In this paper we will discuss constraints on the number of (non-dummy) players and on the distribution of votes such that local monotonicity is satisfied for the Public Good Index. These results are compared to properties which are related to constraints on the redistribution of votes (such as implied by global monotonicity). The discussion shows that monotonicity is not a straightforward criterion of classification for power measures.

Monotonicity is commonly considered an essential requirement for power measures; violation of local monotonicity or related postulates supposedly disqualifies an index as a valid yardstick for measuring power. This paper questions if such claims are really warranted. In the light of features of real-world collective decision making such as coalition formation processes, ideological affinities, a priori unions, and strategic interaction, standard notions of monotonicity are too narrowly defined. A power measure should be able to indicate that power is non-monotonic in (...) a given dimension of players' resources if – given a decision environment and plausible assumptions about behaviour – itis non-monotonic. Anger, indignation, guilt, rumination, victim compensation, and perpetrator punishment are considered primary responses associated with justice sensitivity. However, injustice and high JS may predispose to further responses. We had N = 293 adults rate their JS, 17 potential responses toward 12 unjust scenarios from the victim’s, observer’s, beneficiary’s, and perpetrator’s perspectives, and several control variables. Unjust situations generally elicited many affective, cognitive, and behavioral responses. JS generally predisposed to strong affective responses toward injustice, including sadness, pity, disappointment, and helplessness. It (...) impaired trivialization, victim-blaming, or justification, which may otherwise help cope with injustice. It predisposed to conflict solutions and victim compensation. Particularly victim and beneficiary JS had stronger effects in unjust situations from the corresponding perspective. These findings add to a better understanding of the main and interaction effects of unjust situations from different perspectives and the JS facets, differences between the JS facets, as well as the links between JS and behavior and well-being. Examining the nature of Václav Havel's 'postmodernism,' we suggest that his use of this ambiguous label can be best understood if interpreted outside the conventional binary framework of modern/postmodern philosophy, which does not sufficiently answer to the lingering crisis of foundational certainty in political theory. In our view, the Czech playwright-turned-politician offers not merely a less confining sense of what it means to be 'postmodern,' but his commitment to moral political action also lends itself to overcoming some of the limitations (...) of contemporary postmodern theorizing by reentering the depreciated terrain of ontology. Specifically, we argue that an assessment of Havel's brand of postmodernism yields a rich interpretive harvest when read through ontological lenses. Indeed, Havel's theoretical posture serves as an instructive example of what political theorist Stephen K. White has called a 'felicitous weak ontology.'. (shrink)

Power indices are commonly required to assign at least as much power to a player endowed with some given voting weight as to any player of the same game with smaller weight. This local monotonicity and a related global property however are frequently and for good reasons violated when indices take account of a priori unions amongst subsets of players (reflecting, e.g., ideological proximity). This paper introduces adaptations of the conventional monotonicity notions that are suitable for voting games with an (...) exogenous coalition structure. A taxonomy of old and new monotonicity concepts is provided, and different coalitional versions of the Banzhaf and Shapley–Shubik power indices are compared accordingly. (shrink)

The rapid and dynamic nature of digital transformation challenges companies that wish to develop and deploy novel digital technologies. Like other actors faced with this transformation, companies need to find robust ways to ethically guide their innovations and business decisions. Digital ethics has recently featured in a plethora of both practical corporate guidelines and compilations of high-level principles, but there remains a gap concerning the development of sound ethical guidance in specific business contexts. As a multinational science and technology company (...) faced with a broad range of digital ventures and associated ethical challenges, Merck KGaA has laid the foundations for bridging this gap by developing a Code of Digital Ethics (CoDE) tailored for this context. Following a comprehensive analysis of existing digital ethics guidelines, we used a reconstructive social research approach to identify 20 relevant principles and derive a code designed as a multi-purpose tool. Versatility was prioritised by defining non-prescriptive guidelines that are open to different perspectives and thus well-suited for operationalisation for varied business purposes. We also chose a clear nested structure that highlights the relationships between five core and fifteen subsidiary principles as well as the different levels of reference—data and algorithmic systems—to which they apply. The CoDE will serve Merck KGaA and its new Digital Ethics Advisory Panel to guide ethical reflection, evaluation and decision-making across the full spectrum of digital developments encountered and undertaken by the company whilst also offering an opportunity to increase transparency for external partners, and thus trust. The world’s third largest producer of scientific research, Germany, is the origin of the research university and the independent, extra-university research institute. Its dual-pillar research policy differentiates these organizational forms functionally: universities specialize in advanced research-based teaching; institutes specialize intensely on research. Over the past decades this policy affected each sector differently: while universities suffered a lingering “legitimation crisis,” institutes enjoyed deepening “favored sponsorship”—financial and reputational advantages. Universities led the nation’s reestablishment of scientific prominence among the highly competitive European and (...) global science systems after WWII. But sectoral analysis of contributions to science, technology, engineering, mathematics, and medical and health journal publications finds that Germany’s small to medium-sized independent research institutes have made significant, growing contributions, particularly in publishing in higher impact journals proportionally more than their size. Simultaneously—despite dual-pillar policy implications—the university sector continues to be absolutely and relatively successful; not eclipsed by the institutes. Universities have consistently produced two-thirds of the nation’s publications in the highest quality journals since at least 1980 and have increased publications at a logarithmic rate; higher than the international mean. Indeed, they led Germany into the global mega-science style of production. Contrary to assumed benefits of functional differentiation, our results indicate that relative to their size, each sector has produced approximately similar publication records. While institutes have succeeded, the larger university sector, despite much less funding growth, has remained fundamental to German science production. Considering these findings, we discuss the future utility of the dual-pillar policy. (shrink)

This paper presents reports on discussions among an international group of science and technology studies scholars who convened at the US National Science Foundation to think about data sharing and open STS. The first report, which reflects discussions among members of the Society for Social Studies of Science, relates the potential benefits of data sharing and open science for STS. The second report, which reflects discussions among scholars from many professional STS societies, focuses on practical and conceptual issues related to (...) managing, storing, and curating STS data. The article develops a theoretical framework that is capable of integrating the biological foundations of emotions with their cultural and semantic formation.

