A new possible world semantics for deontic logic is proposed. Its intuitive basis is that prohibitive predicates (such as "wrong" and "prohibited") have the property of negativity, i.e. that what is worse than something wrong is itself wrong. The logic of prohibitive predicates is built on this property and on preference logic. Prescriptive predicates are defined in terms of prohibitive predicates, according to the wellknown formula "ought" = "wrong that not". In this preference-based deontic logic (PDL), those theorems that give (...) rise to the paradoxes of standard deontic logic (SDL) are not obtained. (E.g., O(p & q) → Op & Oq and Op → O(p v q)) are theorems of SDL but not of PDL.) The more plausible theorems of SDL, however, can be derived in PDL. (shrink)

Though the authors of this commentary have deep felt doubts about the fruitfulness of Björkman and Hansson’s analysis of bodily rights, they do not doubt their capacity to develop both creative and provocative thoughtsIt is always welcoming to be confronted with thoughts that, even though one wholeheartedly disagrees with them, have the effect of stimulating one’s own reflections on matters, which without such confrontations, would have been less distinct, less critical—and we would gladly admit, less polemical. Thus it is (...) thanks to Barbro Björkman and Sven Ove Hansson’s article, “Bodily rights and property rights”, that we have been able to set our present course into these murky waters. The issue they want to address is by no means of a kind that lends itself easily to theoretical speculation. This has, perhaps, as much to do with the inherent intricacy of the issue itself as with the controversy it has managed to arouse. The issue is: is it possible to have ownership over one’s own body—that is, is it appropriate to treat the body and its components as property? What are the implications of conceptualising the body and its parts in terms of property? Should one, as a general rule, be able to sell and buy human biological material? If so, who should be allowed to buy and sell it? Does the sale or donation of one’s own bodily parts imply a transfer of ownership rights to the buyer or receiver, or is it rather that ownership of human bodily parts can only be acquired after the material has been, say, manipulated in a laboratory?Contrary to Björkman and Hansson, who see “the primary normative issue” to be “what combination of rights a person should have to a particular item of biological material”, we believe that their decision to construe …. Recent studies on neural pathways in a broad spectrum of vertebrates suggest that, in addition to migration and an increase in the number of certain select neurons, a significant aspect of neural evolution is a “parcellation” (segregation-isolation) process that involves the loss of selected connections by the new aggregates. A similar process occurs during ontogenetic development. These findings suggest that in many neuronal systems axons do not invade unknown territories during evolutionary or ontogenetic development but follow in their ancestors' paths (...) to their ancestral targets; if the connection is later lost, it reflects the specialization of the circuitry.The pattern of interspecific variability suggests (1) that overlap of circuits is a more common feature in primitive (generalized) than in specialized brain organizations and (2) that most projections, such as the retinal, thalamotelencephalic, corticotectal, and tectal efferent ones, were bilateral in the primitive condition. Specialization of these systems in some vertebrate groups has involved the selective loss of connections, resulting in greater isolation of functions. The parcellation process may also play an important role in cell diversification.The parcellation process as described here is thought to be one of several underlying mechanisms of evolutionary and ontogenetic differentiation. One of the topics that often comes up in ethical discussions of deep brain stimulation (DBS) is the question of what impact DBS has, or might have, on the patient’s self. This is often understood as a question of whether DBS poses a “threat” to personal identity, which is typically understood as having to do with psychological and/or narrative continuity over time. In this article, we argue that the discussion of whether DBS is a “threat” to continuity over time is (...) too narrow. There are other questions concerning DBS and the self that are overlooked in discussions exclusively focusing on psychological and/or narrative continuity. For example, it is also important to investigate whether DBS might sometimes have a positive (e.g. a rehabilitating) effect on the patient’s self. To widen the discussion of DBS, so as to make it encompass a broader range of considerations that bear on DBS’s impact on the self, we identify six features of the commonly used concept of a person’s “true self”. We apply these six features to the relation between DBS and the self. And we end with a brief discussion of the role DBS might play in treating otherwise treatment-refractory anorexia nervosa. This further highlights the importance of discussing both continuity over time and the notion of the true self. (shrink)

