Shors & Matzel propose that hippocampal LTP increases the effective salience of discrete external stimuli and thereby facilitates the induction of memories at distant places. In line with this suggestion, a neural network model of associative learning and hippocampal function assumes that LTP increases hippocampal error signals to the cortex, thereby facilitating stimulus configuration in association cortex. Computer simulations show that under these assumptions the model correctly describes the effect of LTP induction and blockade in classical discriminations and place learning.

The prospect of replication of human beings through genetic manipulation has engendered one of the most controversial debates about reproduction in our society. Ideology is clearly influencing the direction of research and legislation on human cloning, which may present one of the greatest existential challenges to the meaning of creation. In this article, I argue that, in view of the possibility that human cloning and other emerging technologies could enhance physical and cognitive abilities, there is a need for a different (...) way of thinking about life, new technologies and creation. New scientific discoveries require a shift in the way psychology takes responsibility to help individuals and society. Clustered regularly interspaced short palindromic repeats genome editing has already reinvented the direction of genetic and stem cell research. For more complex diseases it allows scientists to simultaneously create multiple genetic changes to a single cell. Technologies for correcting multiple mutations in an in vivo system are already in development. On the surface, the advent and use of gene editing technologies is a powerful tool to reduce human suffering by eradicating complex disease that has a genetic etiology. Gene drives are (...) CRISPR mediated alterations to genes that allow them to be passed on to subsequent populations at rates that approach one hundred per cent transmission. Therefore, from an anticipatory biomedical ethics perspective, it is possible to conceive gene drive being used with CRISPR to permanently ameliorate aberrant genes from wild-type populations containing mutations. However, there are also a number of possible side effects that could develop as the result of combining gene editing and gene drive technologies in an effort to eradicate complex diseases. In this paper, we critically analyse the hypothesis that the combination of CRISPR and gene drive will have a deleterious effect on human populations from an ethical perspective by developing an anticipatory ethical analysis of the implications for the use of CRISPR together with gene drive in humans. In 1561 J.Cornarius proposed his own version of some passages of Plato's Sophist In this version Theodorus presents the Eleatic Stranger as "a companion (hetairos) of Parmenideans and Zenonians" (216a). Since then, this cliché is accepted by all translations. However, when the possibility of justifying the existence of images and appearances is considered, the Stranger himself proposes 'testing' Parmenides' thesis. His remarks are rather those of an adversary than of a friend or companion of Parmenides. In fact, in spite of (...) Theodorus' presentation, the Stranger, albeit citizen of Elea, does not seem to share the theses of the 'Eleatics'. These anomalies invited us to question the character of 'companion' of the 'Parmenideans' credited to the Stranger. The questioning is possible if we exploit some valuable greek manuscripts of Plato's Sophist, neglected by J.Burnet, like Vindobonensis 21 (Y). This manuscript, among others, has the lecture heteros, 'different', instead of hetairon, 'companion'. This manuscript permits to maintain the formula tôn hetairôn, transmitted by all the manuscripts after the first hetairon, and removed in modern editions. The translation we propose is: the Eleatic Stranger is "different (heteros) of the companions (tôn hetairôn) of Parmenides and Zenon". (shrink)

The health emergency due to the COVID-19 pandemic revealed limitations in health systems worldwide, making it necessary to establish a bioethical framework that provides tools to drive health professionals’ decision-making amid scarce health resources. Bioethical models such as principlism, utilitarianism, and personalism seek to focus clinical decisions on respect for people’s rights and dignity, thus protecting the medical practice. Personalism provides a person-centered approach to respect for human dignity during health emergencies to avoid giving material meaning to the individual. Some of the most relevant problems today both in Science and practical problems involves Coupled Socio-ecological Systems, which are some of the best examples of Complex Systems. In this work we discuss groundwater-management as an example of these Coupled Socio-ecological System, also known as Coupled Human and Natural Systems. We argue that it is possible and even necessary to construct a contextual statistical theory of groundwater management. Contextuality implies some very different statistical features as entanglement and complementarity. We discuss some (...) interpretation about statistical entanglement and statistical complementarity in terms of groundwater flow theory and extraction equation. To this end, we propose a non-Kolmogorobian approach following the Växjö school of thought. One of the most straightforward conclusions is that in this way, a statistical-contextual treatment of groundwater management may not only give place to new flow equations, but it could have a profound impact in resource management. Then the new basic unity of analysis should be the indivisible pair. We should not talk any more about aquifer dynamics or resource management plans by themselves. Physical and social systems are coupled in a statistical-contextual fundamental way, and a socio-hydrogeological theory should be developed. (shrink)

