The particular dynamics of public health emergencies urge scientists and Ethics Committee (EC) members to change and adapt their operating procedures to function effectively. Despite having previous pandemic experiences, ethics committees were unprepared to adapt to COVID-19 pandemic challenges. This survey aims to learn and thoroughly discuss the most salient issues for ECs during the COVID-19 pandemic. The results indicate that the main problems faced by ECs were lack of/insufficient regulations, lack of data/experience/knowledge, sloppy review, poor research design, and poor (...) adaptation to quarantine measures. Coping with factors that threaten the autonomy and independence of ECs, the ethical dilemma regarding maximizing common good versus protecting the rights and well-being of study participants, comprehending the change in the context of vulnerable populations, and redefining the role of ECs to strengthen trust in science and vaccine confidence were outstanding issues. This article aims to develop a ground for freedom of speech that combines two justifications – democratic participation and autonomy. First, it is argued that consequentialist justifications, such as discovery of truth and personal development, are far from providing a strong justification for free speech due to their reliance on uncertain empirical validation. Second, it is claimed that a stronger and better ground for free speech can be constructed by articulating two non-consequentialist justifications for free speech – democratic participation and (...) autonomy. This articulation, which I call the double-grounded non-consequentialist justification for free speech, considers autonomy and democratic participation as complementary principles. In this sense, a double-grounded justification engages justification as autonomy and democratic participation in a dialogue in order to provide remedies for the specific weaknesses of these two positions. Philosophy & Social Criticism, Volume 48, Issue 4, Page 619-630, May 2022. This article deals with the question of how academic freedom can be conceptualized and justified. First, I analyze two conceptions of academic freedom: institutional autonomy and intellectual and professional autonomy. I claim that institutional autonomy is a limited way to conceptualize academic freedom because there is no guarantee that institutions always favor freedom of intellectuals. In line with this, I argue that academic freedom as intellectual and professional autonomy (...) should be the prior, if not the only, conception of academic freedom. Second, I examine critically different justifications of academic freedom that provide us with reasons to attach high protection to academic freedom as a particular right. I contend that the justification of the university as a realm of discovery of truth and independent knowledge production has to be complemented with the justifications of the university as a realm of democratic free debate and the autonomy of academics to speak freely. This is because, the discovery of truth argument alone does not require us to accept any moral principle other than skepticism about our own beliefs, which is not a strong ground for free speech on its own. Third, I argue that equal autonomy provides a good reason for academic freedom by emphasizing the rights of academics to speak in line with what they believe is true and only in this way can they contribute to the democratic debate in academia. This line of reasoning endorses the value of the search for truth and knowledge too since it is only possible for academics to perform the profession of search for truth when they are able to speak, write and research freely. In contemporary political philosophy the Enlightenment heritage has been interpreted in such a way that tradition has come to be (...) conceived as inevitably opposed to the ideals of Enlightenment, and that the extension of one as a major constitutive element in social and political affairs implies the retraction of the other. However, this paper attempts to conceive the problem of tradition in a more articulated context, suggesting that Gadamer's work offers a useful corrective both to Habermas's project and to the relativistic implications of Heidegger's early thought. By drawing on Gadamer's work, with particular emphasis upon his notion of the fusion of horizons, as well as on the work of thinkers such as Charles Taylor and Alasdair Maclntyre, this paper attempts to articulate a hermeneutical, dialogical interpretation of tradition, which suggests that Gadamer's thought acknowledges that living traditions are the site of ongoing debates, internal revisions, and critical turns, and that the notion of a closed horizon that is supposed to enclose a culture is an abstraction. The uneasy tension between ongoing disputes about Turkey's Europeanisation and an emphasis on cultural authenticity has characterised much of Turkish social and political thought over the last two centuries. This article explores conceptions of Europe, modernity and tradition contained in the writings of two twentieth-century Turkish writers, Ahmet Hamdi Tanpınar (1901–1962) and Peyami Safa (1899–1961) whose writings express an anxiety of cultural authenticity. Varieties of communitarian thinking, coupled with an emphasis on a ‘synthesis’ between past and future, tradition and modernity, (...) Turkey and Europe, had been invoked and advocated by many writers and scholars who sought to come to terms with the challenges surrounding Turkey's Europeanisation throughout the nineteenth and twentieth centuries. Tanpınar and Safa are widely considered to be among the most influential representatives of this deeply rooted communitarian tradition in modern Turkish social imaginary. By drawing on Tanpınar's and Safa's essays on politics, society, culture and the East–West distinction, this article demonstrates the radical divergences between their perspectives and draws out the political implications of their views of Europe, modernity and tradition. Although he appears to be one of the advocates of Turkey's Europeanisation and the idea of a civilisational synthesis, Safa's conservatism is based on a sketchy theory of radical particularity and cultural essentialism that reflects a repudiation of universalism and cosmopolitanism, and which shows a tendency bordering on a celebration of all collectivist self-assertions and struggles against liberal democracy. Tanpınar's communitarian vision, on the other hand, with its emphasis on ‘tradition’ and ‘continuity’, aims to reconcile the political ideals of European modernity with a restored cultural tradition. One of the primary purposes of this article is to fully work out the originality of Tanpınar's thought by highlighting the intimations of a distinctively hermeneutical dimension that figure prominently in his writings, and which have largely gone unnoticed. ABSTRACT The aim of this study was to investigate ethical problems caused by teachers accepting gifts in schools. The viewpoints of teachers, administrators, and parents who were involved in the process of gift giving at schools in Turkey were recorded. To facilitate a deeper investigation of ethical problems caused by gift culture in schools, qualitative research methods were used in the study. Data collected through interviews with the participants were analyzed using content analysis techniques largely based on inductive reasoning. Öz Bu çalışmada, küreselleşme olgusunun sanatla ilişkisi sorgulanmıştır. Küreselleşmenin, homojenleşme, kutuplaşma, hibritleşme gibi kültürel getirileri, sanata yeni bir kimlik kazandırmıştır. Çağdaş sanat olarak tanımlanan bu yeni kimlik, disiplinlerarası, çok kültürlülük özelliği taşıyan, zaman, mekan kavramından bağımsız, anlatım ve plastik dil açısından çok çeşitlilik içeren bir yapıya sahiptir. Sanat, ilk çağlardan beri insanların doğa karşısında güçlü olmalarını ve kendilerini ifade etmelerini sağlayan kültürel bir güçtür. The cultural connotations of globalization, such as homogenization, polarization, and hybridization, have given a new identity to art. This new identity, defined as contemporary art, has a multidisciplinary structure that is independent of time, space and diverse in terms of expression and plastic language. Art is a cultural power that has enabled people to be strong against nature and to express themselves since the earliest ages. According to the Communication Theorist McLuhan, the culturally determinant principle is concerned with the quality of the means in which it is transmitted (Eskinat.1998, s. 37). Digital technology and media are important determinants of contemporary art. Contemporary art has become independent of time and space by acquiring the speed with the development of communication, technologies. The artist himself has also come to the forefront as a conductor. Contemporary art with its various features takes part in life and forms a large part of the cultural dimension of globalization. Globalization occurs with a combination of economic, political and socio-cultural structures and the global use of new communication technologies (Erdoğan. 2013, s. 76). It is emphasized that modern art forms an integrated structure with the economic system. It is observed that the artist himself is an important part of the art production in this whole structure. Contemporary art, artists, curators, contemporary art fairs and biennials have been studied through the phenomenon of globalization. Purpose of the study is to provide evidence for the fact that contemporary art is an important dynamism of globalization. This article presents four analyses of an interaction between the middle-Bronze Age Pharaoh Nibmuarea and the Babylonian king Kadashman-Enlil as described in the Amarna letters (Moran [1992] The Amarna Letters, The Johns Hopkins Universiy Press, Baltimore, Maryland). Intent on denying the Pharaoh his daughter in marriage, the Babylonian king was faced with the choice of sending messengers who could (''dignitaries'') or could not identify (''non-dignitaries'') his missing sister in the Pharaoh's court. Intent on marrying the king's daughter, the Pharaoh was (...) faced with the choice of showing the sister or showing someone else. Based on the assumption of complete information (game 1), the analysis revealed a dominant-strategy equilibrium: Nibmuarea shows the sister and Kadashman-Enlil sends non-dignitaries. Based on the assumption of one-sided incomplete information (Pharaoh's misperception; game 2), the analysis revealed that the Pharaoh had a dominant strategy of showing the sister irrespective of whether the king is keen or reluctant to learn about his sister's fate. Based on the assumption of one-sided incomplete information (Kadashman-Enlil's misperception; game 3), the analysis revealed that if non-dignitaries are sent, the Pharaoh prefers showing someone other than his sister. Based on the assumption of two-sided incomplete information (game 4), the Pharaoh finds it more beneficial to present the sister irrespective of whether his intentions are genuine or feigned. With incomplete information, it is difficult to judge the other's intentions; the cost of being caught cheating by not showing the sister to knowledgeable messengers was quite high. These analyses highlight the strategic uncertainty that characterized this Bronze-Age interaction. (shrink)

