Although many take non‐constructivistic interpretations to require the existence of all the elements of theories, this essay argues against that conclusion. In 1934 Charles W. Morris, then a young philosopher at the University of Chicago, visited Rudolf Carnap in Prague, where the latter was teaching on the science faculty of Charles University. Morris, a philosopher familiar with Peirce’s work and himself following the traditions of pragmatism, was impressed with the positivist program. Two years later he played an important role in Carnap’s move to a professorship at the University of Chicago. In the following year, 1937, Hermann in Paris published a slim (...) but eloquent book by Morris, Pragmatism, Logical Positivism, and Scientific Empiricism. Its thesis was that American pragmatism and European positivism were entirely complementary philosophical movements, and that the collaboration of the adherents of the two could lead to a new form of scientific empiricism more fruitful than either. The Historical Dictionary of Philosophy, the _Historisches Wörterbuch der Philosophie _, is distinguished by its particular presentation of philosophical terms, ideas and concepts. Rather than providing mere defintions or descriptive and analytical explanantions the _HWPh_ strictly applies the critical method of history of concepts developed by the eminent German scholar and philosopher Joachim Ritter. By means of precise and detailed references it documents the origin, first occurrence, the historical evolution and the changes of meaning of each concept, from Ancient Greek (...) to contemporary philosophy. For the reader this presentation is of unique value: it makes traceable the importance of terms and concepts at certain periods or for a particular philosopher, as well as its changes and development of meaning. The two volumes to which this is apreface consist of the Proceedings of the Second International Conference on History and Philosophy of Science. The Conference was organized by the Joint Commission of the International Union of History and Philosophy of Science (IUHPS) under the auspices of the IUHPS, the Italian Society for Logic and Philosophy of Science, and the Domus Galilaeana of Pisa, headed by Professor Vincenzo Cappelletti. Domus Galilaeana also served as the host institution, with some help from the (...) University of Pisa. The Conference took place in Pisa, Italy, on September 4-8, 1978. The editors of these two volumes of the Proceedings of the Pisa Conference acknowledge with gratitude the help by the different sponsoring organizations, and in the first place that by both Divisions of the IUHPS, which made the Conference possible. A special recognition is due to Professor Evandro Agazzi, President of the Italian Society for Logic and Philosophy of Science, who was co opted as an additional member of the Organizing Committee. This committee was otherwise identical with the Joint Commission, whose members were initially John Murdoch, John North, Arpad Szab6, Robert Butts, Jaakko Hintikka, and Vadim Sadovsky. Giving attention both to the history of modern science and to current work in the natural sciences, the importance of requiring that natural laws be treated as universal with respect to space and time is discussed critically. It is concluded that the view that such a requirement be taken as a definitional criterion characterizing laws of nature--or science itself--is not justified, and that the deductive advantages of universality can be preserved with local laws using scope limitations or sortal techniques.

Given the great historical distance between scientific explanation as Aristotle and Hempel saw it, I examine and appraise important similarities and differences between the two approaches, especially the inclination to take deduction itself as the very model of scientific knowledge. I argue that we have good reasons to reject this inclination.
