This chapter addresses the distinction between private and public and the difference between ‘public’ and ‘official’. Drawing on a comparative analysis of Asian cities, it looks at the ways in which the local, the national and the global levels, which serve different, sometimes contrasting, interests, are negotiated and reconciled in the city. The chapter suggests that different forms of reconciliation have brought about an alternative ‘insitutionalisation’ of the public space. Such an institutionalisation is reflected in the access to, and dissemination (...) of, information—e.g., access to the media—and, above all, in the control over the common goods. The public sphere is used to voice discontent, leading to a new definition of the ‘common good’; that is, the inclusion, or non-exclusion, of large sections of the population which, though initially marginal, can become significant in shaping urban politics. Barsalou's theory of perceptual symbol systems is considered from a metacognitive perspective. Two examples are discussed in terms of the proposed perceptual symbol theory. First, recent results in research on feeling-of-knowing judgement are used to argue for a representation of familiarity with input cues. This representation should support implicit memory. Second, the ability of maintaining a theory of other people's beliefs (theory of mind) is considered and it is suggested that a purely simulation-based view is insufficient to explain the available (...) evidence. Both examples characterize areas where Barsalou's theory would benefit from additional detail. (shrink)

The existence of neural correlates of consciousness (NCC) is not enough for philosophical purposes. On the other hand, there's more to NCC than meets the sceptic's eye. (I) NCC are useful for a better understanding of conscious experience, for instance: (1) NCC are helpful to explain phenomenological features of consciousness – e.g., dreaming. (2) NCC can account for phenomenological opaque facts – e.g., the temporal structure of consciousness. (3) NCC reveal properties and functions of consciousness which cannot be elucidated either (...) by introspective phenomenology or by psychological experiments alone – e.g., vision. (II) There are crucial problems and shortcomings of NCC: (1) Correlation implies neither causation nor identity. (2) There are limitations of empirical access due to the problem of other minds and the problem of self-deception, and (3) due to the restrictions provided by inter- and intraindividual variations. (4) NCC cannot be catched by neuroscience alone because of the externalistic content of representations. Therefore, NCC are not sufficient for a naturalistic theory of mind, (5) nor are they necessary because of the possibility of multiple realization. (III) Nevertheless, NCC are relevant and important for the mind-body problem: (1) NCC reveal features that are necessary at least for behavioral manifestations of human consciousness. (2) But NCC are compatible with very different proposals for a solution of the mind-body problem. This seems to be both advantageous and detrimental. (3) NCC restrict nomological identity accounts. (4) The investigation of NCC can refute empirical arguments for interactionism as a case study of John Eccles' dualistic proposals will show. (5) The discoveries of NCC cannot establish a naturalistic theory of mind alone, for which, e.g., a principle of supervenience and a further condition – and therefore philosophical arguments – are required. The existence of quantum correlates of consciousness (QCC) is doubtful from a scientific perspective. But even if their existence were verified, philosophical problems would remain. On the other hand, there could be more to QCC than meets the sceptic's eye: • QCC might be useful or even necessary for a better understanding of conscious experience or quantum physics or both. The main reasons for this are: the measurement problem (the nature of observation, the mysterious collapse of the wave function, etc.), (...) ostensibly shared features of quantum phenomena and conscious phenomena (e.g., complementarity, nonspatiality, acausality, spontaneity, and holism) and connections (ontology, causation, and knowledge), the qualia problem (subjectivity, explanatory gap etc.). But there are many problems, especially questions regarding realism and the nature and role of conscious observers; • QCC are conceptually challenging, because there are definitory problems and some crucial ontological and epistemological shortcomings. It is instructive to compare them with recent proposals for understanding neural correlates of consciousness (NCC). QCC are not sufficient for a quantum theory of mind, nor might they be necessary except perhaps in a very broad sense; • QCC are also empirically challenging. Nevertheless, QCC could be relevant and important for the mindbody problem: QCC might reveal features that are necessary at least for behavioral manifestations of human consciousness. But QCC are compatible with very different proposals for a solution of the mind-body problem. This seems to be both advantageous and detrimental. QCC restrict accounts of nomological identity. The discovery of QCC cannot establish a naturalistic theory of mind alone. But there are also problems with QCC in the framework of other ontologies. (shrink)

