unpersuasive and internally inconsistent. Second, even if Somin is correct that foot voters have greater incentives to acquire information than ballot-box voters (...) do, this would not in itself be a good reason to favor foot voting. For Somin shows little interest in considering why we might value democratic decision making. Thus, Somin's argument is unlikely to persuade anyone not already committed to the superiority of market-based solutions to social and political problems. (shrink)

The complex regulatory framework governing the U.S. health care system can be an obstacle to programming that address health-related social needs. In particular, health care fraud and abuse law is a pernicious barrier as health care organizations may minimize or forego programming altogether out of real and perceived concern for compliance. And because health care organizations have varying resources to navigate and resolve compliance concerns, as well as different levels of risk tolerance, fears related to the legal landscape may further (...) entrench inequities in access to meaningful programs that improve health outcomes. This article uses food and nutrition programming as a case study to explore the complexities presented by this area of law and to highlight pathways forward. (shrink)

The claim that language is shaped by the brain is weakened by lack of clear specification of what necessary and sufficient properties the brain actually imposes. To account for human intellectual superiority, it is proposed that language did require special brain evolution (Deacon 1997), but that what evolved was a merely quantitative change rather than a radically new invention.

Costa de Beauregard has criticized the notion of reversible computation, invented by Charles Bennett and expounded by this author. Costa de Beauregard states that my work includes fantastic claims. This is a rebuttal.

The article focuses on the overlooked volume of Henry Sumner Maine's corpus, the posthumously published International Law and uses it to respond to the general critical difficulty in establishing Maine's posture. Maine, of course, makes it difficult with the numerous contrapuntal moves of this book and others. For example, he strongly criticizes the predominant view of international law as an accretionary process of commentary by one theorist following another and yet he places tremendous value on Grotius, "whose works acted on (...) the spirit of belligerency like a charm," and other early international legal theorists. He sees his contemporary environment as marked by increasing militarization, even of militarization of society during time of peace, while he describes the relative humanity of the present over the distant past.Ultimately, Maine is a realist who focuses on late nineteenth-century manuals of war rather than the idealism of the Anglo-American peace movement, and recognizes the importance of Czar Alexander II over any of nineteenth-century international legal theorists. If J.W. Burrow has identified social evolution as providing Victorians an "intellectual resting-place" between theoretical clarity and social diversity, Maine's broad social evolution allows him to mediate between the moral amelioration in international life and the practical realities of that life. Computation is a physical process, inevitably utilizing physical degrees of freedom. Computation, therefore, is restricted by the laws of physics and also by the construction materials and operating environments available in our actual universe. These restrictions have been investigated for a quarter century. A discussion of this field is provided, too concise to be a review, but only intended as a guide to the literature. Physical law, in turn, consists of algorithms for information processing. Therefore, the ultimate form of physical (...) laws must be consistent with the restrictions on the physical executability of algorithms, which is in turn dependent on physical law. (shrink)

Ladyman, Presnell, and Short proposed a model of the implementation of logical operations by physical processes in order to clarify the exact statement of Landauer's Principle, and then offered a new proof of the latter based on the construction of a thermodynamic cycle, arguing that if Landauer's Principle were false it would be possible to harness a machine that violated it to produce a violation of the second law of thermodynamics. In a recent paper in this journal, John (...) Norton directly challenges the consistency of that proof. In the present paper we defend the proof given by Ladyman et al. against his critique. In particular, contrary to what Norton claims, we argue that the processes used in the proof cannot be used to construct a cycle that enacts erasure in a thermodynamically reversible way, and that he does not show that the processes used in the proof violate the Second Law of Thermodynamics. Realism about computation is the view that whether or not a particular physical system is performing a particular computation is at least sometimes a mindindependent feature of reality. The caveat ’at least sometimes’ is necessary here because a realist about computation need not believe that all instances of computation should be realistically construed. The computational theory of mind presupposes realism about computation. If whether or not the human nervous system implements particular computations is not a natural fact about the world (...) that is independent of whether we represent it as doing so, then the computational theory of mind fails to naturalise the mind. Realism about computation is also presupposed by attempts to use computational principles such as Landauer’s Principle to dispel Maxwell’s Demon. Realism about computation has been challenged by Hilary Putnam and John Searle among others. Various arguments have been put forward purporting to show that any physical system of sufficient complexity trivially implements all computations. Ladyman et al. offer a precisification and general proof Landauer’s Principle. In order to do this they present an analysis of what it is for a physical process to implement a logical transformation. In this paper, their analysis is explained and its implications for realism about computation and the use of Landauer’s Principle in foundational debates is assessed. (shrink)

