During the 1980s many communities turned to grassroots activities to promote economic development, rather than relying on industrial recruitment strategies. We evaluate the characteristics of these projects, their benefits and costs, and obstacles they face in the development process. The data are drawn from a survey of more than one hundred communities in the United States. Self-development efforts do not appear to replace traditional rural economic development activities, but may complement them. Self-development activities produce a wide variety of jobs that (...) are taken primarily by local residents. The cost and availability of credit are major obstacles for self-development projects. Although self-development strategies should not be considered the primary economic development strategy for most rural communities, they do enable communities to build a more viable local economy. A farming systems approach to development has meant many things over the past 15 years, depending on its institutional and ecological setting, its target populations, and the goals motivating its implementation. Despite the diversity of approaches, and the sometimes rancorous discussion over which was best and why, the approach is now recognized in many places as the only one that can identify and respond to the needs of limited resource farm families, especially those in marginal ecosystems. Involving an iterative process (...) of diagnosis, design, testing and extension, the farming system approach to date has done more to change research objectives at national and international institutions than to change actual farmer practices. By legitimizing what limited resource farmers do and why they do it, a farming systems approach lends itself to policy analysis as well. Recent research in farming systems suggests greater attention should be payed to exogenous variables, including policy and infrastructure, as well as to development of technology that really responds to the felt needs of limited resource farmers in improving their level of living. In the Sustainable Agriculture and Natural Resource Management Collaborative Research Support Program, gender made a difference in terms of access and control over key resources – financial, human, natural, and social capital – critical for project success. Efforts to build social capital among women proved critical in developing both collective and households strategies for sustainability. The sites differed greatly in both landscape and lifescape. Policies are set by governments in an attempt to bring about desired ends within a society. These ends are often vaguely put and phrased in terms of values. Agrarianism, as a value, has been used to justify current farm policy. Yet, that policy has also been used as a mechanism to solve a variety of problems for the United States: those of the rural sector, farmers themselves, and even the land upon which they farm. This paper tries to separate the (...) problems that are part of the farm crisis and to show how policies designed to solve one of the problems for one set of actors, and frequently defended in the name of agrarianism, may actually exacerbate the problems for other actors. An overarching value, however, that may further inhibit problem solution and lead us further into an expensive and ineffectual farm program is the basic value that planning is somehow bad. Agrarianism and the value of spontaneity underlie some of the current decision-making or lack thereof in the farm program. (shrink)

Agricultural mediasuch as farm magazines achieve this byappropriating societal values of currency andincorporating them in imagery that accompanyadvertisements of agricultural products,including pesticides. Critical questionsrelating to environmental sustainability andsocial risks associated with the use of suchproducts are often masked as a result. Contentanalyses of two mid-western farm magazines fromthe 1940s to 1990s trace the socialconstruction of pesticide advertisements overtime, illuminating changing images ofpesticides in farm magazine advertisements inresponse to changes in the socio-culturalsetting. This paper looks at the languages of empowerment and control as they are expressed by authors writing about “indigenous knowledge.” We performed a content analysis on CIKARD News, a newsletter dealing with the concept of indigenous knowledge. This concept has become increasingly prominent in the discourse of alternative development, addressing issues of ecological sustainability and the empowerment of the rural poor. However, mediated by institutions that perpetuate global and local power asymmetries, the empowering potential of indigenous knowledge may be bypassed. (...) Instead, officials, researchers, and practitioners may utilize this knowledge for their own perceived ends, however good their intentions. In addition, there is already evidence that an indigenous knowledge approach is seen by major agencies as beneficial for integrating poorer populations into the global economy. Our analysis suggests that tensions persist among and within the writings of these authors between the desire to empower and the tendency for development to control rural populations. (shrink)

