The paper presents the analysis of the concept of the noosphere, information and innovation management, which aims to realize the idea of noosphere thinking in administrative management, namely development of harmonious relationship between man, society, nature. It is revealed that the sphere of mind and spirit is based on the concept of the noosphere-no-information-innovative development of administrative management, which serves as the core of noosphere thinking manager. Method - information and synergy that allow to analyze the complex phenomenon of civilization as noosphere, innovative information management. At the heart of the noosphere, information and innovation management is coevolution of interacting elements of the elements of the system, which develops and maintains its integrity. It is important for noosphere administration as a set of processes, which combine three types of evolution - natural, social and activity-in fact, the center of which man as the measure of all things. The article presents the conditions for the self-deployment of a globalized world as a set of complex of social systems under conditions of instability. The globalized world as a self-deployment of complex of hierarchical systems under conditions of uncertainty, information stochasticity and "balancing on the brink of chaos" is an integral part of increasing the efficiency of the management system as a whole. The main purpose of the article is the conceptualization of the self-deployment of the globalized world as a (...) set of complex social systems under conditions of stochasticity and "balancing on the verge of chaos”. The term "self-deployment" of complex social systems under conditions of uncertainty and instability reveals the transitions of quality from one state to another. Used methodology - systemic, structural-functional and synergetic methods and approaches that allow to analyze the conditions of instability and uncertainty. The synergetic-reflexive model of management as a complex social system consists of a set of nonlinear processes, in particular dynamic chaos as some of the most complex ordering. The research is based on the following objectives: to reveal the essence of self-deployment and its main stages; determine the role played by autopoiesis in the structuring of social systems as integral units. On the basis of the proposed methods, the conceptual-categorical apparatus necessary for the conceptualization of the self-deployment of the globalized world as a complex of complex social systems is clarified. the synergetic-reflexive model of control necessary for solving problems of stochastic, uncertainty and "balancing on the edge of chaos" is analyzed. Актуальність дослідження особливостей взаємодії людини і освіти у смарт-суспільстві розглядається у площині еволюції суспільства від індустріального до постіндустріального, а потім від інформаційного до smart-суспільства. В основі smart-суспільства витребуваною є інноваційна освіта, яка потребує вироблення спеціальних компетентностей людини, яка була б здатною працювати у високотехнологічному і високорозумному середовищі, яке формує лише освіта. Мета статті - розкрити концептуалізацію smart-суспільства, його поняттєво-категорійний апарат теми та еволюцію основних його категорій у вимірі «smart» та витребуваність людини як креатора інноваційного середовища, в основі якого новий рівень (...) взаємодії «людина-суспільство». Цінними для нас є доробки з інформаційного суспільства та інноваційної освіти таких авторів, як Р. Арона, Д. Белла, Е. Гідденса, Л. Берталанфі, З. Бжезинського, І. Валлерстайна, М. Кастельса, Ю. Лотмана, Н. Лумана, У. Матурана, Дж. Нейсбіта, О.Тоффлера, Ф.Фукуями, на основі яких розгорталася еволюція інформаційного суспільства в постінформаційне і «смарт-суспільство». Методологія дослідження – антропологічний, інформаціологічний, синергетичний методи і підходи, що дають можливість глибоко проникнути у даний тип суспільства, що йде на зміну інформаційному. Результати дослідження - вперше представлена концептуалізація smart-суспільства у філософсько-антропологічному вимірі і розроблено поняттєво-категоріальний апарат. Робиться висновок, що smart-людина є суб’єктом smart-суспільства, в основі якого цифрова економіка як результат високотехнологічного розвитку соціуму. Прорив у системі ІКТ визначив глибинні змістовні зміни у всіх сферах професійної і суспільної діяльності, тому сьогодні є всі підстави говорити про еволюційну трансформацію інформаційного суспільства. Виновок. В контескті виявлення антропологічних засад взаємодії людини і суспільства на новому етапі розвитку Smart-суспільства має велике значення виявлення нових типів взаємодії людини і суспільства, що привело до появи нових проблем соціокомунікації-соціотрансляції мультипроцесів інформації, що включає синтез інформатики, кібернетики електронно-обчислювального програмування, антропології, соціології та обертається нваколо соціокультурних процесів.