These are the proceedings of the First International Conference on Compu- tional Logic (CL 2000) which was held at Imperial College in London from 24th to 28th July, 2000. The theme of the conference covered all aspects of the theory, implementation, and application of computational logic, where computational logic is to be understood broadly as the use of logic in computer science. The conference was collocated with the following events: { 6th International Conference on Rules and Objects in Databases (DOOD (...) 2000) { 10th International Workshop on Logic-based Program Synthesis and Tra- formation (LOPSTR 2000) { 10th International Conference on Inductive Logic Programming (ILP 2000). CL 2000 consisted of seven streams: { Program Development (LOPSTR 2000) { Logic Programming: Theory and Extensions { Constraints { Automated Deduction: Putting Theory into Practice { Knowledge Representation and Non-monotonic Reasoning { Database Systems (DOOD 2000) { Logic Programming: Implementations and Applications. The LOPSTR 2000 workshop constituted the program development stream and the DOOD 2000 conference constituted the database systems stream. Each stream had its own chair and program committee, which autonomously selected the papers in the area of the stream. Overall, 176 papers were submitted, of which 86 were selected to be presented at the conference and appear in these proceedings. The acceptance rate was uniform across the streams. In addition, LOPSTR 2000 accepted about 15 extended abstracts to be presented at the conference in the program development stream. (shrink)

Liver transplant allocation currently is based upon urgency, a sickest-first approach, and does not utilize capacity to benefit. While urgency can be described reasonably well with the MELD system, benefit encompasses multiple dimensions of patients’ well-being. Currently, the balance between both principles is ill-defined. This survey with 502 participants examines how urgency and benefit are weighted by different stakeholders. Liver transplant patients (...) favored the sickest-first allocation, although all other groups tended to favor benefit. Criteria of a successful transplantation were a minimum survival of at least 1 year and recovery of functional status to being ambulatory and capable of all self-care. An individual delisting decision was accepted when the 1-year survival probability would fall below 50%. Benefit was found to be a critical variable that may also trigger the willingness to donate organs. The strong interest of stakeholder for successful liver transplants is inadequately translated into current allocation rules. (shrink)

This article questions the popular assumption that the concept of civilization that entered public discourse in a grand way with Samuel P. Huntington’s sensational article on a ‘clash of civilizations’ refers to any meaningful historical formations that can be identified across time and space in plural manifestations, apparently withstanding collapse, disintegration and a final withering away. Contrasting Huntington’s rather stable universe with A. J. Toynbee’s and Eric Voegelin’s radically different perspectives on an open-ended dynamics of civilizational processes makes it possible (...) to recognize that the sequence of institutional cycles and the succession of universes of symbolic meaning that accompany them may be limited. Civilizations are not natural phenomena but human constructs and have therefore limited timelines. Toynbee and Voegelin were facing an end of the history of traditional civilizations and all their pseudo-morphed variations. They envisioned something new would emerge out of the wasteland of meaning without clearly knowing what it would be. The political economy of globalization has certainly accelerated the terminal conditions of traditional civilizations that Toynbee and Voegelin had anticipated long before this modern endgame began. The signs of decay and death are overwhelming while the quests for a new universe of meaning are still in their infancy. (shrink)

In the 1960s, a school formed in Heidelberg around Dieter Henrich that criticized—with reference to J. G. Fichte—the ‘reflection model’ of self-consciousness according to which self-consciousness consists in a representational relation between two mental states or the self-representation of a mental state. I present a new “Heidelberg perspective” of pre-reflective self-consciousness. According to this new approach, self-consciousness occurs in two varieties which regularly are not sufficiently distinguished: The first variety is egological self-consciousness that exists in connection with the use of (...) concepts. It consists in the consciousness of having an awareness of oneself as the Ego of a conscious state. The second variety is anonymous pre-reflective self-consciousness, which is awareness of consciousness but does not contain egological information. The pre-reflective self-consciousness does not exhibit a subject-object structure and thus cannot be appropriately determined as a representation, self-representation, or even acquaintance relation. Rather, anonymous self-consciousness is characterized by an indistinction of subject and object. However, pre-reflective self-consciousness is the basis of egological self-consciousness. (shrink)

G. Fichte und seine vielfältigen Kritiker, darunter Carl Schmitt. Durch die Art, wie der untersuchte Urteilstypus aus sich heraus Einheit und Kraft gewinnt und so kommunikativ zu wirken vermag, (...) ergibt sich ein neues Bild von Demokratie-Theorie: Das Politische ist wesentlich unvertretbar; die Urteilenden selber sinnen einander Einsatz an und rufen sich zur Entscheidung auf.