It is important to understandfactors that influence management decisionsthat determine the level of diversificationwithin cropping systems. Because of the widevariety of cropping systems within a region,our study focused on a single county in northwestern Minnesota. This county wasselected because it is in an area where farmerswere reevaluating their cropping practicesduring the 1990s in response to severe plantdisease outbreaks and economic stresses. Asurvey and follow-up interviews of representative farmers in Marshall Countyshowed that they were approaching theircropping systems management decisions underthese conditions (...) through a dominant conceptualframework and two secondaryconceptual frameworks, which we termed “mental causalmodels.” The study illustrates the ways farmersdefine and make decisions affecting theircropping systems diversity under conditions ofagronomic and economic adversity. It alsochallenges agricultural professionals to expandtheir thinking about educational strategiesthat are sensitive to the varied perspectivesof farmers beyond just the scientific mentalcausal model. We demonstrate that social capital is associated with positive food security outcomes, using survey data from 378 households in rural Uganda. We measured food security with the Household Food Insecurity Access Scale. For social capital, we measured cognitive and structural indicators, with principal components analysis used to identify key factors of the concept for logistic regression analysis. Households with bridging and linking social capital, characterized by membership in groups, access to information from external institutions, and observance of norms in groups, (...) tended to be more food secure. Households with cognitive social capital, characterized by observance of generalized norms and mutual trust, were also more food secure than others. However, we established that social capital is, by itself, insufficient. It needs to be complemented with human capital enhancement. We recommend that development interventions which focus on strengthening community associations and networks to enhance food security should support activities which enhance cognitive social capital and human capital skills. Such activities include mutual goal setting, trust building and clear communication among actors. Education efforts for community members, both formal and non-formal, should also be supported such that they potentially strengthen social capital to improve food security in rural Uganda. (shrink)

Cacao cultivation is one of the most important livelihoods for rural households in Colombia, where it is promoted as a substitute for the illegal cultivation of coca. To strengthen Colombian cacao farming, it is important to understand the livelihood strategies associated with cacao cultivation and the impact of these different strategies on the well-being of Colombian rural households. We analyzed the impact of cacao cultivation on the livelihood strategies and well-being of rural households in western Colombia. Research with 92 rural (...) cacao-growing households produced a typology of household livelihood strategies derived from their approach to cacao production. Indicators of each household capital and level of well-being were identified for each type of households. Correlations between the capitals and the capitals of greater importance in shaping the well-being of rural households were analyzed. Three types of rural households were identified: Cacao Farmers, Diversified Farmers with Cacao, and New Cacao Farmers. Cacao farmers have the highest capitals endowments and level of well-being, followed by Diversified Farmers with Cacao, and New Cacao Farmers. The conditions of cacao cultivation in rural households result in differentiated access to resources from capitals; households with better development of the crop have consolidated greater well-being where human capital has been its major driving factor. Success of the cacao crop and its relationship with well-being of rural households depends on the convergence of different capital resources. Thus, institutional efforts to strengthen the cacao sector in Colombia must go beyond investment to establish new hectares and consider aspects such as: Strengthening the skills and knowledge of producers to improve crop management practices, Promoting the participation of household members in associations, Stimulating sensitivity to the rooting and sustainable management of the crop, and Promoting processes of technification and adaptation of the infrastructure of fermenters and dryers, which will make it possible to guarantee an adequate quality of the cacao bean. British equality law protections for sex and gender reassignment have grown fraught as activists tussle over legal and social categories of gender, gender transitioning, and sex. This article considers the future of gender-related equality protections in relation to ‘decertification’—an imagined reform that would detach sex and gender from legal personhood. One criticism of decertification is that de-formalising gender membership would undermine equality law protections. This article explores how gender-based equality law could operate in conditions of decertification, drawing on legal thoughtways (...) developed for two other protected characteristics in equality law—religion and belief, and disability—to explore the legal responses and imaginaries that these two grounds make available. Religious equality law focuses on beliefs, communities, and practices, deemed to be stable, multivarious, and subject to deep personal commitment. Disability equality law focuses on embodied disadvantage, approached as social, relational, and fluctuating. While these two equality frameworks have considerable limitations, they offer legal thoughtways for gender oriented to both its hierarchies and its expression, including as disavowal. (shrink)