The debate over environmental, health, and safety regulation has reached a new crescendo in the 104th Congress. So impassioned is the debate on occasion, and so high the feelings, that even the tools of regulatory analysis have become part of the combat.To some, the term cost-benefit analysis, for example, is virtually a swearword, a nefarious tool used by big business to undermine regulations aimed at benefiting the people at large. To others, it is the mechanism for achieving more effective regulation (...) at less cost.This new book on the subject of reforming regulation is aimed at increasing the light and turning down the heat. It consists of an introduction and nine chapters written by scientists, public policy analysts, and economists on various aspects of regulation and regulatory analysis.The book advances the latest knowledge and evidence on risk analysis, cost-benefit analysis, and related techniques for improving regulation--all based on experience and data accumulated over the quarter century since regulation in the areas of environment, health, and safety became a major player on the governmental stage. The strengths and limitations of those analytical tools are an important part of the portrait that is painted, but a common thesis is that, properly used, the tools can be helpful in getting better regulatory results. Shape and locomotion of tissue cells depend on the interaction of elements of the cytoskeleton, adhesion to the substrate and an intracellular hydrostatic pressure. The existence of this pressure becomes obvious from increase in cell volume on cessation of contractile forces and from observations with ultrasound acoustic microscopy. Wherever such an internal pressure is established, it is involved in generation of shape and driving force of cell locomotion. Therefore each hypothesis on cell shape and locomotion must consider this property of (...) a living cell. the term as used by sunstein seeks to bring together various traditions. however, there are significant differences between uses of the term in the cognitive and the social psychological research, and these differences are accompanied by very distinct evidential criteria. we suggest the term should refer to processes, which means that further evidence is required.

It is virtuous for individual and collective agents to be tolerant. However, toleration is difficult, both in practice and in conceptualization. Firstly, given that toleration can be understood in various ways (Walzer 1997, Forst 2007), it seems that to determine what is the proper conception of toleration would be controversially difficult. Here I shall suggest one particular conception of toleration is more suitable than others. This conception allows, as I shall explain, us to better understandthe difficulties of toleration. Thus, this (...) particular conception of toleration should lead us to see what is more adequate for dealing with the difficulties of toleration. To be more precise, I shall argue for a political conception of toleration, which different from the attitudinal conception of toleration as being indifferent, or the ethical conception of toleration as respect. There is the suggestion of toleration as recognition (Galeotti 2002). These alternative understandings of toleration do not provide better diagnoses of the difficulties of toleration. The political conception of toleration is intended to be grounded on some moral considerations, notpragmatic purpose. It is political in that it recognizes the fact that toleration is essentially practiced to deal with a power relationship among the parties of toleration. Where these is no such power relationship, as I shall argue, there is no issue of toleration. Secondly, this proposed conception of toleration is political in the sense that it shall not deal with differences coming from, to use John Rawls’s phrase, the fact of pluralism by adopting any comprehensive doctrine such as an ethics of respect or recognition. The latest volume in the Cambridge Histories of Philosophy series, The Cambridge History of Philosophy in the Nineteenth Century brings together twenty-nine leading experts in the field and covers the years 1790-1870. Their twenty-seven chapters provide a comprehensive survey of the period, organizing the material topically. After a brief editor's introduction, it begins with three chapters surveying the background of nineteenth century philosophy: followed by two on logic and mathematics, two on nature and natural science, five on mind and language, (...) including psychology, the human sciences and aesthetics, four on ethics, three on religion, seven on society, including chapters on the French Revolution, the decline of natural right, political economy, and social discontent, and three on history, dealing with historical method, speculative theories of history and the history of philosophy. The main response to the multiple crises besetting Western societis in the past decades has been the attempt of the academic and scientific as