This research tackled the challenges public secondary schools in Sagbayan District, Bohol, faced regarding records management. The study employed a mixed research design, combining both descriptive-qualitative and descriptive- quantitative methods. The qualitative phase involved conducting in-depth interviews and focus group discussions with relevant stakeholders involved in records management. On the other hand, the quantitative phase utilized survey questionnaires to gather data from relevant stakeholders to determine the acceptability of the proposed MIS among end-users. The first phase findings revealed various challenges (...) in records management faced by the schools, such as inefficient manual record-keeping systems, difficulties in data retrieval, and the risk of data loss due to inadequate backup procedures. These challenges highlighted the need for a comprehensive, technology-driven solution to streamline records management processes and ensure data security. The evaluation results in the second phase showed that the developed Management Information System (MIS) was well-accepted among the end users. The absence of any significant difference in the level of acceptability among the participants further validated the system's suitability for addressing their specific needs. The successful implementation of the MIS proved to be an effective solution to the records management challenges faced by the public secondary schools in Sagbayan District, Bohol. (shrink)

Millikan [2000] has levelled a number of persuasive criticisms against Cummins's [1996] theory of mental representation. In this paper, I pave a middle path in the debate between Cummins [2000] and Millikan [2000] to answer two questions. How are representations applied to targets? How is the content of a representation determined? The result is a new theory of mental representation, which I call narrow structuralism.

Intersecting systems of inequality are remarkably resistant to change. Many universities, however, seek National Science Foundation Institutional Transformation awards to change processes, procedures, and cultures to make science, technology, engineering, and mathematics departments more inclusive. In this article we describe a case study with observations for eight years of before, five during, and seven after intensive efforts to increase women through reducing barriers and increasing access to women. Using a standard trust game, we elicit trust and reciprocity measures in a representative sample of adult players in Montevideo, the capital city of Uruguay, a country that received a sizeable influx of Venezuelan and Cuban migrants, has lower internal disparities than other Latin American countries and exhibits relatively better levels of tolerance towards migrants. We find no statistically significant differences in trust levels of Uruguayans towards countrymen versus migrants and mixed results regarding reciprocity, with migrants exhibiting a flatter response (...) to trust than their local counterparts. The definition of the sophist as "image-maker" allows Plato to add to the novelties he presents in the _Sophist_ two topics he hadn't deepened in his previous dialogues: (a) a "definition" of being (247e) and (b) the influence this position will have on the relationship between image and truth. From a first definition of the image proposed by Theaetetus in 240a we deduce that, even if it is not true, it is "really" (_óntos_) an image, which does not coincide with (...) the devalued or secondary reality that Plato had always attributed to this notion, from which all truth was absent. This conclusion, indeed, astonishes Theaetetus, attached to the Platonic "orthodoxy". This astonishment is not present in the orthodox version of the text of the passage 240a-c of the _Sophist_, which inherits from a modification of the widespread text from 1851. Once the original version is restored, the definition of the fact of being proposed in 247e justifies the "really real" character of the image, which respects the condition required to everything that "possesses" being: the possibility of acting or being affected. Indeed, the image is "affected" by the model, that it tries to imitate, because the model "affects" it. The image, even if it is not true, is real. (shrink)

The global demand for information has brought in new developments in the publicity of discursive practices of many professional areas. This study takes the professional practice of International Commercial Arbitration, a mechanism to resolve business disputes outside the courts and traditionally considered as private, to explore the process of resemiotization of information, from the strategies used by corporations in their press releases to the news reports published by national and international media. It takes the theoretical concept of interdiscursivity in critical (...) genre analysis to show that texts are the result of a combination of a very complex range of resources brought about by genres, professional practices and professional cultures, which derive not only from the ‘local’ representation of the transnational arbitration process, but also from the different corporate identities and their ways of coping with the increasing publicity of the facts of arbitration. Some philosophers maintain that cognitive illusions such as framing effects seriously undermine classical point of views in moral philosophy such as normative ethics and moral intuitionism. This essay investigates whether, in light of empirical research on framing effects, we can still maintain an intuitionist point of view, and what the available data imply in general for moral philosophy. If philosophy is to be faithful to her calling to serve truth and humankind, she must remain a pupil, open to the enrichment that other sciences bestow on her. This paper highlights some insights from J. H. Newman and C. S. Peirce that can shed light on our understanding of philosophy as a servant to the truth. Newman and Peirce are suitable guides for this discussion since both cultivated their intellect in various disciplines, which informed their philosophical contributions. It begins (...) by exploring how Newman and Peirce conceived philosophy as a science. Then, it discusses their views on the unity of science, which further qualify their thoughts on philosophy. Finally, it enounces some consequences for the study of philosophy which their contributions suggest. Among many others, Newman and Peirce stand out as courageous defenders of the truth and have much to contribute to the timeless conversation of philosophy. (shrink)

