El documento presenta la propuesta ecuatoriana como una política pública viable tanto desde el punto de vista nacional como internacional. Se analizan las razones de por qué no debe atarse esta iniciativa al mercado de carbono, y se proponen premisas para impulsar acuerdos políticos que tendrán como momento clave la reunión del Convenio de Cambio Climático en Copenhague. En el documento se proponen varias posibilidades y condiciones políticas y económicas para estructurar un fondo solidario a fin de hacer viable la (...) iniciativa de no explotación del crudo en el Parque Nacional Yasuní. Se destaca que la propuesta ha recibido ya el respaldo del Parlamente Alemán, y que está en la agenda de varios parlamentos y gobiernos a nivel internacional. (shrink)

Este ensayo recoge la discusión sobre la vigencia o el fracaso de “la gran teoría del desarrollo”, y tras descartar la simplificada última ‘gran teoría’ del neoliberalismo, muestra el paso desde la gran teoría a la multiplicación de teorías, donde muchos de los nuevos aportes planteados superan el economicismo. Tras la reflexión acerca de si será posible y realista intentar un desarrollo diferente a partir de la vigencia de los derechos humanos como base para una sociedad solidaria, dentro del capitalismo (...) propone la construcción de respuestas glocales en la búsqueda de un nuevo régimen social de acumulación y participación. El artículo provee una interpretación de la actual crisis financiera como parte de una crisis económica que tiene una serie de facetas sincronizadas, -amén de lo financiero, en lo ambiental, lo energético, lo alimentario- eventuales antesalas de una profunda y prolongada crisis civilizatoria. Plantea la necesidad de no reducir la atención sólo a los temas coyunturales y de diseñar una estrategia que permita sentar las bases estructurales para el cambio, aprovechando las actuales dificultades coyunturales y las debilidades relativas de los (...) centros de poder mundial. Presenta tres propuestas que apuntan hacia la construcción de un nuevo y mejor sistema económico internacional, pilares sobre los cuales se puede empezar a diseñar un nuevo sistema financiero y monetario mundial: un Código Financiero Internacional; un Banco Central Mundial, y un Tribunal Internacional de Arbitraje de Deuda Soberana. Plantea la necesidad de repensar íntegramente la Organización Mundial de Comercio (OMC), así como la creación de una Organización Mundial de Medio Ambiente y del Cambio Climático y dar paso a la Declaración Universal de los Derechos de la Naturaleza, tal como lo hizo la Asamblea Constituyente del Ecuador. Este artículo analiza la potencia desestabilizadora de la gramática política de la Educación Sexual Integral y su posibilidad de gestar en las escuelas espacios incluyentes en un contexto socio-cultural conservador. Se describe la puesta en acto de la ESI en una provincia del Noroeste Argentino a través de datos relevados en la consulta a estudiantes efectuadas por el Operativo Aprender en 2019 y registros cualitativos de trabajo de campo en escuelas que acogen sujetos de la diversidad sexo-genérica.

La disfuncionalidad del sistema financiero internacional, reflejada con claridad en las recientes crisis de Argentina (2001) y de los mercados asiáticos (1997-98), no hace sino confirmar, a juicio de los autores, la imperiosa necesidad de una profunda reforma y democratización de las instituciones de crédito a escala mundial. La tarea principal del FMI nunca debió ser la de prestamista de última instancia, sino la de garante de condiciones justas que permitan a los países en vías de desarrollo un mejor y (...) más justo acceso al crédito. A modo de recomendación, los autores proponen la creación de un Tribunal Internacional de Arbitraje de la Deuda Soberana, el cual actuaría como instancia multilateral y contrapeso al poder que tienen las instituciones acreedoras sobre los organismos actuales (Banco Mundial, FMI, Club de París). Por otra parte, se discute y critica la concepción actual dominante que ya no considera a los países como entes soberanos, sino más bien como empresas, es decir, sujetas a la quiebra y al embargo. Este artículo explora el concepto de trauma colectivo y su aplicación en el contexto histórico y social de las sociedades latinoamericanas. La transferencia del término «trauma colectivo» desde el campo del conocimiento psicológico a la esfera social e histórica plantea preguntas sobre su legitimidad y marco conceptual. El estudio examina la fidelidad de esta transferencia conceptual y su relación con la comprensión psicoanalítica temprana de los fenómenos traumáticos. El contexto cultural europeo de finales del siglo xix y principios del siglo (...) xx proporcionó la base para teorizar las consecuencias de experiencias intensas y violentas, lo que resultó en el concepto de «neurosis traumática», influenciado significativamente por el trabajo de Freud. El artículo discute la apropiación de herramientas psicoanalíticas en la crítica histórica y cultural para comprender