The writings of the Frankfurt school, in particular of Horkheimer, Adorno, Marcuse, and Jurgen Habermas, caught the imagination of the radical movements of the 1960s and 1970s and became a key element in the Marxism of the New Left. Partly due to their rise to prominence during the political turmoil of the 1960s, the work of these critical theorists has been the subject of continuing controversy in both political and academic circles. In the aftermath of the Second World War the international institutional breakthroughs that occurred provided the momentum for decades of sustained economic growth and geopolitical stability sufficient for the transformation of the world economy, the shift from the cold war to a multipolar order, and the rise of new communication and network societies. However, what worked then does not work as well now, as gridlock freezes problem-solving capacity in global governance. The search for pathways through and beyond gridlock is a (...) hugely significant task – nationally and globally – if global governance is to be once again effective, responsive and fit for purpose. The article explores some of the theoretical and political issues which underpin the current conflict over the accountability of the global economic order. The article develops in five parts, starting with an initial section on the changing nature and form of globalization and ending with an account of how markets and business activities can be reframed. The focus is on the emergence of a number of cosmopolitan social standards which are embedded in human rights regimes and other international legal instruments. (...) The world is becoming deeply interconnected, whereby actions in one part of the world can have profound repercussions elsewhere. El autor propone una concepción cosmopolita del orden mundial que afirma el status moral irreducible de todas y cada una de las personas y, paralelamente, rechaza la (...) visión de los particularismos morales que derivan de la pertenencia a una comunidad determinada y que limitan y determinan el valor moral de los individuos y su capacidad para la libertad. Y nos recuerda que estos principios cosmopolitas cristalizaron en importantes avances jurídicos y políticos después de la Segunda Guerra Mundial. La respuesta al 11 de Septiembre podía haber seguido los pasos de estos logros fortaleciendo nuestras instituciones multilaterales y los acuerdos jurídicos internacionales. Pero la estrecha agenda de seguridad que se puso en marcha como “Guerra contra el Terror”, nos apartó aún más de estos logros frágiles y nos llevó hacia un mundo de divisiones y antagonismos adicionales. Cosmopolitanism is concerned to disclose the ethical, cultural and legal basis of political order in a world where political communities and states matter, but not only and exclusively. In circumstances where the trajectories of each and every country are tightly entwined, the partiality, one sidedness and limitedness of ‘reasons of state’ need to be recognized. While states are hugely important vehicles to aid the delivery of effective public recognition, equal liberty and social justice, they should not be thought of as (...) ontologically privileged. They can be judged by how far they deliver these public goods and how far they fail; for the history of states is marked, of course, not just by phases of bad leadership and corruption but also by the most brutal episodes. A cosmopolitanism relevant to our global age must take this as a starting point, and build an ethically sound and politically robust conception of the proper basis of political community, and of the relations among communities. We start from, and expand on, a basic insight in negative dialectic, namely, that our main concern should be with the absolute worst in political life. We then consider how this might have an impact on the way we understand the role and grounds of moral equality. Subsequently, we move on to explain the importance of decency in political morality. Finally, we take a closer look to basic data about global poverty and inequality and what these might tell us in (...) light of our analysis of the foundations of moral equality and its relationship to social cruelty. This article examines the impact of the growth of multilateral and transnational governance on sovereignty and the diffusion of political authority. It begins by exploring the legacy of World War II and the building of the UN system. The rise of intergovernmentalism and transnational governance arrangements is examined followed by an assessment of some of the leading changes in the postwar global politics landscape. These issues are explored in greater depth across two cases: security and the environment. One of the recurrent criticisms of the project of cosmopolitan democracy has been that it has not examined the political, economic and social agents that might have an interest in pursuing this programme. This criticism is addressed directly in this article. It shows that there are a variety of paths that, in their own right, could lead to more democratic global governance, and that there are a diversity of political, economic and social agents that have an interest in the pursuit (...) of these. Cosmopolitan democracy is an open-ended project that aims