We, the residents of modernity, live in an unquiet house.This essay examines the relationship between human subjects and their built environment, but it does so less by focusing on architecture than on what one might call ‘architecture once removed'. It is less concerned with the built environment itself than with a prevalent image of that environment in ‘high’ and ‘popular’ culture, in literature, in film and painting. It is my contention that a particular unsettling image of buildings has gained increasing (...) currency in the modern epoch. I will attempt to show that such an image — and a concomitant anxiety — exists, and to offer an explanation for its provenance. (shrink)

The COVID-19 pandemic has impacted medical care in many ways; previously, a patient would enter a hospital and had an approximate idea of what would happen upon his admission, the physician informed them about it, but in the last two years this scenario has changed. Therefore, our aim was to identify if bioethical principles are present in the physician–patient relationship and the effect of these in the health care provided, through an observational and descriptive study where patients answered the validated (...) ReMePaB questionnaire that measures the presence of bioethical principles in the physician–patient relationship, on the seventh day of their hospital stay and 24 h after discharge, during the period from 1 August to 5 November 2020. In autonomy, an improvement in the score was observed in the second application compared to the first measurement; in the principle of non-vulnerability, the same scenario was observed for the first and second measurements, respectively. In the principles of beneficence, dignity, and justice, no statistically significant differences were observed. Considering the presence or absence of bioethical aspects in health care in this pandemic creates an area of opportunity to know the feelings of the patient during the care received and to maintain what is done well and improve those aspects that can be improved. Background The COVID-19 pandemic has influenced the approach to the health-disease system, raising the question about the principles of bioethics present in physician–patient relations. The principles while widely accepted may not be sufficient for a comprehensive ethical analysis. Therefore, the aim of this study was to explore the perception of these principles and the physician–patient relationship during a hospital stay through a qualitative approach. Method Sixteen semi-structured interviews took place to know the patients’ perception during their 2020 hospitalization for COVID-19. (...) The data was analyzed through the constant comparison method, creating categories and comparing them. In the end, seven categories were established and were grouped in three: bioethical principles (dignity, charity, vulnerability, autonomy), doctor-patient relationship (participant commitment, informed consent, health staff-patient relationship) and the experience of the disease (illness, the role of the family). Results The research found that most patients described a positive experience, with the feeling of having been well cared for with no sense of discrimination or injustice done. The majority also reported that their autonomy was respected in the treatment decisions. The evaluation of these attitudes is an area of opportunity, especially when the patients' vulnerability is at risk. Conclusions The ethics of virtue offers a better reflection of how human beings manifest themselves by emphasizing the development of virtuous character and behaviors that allow them to realize their values in life. Comparative study of the knowledge of IVF in medical students of universities with different ethical and humanistic valuesEstudo comparativo do conhecimento das técnicas de reprodução assistida em estudantes de Medicina de universidades com diferentes ideários éticos e humanísticosIn vitro fertilization continues to be presented as a relatively simple solution to produce a pregnancy without exposing the medical and ethical problems that this represents. This project consisted of conducting a survey to medical students from three medical schools in Mexico City with (...) different ethical and humanistic ideas with the aim of evaluating knowledge about IVF techniques and their ethical implications. The survey was applied to 404 medical students. Students in schools with personalistic ethics had a greater recognition of the bioethical principles involved in the use of these techniques. Bertrand Russell, The Problem of China In 1920 the philosopher Bertrand Russell spent a year in China as Professor of Philosophy at the University of Beijing, where his lectures on mathematical logic enthralled students and listeners, including Mao Tse Tung, who attended some of Russell's talks. Written at a time when China was largely regarded by (...) the West as backward and weak, The Problem of China sees Russell rise above the prejudices of his era and presciently assess China's past, present and future. Russell brings his analytical and insightful eye to bear on some fundamental aspects of China's history and politics, cautioning China against adopting a purely Western model of social and economic development, which he regarded as characterized by a combination of greed and militarism. Beginning with an overview of nineteenth-century Chinese history and considering China's relations with Japan and Russia, Russell then contrasts Chinese civilization with Western. The debate over the existence of a “public sphere” in China’s Late Qing/Early Republican era began nearly three decades ago, but it has yet to generate a special socio-cultural review on the “Confucian social imaginary” of the Chinese people. The article builds on existing “economic-political approach” and “idea-communication approach” to argue decisive factors hindering the development of a Habermasian “public sphere.” These includes (1) people’s traditional-collectivist lifestyle, (2) lack of understanding of “universal equality,” (3) conservative self-positioning during social transition, (...) (4) regionalist attitude toward outsiders, (5) lack of access to Enlightenment ideas, (6) disregard for parliamentary systems, and (7) ignorance of the rule of law. (shrink)