In this paper, we engage in dialogue with Jonathan Pugh, Hannah Maslen, and Julian Savulescu about how to best interpret the potential impacts of deep brain stimulation on the self. We consider whether ordinary people’s convictions about the true self should be interpreted in essentialist or existentialist ways. Like Pugh et al., we argue that it is useful to understand the notion of the true self as having both essentialist and existentialist components. We also consider two ideas from existentialist philosophy (...) – Jean-Paul Sartre and Simone de Beauvoir’s ideas about “bad faith” and “ambiguity” – to argue that there can be value to patients in regarding themselves as having a certain amount of freedom to choose what aspects of themselves should be considered representative of their true selves. Lastly, we consider the case of an anorexia nervosa-patient who shifts between conflicting mind-sets. We argue that mind-sets in which it is easier for the patient and his or her family to share values can plausibly be considered to be more representative of the patient’s true self, if this promotes a well-functioning relationship between the patient and the family. However, we also argue that families are well-advised to give patients room to figure out what such shared values mean to them, since it can be alienating for patients if they feel that others try to impose values on them from the outside. This article is an attempt at a systematic account of decision making under greater uncertainty than what traditional, mathematically oriented decision theory can cope with. Four components of great uncertainty are distinguished: (1) the identity of the options is not well determined (uncertainty of demarcation) ; (2) the consequences of at least some option are unknown (uncertainty of consequences); (3) it is not clear whether information obtained from others, such as experts, can be relied on (uncertainty of reliance); and (4) (...) the values relevant for the decision are not determined with sufficient precision (uncertainty of values). Some possible strategy types are proposed for each of these components. Decisions related to environmental issues are used to illustrate the proposals. (shrink)

After a review of previous uses of the term “pseudotechnology”, a definition is proposed: “A pseudotechnology is an alleged technology that is irreparably dysfunctional for its intended purpose since it is based on construction principles that cannot be made to work”. The relationship between pseudotechnology and pseudoscience is discussed, and so is the relationship between pseudotechnology and the much weaker concept of technological malfunction. An explanation is offered of why pseudotechnology is much more seldom referred to than pseudoscience: dysfunctional technology (...) usually reveals itself when put to use, whereas dysfunctional science tends to be more difficult to disclose. These logical tools turned out to be applicable both to human beliefs and to the contents of databases. This is the first textbook in this new area. It contains both discursive chapters with a minimum of formalism and formal chapters in which proofs and proof methods are presented. In the first part of this paper, I clear the ground from frequent misconceptions of the relationship between fact and value by examining some uses of the adjective “natural” in ethical controversies. Such uses bear evidence to our “natural” tendency to regard nature as the source of ethical norms. I then try to account for the origins of this tendency by offering three related explanations, the most important of which is evolutionistic: if any behaviour that favours our equilibrium with the (...) environment is potentially adaptive, nothing can be more effective for this goal than developing an attitude toward the natural world that considers it as a dispenser of sacred norms that must be invariably respected. By referring to the Aristotelian notion of human flourishing illustrated in the first part of the paper, in the second I discuss as a case study some ethical problems raised by mini-chips implantable in our bodies. I conclude by defending their potential beneficial effects of such new technological instruments. (shrink)

Although it has often been claimed that all the information contained in second‐order probabilities can be contained in first‐order probabilities, no practical recipe for the elimination of second‐order probabilities without loss of information seems to have been presented. Here, such an elimination method is introduced for repeatable events. However, its application comes at the price of losses in cognitive realism. In spite of their technical eliminability, second‐order probabilities are useful because they can provide models of important features of the world (...) that are cognitively more plausible than those that can be obtained with single‐level probabilities. Clear-cut cases of decision-making under risk (known probabilities) are unusual in real life. The gambler’s decisions at the roulette table are as close as we can get to this type of decision-making. In contrast, decision-making under uncertainty (unknown probabilities) can be exemplified by a decision whether to enter a jungle that may contain unknown dangers. Life is usually more like an expedition into an unknown jungle than a visit to the casino. Nevertheless, it is common in decision-supporting disciplines to proceed (...) as if reasonably reliable probability estimates were available for all possible outcomes, i.e. as if the prevailing epistemic conditions were analogous to those of gambling at the roulette table. This mistake can be called the tuxedo fallacy. It is argued that traditional engineering practices such as safety factors and multiple safety barriers avoid this fallacy and that they therefore manage uncertainty better than probabilistic risk analysis (PRA). PRA is a useful tool, but it must be supplemented with other methods in order not to limit the analysis to dangers that can be assigned meaningful probability estimates. (shrink)

