Resumen: El siguiente trabajo pretende analizar la categoría de “romanticismo político” desarrollada por el filósofo alemán Carl Schmitt, aplicando su acepción de “política romántica” al caso del poeta-político chileno Guillermo Matta Goyenechea. Por medio de términos tales como imaginación, lenguaje cósmico, progreso moral, democracia, entre otros, este poeta-político articuló su discurso social durante el periodo de 1853 a 1858, como elementos de disputa con el poder regente bajo la intención de reformar la sociedad chilena de su época.: The present work (...) had the purpose of defining the category of "political romanticism" developed by the German philosopher Carl Schmitt, applying its meaning of "romantic politics" to the case of the Chilean political poet Guillermo Matta Goyenechea. Through the terms stories such as imagination, cosmic language, moral progress, democracy, among others, this poet-politician articulated his social discourse during the period from 1853 to 1858, as elements of dispute with the ruling power under the intention of reforming the chilean society of his time. The aim of this paper is to identify, given certain democratic normative standards regarding deliberation, some pros as well as cons of possible online deliberation designs due to variations in two key design dimensions: namely, asynchronicity and anonymity. In particular, we consider one crucial aspect of deliberative argumentation: namely, its reciprocity, which puts interaction centre stage to capture the back-and-forth of reasons. More precisely, we focus on two essential features of the deliberative interaction: namely, its listening widely and listening carefully. (...) We conclude that one sort of online deliberation that combines the two design features of anonymity and asynchronicity is likely to better promote the reciprocity required for democratic deliberation than both natural and designed offline deliberations and online simulations of them. The Cybersyn project has lately received increased attention. In this article, we study the local technical antecedents of Stafford Beer's Cybersyn project in Chile, particularly regarding Cybernetics and Systems ideas and local computing and networking developments. We show that the Cybersyn project in Chile was hosted by a rich intellectual environment that understood Cybernetics and Systems ideas; that it found a mature computer community and infrastructure whose high point was the State Computing Enterprise EMCO/ECOM, and an advanced networking experience whose (...) flagship was the automation of the State Bank that involved a pioneering network of teleprocess. In summary, this paper attempts to unveil the deep historical background over which the globally unique cybernetic experiment called Cybersyn flourished. (shrink)

The paper gives a simple result on the existence of normal forms for the following equivalence relation between objects of a category: A∼B if and only if there are maps A→B and B→A , under the hypothesis that the category has epi-mono factorizations and each object has finitely many sub-objects and quotient-objects. Applications to algebra, logic, automata theory, databases are presented.

We review and discuss A. H. Louie’s book “More than Life Itself: A Reflexion on Formal Systems and Biology” from an interdisciplinary viewpoint, involving both biology and mathematics, taking into account new developments and related theories.

Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...) AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA. (shrink)

The zone of latent solutions hypothesis provides an alternative approach to explaining cultural patterns in primates and many other animals. According to the ZLS hypothesis, non-human great ape cultures consist largely or solely of latent solutions. The current competing hypothesis for ape culture argues instead that at least some of their behavioural or artefact forms are copied through specific social learning mechanisms and that their forms may depend on copying. In contrast, the ape ZLS hypothesis does not require these forms (...) to be copied. Instead, it suggests that several social learning mechanisms help determine the frequency of these behaviours and artefacts within connected individuals. The ZLS hypothesis thus suggests that increases and stabilisations of a particular behaviour’s or artefact’s frequency can derive from socially-mediated form reinnovations. Therefore, and while genes and ecology play important roles as well, according to the ape ZLS hypothesis, apes typically acquire the forms of their behaviours and artefacts individually, but are usually socially induced to do so. The ZLS approach is often criticized—perhaps also because it challenges the current null hypothesis, which instead assumes a requirement of form-copying social learning mechanisms to explain many ape behavioural forms. However, as the ZLS hypothesis is a new approach, with less accumulated literature compared to the current null hypothesis, some confusion is to be expected. Here, we clarify the ZLS approach—also in relation to other competing hypotheses—and address misconceptions and objections. We believe that these clarifications will provide researchers with a coherent theoretical approach and an experimental methodology to examine the necessity of form-copying variants of social learning in apes, humans and other species. Rationale, aims and objectives Given the increasing prevalence of cataract and demand for cataract extraction surgery, patients must often wait to undergo this procedure. We validated a previously developed priority scoring system in terms of clinical variables, pre-intervention health status, appropriateness of surgery and gain in visual acuity (VA) and health-related quality of life (HRQoL).Methods Explicit prioritization criteria for cataract extraction created by a variation of the Research and Development (RAND) and University of California Los Angeles appropriateness methodology were retrospectively (...) applied to a prospective cohort of 5257 patients on waiting lists to undergo cataract by phacoemulsification at 17 hospitals in Spain. Demographic data, clinical data and data related to surgical technique were collected by trained ophthalmologists. Patients were evaluated by their ophthalmologist before the intervention and 6 weeks afterward. They also completed, by mail, the Visual Function Index (VF-14) before the intervention and 3 months afterward.Results High-priority patients experienced greater improvement in VA and HRQoL than those classified as intermediate or low-priority (P < 0.0001), even after adjusting by VA and the VF-14 score at baseline. The time to intervention was the same for high-priority patients as it was for intermediate and low-priority patients.Conclusions The priority score we developed identified patients most likely to experience the greatest improvements from cataract extraction. Use of this tool could provide a fairer and more rational way to prioritize patients for cataract extraction. (shrink)

Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. Even though the link between perceived corporate social responsibility fit and corporate reputation has received much attention from scholars, this tradition has ignored that the underpinnings of this association vary depending on the particular characteristics of each industry under study. To delve into this matter, we investigate in the increasingly relevant context of controversial industries how PCSR-fit could enhance corporate reputation and which are the mediating mechanisms of this association. Our academic contribution is twofold. First, we find that controversial sectors (...) indeed can increase corporate reputation through CSR activities. However, we find that to achieve this goal, the nature of PCSR-fit should be different than what extant literature indicates, because companies in these settings should directly focus on avoiding or reducing their inherent controversial harm or impact. Second, we evidence that “CSR initiatives' legitimacy” and “situational skepticism” mediate the PCSR-fit and corporate reputation relationship in CIs. Therefore, we further unravel the underpinnings of this association to advance what we know on the matter and aid practitioners in this particular context. (shrink)

O presente texto traz uma análise do negacionismo a partir da junção da Análise Crítica do Discurso – de maneira mais específica aquela que institui o raciocínio dialético como metodologia (Fairclough, 2015; 2018) – em interface com a Linguística de Corpus, inspirado no trabalho de Magalhães (2004), em sua abordagem de palavras-chave (Williams, 1976), para análise de corpus de pequena dimensão (Sinclair, 2001). A partir desse aporte, buscamos analisar um corpus de textos midiáticos sobre negacionismo, como contribuição para averiguar as (...) relações lexicais que constroem uma argumentação e uma série de articulações que procuram sustentá-lo, bem como indicar os vieses com os quais ele se conecta numa tentativa fundante de desconstrução de saberes instituídos como o da ciência. Como resultado, percebemos a fragilidade do negacionismo, mas o perigo que representa ao sair do universo das ideias para o universo do comportamento, na forma de negação sem argumentação plausível ou com ela fragilizada e sem uma validação de propostas, gerando um ambiente insalubre para todos, especialmente para os próprios negacionistas. Este es un ensayo fotográfico que, ante el deterioro del fondo habitacional de Centro Habana, Cuba, se pretende construir un archivo tipológico de las decoraciones con azulejos o baldosas hidráulicas vidriadas, aún visibles en algunas edificaciones, mediante la fotografía documental, para preservar lo que alguna vez fuera parte de la vida cotidiana de residentes y transeúntes, y que ha sido reconocido por los especialistas como parte del patrimonio de la ciudad.