Tongdong Bai addresses this pressing question by examining the history of political theories and practices from China's past, and showing how it impacts upon the present. Two different kinds of collections have been used to anticipate influenza pandemics: viral strains and bird specimens. These collections have been organized in museums and data banks to fill the gaps when specimens were decaying or when viral strains were missing. This article asks how collecting practices changed when such collections integrated specimens from China, considered a reservoir of influenza viruses and bird species, following a recurrent critical trope that Chinese specimens were missing. The article shows that techniques for (...) hunting viruses and birds were used to accumulate information so as to mitigate the global threat of species extinction. It suggests that in sentinel territories, museums transform samples and specimens into signs and images of future catastrophic events. (shrink)

In Post-Soviet Central Asia, China is emerging as one of the most influential players as a result of an overall increase in its global role. The Central Asian region forms a crucial part of the Belt and Road Initiative thanks to its strategic location and natural wealth. Relations between China and Central Asian countries have been developing very dynamically over the past two decades and China has had a substantial impact on the five economies. Although the Chinese (...) approach is quite cautious regarding politics and security, there is much greater interest in the economic side, most significantly in energy and infrastructure. The purpose of this study is to explore the key issues behind China’s economic presence in the region and to determine subsequent challenges for Central Asian countries. China and Islam examines the intersection of two critical issues of the contemporary world: Islamic revival and an assertive China, questioning the assumption that Islamic law is incompatible with state law. It finds that both Hui and the Party-State invoke, interpret, and make arguments based on Islamic law, a minjian law in China, to pursue their respective visions of 'the good'. Based on fieldwork in Linxia, 'China's Little Mecca', this study follows Hui clerics, youthful translators on (...) the 'New Silk Road', female educators who reform traditional madrasas, and Party cadres as they reconcile Islamic and socialist laws in the course of the everyday. The first study of Islamic law in China and one of the first ethnographic accounts of law in postsocialist China, China and Islam unsettles unidimensional perceptions of extremist Islam and authoritarian China through Hui minjian practices of law. The relationship between the People’s Republic of China and the Republic of India has traditionally been seen in terms of the interaction of two different trends—cooperation and competition. At the same time, the positive or negative dynamics of China–Indian contacts have mostly been shaped by the extent to which the political leadership of China and India have been prepared at various times to be guided by pragmatic interests and the desire to overcome the legacy of the past. This set of problems includes long-standing territorial disputes, New Delhi’s suspicions of the “all-weather strategic partnership” between Beijing and Islamabad, as well as the sensitive issues of Tibet and the Dalai Lama. Although the idea of ChIndia, as a condominium of the global interests of the two Asian giants and a manifestation of their growing interdependence, is no longer relevant, this article argues that cooperation or confrontation between China and India should not be linked solely to historical matters, but should be viewed from a broader regional and international perspective. The paper discusses the Chinese policy environment as regards the experiences of foreign firms in China. In particular, the study focuses on the changes in China’s policies toward foreign-invested firms and the companies’ perceptions of protectionism of the Chinese regulatory environment. Theoretically, the paper reflects approaches in international political economy and business studies on the bargaining relations between host states and firms, and institutional perspective on business strategy that focuses on the dynamic interaction between organizations and their institutional (...) environment. Hence, the approach takes into account the formal and informal institutional constraints that firms face in a particular institutional framework. Drawing from international survey data, as well as interviews with China-based Finnish firms, the paper analyzes the different types of formal and informal protectionism that foreign companies face in China. It is found that foreign firms perceive the Chinese policy measures as increasingly protective, strict toward foreigners, and favoring of local companies. This is based on China’s strategy to remove the earlier preferences for inward foreign direct investment and to support, instead, the growth of indigenous companies. At the same time, the Chinese market presents such a potential that attracts foreign firms to increasingly invest in the country. China has a strong position in competing for investments: its aspiration for higher technology, together with its labor resources, gives China an unique advantage in bargaining with foreign firms over investments. This study examines the origins and main aspects of the Chinese concept of ecological civilization. Originally a philosophical concept, it was later developed into a political and constitutional principle and became the basis of several public policies of the Chinese government. The author also draws attention to several contradictions and weaknesses in the concept, which has been seen as a Chinese version of sustainable development and ultimately as a Chinese concept of global civilization.