Semiotics constitutes an untapped and interdisciplinary source of enrichment for the discipline of International Relations theory. We propose two visual metaphors to that effect to interpret the figure depicting the central claim of structural realism offered by late Kenneth Waltz who is one of the most disputed, read, and inspiring IR theorists. The figure is the tenor of both metaphors. The vehicles are two paintings by Mark Rothko, namely, “Green and Tangerine on Red” and the “Number 14.” The metaphors generate (...) innumerable meanings for the tenor and eliminate the criticism that SR is a static and an ahistorical theory. Thus, they benefit the Discipline characterised by academic cleavages on the meaning of theory, science, and production of knowledge. (shrink)

We focus on a key IR Theory article by Alexander Wendt (1992) and two Jackson Pollock paintings. Our aim is to identify meanings Pollock’s art communicates and reveals for Wendt (1992). It derives from an appeal to visual imagination and a desire for semiotic interpretation of Constructivist view of anarchy. The visual sign is an association such that there is Wendt’s theoretical claim on the one hand and an abstract painting on the other. We do not gaze at Wendt’s claim, (...) we read it. We do not read a painting, look at it. This remark does not imply a one-way relationship. We can argue that a specific painting comes to life in our mind where colored movements are inextricably mixed up when we read the constructivist claim. Both Pollock paintings selected for our sign-making effort confirm the dynamic character of Constructivism and reveal not only three but countlessly many anarchies in international relations. They foment our assessments of abrupt changes of intersubjectivity among states. Cyclicality of dripped paints provides an anchor to fix Wendt’s anarchy conceptualization in these structural-abstract paintings. As to Wendt’s concept of anarchy, it acts as a helper, as a standard, against which interpretations of Pollock’s artwork construct meanings. (shrink)

Siyasal sistemler, kitlelerin duyguları ile bilgilerini mobilize etmek, etkilemek ve yönlendirmek için çeşitli yol ve yöntemlere başvurur. Bunların belki de en etkilisi renk sembolizmidir. Zira renkler, hafızada kalıcı iz bırakan ve anlam zenginliği olan kültür sembolleridir. Bu sebeple bazen bir bayrakta, bazen bir afişte, bazen de bir sloganda siyasi bir araç olarak kullanılmaktadır. Hâl böyle olunca siyaset alanında gerçek niteliklerinden uzaklaşan renkler, simgesel anlam ve işlevler kazanmaktadır. Bu yolla siyasiler ile halk arasında hem hızlı bir iletişim hem de güçlü bir (...) dayanışma sağlanabilmektedir. Bu yüzden siyasiler, ideolojik söylemlerini güçlü kılmak adına deyim, özlü söz, vecize gibi dilin söz varlıklarından faydalanmaktadır. Söz konusu ifadelerde geçen renklerin (siyah, beyaz ve kırmızı vb.) siyasi ideoloji ve kavramların yerini tuttukları varsayılmaktadır. Buradan hareketle bu çalışmada, Sovyetlerden beri Rus siyasetinde gelişen sosyo-politik olaylarda sembol değer olarak kullanılan renkler analiz edilmiştir. Bu incelemede siyaset dilinde zikredilen ve aynı zamanda medya ve halkın diline yansıyan “renkli” ifadelere başvurulmuştur. Bu siyasi söylemlerin betimsel yöntemle tanımları yapılmış, renklerin taşıdıkları metaforik ile metonimik anlamları belirlenmiş ve kullanım alanları örneklerle gösterilmiştir. Böylelikle, Rus siyasetinde renklerin anlam, imaj ve fonksiyonları belirlenmeye çalışılmıştır. İnceleme neticesinde, beyazın geçtiğimiz asrın başında demokrasinin, düzenin ve meşrutiyetin simgesi; günümüzde ise hükümet karşıtı sergilenen yasadışı eylemlerin sembol ifadesi olduğu saptanmıştır. Sovyetler zamanında direnişin, isyanın, devrimin simgesi kızıl renk iken eski Sovyet coğrafyasında batı destekli gerçekleşen devrim hareketlerinde kızılın yerini turuncuya bıraktığı anlaşılmıştır. Çarlık rejimi yanlısı ve devrim karşıtı Ortodoks, muhafazakâr, milliyetçi örgütlerin temsil renginin ise siyah olduğu tespit edilmiştir. Çalışmanın sonunda ise araştırmadan elde edilen bilgi ve bulgular derlenerek kısaca değerlendirilmiştir. (shrink)

Galileo'nun öncülük ettiği bilimsel devrimde kilit rol oynayan bazı düşünceler Rönesans ile ortaya çıkmıştır. Medici ailesinin bilinçli çabaları sonucu yaşanan Antik Yunan'ın yeniden keşfi süreci, Michelangelo'nun çabalarıyla başlamış ve Galileo ile sürmüştür. Bu çalışmada hem Michelangelo'nun hem de Galileo'nun konularına Platonist bir tavırla yaklaştıklarını ve Medicilerin desteğinin tüm bu devrim boyunca yaşamsal olduğunu göstermeye çalıştım.