Recently, indigenous struggles against ongoing colonial violence have become prominent in the context of growing environmental destruction and the ascendancy of the far right in the United States and parts of South America. This article suggests that European radical theory is not always equipped to provide normative frameworks of allyship with such struggles. Exploring the ‘messianic tone’ in European radical theory, and in particular the works of Jacques Derrida and Giorgio Agamben, the article argues that the analytical tendency to render (...) the subject entirely dissolute acts against indigenous demands for justice built around the latter’s sovereignty. In an effort to excavate a ‘European’ tradition that might enable relations of allyship between those in relatively privileged positions and indigenous peoples, the article foregrounds the life and thought of Gustav Landauer, a German, Jewish, anarchist revolutionary who lost his life during the 1919 German revolution. Landauer’s anarchism was suffused with his reading of his Jewishness, and as such, although he prefigures Derrida and Agamben in many ways, he ultimately refused to completely reject the sovereignty of the subject, providing a means by which to engage European political theory with indigenous struggles in the world today. Secondly, Buber means that Landauer’s politic choice to take part to the government of the Councils was a failure, because he had to come to compromises and give up his idea of transformation. Landauer's principle, often regarded as the basic principle of the thermodynamics of information processing, holds that any logically irreversible manipulation of information, such as the erasure of a bit or the merging of two computation paths, must be accompanied by a corresponding entropy increase in non-information-bearing degrees of freedom of the information-processing apparatus or its environment. Conversely, it is generally accepted that any logically reversible transformation of information can in principle be accomplished by an appropriate physical mechanism operating in (...) a thermodynamically reversible fashion. These notions have sometimes been criticized either as being false, or as being trivial and obvious, and therefore unhelpful for purposes such as explaining why Maxwell's Demon cannot violate the second law of thermodynamics. Here I attempt to refute some of the arguments against Landauer's principle, while arguing that although in a sense it is indeed a straightforward consequence or restatement of the Second Law, it still has considerable pedagogic and explanatory power, especially in the context of other influential ideas in nineteenth and twentieth century physics. Landauer’s principle is the loosely formulated notion that the erasure of n bits of information must always incur a cost of k ln n in thermodynamic entropy. It can be formulated as a precise result in statistical mechanics, but for a restricted class of erasure processes that use a thermodynamically irreversible phase space expansion, which is the real origin of the law’s entropy cost and whose necessity has not been demonstrated. General arguments that purport to establish the unconditional validity (...) of the law fail. They turn out to depend on the illicit formation of a canonical ensemble from memory devices holding random data. To exorcise Maxwell’s demon one must show that all candidate devices—the ordinary and the extraordinary—must fail to reverse the second law of thermodynamics. The theorizing surrounding Landauer’s principle is too fragile and too tied to a few specific examples to support such general exorcism. Charles Bennett’s recent extension of Landauer’s principle to the merging of computational paths fails for the same reasons as trouble the original principle. (shrink)

Landauer's Principle asserts that there is an unavoidable cost in thermodynamic entropy creation when data is erased. It is usually derived from incorrect assumptions, most notably, that erasure must compress the phase space of a memory device or that thermodynamic entropy arises from the probabilistic uncertainty of random data. Recent work seeks to prove Landauer’s Principle without using these assumptions. I show that the processes assumed in the proof, and in the thermodynamics of computation more generally, can be (...) combined to produce devices that both violate the second law and erase data without entropy cost, indicating an inconsistency in the theoretical system. Worse, the standard repertoire of processes selectively neglects thermal fluctuations. Concrete proposals for how we might measure dissipationlessly and expand single molecule gases reversibly are shown to be fatally disrupted by fluctuations. Reversible, isothermal processes on molecular scales are shown to be disrupted by fluctuations that can only be overcome by introducing entropy creating, dissipative processes. (shrink)