to increase the accountability, transparency and legitimacy of global governance, and the battery of agents and initiatives outlined highlight the direction and politics required to make it possible. To begin with, why do you often say that late capitalist systems can neither live with nor without the welfare state? Do you consider this to be their fundamental contradiction?OFFE: A short-hand defintion of a contradiciton is that it is a condition in which certain indispensable elements (...) of a social structure cannot be integrated because they are at odds with each other. Liberal thinkers of the eighteenth and nineteenth centuries were alert to the political costs and human cruelties involved in European colonialism, but they also thought that European expansion held out progressive possibilities. In Progress, Pluralism, and Politics David Williams examines the colonial and anti-colonial arguments of Adam Smith, Immanuel Kant, Jeremy Bentham, and L.T. Hobhouse. Williams locates their ambivalent attitude towards European conquest and colonial rule in a set of tensions between the impact of colonialism on European states, (...) the possibilities of progress in distant and diverse places, and the relationship between universalism and cultural pluralism. In so doing he reveals some of the central ambiguities that characterize the ways that liberal thought has dealt with the reality of an illiberal world. Of particular importance are appeals to various forms of universal history, attempts to mediate between the claims of identity and the reality of difference, and the different ways of thinking about the achievement of liberal goods in other places. In discussions of the foundations of statistical mechanics, it is widely held that the Gibbsian and Boltzmannian approaches are incompatible but empirically equivalent; the Gibbsian approach may be calculationally preferable but only the Boltzmannian approach is conceptually satisfactory. I argue against both assumptions. Gibbsian statistical mechanics is applicable to a wide variety of problems and systems, such as the calculation of transport coefficients and the statistical mechanics and thermodynamics of mesoscopic systems, in which the Boltzmannian approach is inapplicable. And (...) the supposed conceptual problems with the Gibbsian approach are either misconceived, or apply only to certain versions of the Gibbsian approach, or apply with equal force to both approaches. I conclude that Boltzmannian statistical mechanics is best seen as a special case of, and not an alternatve to, Gibbsian statistical mechanics. (shrink)

The basic question of ontology is “What exists?”. The basic question of metaontology is: are there objective answers to the basic question of ontology? Here ontological realists say yes, and ontological anti-realists say no. (Compare: The basic question of ethics is “What is right?”. The basic question of metaethics is: are there objective answers to the basic question of ethics? Here moral realists say yes, and moral anti-realists say no.) For example, the ontologist may ask: Do numbers exist? The Platonist (...) says yes, and the nominalist says no. The metaontologist may ask: is there an objective fact of the matter about whether numbers exist? The ontological realist says yes, and the ontological anti-realist says no. Likewise, the ontologist may ask: Given two distinct entities, when does a mereological sum of those entities exist? The universalist says always, while the nihilist says never. The metaontologist may ask: is there an objective fact of the matter about whether the mereological sum of two distinct entities exists? The ontological realist says yes, and the ontological anti-realist says no. Ontological realism is often traced to Quine (1948), who held that we can determine what exists by seeing which entities are endorsed by our best scientific theory of the world. In recent years, the practice of ontology has often presupposed an ever-stronger ontological realism, and strong versions of ontological realism have received explicit statements by Fine (this volume), Sider (2001; this volume), van Inwagen (1998; this volume), and others. This chapter outlines the main ideas of my book National responsibility and global justice. It begins with two widely held but conflicting intuitions about what global justice might mean on the one hand, and what it means to be a member of a national community on the other. The first intuition tells us that global inequalities of the magnitude that currently exist are radically unjust, while the second intuition tells us that inequalities are both unavoidable and fair once national (...) responsibility is allowed to operate. This conflict might be resolved either by adopting a cosmopolitan theory of justice (which leaves no room for national responsibility) or by adopting a ‘political’ theory of justice (which denies that questions of distributive justice can arise beyond the walls of the sovereign state). Since neither resolution is satisfactory, the chapter defends the idea of national responsibility and proposes a new theory of global justice, whose main elements are the protection of basic human rights worldwide, and fair terms of interaction between independent political communities.