It is almost universally acknowledged that risks have to be weighed against benefits, but there are different ways to perform the weighing. In conventional risk analysis, collectivist risk-weighing is the standard. This means that an option is accepted if the sum of all individual benefits outweighs the sum of all individual risks. In practices originating in clinical medicine, such as ethical appraisals of clinical trials, individualist risk-weighing is the standard. This implies a much stricter criterion for risk acceptance, namely that (...) the risk to which each individual is exposed should be outweighed by benefits for that same individual. The different choices of risk-weighing methods in different policy areas seem to have emerged from traditional thought patterns and social relations, rather than from explicit deliberations on possible justifications for the alternative ways to weigh risks against benefits. It is not obvious how the prevalent differences in risk-weighing practices can be reconstructed in terms of consistent underlying principles of preventive health or social priority-setting. (shrink)

Sweden is probably one of the most secularized nations in the world. Therefore religious arguments tend to play a smaller role in the public bioethical debate than in most other countries. Issues such as abortion, stem-cell research, and therapeutic cloning have been far less controversial in Sweden than elsewhere. Instead, other issues have dominated recent bioethical debates in Sweden, in particular those concerning privacy and the control over biological information about individuals.

In standard Bayesian probability revision, the adoption of full beliefs (propositions with probability 1) is irreversible. Once an agent has full belief in a proposition, no subsequent revision can remove that belief. This is an unrealistic feature, and it also makes probability revision incompatible with belief change theory, which focuses on how the set of full beliefs is modified through both additions and retractions. This problem in probability theory can be solved in a model that (i) lets the codomain of (...) the probability function be a hyperreal-valued rather than the real-valued closed interval [0, 1], and (ii) identifies the full beliefs as the propositions whose probability is either 1 or infinitesimally smaller than 1. In this model, changes in the probability function will result in changes in the set of full beliefs (belief set), which constitutes a submodel that can be conceived as the “tip of the iceberg” within the larger model that also contains beliefs on lower levels of probability. The patterns of change in the set of full beliefs in this modified Bayesian model coincides with the corresponding pattern in a slightly modified version of AGM revision, which is commonly conceived as the gold standard of (dichotomous) belief change. The modification only concerns the marginal case of revision by an inconsistent input sentence. These results show that probability revision and dichotomous belief change can be unified in one and the same framework, or – if we so wish – that belief change theory can be subsumed under a modified version of probability revision that allows for iterated change and for the removal of full beliefs. This article investigates the properties of multistate top revision, a dichotomous model of belief revision that is based on an underlying model of probability revision. A proposition is included in the belief set if and only if its probability is either 1 or infinitesimally close to 1. Infinitesimal probabilities are used to keep track of propositions that are currently considered to have negligible probability, so that they are available if future information makes them more plausible. Multistate top revision satisfies a (...) slightly modified version of the set of basic and supplementary AGM postulates, except the inclusion and success postulates. This result shows that hyperreal probabilities can provide us with efficient tools for overcoming the well known difficulties in combining dichotomous and probabilistic models of belief change. The relatively new discipline of risk analysis promises to provide objective guidance in some of the most controversial issues in modern high‐technology societies. Four conditions are discussed that must be satisfied for this promise to be fulfilled. Since none of these conditions is satisfied, risk analysis does not keep its promise. In its attempts to reduce genuinely political issues to technocratic calculations, it neglects many of the factors that should influence decisions on risk acceptance. In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the (...) second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve. Healthcare depends increasingly on advanced medical technology. In addition, other forms of technology contribute to determine how our lives are influenced by disease and disability. The extent to which persons with impaired bodily functions are forced to live their lives differently than other people depends to a large part on a variety of technologies, from wheelchairs to computer interfaces, from hearing aids to garage doors. This wide-ranging influence of technology has important ethical aspects, but has seldom been discussed in bioethics, (...) the ethics of technology, or other branches of applied ethics. (shrink)

Analytical tools that give precision to the concept of "independence of syntax" are developed in the form of a series of substitutivity principles. These principles are applied in a study of the rôle of language in belief revision theory. It is shown that sets of sentences can be used in models of belief revision to convey more information than what is conveyed by the combined propositional contents of the respective sets. It is argued that it would be unwise to programmatically (...) restrain the use of sets of sentences to that of representing propositional contents. Instead, the expressive power of language should be used as fully as possible. Therefore, syntax-independence should not be seen as a criterion of adequacy for language-based models of information-processing, but rather as a property that emerges from some but not all the idealization processes through which such models are constructed. A representation theorem is obtained for contraction operators that are based on Levi's recent proposal that selection functions should be applied to the set of saturatable contractions, rather than to maximal subsets as in the AGM framework. Furthermore, it is shown that Levi's proposal to base the selection on a weakly monotonic measure of informational value guarantees the satisfaction of both of Gärdenfors' supplementary postulates for contraction. These results indicate that Levi has succeeded in constructing a well-behaved operation of contraction (...) that does not satisfy the postulate of recovery. (shrink)