This paper makes a novel linkage between the multiple-computations theorem in philosophy of mind and Landauer’s principle in physics. The multiple-computations theorem implies that certain physical systems implement simultaneously more than one computation. Landauer’s principle implies that the physical implementation of “logically irreversible” functions is accompanied by minimal entropy increase. We show that the multiple-computations theorem is incompatible with, or at least challenges, the universal validity of Landauer’s principle. To this end we provide accounts of both ideas (...) in terms of low-level fundamental concepts in statistical mechanics, thus providing a deeper understanding of these ideas than their standard formulations given in the high-level terms of thermodynamics and cognitive science. Since Landauer’s principle is pivotal in the attempts to derive the universal validity of the second law of thermodynamics in statistical mechanics, our result entails that the multiple-computations theorem has crucial implications with respect to the second law. Finally, our analysis contributes to the understanding of notions, such as “logical irreversibility,” “entropy increase,” “implementing a computation,” in terms of fundamental physics, and to resolving open questions in the literature of both fields, such as: what could it possibly mean that a certain physical process implements a certain computation. The violent death of Landauer in May 1919 at the end of the Räterepublik of Munich left several of his best friends with a terrible feeling: a sense of tension between the unique hopes incarnated by Landauer and the spiritual and political void his passing left behind. This article is an attempt to capture the tragic shift from a living revolutionary who projected his unique anarchist views onto the failed Munich Revolution to the efforts of a group of (...) close friends who searched to save their dear Landauer from the infamy of failure, making of his months in Munich and his death an important amendment to his spiritual and political legacy. Then UK Labour Party leader Jeremy Corbyn’s attendance at a Passover Seder organised by the radical leftist group, Jewdas, in April 2018, led to a brief but vitriolic controversy involving Anglo-Jewish umbrella organisations concerning who qualifies to speak as a Jew. This article uses this controversy to engage with Judith Butler’s attempt to address this question, suggesting that in decentring Zionist claims to Jewish subjectivity she fails to take account of how different Jewish subjectivities are formed, and thus ends up (...) proposing a ‘good Jew/bad Jew’ binary that dissolves Jewishness into universal humanism. Drawing on the work of the German-Jewish mystical anarchist Gustav Landauer (1870–1919), the article proposes a different way of understanding subjectivity that retains ontological inherency as a plausible precondition for ethical solidarity. As such, the article’s argument has implications not merely for a reworked understanding of Jewish subjectivity but for the politics of subject formation more broadly. (shrink)

This article distinguishes two different senses of information-theoretic approaches to statistical mechanics that are often conflated in the literature: those relating to the thermodynamic cost of computational processes and those that offer an interpretation of statistical mechanics where the probabilities are treated as epistemic. This distinction is then investigated through Earman and Norton’s ([1999]) ‘sound’ and ‘profound’ dilemma for information-theoretic exorcisms of Maxwell’s demon. It is argued that Earman and Norton fail to countenance a ‘sound’ information-theoretic interpretation and this paper (...) describes how the latter inferential interpretations can escape the criticisms of Earman and Norton ([1999]) and Norton ([2005]) by adopting this ‘sound’ horn. This article considers a standard model of Maxwell’s demon to illustrate how one might adopt an information-theoretic approach to statistical mechanics without a reliance on Landauer’s principle, where the incompressibility of the probability distribution due to Liouville’s theorem is taken as the central feature of such an interpretation. In this second part of our two-part paper we review and analyse attempts since 1950 to use information theoretic notions to exorcise Maxwell’s Demon. We argue through a simple dilemma that these attempted exorcisms are ineffective, whether they follow Szilard in seeking a compensating entropy cost in information acquisition or Landauer in seeking that cost in memory erasure. In so far as the Demon is a thermodynamic system already governed by the Second Law, no further supposition about information and (...) entropy is needed to save the Second Law. In so far as the Demon fails to be such a system, no supposition about the entropy cost of information acquisition and processing can save the Second Law from the Demon. (shrink)