eventos que desafían marcos tradicionales y la inteligibilidad social, como el Holocausto. La noción del trauma como una fuerza enigmática y recurrente en la experiencia histórica se explora a través del enfoque de los estudios del trauma. El artículo pone de relieve a destacados y destacadas académicas en este campo y su uso de conceptos psicoanalíticos, demostrando la preservación y aplicación significativa de estas nociones en la comprensión de fenómenos históricos y colectivos. Al acortar la brecha entre las experiencias psicológicas individuales y los traumas colectivos, los estudios del trauma ofrecen un enfoque único para interpretar y representar eventos que resisten las narrativas históricas tradicionales. En el marco de la Asamblea Nacional Constituyente inaugurada el año 2007 en Montecristi, Ecuador, se declaró al Estado ecuatoriano como un Estado Plurinacional. Este trabalho busca analisar os desdobramentos da relação entre infâncias, juventudes e sexualidades que se apresentam nas escolas em tempos de cerceamentos e perseguições presentes na última década à escola. Falar de infância é discorrer sobre corpos e, justamente por isso, é indissociável da sexualidade. As relações interpessoais que ocorrem nos espaços escolares são imprescindíveis para socializações com vidas outras. No entanto, após a censura da temática de gênero e sexualidades nos planos educacionais recentes, bem como na Base Nacional Comum (...) Curricular, e frente às sistemáticas perseguições aos professores interessados em sua discussão, nosso intuito é indagar o lugar do corpo e da sexualidade na escola, sobretudo em tempos de neoconservadorismo e pós-fascismo. Enquanto definição, entendemos por neoconservadorismo os novos agenciamentos que a matiz conservadora se utilizou para a sua consolidação na população brasileira; e, por pós-fascismo, as novas esferas de sociabilidades a partir de pragmatismos à identificação de valores comum na sociedade na promoção do pânico moral. Para sustentarmos nossa análise, utilizaremos três cenas escolares de educação para a sexualidade, entendidas aqui como práticas de resistências. Estas, muito embora recentemente vistas na sociedade como responsáveis pela destruição da família tradicional brasileira (de base heteronormativa), são valorizadas para a promoção de infâncias seguras. We extend the languages of both basic and graded modal logic with the infinity diamond, a modality that expresses the existence of infinitely many successors having a certain property. In both cases we define a natural notion of bisimilarity for the resulting formalisms, that we dub $\mathtt {ML}^{\infty }$ and $\mathtt {GML}^{\infty }$, respectively. We then characterise these logics as the bisimulation-invariant fragments of the naturally corresponding predicate logic, viz., the extension of first-order logic with the infinity quantifier. Desde el realismo filosófico la clave parece encontrarse en la adecuada articulación entre conciencia y subjetividad. Estudiaremos las teorías de la conciencia de Antonio Millán-Puelles y Karol Wojtyła desde la onto-fenomenología para hallar el modo de superar esta aporía. -/- How to objectify subjectivity without falling into either immanent subjectivisms or objectivisms foreign to personal existence? An important milestone of 20th Century philosophy was the rise of personalism. After the crimes and atrocities against millions of human beings in two World Wars, especially the Second, some philosophers and other thinkers began to seek arguments showing the value of each human being, to expose and denounce the folly of political structures that violate the inalienable rights of the individual person. -/- Karol Wojtyla appeals to the ancient concept of 'person' to emphasize the particular value of each human (...) being. The person is unique because of their subjectivity by which they possesses an unrepeatable interior world in the history of humanity. Their rational nature grants them a special character among living beings, among which is the transcendence to the infinite. Wojtyla magisterially shows how each human being's personhood is rooted in a conscious and free subjectivity, which is marked also by personal and social responsibility. Wojtyla's original philosophical analysis takes for its starting point the human act, in which consciousness and experience consolidate voluntary choices, which are objectively efficacious. By their acts, the person determines their own personhood. This self-dominion manifests the person and enables them to live together in a community in which one's neighbor can be a companion on the voyage of life. -/- This work provides a clear guide to Karol Wojtyla's principal philosophical work, Person and Act, rigorously analyzing the meaning that the author intended in his exposition. An important feature of the work is that the authors rely on the original Polish text, Osoba i czyn, as well as the best translations into Italian and Spanish, rather than on a flawed and sometimes misleading English edition