Powerful ultrastructural tools are providing new insights into neuronal circuits, revealing a wealth of anatomically‐defined synaptic connections. These wiring diagrams are incomplete, however, because functional connectivity is actively shaped by neuromodulators that modify neuronal dynamics, excitability, and synaptic function. Studies of defined neural circuits in crustaceans, C. elegans, Drosophila, and the vertebrate retina have revealed the ability of modulators and sensory context to reconfigure information processing by changing the composition and activity of functional circuits. This paper explores one organisation’s journey into non-financial reporting, initially motivated by a crisis in public confidence that threatened the organisation’s legitimacy to the present with the organisation embracing integrated reporting. The organisation’s journey is framed through a legitimation lens and is illustrated by aligning internal reflections with external outputs guided by predominant paradigms of good practice, such as the GRI guidelines and more recently integrated reporting 〈IR〉. We find that the organisation’s relationship with external guidelines has evolved from pragmatic (...) adoption as a means of seeking external legitimation to the present position where those that prepare external reports are informed by the organisation’s strategic positioning and not constrained by the promulgation of voluntary guidelines. From the case study, we suggest that the International Integrated Reporting Council may face two hurdles: First, organisations may define social norms based on a broader definition of stakeholders than the definition currently published by the IIRC. The second hurdle is to convince report preparers that adopting integrated reporting 〈IR〉 will positively impact on capital flows. (shrink)

The reign of paper files would seem to be over once files are reduced to the status of icons on computer screens, but Vismann's book, which examines the impact of the file on Western institutions throughout history, shows how the creation of order in medieval and early modern administrations makes its returns in computer architecture.

This article considers what the implications of decertification would be for single-sex services such as domestic and sexual violence support. Some reform options attached to decertification could (re)allocate authority away from the state to organisations or individuals to determine gender criteria. What would the consequences of such re-allocation be in determining eligibility to receive or access services or excluding people on the basis of a characteristic protected under equality law? Engaging with this in the context of domestic and sexual violence (...) support service provision raises a number of questions. Firstly, does the existence of gender-based violence and/or of the effects it produces require a stable category in order to address them? What benefits may emerge from providing single-sex spaces that could not be replicated in other settings? And finally, what criteria of exclusion and inclusion are currently used to determine access to spaces beyond legal gender status? (shrink)

This article considers a postcolonial approach to comparative philosophy of education as comprising four key features: ethnography, translation, hybridity, and critique. This conception of comparative philosophy of education is first located in the postcolonial context that demands sensitivity to the ongoing dangers of orientalism. Each of these four identified aspects of comparative philosophy of education is illustrated with reference to the comparative work of a prominent contemporary Chinese philosopher, Zehou Li (李泽厚). I offer a novel interpretation of Aristotle's psychology and notion of rationality, which draws the line between animal and specifically human cognition. Aristotle distinguishes belief (doxa), a form of rational cognition, from imagining (phantasia), which is shared with non-rational animals. We are, he says, “immediately affected” by beliefs, but respond to imagining “as if we were looking at a picture.” Aristotle's argument has been misunderstood; my interpretation explains and motivates it. Rationality includes a filter that interrupts the pathways between cognition (...) and behavior. This prevents the subject from responding to certain representations. Stress and damage compromise the filter, making the subject respond indiscriminately, as non-rational animals do. Beliefs are representations that have made it past the filter, which is why they can “affect [us] immediately.” Aristotle's claims express ceteris paribus generalizations, subject to exceptions. No list of provisos could turn them into non-vacuous universal claims, but this does not rob them of their explanatory power. Aristotle's cognitive science resolves a tension we grapple with today: it accounts for the specialness of human action and thinking within a strictly naturalistic framework. The theory is striking in its insight and explanatory power, instructive in its methodological shortcomings. (shrink)