well as political circles to gain a sense of orientation—and of social cohesion—by two main modes of thinking: identity politics and evidence-based knowlegde. Regarding the latter, I argue that if scientific knowledge is reduced to facts, data and numbers, as the basis for political decisions without any alternatives, it would become a dogma propagating the truth—that is, (...) a new religion. Politicians will no longer have to struggle with other perspectives, once there is a consensus about following the line that “the numbers or the facts speak for themselves.” While many people would perhaps find in this new religion a guarantee of security in an insecure world, this sense would be illusionary. I argue that the role intellectuals should play in a spiritual crisis of this kind is paradoxically to cultivate a sense of more security by strengthening a culture of “insecureness” or docta ignorantia against the dogmas within science and religion. To create and encourage a new art of questioning and listening, and of learning to appreciate non-knowledge as the basis of coming together. This notion is found in the Greek and Christian as well as the Jewish tradition of European thought, and it continues in the works of modern thinkers such as Paul Ricoeur, Hermann Cohen, Martin Buber, Hartmut Rosa, and of philosophers who focus on the question of the ineffable. My aim is to present this quality of certainty within uncertainty by examples from different fields, including philosophy, art and psychotherapy, and to elaborate on the paradoxical question: does a troubled Geist need more trouble in order to help us find a sense of orientation through disorientation? Globalization arguably generated a governance gap that is being filled by transnational rule-making involving private actors among others. The democratic legitimacy of such new forms of governance beyond nation states is sometimes questioned. Apart from nation-centered democracies, such governance cannot build, for example, on representation and voting procedures to convey legitimacy to the generated rules. Instead, alternative elements of democracy such as deliberation and inclusion require discussion to assess new instruments of governance. The recently published standard ISO 26000 is an (...) interesting example of transnational governance. ISO 26000 was developed in a lengthy multiorganizational process for the purpose of giving guidance on the social responsibility of organizations. By assessing the specific case of ISO 26000, this study sheds light on the question of how legitimacy beyond nation-state democracy is ensured or constricted. Centering on the idea of deliberate democracy and democratic legitimacy, the study offers in-depth insights on the normative legitimacy of the development process of ISO 26000. Positioned on the interface of business studies and public policy, this article contributes to the academic literature on transnational governance and on the role of multistakeholder processes in shaping the role of business in society. In der Einleitung in den Schwerpunkt „Ethik der Globalisierung und kollektive Verantwortung“ machen wir uns für ein Verständnis von globaler Ethik als einer neuen Disziplin innerhalb der angewandten Ethik stark. Darin geht es wesentlich um Probleme, die sich aus der globalen Kooperation und Konkurrenz in wirtschaftlicher, politischer, sozialer und kultureller Hinsicht ergeben. Nach dieser Auffassung hat es globale Ethik grundsätzlich mit der Bestimmung globaler kollektiver Verantwortlichkeiten zu tun, da sich das Handeln individueller und kollektiver Akteure heute vor dem Hintergrund einer (...) globalisierten Struktur von Handlungspfaden, Anreizen und Regeln vollzieht. In allen Bereichsethiken der globalen Ethik ist daher die Frage, wie sich kollektive Verantwortung unstrukturierten Gruppen zuschreiben lässt, zentral geworden. Worin besteht die kollektive Verantwortung von Unternehmen und Konsument*innen für globale Ausbeutung, Weltarmut oder die Folgen der Klimawandels? Die Antworten der fünf in dieser Einleitung vorgestellten Beiträge greifen dazu in erhellender Weise auf die handlungstheoretischen Debatten zu kollektiver Verantwortung zurück. Es zeigt sich, dass das Verantwortungsprinzip durch seinen prospektiven, Kollektive in den Blick nehmenden, die moralische, politische und juridische Dimension verbindenden sowie auf Strukturen scharf stellenden Charakter besonders geeignet ist, diese Probleme zu behandeln. In their article ‘Consent-GPT: is it ethical to delegate procedural consent to conversational AI?’, Allen et al 1 explore the ethical complexities involved in handing over parts of the process of obtaining medical consent to conversational Artificial Intelligence (AI) systems, that is, AI-driven large language models (LLMs) trained to interact with patients to inform them about upcoming medical procedures and assist in the process of obtaining informed consent.1 They focus specifically on challenges related to accuracy (4–5), trust (5), privacy (5), (...) click-through consent (5) and responsibility (5–6), alongside some pragmatic considerations (6). While the authors competently navigate these critical