of the work. -/- Besides the analysis of Wojtyla's masterwork, this volume offers three chapters examining the impact of Wojtyla's anthropology on the relationship between faith and reason. La Neuroteología surge como una nueva forma de explicar las relaciones entre el ser humano y Dios, las religiones y la espiritualidad en general a partir de la neurología (estudio del sistema nervioso, especialmente del encéfalo). Pero en algunos casos pretende incluso demostrar la existencia o no existencia de Dios. En este trabajo deseo exponer de qué manera algunas formas de Neuroteología manifiestan un rasgo sintomático de la cultura actual donde la ciencia actúa como un saber omnímodo que aspira explicar (...) todos los aspectos de la realidad pasando por alto sus propios límites metodológicos. Algunos investigadores transgreden los principios del método científico-experimental para extrapolarlos a cuestiones filosóficas y teológicas. De esta forma violentan las fronteras epistemológicas de los saberes para convertirse en un único tipo de conocimiento. La ciencia lleva a cabo, cuando menos, un reduccionismo naturalista. -/- Neurotheology appears as a new way to explain the relations between the human being and God, religions, and spirituality in general starting from Neurology (the study of the nervous system, especially the brain). But in certain cases it also pretends to demonstrate the existence or nonexistence of God. In this paper I would like to demonstrate how some forms of Neurotheology offer a symptomatic characteristic of our current culture, where Science acts as an all-embracing knowledge —it aspires to explain the entire aspect of reality— ignoring the limits of its method. Actually, some researchers transgress the principles of the scientific-experimental method and extrapolate to philosophical and theological issues. In this way, they overlap the epistemological limits of the different kinds of knowledge to become one only. Thus, science carries out, to say the least, a naturalist reductionism. (shrink)

This paper analyses the features of Kant’s view of memory, which Kant himself described explicitly in his lectures on anthropology and implicitly in the A edition of the Critique of Pure Reason. I shall offer a review of literature on Kant’s view of memory up to this day. I suggest that memory is a cognitive faculty that has the power to store and reproduce representations. Kant distinguishes among three different kinds of memorization which are relevant for human cognition. I offer (...) reasons to hold that imagination and memory must be differentiated by their functioning, although the first one grounds the second one. Finally, I hold that certain functions of memory need to be presupposed at a transcendental level, in which memory would play a fundamental function with regard to the possibility of experience. Resumen Este artículo analiza los rasgos de la concepción de la memoria de Kant, los cuales él describió explícitamente en sus lecciones sobre antropología e implícitamente en la edición A de la Crítica de la Razón Pura. Proporcionaré una revisión de la literatura sobre la concepción de Kant acerca de la memoria hasta el presente. Sugiero que la memoria es una facultad cognitiva que tiene el poder de almacenar y reproducir representaciones. Kant distingue tres tipos diferentes de memorización, los cuales son relevantes para el conocimiento humano. Asimismo, proporciono razones para sostener que la imaginación y la memoria deben ser diferenciadas por su funcionamiento, aunque la primera es el fundamento de la segunda. Finalmente, sostengo que ciertas funciones de la memoria necesitan ser presupuestas a un nivel trascendental, en el cual la memoria cumpliría una función fundamental con respecto a la posibilidad de la experiencia. Los sótanos del universo plantea la necesidad de cambiar la epistemología del conocimiento apodíctico científico-filosófico basado en la certidumbre por la “epistemología del riesgo”. Asimismo, sugiere un mayor acercamiento entre ciencia y filosofía para superar la actual confusión y estancamiento que afectan a estos saberes. Este artículo analiza ambos temas. -/- Los Sótanos del Universo proposes the necessity of changing the epistemology of apodictic scientific-philosophical knowledge, based on certainty, for the “epistemology of risk”. La teoría de la intentio hoy conocida como “intencionalidad” había pasado desapercibida en la filosofía moderna y fue recuperada por Brentano, pero sobre todo fue puesta de relieve por Husserl, quien se apoyó en ella como uno de los elementos básicos de su fenomenología. Sin embargo, en esta corriente la intencionalidad perdió su sentido clásico. Así lo pone de manifiesto Jacques Maritain en su gnoseología. ¿Por qué Husserl cambia el sentido del concepto?, ¿cuál es la crítica principal de Maritain a (...) este hecho? Parece pertinente esclarecer ambas visiones a fin de comprender el sentido que ha prevalecido en la Filosofía de la Mente contemporánea y las Neurociencias. Lo que se halla