Baselitz is one of the most important artists of today. His works can be found in major museums around the world. For over 30 years, photographer Benjamin Katz has been documenting Baselitz at work in different studios. This volume now captures Baselitz's exceptional life at work and at home. Benjamin Katz is famous for his photographic portraits of artists. Among his previous subjects are Gerhard Richter, Joseph Beuys, Sigmar Polke, Rosemarie Trockel, and Martin Kippenberger. Because Katz is friends with most (...) of the artists, he is able to capture them when they are completely at ease. But, as he explains in this book, he prefers to photograph people while they are in the process of doing something. Katz shows Baselitz with paintbrush and hammer, and dog and cigar - the close relationship between the two artists is almost palpable. The photographs are the result of a friendship in an artistic world that they have been sharing for many decades. Sensation is both ‘fine-grained’ and ‘immediate’. Emotions, by contrast, are mediated and coarse-grained. Pleasure and pain are coarse-grained but, in a range of important cases, immediate. The _Theaetetus_ assimilates affect to sensation in a way the _Timaeus_ does not. Biobanks are essential tools for furthering a broad range of medical research areas. However, despite the plethora of national and international laws and guidelines which apply to them, the access and sharing policies of biobanks are only sparsely addressed by regulatory bodies. The ‘give and take’ process of biosample sharing is largely left up to biobank stakeholders themselves to oversee; it is therefore both in stakeholders' power, and in their interest, to ensure that sample accessibility is fair. This is an (...) important step in motivating researchers to collaborate and pool samples, and is crucial to fostering trust in the absence of universally accepted standard practices. To date, little attention has been paid to how fairness considerations affect scientific material sharing, and no empirical research has been carried out to determine the role that fairness plays in collaborative studies. In order to begin to gain understanding in this area, we interviewed 36 biobank stakeholders currently working in Switzerland, focusing on their perceptions of current and optimal fair sharing practices. Our findings reveal that fairness is an important feature of exchange situations for these stakeholders, and that they have well-formed notions about the practical elements of fair sample access, although ideas about the concept of fairness itself are vague. In order to support efforts to network biobanks, attention should be paid to this issue to reassure all involved that they are getting a fair share in their cooperative efforts. (shrink)

The ability to exchange samples and data is crucial for the rapidly growth of biobanking. However, sharing is based on the assumption that the donor has given consent to a given use of her or his sample. Biobanking stakeholders, therefore, must choose 1 of 3 options: obtain general consent enabling multiple future uses before taking a sample from the donor, try to obtain consent again before sharing a previously obtained sample, or look for a legally endorsed way to share a (...) sample without the donor's consent. In this study, we present the results of 36 semistructured qualitative interviews with Swiss biobanking stakeholders regarding these options and the role of ethics committees in the process of authorizing sharing. Our results show that despite a lack of legal or guideline-based barriers to general consent, some stakeholders and ethics committees have reservations about this method of consent. In most cases, however, a general consent form is already in use. Many interviewees describe processes involving the ethics committees as time-consuming and cumbersome and their requirements as too demanding for donors/patients. Greater awareness of donors' opinions and preferences and the content of guidelines and recommendations could therefore be helpful for a better justified perspective of biobanking stakeholders and ethical committee members, equally. Finally, it may be necessary to differentiate between procedures governing future samples, where general consent is clearly desirable, and the use of old yet still relevant samples, where the option of using them without consent can be highly beneficial for research. In recent debates about inequality, many have pointed to the predominant position of the finance. This article highlights that structural power, not lobbying resources, are key to explaining variations across countries. It examines finance-government negotiations over national bank rescue schemes during the recent financial crisis. Given the structural power of finance, the variation in bank bailouts across countries cannot be explained by lobbying differences. Instead of observing organized interest intermediation, we can see that disorganization was crucial for the financial industry (...) to get off the hook and let the government carry the burden of stabilizing the economy. Put differently, structural power is strongest when finance remains collectively inactive. In contrast to traditional accounts of the lobbying influence of finance, the comparison highlights that the lack of organization can have crucial redistributive consequences. (shrink)

