In this book – the first of three volumes – Franco Archibugi sets out to create an epistemology of economics, arguing for a radical overturning of the conventional analysis from a “positive” approach to a “programming” approach. This overturning leads to a reappraisal of the foundations of Economics itself, and to an improved integration of Economics as an autonomous discipline alongside Sociology, Political Science, Operational Research, Social Engineering and Physical or Spatial Planning. In 15 years, the international community has been blamed for resorting too easily to the use of force on some occasions (Iraq, Afghanistan, Kosovo), and also it has been blamed for intervening too late or not at all in other crises (Rwanda, Bosnia and today Sudan and Congo). Even today, one of the most contested questions of international politics is the legitimacy for the use of force. David Chandler, Professor of International Relations at the University (...) of Westminster (UK) and Daniele Archibugi, a research director at National Research Council (Italy) and Professor at Birkbeck College (University of London), discuss about the use of force, how the theory and practice of warfare and humanitarian intervention have evolved in the contemporary world and the international responsibility of states. Can there be a global demos? The current debate about this topic is divided between two opposing camps: the “pessimist” or “impossibilist” camp, which holds that the emergence of a global demos is either conceptually or empirically impossible, and the “optimist” or “possibilist” camp, which holds that the emergence of a global demos is conceptually as well as empirically possible and an embryonic version of it already exists. However, the two camps agree neither on a common working definition of a (...) global demos, nor on the relevant empirical facts, so it is difficult to reconcile their conflicting outlooks. We seek to move the debate beyond this stalemate. We argue that existing conceptions of a demos are ill-suited for capturing what kind of a global demos is needed to facilitate good global governance, and we propose a new conception of a demos that is better suited for this purpose. We suggest that some of the most prominent conceptions of a demos have focused too much on who the members of a demos are and too little on what functional characteristics the demos must have in order to perform its role in facilitating governance within the relevant domain. Our new proposal shifts the emphasis from the first, “compositional” question to the second, “performative” one, and provides a more “agency-based” account of a global demos. The key criterion that a collection of individuals must meet in order to qualify as a demos is that it is not merely demarcated by an appropriate membership criterion, but that it can be organized, democratically, so as to function as a state-like agent. Compared to the existing, predominantly “compositional” approaches to thinking about the demos, this agency-based approach puts us into a much better position to assess the empirical prospects for the emergence of a global demos that can facilitate good global governance. In this detailed study of the republican tradition in the development of the Enlightenment, the central problem of utopia and reform is crystallized in a discussion of the right to punish. Describing the political situation in Europe in the seventeenth and eighteenth centuries, the author shows how the old republics in Italy, Poland and Holland stagnated and were unable to survive in the age of absolutism. The Philosophes discussed the ideal of republicanism against this background. They were particularly influenced by (...) the political and religious radicalism of John Toland, which had survived the English Restoration and was then reaching Europe. Professor Venturi traces the debate on the penal laws and the attempt to relate utopian ideas of society to the practical problem of dealing with man in society, which culminated in the assertion by many Philosophes that an unjust social system necessitated harsh penal laws, thereby rejecting the possibility of reform. Cosmopolitics, the concept of a world politics based on shared democratic values, is in an increasingly fragile state.

Globalization processes are propelling a transformation of governance. As political problems become more transnational, public as well as private actors increasingly perform governance activities beyond the level of individual states. This book examines the wide variety of forms that governance can take in the global system and their consequences. An overarching analytical framework is applied to global institutions and initiatives in areas such as trade liberalization, financial market regulation, privacy protection, cybercrime, and food safety.

One of the recurrent criticisms of the project of cosmopolitan democracy has been that it has not examined the political, economic and social agents that might have an interest in pursuing this programme. This criticism is addressed directly in this article. It shows that there are a variety of paths that, in their own right, could lead to more democratic global governance, and that there are a diversity of political, economic and social agents that have an interest in the pursuit (...) of these. Cosmopolitan democracy is an open-ended project that aims to increase the accountability, transparency and legitimacy of global governance, and the battery of agents and initiatives outlined highlight the direction and politics required to make it possible. Las Lecciones sobre teoría del significado (1908) constituyen un valioso documento a la hora de estudiar el pensamiento de Edmund Husserl a propósito del lenguaje. Sin embargo, este texto ha sido escasamente considerado por la crítica. En este trabajo, intentaré mostrar que el estudio de los planteos desarrollados en dichas lecciones resulta de gran interés para el análisis de las continuidades y cambios en el pensamiento de Husserl, así como también para la discusión filosófica sobre el lenguaje. Me concentraré en (...) dos temáticas que considero fundamentales y que servirán, a mi entender, para dar cuenta de su espíritu y relevancia: 1) la distinción entre dos conceptos de significado y sus repercusiones en la distinción entre significado y objeto; 2) la relación entre nuestras dinámicas de trato con las cosas y las formas gramaticales en que dicho trato se expresa lingüísticamente. This paper provides a historical reevaluation of the originality and implications of Avempace's critique of Aristotle's causal explanation of the motion of projectiles. It also offers a serious revision of the place which has usually been assigned to Avempace in the history of science. The views regarding projectiles defended in Avempace's Arabic commentary are in sharp opposition to the anti-Aristotelian Avempace that was known in the Medieval West through Averroes. Avempace's commentary reveals only a moderate critic of Aristotle, a critic (...) who did not, in any case, break with the master, and who, therefore, did not even go as far as Philoponus in creating a new and more profound theory of projectile motion. Nous montrons qu’il existe différentes manières de développer la gouvernance démocratique au niveau mondial, qui sont associées à divers acteurs politiques, économiques et sociaux trouvant leur intérêt dans un projet de ce genre. This paper presents the Futurium platform used by Digital Futures, a foresight project launched by the European Commission's Directorate General for Communications Networks, Content and Technology (DG CONNECT). Futurium was initially developed with the primary purpose of hosting and curating visions and policy ideas generated by Digital Futures (Digital Futures was launched in July 2011 by DG CONNECT's Director General Robert Madelin following a prior DG CONNECT exercise called Digital Science.). However, it has turned into a platform on which to (...) experiment with new policymaking models based on scientific evidence and stakeholder participation, referred to in this paper as ‘Policy Making 3.0’. The platform hosts an online foresight toolkit to facilitate the joint creation of ideas to help design future policies. It leverages the potential of social networks, open data, semantic and knowledge mining technologies as well as participatory brainstorming techniques to engage stakeholders and harness their views and creativity to better inform policies that matter to them. The Futurium distinguishes between different variables, reflecting the emotional vs. rational mindsets of the participants, and offers the possibility to frame the engagement and co-creation process into multiple phases of a workflow. Futurium was developed to support Digital Futures, but its open architecture makes it easily adaptable to any policymaking/decision-making context where thinking ahead, participation, scientific evidence and agility are needed. Futurium is an early prototype implementation of the Policy Making 3.0 model, which is a long-term vision requiring further investigation and experimentation.