Despite Vision Zero’s moral appeal and its expansion throughout the world, it has been criticized on different grounds. This chapter is based on an extensive literature search for criticism of Vision Zero, using the bibliographic databases Philosopher’s Index, Web of Science, Science Direct, Scopus, Google Scholar, PubMed, and Phil Papers, and by following the references in the collected documents. Even if the primary emphasis was on Vision Zero in road traffic, our search also included documents criticizing Vision Zero policies in (...) other safety areas, such as public health, the construction and mining industries, and workplaces in general. Based on the findings, we identify and systematically characterize and classify the major arguments that have been put forward against Vision Zero. The most important arguments against Vision Zero can be divided into three major categories: moral arguments, arguments concerning the rationality of Vision Zero, and arguments aimed at the practical implementation of the goals. We also assess the arguments. Of the 13 identified main arguments, 6 were found to be useful for a constructive discussion on safety improvements. (shrink)

Formal representations of values and norms are employed in several academic disciplines and specialties, such as economics, jurisprudence, decision theory and social choice theory. Sven Ove Hansson closely examines such foundational issues as the values of wholes and the values of their parts, the connections between values and norms, how values can be decision-guiding and the structure of normative codes with formal precision. Models of change in both preferences and norms are offered, as well as a method to (...) base the logic of norms on that of preferences. Hansson has developed a unified formal representation of values and norms that reflects both their static and their dynamic properties. This formalized treatment, carried out in terms of both informal value theory and precise logical detail, will contribute to the clarification of certain issues in the basic philosophical theory of values and norms. A model of coherentist belief contraction is constructed. The outcome of belief contraction is required to be one of the coherent subsets of the original belief set, and a set of plausible properties is proposed for this set of coherent subsets. The contraction operators obtained in this way are shown to coincide with well-known belief base operations. This connection between coherentist and "foundationalist" approaches to belief change has important implications for the philosophical interpretation of models of belief change.

Due to modern biochemistry and, in particular, recent developments in genomics, proteomics, and bioinformatics, human samples have become the most important raw materials for advancement in the health sciences. Such material has been at the center of fundamental biomedical research for a long time. What is new is its increased usefulness in research with direct clinical relevance, such as the development of drugs. Because of the larger commercial involvement in such research, this has also led to greater economic interests in (...) human biological material and in the information that can be extracted from it. Three of the bioethical issues recently discussed in Sweden appear to be particularly interesting also to an international audience. A new law allowing restrictive use of preimplantation genetic diagnosis /human leukocyte antigen () has been implemented, a new recommendation for the cessation of life-sustaining treatment has been issued, and the scope of individual responsibility for medical mistakes has been rather thoroughly discussed.

We introduce a constructive model of selective belief revision in which it is possible to accept only a part of the input information. A selective revision operator ο is defined by the equality K ο α = K * f(α), where * is an AGM revision operator and f a function, typically with the property ⊢ α → f(α). Axiomatic characterizations are provided for three variants of selective revision.

The AGM theory of belief contraction is extended tomultiple contraction, i.e. to contraction by a set of sentences rather than by a single sentence. There are two major variants: Inpackage contraction all the sentences must be removed from the belief set, whereas inchoice contraction it is sufficient that at least one of them is removed. Constructions of both types of multiple contraction are offered and axiomatically characterized. Neither package nor choice contraction can in general be reduced to contractions by single (...) sentences; in the finite case choice contraction allows for reduction. (shrink)

Som de första vetenskapliga tidskrifterna brukar man räkna den franska Journal des Sça- vants och den engelska Philosophical Transactions, som båda började ges ut år 1665. Redan under dessa tidskrifters första årtionden skaffade sig redaktörerna vanan att ta hjälp av experter inom olika områden med att granska manuskript. Detta system har sedan dess kommit att utvecklas och systematiseras, och kallas med en svåröversättlig engelsk term ”peer review”. Termen anger att manuskripten granskas av experter inom sitt specialområde. Dessa experter, som kallas (...) ”referees” (referenter) är författarens kolleger inom respektive specialitet, men behöver inte alls vara mer kunniga eller erfarna än författaren själv. Systemet med referentgranskning har ofta kritiserats, men ingen har funnit något bättre sätt att kvalitetsgranska vetenskapliga arbeten än att lämna ut granskningen till experter inom respektive område.