The EU proposal for the Artificial Intelligence Act (AIA) defines four risk categories: unacceptable, high, limited, and minimal. However, as these categories statically depend on broad fields of application of AI, the risk magnitude may be wrongly estimated, and the AIA may not be enforced effectively. This problem is particularly challenging when it comes to regulating general-purpose AI (GPAI), which has versatile and often unpredictable applications. Recent amendments to the compromise text, though introducing context-specific assessments, remain insufficient. To address this, (...) we propose applying the risk categories to specific AI scenarios, rather than solely to fields of application, using a risk assessment model that integrates the AIA with the risk approach arising from the Intergovernmental Panel on Climate Change (IPCC) and related literature. This model enables the estimation of the magnitude of AI risk by considering the interaction between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. The present article is framed within the biosemiotic glossary project as a way to address common terminology within biosemiotic research. The glossary integrates the view of the members of the biosemiotic community through a standard survey and a literature review. The concept of ‘semiotic threshold’ was first introduced by Umberto Eco, defining it as a boundary between semiotic and non-semiotic areas. We review here the concept of ‘semiotic threshold’, first describing its denotation within semiotics via an examination on the history (...) of the concept, its synonyms, antonyms, etymology, usage in other languages and context in which it is used. Then we present a general overview of the survey among researchers, analyzing the difference in responses for the concept of ‘lower semiotic threshold’ and related concepts. From the answers we also review the difference between the general usage of ‘semiotic threshold’ versus its specific use within biosemiotics, and attempt to make a general synthesis of the concept taking into account what we have learned from the survey and the literature review. The EU Artificial Intelligence Act (AIA) defines four risk categories for AI systems: unacceptable, high, limited, and minimal. However, it lacks a clear methodology for the assessment of these risks in concrete situations. Risks are broadly categorized based on the application areas of AI systems and ambiguous risk factors. This paper suggests a methodology for assessing AI risk magnitudes, focusing on the construction of real-world risk scenarios. To this scope, we propose to integrate the AIA with a framework developed by (...) the Intergovernmental Panel on Climate Change (IPCC) reports and related literature. This approach enables a nuanced analysis of AI risk by exploring the interplay between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. We further refine the proposed methodology by applying a proportionality test to balance the competing values involved in AI risk assessment. Finally, we present three uses of this approach under the AIA: to implement the Regulation, to assess the significance of risks, and to develop internal risk management systems for AI deployers. Dada la formación filosófica del poeta, se buscó en su obra una reflexión con respecto a las preguntas fundamentales al ser humano y que la filosofía ha intentado responder desde la antigüedad: qué idea del hombre, del mundo y de la existencia hay en su poesía, de tal forma que pudiera establecerse un puente entre la filosofía y la literatura; y derivada de esta última, pero igualmente importante, se (...) indagó por la reflexión estética que allí subyace, su concepción del arte, del artista y particularmente de la poesía. El objetivo de este artículo es presentar una reconstrucción de la teoría de los grupos dereferencia. La teoría, desarrollada por Robert K. Merton, ha sido largamente utilizada enlos más variados campos de las ciencias sociales, aunque con escasa o nula consideraciónmetateórica hasta ahora. La reconstrucción atenderá a la presentación que de la misma serecoge en sendos artículos de su libro Social Theory and Social Structure, de 1968, a saber:“Contributions to the theory of reference group behavior” y “Continuities in the theory (...) ofreference groups and social structure”. Para presentar esta reconstrucción me apoyaré en elinstrumental de la Metateoría Estructuralista. Después de una consideración informal de lateoría, serán presentados sus modelos potenciales, modelos, modelos potenciales parciales,sus aplicaciones intencionales y algunos comentarios acerca de la noción de “grupo de referencia”en lo que respeta su carácter relacional y disposicional. This volume serves as a reference on the field of cognitive semantics. It offers a systematic and original discussion of the issues at the core of the debate in semiotics and the cognitive sciences. It takes into account the problems of representation, the nature of mind, the structure of perception, beliefs associated with habits, social cognition, autism, intersubjectivity and subjectivity. The chapters in this volume present the foundation of semiotics as a theory of cognition, offer a semiotic model of cognitive (...) integration that combines Enactivism and the Extended Mind Theory, and investigate the role of imagination as the origin of perception. The author develops an account of beliefs that are associated with habits and meaning, grounded in Pragmatism, testing his Narrative Practice Semiotic Hypothesis on persons with autism spectrum disorders. He also integrates his ideas about the formation of the theory of mind with a theory of subjectivity, understood as self-consciousness which derives from semiotic cognitive abilities. On many currently live interpretations, quantum mechanics violates the classical supposition of value definiteness, according to which the properties of a given particle or system have precise values at all times. Here we consider whether either metaphysical supervaluationist or determinable-based approaches to metaphysical indeterminacy can accommodate quantum metaphysical indeterminacy (QMI). We start by discussing the standard theoretical indicator of QMI, and distinguishing three seemingly different sources of QMI (S1). We then show that previous arguments for the conclusion that metaphysical supervaluationism (...) cannot accommodate QMI, due to Darby 2010 and Skow 2010, are unsuccessful, in leaving open several supervaluationist responses. We go on to provide more comprehensive argumentation for the negative conclusion. Here, among other results, we establish that the problems for supervaluationism extend far beyond the concern that is the focus of Darby's and Skow's discussions (according to which a supervaluationist approach is incompatible with the orthodox interpretation, in light of the Kochen-Specker theorem) to also attach to common understandings of other interpretations on which there is QMI (S2). We then argue that a determinable-based account can successfully accommodate all three varieties of QMI (S3). We close by observing the positive mutual bearing of our results on the coherence and intelligibility of both quantum mechanics and metaphysical indeterminacy (S4). (shrink)

