During the 1980s many communities turned to grassroots activities to promote economic development, rather than relying on industrial recruitment strategies. We evaluate the characteristics of these projects, their benefits and costs, and obstacles they face in the development process. The data are drawn from a survey of more than one hundred communities in the United States. Self-development efforts do not appear to replace traditional rural economic development activities, but may complement them. Self-development activities produce a wide variety of jobs that (...) are taken primarily by local residents. The cost and availability of credit are major obstacles for self-development projects. Although self-development strategies should not be considered the primary economic development strategy for most rural communities, they do enable communities to build a more viable local economy. A farming systems approach to development has meant many things over the past 15 years, depending on its institutional and ecological setting, its target populations, and the goals motivating its implementation. Despite the diversity of approaches, and the sometimes rancorous discussion over which was best and why, the approach is now recognized in many places as the only one that can identify and respond to the needs of limited resource farm families, especially those in marginal ecosystems. Involving an iterative process (...) of diagnosis, design, testing and extension, the farming system approach to date has done more to change research objectives at national and international institutions than to change actual farmer practices. By legitimizing what limited resource farmers do and why they do it, a farming systems approach lends itself to policy analysis as well. Recent research in farming systems suggests greater attention should be payed to exogenous variables, including policy and infrastructure, as well as to development of technology that really responds to the felt needs of limited resource farmers in improving their level of living. In the Sustainable Agriculture and Natural Resource Management Collaborative Research Support Program, gender made a difference in terms of access and control over key resources – financial, human, natural, and social capital – critical for project success. Efforts to build social capital among women proved critical in developing both collective and households strategies for sustainability. The sites differed greatly in both landscape and lifescape. Policies are set by governments in an attempt to bring about desired ends within a society. These ends are often vaguely put and phrased in terms of values. Agrarianism, as a value, has been used to justify current farm policy. Yet, that policy has also been used as a mechanism to solve a variety of problems for the United States: those of the rural sector, farmers themselves, and even the land upon which they farm. This paper tries to separate the (...) problems that are part of the farm crisis and to show how policies designed to solve one of the problems for one set of actors, and frequently defended in the name of agrarianism, may actually exacerbate the problems for other actors. An overarching value, however, that may further inhibit problem solution and lead us further into an expensive and ineffectual farm program is the basic value that planning is somehow bad. Agrarianism and the value of spontaneity underlie some of the current decision-making or lack thereof in the farm program. (shrink)

This paper looks at the languages of empowerment and control as they are expressed by authors writing about “indigenous knowledge.” We performed a content analysis on CIKARD News, a newsletter dealing with the concept of indigenous knowledge. This concept has become increasingly prominent in the discourse of alternative development, addressing issues of ecological sustainability and the empowerment of the rural poor. However, mediated by institutions that perpetuate global and local power asymmetries, the empowering potential of indigenous knowledge may be bypassed. (...) Instead, officials, researchers, and practitioners may utilize this knowledge for their own perceived ends, however good their intentions. In addition, there is already evidence that an indigenous knowledge approach is seen by major agencies as beneficial for integrating poorer populations into the global economy. Our analysis suggests that tensions persist among and within the writings of these authors between the desire to empower and the tendency for development to control rural populations. (shrink)

Contentanalyses of two mid-western farm magazines fromthe 1940s to 1990s trace the socialconstruction of pesticide advertisements overtime, illuminating changing images ofpesticides in farm magazine advertisements inresponse to changes in the socio-culturalsetting. We demonstrate that social capital is associated with positive food security outcomes, using survey data from 378 households in rural Uganda. We measured food security with the Household Food Insecurity Access Scale. For social capital, we measured cognitive and structural indicators, with principal components analysis used to identify key factors of the concept for logistic regression analysis. Households with bridging and linking social capital, characterized by membership in groups, access to information from external institutions, and observance of norms in groups, (...) tended to be more food secure. Households with cognitive social capital, characterized by observance of generalized norms and mutual trust, were also more food secure than others. However, we established that social capital is, by itself, insufficient. It needs to be complemented with human capital enhancement. We recommend that development interventions which focus on strengthening community associations and networks to enhance food security should support activities which enhance cognitive social capital and human capital skills. Such activities include mutual goal setting, trust building and clear communication among actors. Education efforts for community members, both formal and non-formal, should also be supported such that they potentially strengthen social capital to improve food security in rural Uganda. (shrink)