en juego es nuevamente la antigua confrontación entre inmanentismo y realismo gnoseológico: admitir en qué consiste la intencionalidad es el punto de inflexión entre estas posiciones. En este trabajo pongo de manifiesto que la forma de asumir un legítimo realismo es mediante una metafísica del ser que reclama una intencionalidad radicada no solamente en el sujeto cognoscente sino además en su relación con la cosa conocida y no sólo con los meros objetos mentales. -/- El propósito de esta publicación es mostrar el punto de quiebre que se lleva a cabo en la teoría del conocimiento y en la psicología racional con respecto al concepto “intencionalidad” del realismo metafísico. La teoría de la intentio en F. Brentano recoge la idea original de los medievales pero sin ser muy explícito en los términos gnoseológicos ya que su objetivo primario consistió sobre todo en superar el psicologismo de su época. En cambio, esa teoría heredada por Husserl se ve alterada completamente con respecto a su sentido primigenio cuando aplica su método trascendental. Esto se puede apreciar en varias partes de su obra "Ideas relativas a una fenomenología pura y una filosofía fenomenológica" (1913). (shrink)

The aesthetic tools proposed in this article pursue the intention of articulating and reflecting on dance as a phenomenon and artistic practice both from its generative and reflective ability. For that purpose I establish analogies between the complexities that aesthetic theory and dance share, from the modal interrelationships proposed in Estética modal, which give us the access to think in terms of transitivity, movement and interrelation. RESUMEN Cuando se mira la masacre de El Salado, es difícil no preguntarse por los factores que llevaron a esta comunidad de los Montes de María, en el contexto de la guerra rural que vivía Colombia a finales del siglo XX, a volverse un objetivo militar por parte de las A.U.C. (Autodefensas Unidas de Colombia), es decir, a recibir la marca o estigma de 'pueblo guerrillero'; en otras palabras, a convertirse en un pueblo masacrable. El presente artículo intenta abordar esta (...) cuestión y para ello analiza las consecuencias de la ocupación de las FARC desde su ingreso a la región en los noventa. Los modos como este poder fareano dispuso de lógicas guerreristas y dejó poco margen de maniobra y libertad para los pobladores de El Salado; los saladeros no tuvieron opción ni libertad, y la cohabitación se confundió con la colaboración, la pasividad con la pertenencia. En una segunda parte, revisa los efectos de la arremetida brutal de las FARC contra cierto grupo de pobladores (en especial, ganaderos y fuerza pública); de algún modo, la masacre del 2000, ejecutada por las AUC, fue una respuesta impulsada por un odio desmedido frente a una violencia también excesiva por parte de las FARC en los años anteriores a la masacre. En este apartado, se habla acerca del odio y la venganza que se constituyen en afectos que contribuyeron decisivamente -entre otros más- a la masacre del año 2000. Las elaboraciones sobre la economía del odio de Sara Ahmed (2015) y las de Laura Quintana sobre los afectos (2020 y 2021) serán fundamentales. ABSTRACT When looking at the El Salado massacre, we wonder about the factors that led this town of los Montes de María, in the context of the rural war in Colombia at the end of the 20th century, to become a military objective by the A.U.C (Autodefensas Unidas de Colombia), that is, to receive the brand or stigma of 'guerrilla people'; that is, to become a massacrable town. This article tries to address this issue, thus analyzing the consequences of the FARC occupation since its entry into the region in the nineties. Ways like this Farean power had warmer logic and left little room for maneuver and freedom for the residents of El Salado; The saladeros had no choice or freedom, and cohabitation was confused with collaboration, passivity with belonging. in a second part, it reviews the effects of the brutal attack by the FARC against a certain group of residents (especially, ranchers and the military); in a way, the 2000 massacre, carried out by the AUC, was an inordinately hateful response to excessive violence by the FARC in the years before the massacre. In this section, we talk about the hatred and revenge that constitute elements that contributed decisively -among others- to the 2000 massacre. The elaborations on the economy of hate by Sara Ahmed (2015) and the elaborations of Laura Quintana on affects (2020 and 2021) will be fundamental. (shrink)