This paper analyzes post-Mao China as a complex risk society in which social, economic, and ecological risk syndromes pertaining to highly diverse levels and systems of development are manifested simultaneously. Complex risk society is a theoretical extension of Ulrich Beck’s thesis on risk society, focusing on complex developmental temporalities that are pervasively symptomatic of rapidly but asymmetrically developing political economies. In my earlier study, Korea was defined as a complex risk society in which risk syndromes of developed, undeveloped, and (...) compressively developing societies are concurrently generated. In the current study, post-Mao China is also analyzed as a complex risk society which is, in fact, more complex than Korea. Paradoxically, due to its explosive development in the post-Mao era which even dwarfs Korea, China is now confronted by all of its capitalist neighbour’s risk syndromes. Besides, due to its so-called gradual approach to reform, China is beset with a complicated mix of socialist and post-socialist syndromes of risks. Gradual reform is in practice a sort of peripatetic pluralism in economic and social reform for maximizing developmental utilities of all types of human, material, and institutional resources—a policy line inevitably accompanied by similarly plural sources and factors of social, economic, and ecological risks. The unprecedented temporal and systemic complexity in China’s risk structure has crucial implications for the country’s much deplored tendency for inequalities. In particular, class inequalities and regional disparities seem to be manifest in risk dimensions no less critically than in material dimensions. The state’s developmentalism alone is no solution for risk complexities or inequalities. (shrink)

Professor Eckstein's book is a study of China's efforts to achieve rapid modernization of its economy within a socialist framework. Eckstein begins with an examination of economic development in pre-Communist China, specifically focusing on the resources and liabilities inherited by the new regime in 1949 and their effects on development policies. He then analyses the economic objectives of the Communist leadership - narrowing income disparities, maintaining full employment without inflation, and achieving rapid industrialization - and argues that the (...) implementation of these goals required a potent ideology capable of providing a strong faith and motivational force for the mass mobilization of resources. In discussing the methods used by the government to achieve its aims, Eckstein makes a thorough evaluation of China's general framework for economic planning, particularly in regard to the distribution and pricing of farm products and the allocation of resources in the industrial sector. In the Western media, stories about China seem to fall into one of two categories: China’s astounding economic development or its human rights abuses. As human rights discourses follow increasingly hegemonic conventions, especially with regard to China, many of their key assumptions remain unexamined. This special issue—the second in a two-part series beginning with “Cosmologies of the Human”—critically investigates the relationship between China and the human as it plays out in law, politics, biopolitics, political economy, labor, (...) medicine, and culture. The contributors interrogate the evolving meanings of “China” and “the human,” both inside China and internationally. The issue tracks the ways in which global discourses treat China—still officially socialist—as similar to, different from, and alternative to Western capitalist modernities. Several essays probe the modern theoretical underpinnings of human rights abuses in China, including a crucial distinction between “the human” and “the people.” Others review the impact of Maoism on Marxist debates in China and in the West, as well as the specific influences of Mao’s writings on French politics and theory in the 1960s. A visual dossier compares eight contemporary Chinese artists, directors, and public image-makers in order to discuss the figure of the human from Tiananmen Square to the 2008 Beijing Olympics. While many contributors discuss China and the West comparatively, the issue interrogates the universalizing claims of both Western and Chinese norms of the human by privileging the local, particular, and eccentric. Hegel’s account of China, based mainly on the reports of European travelers and missionaries, is hardly trustworthy. Attention to it, however, can illuminate Hegel’s own critical practices. Displacing his claims about China onto the imaginary nation of “Baffinland,” I argue that Hegel’s critical standards derive from the basic nature of his thought, which requires that a good society be one that not merely tolerates but encourages the full development of human diversity. As an example of how this might (...) work, I turn to the Rwandan practice of imihigo, in which an individual publicly spells out the contributions that only he or she can make to the community. The Director-General of the WHO has suggested that China’s approach to the COVID-19 crisis could be the standard of care for global epidemics. However, as remarkable as the Chinese strategy might be, it cannot be replicated in other countries and certainly not in Europe. In Europe, there is a distribution of power between the European Union and its member states. In contrast, China’s political power is concentrated in the central government. This enables it to take immediate measures that (...) affect the entire country, such as massive quarantines or closing borders. Moreover, the Chinese legal framework includes restrictions on privacy and other human rights that are unknown in Europe. In addition, China has the technological power to easily impose such restrictions. In most European countries, that would be science fiction. These conditions have enabled China to combat epidemics like no other country can. However, the WHO might have been overoptimistic. The Chinese standard of care for treating COVID-19 also raises problematic issues for human rights, and the real consequences of these actions remain to be seen. (shrink)