It is important to understandfactors that influence management decisionsthat determine the level of diversificationwithin cropping systems. Because of the widevariety of cropping systems within a region,our study focused on a single county in northwestern Minnesota. This county wasselected because it is in an area where farmerswere reevaluating their cropping practicesduring the 1990s in response to severe plantdisease outbreaks and economic stresses. Asurvey and follow-up interviews of representative farmers in Marshall Countyshowed that they were approaching theircropping systems management decisions underthese conditions (...) through a dominant conceptualframework and two secondaryconceptual frameworks, which we termed “mental causalmodels.” The study illustrates the ways farmersdefine and make decisions affecting theircropping systems diversity under conditions ofagronomic and economic adversity. It alsochallenges agricultural professionals to expandtheir thinking about educational strategiesthat are sensitive to the varied perspectivesof farmers beyond just the scientific mentalcausal model. Cacao cultivation is one of the most important livelihoods for rural households in Colombia, where it is promoted as a substitute for the illegal cultivation of coca. To strengthen Colombian cacao farming, it is important to understand the livelihood strategies associated with cacao cultivation and the impact of these different strategies on the well-being of Colombian rural households. We analyzed the impact of cacao cultivation on the livelihood strategies and well-being of rural households in western Colombia. Research with 92 rural (...) cacao-growing households produced a typology of household livelihood strategies derived from their approach to cacao production. Indicators of each household capital and level of well-being were identified for each type of households. Correlations between the capitals and the capitals of greater importance in shaping the well-being of rural households were analyzed. Three types of rural households were identified: Cacao Farmers, Diversified Farmers with Cacao, and New Cacao Farmers. Cacao farmers have the highest capitals endowments and level of well-being, followed by Diversified Farmers with Cacao, and New Cacao Farmers. The conditions of cacao cultivation in rural households result in differentiated access to resources from capitals; households with better development of the crop have consolidated greater well-being where human capital has been its major driving factor. Success of the cacao crop and its relationship with well-being of rural households depends on the convergence of different capital resources. Thus, institutional efforts to strengthen the cacao sector in Colombia must go beyond investment to establish new hectares and consider aspects such as: Strengthening the skills and knowledge of producers to improve crop management practices, Promoting the participation of household members in associations, Stimulating sensitivity to the rooting and sustainable management of the crop, and Promoting processes of technification and adaptation of the infrastructure of fermenters and dryers, which will make it possible to guarantee an adequate quality of the cacao bean. This paper explores one organisation’s journey into non-financial reporting, initially motivated by a crisis in public confidence that threatened the organisation’s legitimacy to the present with the organisation embracing integrated reporting. The organisation’s journey is framed through a legitimation lens and is illustrated by aligning internal reflections with external outputs guided by predominant paradigms of good practice, such as the GRI guidelines and more recently integrated reporting 〈IR〉. We find that the organisation’s relationship with external guidelines has evolved from pragmatic (...) adoption as a means of seeking external legitimation to the present position where those that prepare external reports are informed by the organisation’s strategic positioning and not constrained by the promulgation of voluntary guidelines. From the case study, we suggest that the International Integrated Reporting Council may face two hurdles: First, organisations may define social norms based on a broader definition of stakeholders than the definition currently published by the IIRC. The second hurdle is to convince report preparers that adopting integrated reporting 〈IR〉 will positively impact on capital flows. (shrink)

British equality law protections for sex and gender reassignment have grown fraught as activists tussle over legal and social categories of gender, gender transitioning, and sex. This article considers the future of gender-related equality protections in relation to ‘decertification’—an imagined reform that would detach sex and gender from legal personhood. One criticism of decertification is that de-formalising gender membership would undermine equality law protections. This article explores how gender-based equality law could operate in conditions of decertification, drawing on legal thoughtways (...) developed for two other protected characteristics in equality law—religion and belief, and disability—to explore the legal responses and imaginaries that these two grounds make available. Religious equality law focuses on beliefs, communities, and practices, deemed to be stable, multivarious, and subject to deep personal commitment. Disability equality law focuses on embodied disadvantage, approached as social, relational, and fluctuating. While these two equality frameworks have considerable limitations, they offer legal thoughtways for gender oriented to both its hierarchies and its expression, including as disavowal. (shrink)

This article considers what the implications of decertification would be for single-sex services such as domestic and sexual violence support. Some reform options attached to decertification could (re)allocate authority away from the state to organisations or individuals to determine gender criteria. What would the consequences of such re-allocation be in determining eligibility to receive or access services or excluding people on the basis of a characteristic protected under equality law? Engaging with this in the context of domestic and sexual violence (...) support service provision raises a number of questions. Firstly, does the existence of gender-based violence and/or of the effects it produces require a stable category in order to address them? What benefits may emerge from providing single-sex spaces that could not be replicated in other settings? And finally, what criteria of exclusion and inclusion are currently used to determine access to spaces beyond legal gender status? (shrink)