La tesis que se defenderá es que la “conservación revolucionaria” que caracteriza la propuesta política landaueriana tiene que enmarcarse en una concepción mística del tiempo histórico, basada en una recuperación del pasado como instrumento de emancipación política. Para esta finalidad se analizará, en un primer párrafo, el contenido utópico a la vez que restaurador de la noción landauerianana de revolución, y, en un (...) segundo apartado, la propuesta acerca de una nueva comunidad socialista. Finalmente, se concluirá que el “romanticismo revolucionario” que entraña la teoría política del autor, y sus continuas referencias a la vida social y política de la Edad Media, puede ser entendido sólo a la luz de un anarquismo mesiánico donde una forma sui generis de espiritualidad y la recuperación del pasado juegan un rol determinante para un auténtico proyecto revolucionario. At the end of the 19th century, violent attacks by so-called anarchists gave the anarchist movement an increased amount of publicity. In the meantime, the success of “scientific socialism” promoted rationality to the rank of a new political doctrine. This article analyses the joint criticism of violence and materialism in the discourse of Gustav Landauer (1870-1919). The German philosopher and revolutionary made an original contribution to anarchism in theorising its incompatibility with violent means of action. The purpose of this book is to trace the main developments in Greek philosophy during the period which runs from the death of Alexander the Great in 323 B.c. to the end of the Roman Republic. These three centuries, known to us as the Hellenistic Age, witnessed a vast expansion of Greek civilization eastwards, following Alexander's conquests; and later, Greek civilization penetrated deeply into the western Mediterranean world assisted by the political conquerors of Greece, the Romans. But philosophy throughout this (...) time remained a predominantly Greek activity. The most influential thinkers in the Hellenistic world were Stoics, Epicureans and Sceptics. This book gives a concise critical analysis of their ideas and their methods of thought. The last book in English to cover this ground was written sixty years ago. In the interval the subject has moved on, quite rapidly since the last war, but most of the best work is highly specialized. There is a clear need for a general appraisal of Hellenistic philosophy which can provide those who are not specialists with an up-to-date account of the subject. Hellenistic philosophy is often regarded as a dull product of second-rate thinkers who are unable to stand comparison with Plato and Aristotle. This book will help to remove such misconceptions and arouse wider interest in a field which is fascinating both historically and conceptually. (shrink)

The article focuses on the concept of the state in the works of the German sociologist M. Weber and his contemporary, the anarchist G. Landauer. Specifically, it is commonly thought that Weber has a unique interpretation of the state, its nature, and inalienable characteristics. This Weberian approach did not fit into any of the traditions that existed at that time in Germany (for example, represented by H. Kelsen, G. Jellinek, and O. von Gierke). However, the author of the article (...) tries to demonstrate that three main Weberian aspects of the state — 1) the monopoly on legitimate physical violence, 2) the relationship of domination, which is accompanied by a minimum desire to obey, and 3) the chance for the regular reproducibility of these relationships — are consonant with Landauer’s concept of the state. This discovered conceptual affinity allows one to look at Weber’s sociology from new angles, without being impacted by the personal beliefs of the German scientist, who very critically treated anarchism as a socio-political movement. In the final section of the paper, the author discusses the modern project of “anarchist sociology”, which also uses Weberian methodology. The paper argues that “anarchist sociology” might be a promising social science with ts unique vision of several key sociological topics, such as domination, power, or social inequality. (shrink)

Background: Increasing collaboration between industrialised and developing countries in human research studies has led to concerns regarding the potential exploitation of resource deprived countries. This study, commissioned by the former National Bioethics Advisory Commission of the United States, surveyed developing country researchers about their concerns and opinions regarding ethical review processes and the performance of developing country and US international review boards .Methods: Contact lists from four international organisations were used to identify and survey 670 health researchers in developing countries. A questionnaire with 169 questions explored issues of IRB review, informed consent, and recommendations.Results: The majority of the developing country researchers were middle aged males who were physicians and were employed by educational institutions, carrying out research on part time basis. Forty four percent of the respondents reported that their studies were not reviewed by a developing country IRB or Ministry of Health and one third of these studies were funded by the US. During the review process issues such as the need for local language consent forms and letters for approval, and confidentiality protection of participants were raised by US IRBs in significantly higher proportions than by host country IRBs.Conclusion: This survey indicates the need for the ethical review of collaborative research in both US and host countries. It also reflects a desire for focused capacity development in supporting ethical review of research. (shrink)