Studying the origin of semiosis is a task obscured by terminological and metaphysical issues which create an ambiguous set of definitions for biosemiotics when referring to the concept of emergence. The question is, how emergent can semiosis be? And what are the conditions for semiosis to be an emergent of a certain type? This paper will attempt to briefly deal with the general terminology of emergence from a philosophical point of view and will discuss the characterization of semiosis as an (...) emergent phenomenon based on the distinctions made by Bedau, Kim and Chalmers. Accordingly, we will consider the possibility of strong and weak emergence in an attempt to bring some clarity to what it means for something in biosemiotics to be an emergent and how the philosophical concepts play out when applied to biosemiotic research. In inquiring into the metaphysical status of semiosis, we change our semiotic theories to correspond to the assumptions contained in the elementary objects of our theories. This being the case, the way semiosis–the constitutive element that it is for semiotics–is taken to be with regards to its possible ontology, will conduct to different research objects for the long-term investigation of its origins and necessary conditions. Given two (positive) equivalence relations ∼ 1 , ∼ 2 on the set ω of natural numbers, we say that ∼ 1 is m-reducible to ∼ 2 if there exists a total recursive function h such that for every x, y ∈ ω, we have $x \sim_1 y \operatorname{iff} hx \sim_2 hy$ . We prove that the equivalence relation induced in ω by a positive precomplete numeration is complete with respect to this reducibility (and, moreover, a "uniformity property" holds). This (...) result allows us to state a classification theorem for positive equivalence relations (Theorem 2). We show that there exist nonisomorphic positive equivalence relations which are complete with respect to the above reducibility; in particular, we discuss the provable equivalence of a strong enough theory: this relation is complete with respect to reducibility but it does not correspond to a precomplete numeration. From this fact we deduce that an equivalence relation on ω can be strongly represented by a formula (see Definition 8) iff it is positive. At last, we interpret the situation from a topological point of view. Among other things, we generalize a result of Visser by showing that the topological space corresponding to a partition in e.i. sets is irreducible and we prove that the set of equivalence classes of true sentences is dense in the Lindenbaum algebra of the theory. This commentary draws upon the author's experience in bioethics and as a physician, ordained Rabbi, and certified Mohel (a Jewish professional qualified to perform infant male circumcisions (MC)). People's identity and adherence to a religious belief are frequently cited reasons for deciding whether to circumcise their male children. For Jewish and Muslim males, circumcision is considered essential. In this commentary, the author uses his medical, religious, and bioethical knowledge, expertise, and experience to address common arguments used in opposing nontherapeutic male (...) circumcision of minors. In these narratives, half of the parents agreed with circumcision, and half did not. The parents against circumcision cite human rights violations, security, privacy, and bodily integrity issues and refer to circumcision as genital mutilation, while those who agree argue that circumcision should be done for religious reasons to prevent health issues, promote hygiene and cleanness, avoid cancer, or for later sexual enjoyment. After evaluating the evidence, the author states that parents should be free to either consent or decline MC for a son. Though a reoccurring theme in these narratives was for mothers to leave the circumcision decision up to their male partners, the author concludes that women have considerable power regarding the decision. Those of us who have followed Fred Dretske's lead with regard to epistemic closure and its impact on skepticism have been half-wrong for the last four decades. But those who have opposed our Dretskean stance, contextualists in particular, have been just wrong. We have been half-right. Dretske rightly claimed that epistemic status is not closed under logical implication. Unlike the Dretskean cases, the new counterexamples to closure offered here render every form of contextualist pro-closure maneuvering useless. But there is a (...) way of going wrong under Dretske's lead. As the paper argues, Cartesian skepticism thrives on closure failure in a way that is yet to be acknowledged in the literature. The skeptic can make do with principles which are weaker than the familiar closure principles. But I will further claim that this is only a momentary reprieve for the skeptic. As it turns out, one of the weaker principles on which a skeptical modus tollens must rest can be shown false. (shrink)

Then, it provides a critical discussions of the main accounts of quantum indeterminacy.