issues and present several key perspectives, we posit that their discussion on trust in what they refer to as ‘Consent-GPT’ significantly underestimates one vital factor: the interpersonal aspect of trust. Information generally comes from less than fully reliable sources. Rationality, it seems, requires that one take source reliability into account when reasoning on the basis of such information. Recently, Bovens and Hartmann (2003) proposed an account of the conjunction fallacy based on this idea. They show that, when statements in conjunction fallacy scenarios are perceived as coming from such sources, probability theory prescribes that the “fallacy” be committed in certain situations. Here, the empirical validity of their model was assessed. The (...) model predicts that statements added to standard conjunction problems will change the incidence of the fallacy. It also predicts that statements from reliable sources should yield an increase in fallacy rates (relative to unreliable sources). Neither the former (Experiment 1) nor the latter prediction (Experiment 3) was confirmed, although Experiment 2 showed that people can derive source reliability estimates from the likelihood of statements in a manner consistent with the tested model. In line with the experimental results, model fits and sensitivity analyses also provided very little evidence in favor of the model. This suggests that Bovens and Hartmann’s present model fails to explain fully people’s judgements in standard conjunction fallacy tasks. (shrink)

Factorial surveys integrate elements of survey research and classical experiments. Using a large number of respondents in a controlled setting, FSs approximate complex and realistic judgment situations through so-called vignettes—that is, carefully designed descriptions of hypothetical people, social situations, or scenarios. Despite being rooted, and predominantly applied, in sociology, FSs are particularly promising for business and society scholars. Given the multiplicity, inherent complexity, and sometimes fuzziness of B&S research objects, conventional research methods inevitably reach their limits. This article, therefore, systematically (...) presents methodological and thematic opportunities for FS studies in B&S research. It is argued that FSs are well suited to dealing with the complex interplay of societal-, organizational-, and individual-level factors in B&S research and to studying the principles underlying human perceptions, attitudes, values, social norms, and behavior. The application of the FS method is illustrated based on a showcase example in the realm of socially responsible investments. As the literature on the conceptualization of FSs is limited, methodological challenges are addressed to guide B&S researchers past the common methodological pitfalls. (shrink)

Leurs auteurs: Carnap, Hahn, Neurath, Schlick l'ame du Cercle de Vienne, et Waismann plus proche de Wittgenstein, temoignent d'un courant philosophique constituant aujourd'hui la tradition analytique de source continentale a la fois empiriste et logique. Forme de maniere informelle a Vienne, au coeur de l'Europe, le Cercle reunissait des savants de differentes branches qui voulaient se donner une philosophie susceptible d' unifier leurs vues. Echo (...) aux reves d'unite de la science, cette philosophie en exprime aussi le renversement complet. Veritable Discours de la methode, mais d'esprit anti-cartesien, elle entend reconstruire la science de maniere a evincer la speculation metaphysique, le but etant qu'aucun enonce ne soit laisse a l'exterieur de cette grande architecture de symboles s'il etait pourvu de sens. La declaration de guerre contre la metaphysique est un geste de militance a une epoque riche en differents manifestes. Incomprehensible en dehors du contexte socio-politique viennois de ces annees, elle porte aussi un programme de reconstruction rationnelle qui, au dela du langage de la science, devait toucher tous les secteurs de la vie. Plus complexe qu'il n'y parait, ce programme contient, en reference a Wittgenstein, son prestigieux representant a cote d'Einstein et Russell, une mise en garde contre differentes formes d'irrationalismes, qui est d'actualite. The appeal to expert opinion is an argument form that uses the verdict of an expert to support a position or hypothesis. A previous scheme-based treatment of the argument form is formalized within a Bayesian network that is able to capture the critical aspects of the argument form, including the central considerations of the expert's expertise and trustworthiness. We propose this as an appropriate normative framework for the argument form, enabling the development and testing of quantitative predictions as to how (...) people evaluate this argument, suggesting that such an approach might be beneficial to argumentation research generally. We subsequently present two experiments as an example of the potential for future research in this vein, demonstrating that participants' quantitative ratings of the convincingness of a proposition that has been supported with an appeal to expert opinion were broadly consistent with the predictions of the Bayesian model.