This pre-Qin dynasty recluse produced what is considered the earliest Chinese treatise devoted entirely to the art of persuasion. Called Guiguzi after its author, the text provides an indigenous rhetorical theory and key persuasive strategies, some of which are still used by those involved in decision making and negotiations in China today. In "Guiguzi," China's First Treatise on Rhetoric, Hui Wu and C. Jan Swearingen present a new critical translation of this foundational work, which has great historical significance (...) for the study of Chinese rhetoric and communication and yet is little known to Western readers. Concentrating on the Qingdao Observatory, this paper will explore the role of scientific facility in asserting China’s sovereignty during the first half of the twentieth century. Although scholars have explained the efforts of China’s internationalization in diplomacy through the perspectives of politics, economics and culture, they have not paid attention to science. Therefore, this paper aims to shed some light on how scientific issues were solved via diplomacy during the Republic of China, while further asserting that the (...) focus in negotiations was not confined to science itself, but rather to sovereignty within a scientific context. In this process, the meaning of sovereignty has also been expanded basing on the improvement of nation’s scientific capability. Besides, the participation of different actors involved in sovereignty assertion is investigated by this paper. Although the diplomatic negotiation was held at the international level, the local government and scientific community were main promoters in this case, which calls for attention on the various subjects in sovereignty issue. Consequently, this paper argues that Asian countries, such as Republic of China, could also employ science as a means to negotiate with foreign powers and claim their due rights. (shrink)

An existential interpretation of student angst in Chinese universities raises issues of autonomy and freedom. The governance arrangements in China create a conflict for Chinese students who in their coursework are urged to become critical-minded and open-minded. In this essay, Kant’s moral theory provides access to this phenomenon. His theory of duty–rationality–autonomy–freedom relates the liberty of thought to principled action. Kantian ideals still influence western business and university practice and they become relevant in China as that country modernises. (...) The abilities of graduates which officials say the country needs—insightfulness, creativity, innovation, progressiveness and commitment—are only achievable by professionals who are independent minded, rational and who commit to act on their own conclusions. Such people are Kant’s autonomous persons. Chinese students increasingly confront a conflicted educational environment. Universities require students to think, analyse and argue. An outcome of this deliberation is freedom, as construed by Kant as an ‘inner’construct. When students are unable to exercise Kantian freedom in matters which concern them they experience the angst of freedom. Students may carry a burden derived from bridles on information and authoritarian restrictions on dialogue. (shrink)