Cultural evolution studies are characterized by the notion that culture evolves accordingly to broadly Darwinian principles. Yet how far the analogy between cultural and genetic evolution should be pushed is open to debate. Here, we examine a recent disagreement that concerns the extent to which cultural transmission should be considered a preservative mechanism allowing selection among different variants, or a transformative process in which individuals recreate variants each time they are transmitted. The latter is associated with the notion of “cultural (...) attraction”. This issue has generated much misunderstanding and confusion. We first clarify the respective positions, noting that there is in fact no substantive incompatibility between cultural attraction and standard cultural evolution approaches, beyond a difference in focus. Whether cultural transmission should be considered a preservative or reconstructive process is ultimately an empirical question, and we examine how both preservative and reconstructive cultural transmission has been studied in recent experimental research in cultural evolution. Finally, we discuss how the relative importance of preservative and reconstructive processes may depend on the granularity of analysis and the domain being studied. (shrink)

We study the computability-theoretic complexity and proof-theoretic strength of the following statements: (1) "If X is a well-ordering, then so is ε X ", and (2) "If X is a well-ordering, then so is φ(α, X)", where α is a fixed computable ordinal and φ represents the two-placed Veblen function. For the former statement, we show that ω iterations of the Turing jump are necessary in the proof and that the statement is equivalent to ${\mathrm{A}\mathrm{C}\mathrm{A}}_{0}^{+}$ over RCA₀. To prove the (...) latter statement we need to use ω α iterations of the Turing jump, and we show that the statement is equivalent to ${\mathrm{\Pi }}_{{\mathrm{\omega }}^{\mathrm{\alpha }}}^{0}{-\mathrm{C}\mathrm{A}}_{0}$ . Our proofs are purely computability-theoretic. We also give a new proof of a result of Friedman: the statement "if x is a well-ordering, then so is φ(x, 0)" is equivalent to ATR₀ over RCA₀. (shrink)

This major publication is a history of the semantic tradition in philosophy from the early nineteenth century through its incarnation in the work of the Vienna Circle, the group of logical positivists that emerged in the years 1925-1935 in Vienna who were characterised by a strong commitment to empiricism, a high regard for science, and a conviction that modern logic is the primary tool of analytic philosophy. In the first part of the book, Alberto Coffa traces the roots of (...) logical positivism in a semantic tradition that arose in opposition to Kant's theory that a priori knowledge is based on pure intuition and the constitutive powers of the mind. In Part II, Coffa chronicles the development of this tradition by members and associates of the Vienna Circle. Much of Coffa's analysis draws on the unpublished notes and correspondence of many philosophers. The book, however, is not merely a history of the semantic tradition from Kant 'to the Vienna Station'. Coffa also critically reassesses the role of semantic notions in understanding the ground of a priori knowledge and its relation to empirical knowledge and questions the turn the tradition has taken since Vienna. Abortion is largely accepted even for reasons that do not have anything to do with the fetus' health. By showing that (1) both fetuses and newborns do not have the same moral status as actual persons, (2) the fact that both are potential persons is morally irrelevant and (3) adoption is not always in the best interest of actual people, the authors argue that what we call ‘after-birth abortion’ (killing a newborn) should be permissible in all the cases where abortion (...) is, including cases where the newborn is not disabled. This open access book discusses individual, collective, and institutional responsibilities with regard to vaccination from the perspective of philosophy and public health ethics. It addresses the issue of what it means for a collective to be morally responsible for the realisation of herd immunity and what the implications of collective responsibility are for individual and institutional responsibilities. The first chapter introduces some key concepts in the vaccination debate, such as ‘herd immunity’, ‘public goods’, and ‘vaccine refusal’; and explains why failure (...) to vaccinate raises certain ethical issues. The second chapter analyses, from a philosophical perspective, the relationship between individual, collective, and institutional responsibilities with regard to the realisation of herd immunity. The third chapter is about the principle of least restrictive alternative in public health ethics and its implications for vaccination policies. Finally, the fourth chapter presents an ethical argument for unqualified compulsory vaccination, i.e. for compulsory vaccination that does not allow for any conscientious objection. The book will appeal to philosophers interested in public health ethics and the general public interested in the philosophical underpinning of different arguments about our moral obligations with regard to vaccination. In Ockhamist branching-time logic [Prior 67], formulas are meant to be evaluated on a specified branch, or history, passing through the moment at hand. The linguistic counterpart of the manifoldness of future is a possibility operator which