Constatant que nos étudiants italiens de FLE ont contracté, au cours des années, de mauvaises habitudes de prononciation, souvent dues à un enseignement lacunaire de la connaissance correcte des sons, et que le temps d’enseignement universitaire est réduit d’année en année, notre propos est de chercher à récupérer le temps perdu en insistant, au début de l’année d’un cours de Langue et Traduction française, sur l’oralité. Partant du poème et du jeu sur les signifiants et jonglant avec les signifiés, nous (...) essayerons de motiver les étudiants, peu enclins à la lecture de la poésie et qui, en outre, négligent de se mettre quotidiennement devant un miroir durant quatre ou sept minutes, temps prescrit par les méthodes phonétiques et phonologiques, et nécessaire pour acquérir de nouvelles habitudes phonatoires. Une partie de cet article sera dédiée aux poètes pour montrer comment la force orale du poème peut devenir un atout majeur pour une bonne prononciation ; une autre, à partir d’un vers, sera une sorte de « cahier de création » phonique, sémantique voire poétique. Since ancient Greece’s “megalopolis,” the concept of vast cities has loomed in the urban discourse. A century ago, English planner Patrick Geddes warned about a growing imbalance between traditional society and ever-larger conurbations, an anxiety that Lewis Mumford later invoked to predict that urban hubris would inevitably collapse of its own weight. In 1961, by contrast, the geographer Jean Gottman surveyed the interconnected agglomeration stretching from Washington, D.C. up the east coast of the United States to the cities of southern (...) New England, and more optimistically highlighted this new urban form’s governance potential. Today, the question is not whether urbanism will arrive at the scale that so concerned Geddes and Mumford yet engaged Gottman—it already has. Commentators and scholars increasingly recognize that vast polycentric urban regions are displacing cities and metropolitan areas as the locus of modern growth and development. Eleven distinct urban-centered megaregions, for example, concentrate the bulk of the population and economic activity in the United States, and similar clusters are coalescing globally, from Greater Tokyo, Beijing, and the Pearl River Delta, to the arc from São Paulo to Rio de Janeiro, to the European urban spine running from London to Milan. Grappling with the phenomenon’s legal-institutional dimensions—whether and how to formalize governance to match this scale—requires more than transposing the descriptive and normative discourse on metropolitanism. Crosscurrents around fragmentation, efficiency, inequality, and democratic legitimacy refract, but there are distinct arguments for fostering governance—and equally particular concerns to anticipate—with the rise of the megalopolis. This project evaluates the impact of the National Science Foundation's policy to promote education in the responsible conduct of research. To determine whether this policy resulted in meaningful RCR educational experiences, our study examined the instructional plans developed by individual universities in response to the mandate. Using a sample of 108 U.S. institutions classified as Carnegie “very high research activity”, we analyzed all publicly available NSF RCR training plans in light of the consensus best practices in RCR education that were (...) known at the time the policy was implemented. We found that fewer than half of universities developed plans that incorporated at least some of the best practices. More specifically, only 31% of universities had content and requirements that differed by career stage, only 1% of universities had content and requirements that differed by discipline; and only 18% of universities required some face-to-face engagement from all classes of trainees. Indeed, some schools simply provided hand-outs to their undergraduate students. Most universities had plans that could be satisfied with online programs such as the Collaborative Institutional Training Initiative's RCR modules. The NSF policy requires universities to develop RCR training plans, but provides no guidelines or requirements for the format, scope, content, duration, or frequency of the training, and does not hold universities accountable for their training plans. Our study shows that this vaguely worded policy, and lack of accountability, has not produced meaningful educational experiences for most of the undergraduate students, graduate students, and post-doctoral trainees funded by the NSF.