The following text provides a conceptual and theoretical introduction to a collection of essays written by members of the multidisciplinary network of scholars, artists and cultural producers named ‘Poetics of Resistance’, which seeks to analyse and encourage discussion of the relationships between creativity, culture and political resistance, in the context of neoliberal globalization. The introduction also provides a critical glossary of a set of loosely interlinking keywords, following Raymond Williams, that mark points of encounter and departure between the approaches of (...) the various authors (not to be confused with the list of keywords used to index each article). Rather than presenting a completed research project, this issue serves as a basis for continuing collaborative research and dialogue in the field, and invites readers to join in the ongoing debate. First published in 2010, Cornelia Vismann’s article has already attained the status of a classic. In a formulation inspired by linguistic theory, the author argues that the relation between cultural techniques and media can be understood in analogy to grammatical operations. Thus, cultural techniques define the agency of media and execute the procedural rules which the latter set in place. Together, they articulate a critique of subjectivity and sovereignty that proceeds by re-examining the notion of ‘culture’ via its agricultural (...) origins to the current moment when the ‘preservation of cultural techniques’ has entered legal and academic discourse. Ultimately, despite their apparent separation from praxis, cultural techniques continue to proliferate through axes of substitution and displacement. (shrink)

Background: Multi-collaborator research is increasingly becoming the norm in the field of biomedicine. With this trend comes the imperative to award recognition to all those who contribute to a study; however, there is a gap in the current “gold standard” in authorship guidelines with regards to the efforts of those who provide high quality biosamples and data, yet do not play a role in the intellectual development of the final publication. -/- Methods and findings: We carried out interviews with 36 (...) individuals working in, or with links to, biobanks in Switzerland, in order to understand how they interpret, apply and value authorship criteria in studies involving biosamples. The majority of respondents feel that authorship is an important motivating factor in working and publishing collaboratively. However, our findings suggest that in some cases, authorship guidelines are being ignored in favor of departmental standards which recognize “scientific work” as meriting authorship. -/- Conclusions: Our results support the current calls in the literature for an alternative method of crediting biomaterial contributions, in order to ensure appropriate authorship inclusion and promote collaborative research involving biobanks. This paper articulates and defends a novel view of the strict distinction that Aristotle makes between human and non-human mental life. We examine two crucially relevant but overlooked arguments that turn on the human capacity for reasoning and inference (syl/logismos) to reconstruct his view of what makes some cognitive processes rational and how they differ from non-rational counterparts. A creature is rational just in case its occurrent cognitive states exhibit a sequential coherence wherein prior cognitive activity constrains subsequent activity for (...) the sake of attaining truth. Processes are rational, then, in virtue of how constituent states relate to each other, not whether any given state involves some peculiar content or grasps some distinct object. This study aids, but does not exhaust, a systematic examination of the rational soul in Aristotle’s writing, based on (a) the human/animal comparisons through which he often elucidates rational cognitive capacities and (b) the distinctions that he draws between elements of rational cognition and non-rational counterparts in terms of what minimally suffices to distinguish between them. This article contests the popular assumption that literature is ever less politically relevant. Quite the contrary is the case: literature and literary language becomes increasingly important for the alter-globalization movement and for the notion that ‘another world is possible.’ The work of four authors—Manu Chao, Eduardo Galeano, Subcomandante Marcos, and José Saramago—are comparatively analysed in light of their contribution to an alternative globalism and to an alternative practice of politics. All four authors contribute from different perspectives to the literary articulation (...) of a political project. Their work shares characteristics such as the permeability of genres, the emphasis on the poetical over the narrative, a meandering structure that expresses the search for and step-by-step construction of a cultural and political alternative, and an emphasis on translation and encounter as principles of interaction with difference.