is read as `at some branch, or history (passing through the moment at hand)'. Both the bundled-trees semantics [Burgess 79] and the $\langle moment, history\rangle$ semantics [Thomason 84] for the possibility operator involve a quantification over sets of moments. The Ockhamist frames are (3-modal) (...) Kripke structures in which this second-order quantification is represented by a first-order quantification. The aim of the present paper is to investigate the notions of modal definability, validity, and axiomatizability concerning 3-modal frames which can be viewed as generalizations of Ockhamist frames. In just the last decade, many conference proceedings have been published on Plato’s Timaeus and its influence on the history of philosophy. A completeness theorem is established for logics with congruence endowed with general semantics (in the style of general frames). As a corollary, completeness is shown to be preserved by fibring logics with congruence provided that congruence is retained in the resulting logic. The class of logics with equivalence is shown to be closed under fibring and to be included in the class of logics with congruence. Thus, completeness is shown to be preserved by fibring logics with equivalence and general semantics. (...) I argue that there are significant moral reasons in addition to harm prevention for making vaccination against certain common infectious diseases compulsory. My argument is based on an analogy between vaccine refusal and tax evasion. First, I discuss some of the arguments for compulsory vaccination that are based on considerations of the risk of harm that the non‐vaccinated would pose on others; I will suggest that the strength of such arguments is contingent upon circumstances and that in order to provide (...) the strongest defence possible of compulsory vaccination, such arguments need to be supplemented by additional arguments. I will then offer my additional argument for compulsory vaccination: I will argue that in both cases of vaccine refusal and of tax evasion individuals fail to make their fair contribution to important social and public goods, regardless of whether each individual contribution ‘makes a difference’. While fairness considerations have sometimes been used to support a moral duty to vaccinate, they have not been appealed to in order to argue for a legal duty to vaccinate. I will suggest that this is due, among other things, to a misapplication of the principle of the least restrictive alternative in public health. We describe a form of moral artificial intelligence that could be used to improve human moral decision-making. We call it the “artificial moral advisor”. The AMA would implement a quasi-relativistic version of the “ideal observer” famously described by Roderick Firth. We describe similarities and differences between the AMA and Firth’s ideal observer. Like Firth’s ideal observer, the AMA is disinterested, dispassionate, and consistent in its judgments. Unlike Firth’s observer, the AMA is non-absolutist, because it would take into account the human (...) agent’s own principles and values. We argue that the AMA would respect and indeed enhance individuals’ moral autonomy, help individuals achieve wide and a narrow reflective equilibrium, make up for the limitations of human moral psychology in a way that takes conservatives’ objections to human bioenhancement seriously, and implement the positive functions of intuitions and emotions in human morality without their downsides, such as biases and prejudices. We argue that individuals who have access to vaccines and for whom vaccination is not medically contraindicated have a moral obligation to contribute to the realisation of herd immunity by being vaccinated. Contrary to what some have claimed, we argue that this individual moral obligation exists in spite of the fact that each individual vaccination does not significantly affect vaccination coverage rates and therefore does not significantly contribute to herd immunity. Establishing the existence of a moral obligation to be vaccinated (...) despite the negligible contribution each vaccination can make to the realisation of herd immunity is important because such moral obligation would strengthen the justification for coercive vaccination policies. We show that two types of arguments—namely a utilitarian argument based on Parfit’s Principle of Group Beneficence and a contractualist argument—can ground an individual moral obligation to be vaccinated, in spite of the imperceptible contribution that any single vaccination makes to vaccine coverage rates. We add a further argument for a moral obligation to be vaccinated that does not require embracing problematic comprehensive moral theories such as utilitarianism or contractualism. The argument is based on a “duty of easy rescue” applied to collectives, which grounds a collective moral obligation to realise herd immunity, and on a principle of fairness in the distribution of the burdens that must be borne to realise herd immunity.