Powerful ultrastructural tools are providing new insights into neuronal circuits, revealing a wealth of anatomically‐defined synaptic connections. These wiring diagrams are incomplete, however, because functional connectivity is actively shaped by neuromodulators that modify neuronal dynamics, excitability, and synaptic function. Studies of defined neural circuits in crustaceans, C. elegans, Drosophila, and the vertebrate retina have revealed the ability of modulators and sensory context to reconfigure information processing by changing the composition and activity of functional circuits. This conception of comparative philosophy of education is first located in the postcolonial context that demands sensitivity to the ongoing dangers of orientalism. Each of these four identified aspects of comparative philosophy of education is illustrated with reference to the comparative work of a prominent contemporary Chinese philosopher, Zehou Li (李泽厚). Learning in intelligent systems is a result of direct or indirect interaction with the environment. Humans can learn by way of different states of (inter-)action such as the execution or the imagery of an action, but their unique potential to induce brain-related as well as mind-related changes in the motor action system is still being debated. The systematic repetition of different states of action (e.g., execution and imagery in terms of physical and mental practice) and their contribution to the learning (...) of complex motor actions has traditionally been approached by way of performance improvements. More recently, approaches highlighting the role of action representation in the learning of complex motor actions have evolved. In the present perspective paper, we build on brain-related findings and sketch recent research on learning by way of imagery and execution from a hierarchical, perceptual-cognitive approach to the motor action system. These findings provide valuable insights into the learning of intelligent systems from a perceptual-cognitive, representation-based perspective and as such add to our current understanding of action representation in memory and its changes with practice. Future research should build bridges between approaches in order to more thoroughly understand functional changes throughout the learning process, and to jointly contribute to developing intelligent cognitive systems and their application in robotics, rehabilitation, or sports. The reign of paper files would seem to be over once files are reduced to the status of icons on computer screens, but Vismann's book, which examines the impact of the file on Western institutions throughout history, shows how the creation of order in medieval and early modern administrations makes its returns in computer architecture.

The goal of the article is to offer a framework against which relations between gesture and sign can be systematically explored beyond the current literature. It does so by a) reconstructing the history of the discussion in the field of gesture studies, focusing on three leading positions (Kendon, McNeill, Goldin-Meadow); and b) by formulating a position to illustrate how this can be achieved. The paper concludes by emphasizing the need for systematic cross-linguistic research on multimodal use of language in its (...) signed and spoken forms. (shrink)

In Switzerland, research with identifiable human tissue samples, and/or its accompanying data, must be approved by a research ethics committee before it can be allowed to take place. However, as the demand for such tissue has rapidly increased in recent years, and biobanks have been created to meet these needs, committees have had to deal with a growing number of such demands. Detailed instructions for evaluating every kind of tissue request are scarce. Committees charged with evaluating research protocols therefore sometimes (...) face uncertainty in their decision-making. We examine how a pool of Swiss REC members deal with a number of cases involving human tissue, in order to determine the standards they adhere to, and their understanding and implementation of existing laws and guidelines. There is considerable divergence in the approaches and decisions of Swiss REC members regarding human tissue sample requests, particularly concerning the issue of informed consent. Despite recent trends towards less strict consent requirements for biosample research, many of our respondents continue to employ demanding standards for researchers. The question of informed consent, and the circumstances in which it is required, continues to result in differences of opinion. While room for local and cultural interpretation is essential to the workings of an REC, misunderstanding of existing guidelines, or an absence of regulation in sensitive areas, will only lead to suboptimal functioning of the REC itself. Our data suggests that there is uncertainty and disagreement on the question of consent for human tissue sample, which existing laws and guidelines may not fully clarify. Methods to address these uncertainties should be implemented in order to ensure efficient and harmonious review of research protocols. (shrink)

In recent debates about inequality, many have pointed to the predominant position of the finance. This article highlights that structural power, not lobbying resources, are key to explaining variations across countries. It examines finance-government negotiations over national bank rescue schemes during the recent financial crisis. Given the structural power of finance, the variation in bank bailouts across countries cannot be explained by lobbying differences. Instead of observing organized interest intermediation, we can see that disorganization was crucial for the financial industry (...) to get off the hook and let the government carry the burden of stabilizing the economy. Put differently, structural power is strongest when finance remains collectively inactive. In contrast to traditional accounts of the lobbying influence of finance, the comparison highlights that the lack of organization can have crucial redistributive consequences. (shrink)

Der Band plädiert für eine Resymmetrisierung des Sprachlichen und des Bildlichen für das Verständnis der Gegenwartsgesellschaft. Bildlichkeit wird als eine vom Wahrnehmungsmodus unterschiedene genuin soziale Sinnform aufgefasst. Wir verlassen uns darauf, dass auch Andere ganz selbstverständlich dargestellte Welt von wahrgenommener Welt unterscheiden. Auf die Darstellungen von Darstellungsformen hat sich moderne Kunst spezialisiert. Am Beispiel der Gegenwartskunst wird die Vermehrung, Kombinatorik und wechselseitige Bezugnahme künstlerischer Formen als Katalysator für innerkünstlerische Transformationen identifizierbar.

In the age of surveillance capitalism, the prevailing business model underlying the use of social media applications (“apps”) foresees the exchange of personal data for the allowance to use an online service. Such a data business model comes with many potential negative side effects ranging from violation of privacy issues to election manipulation. Therefore, it is of utmost importance to think of alternatives to the current data business model. The present study investigated how strong the support would be for a (...) monetary payment model among a sample of 210 participants. Participants were asked about their willingness to pay for social media, if in turn their data would be private and other problems concerning social media use would be tackled. Only one-fifth of participants (21.43%) supported such a model. From the Big Five Personality traits, Agreeableness was positively associated with support of such a model. Finally, data are also provided on how much participants would be willing to pay for social media on a monthly basis. The present study’s findings are of a preliminary nature and will contribute to the start of an important discussion. (shrink)
