We are moving towards a future where Artificial Intelligence (AI) based agents make many decisions on behalf of humans. From healthcare decision-making to social media censoring, these agents face problems, and make decisions with ethical and societal implications. Ethical behaviour is a critical characteristic that we would like in a human-centric AI. A common observation in human-centric industries, like the service industry and healthcare, is that their professionals tend to break rules, if necessary, for pro-social reasons. This behaviour among (...) humans is defined as pro-social rule breaking. To make AI agents more human-centric, we argue that there is a need for a mechanism that helps AI agents identify when to break rules set by their designers. To understand when AI agents need to break rules, we examine the conditions under which humans break rules for pro-social reasons. In this paper, we present a study that introduces a ‘vaccination strategy dilemma’ to human participants and analyzes their response. In this dilemma, one needs to decide whether they would distribute COVID-19 vaccines only to members of a high-risk group (follow the enforced rule) or, in selected cases, administer the vaccine to a few social influencers (break the rule), which might yield an overall greater benefit to society. The results of the empirical study suggest a relationship between stakeholder utilities and pro-social rule breaking (PSRB), which neither deontological nor utilitarian ethics completely explain. Finally, the paper discusses the design characteristics of an ethical agent capable of PSRB and the future research directions on PSRB in the AI realm. Abstract:Total Quality Management (TQM) has been the object of extensive discussion within the popular literature and is increasingly of interest among management scholars. Recent scholarship has focused on the theoretical foundations of TQM, particularly what makes it work, why so many firms have had problems implementing it, and under what circumstances it may create a sustainable advantage for individual firms. This paper extends the work in theory development regarding TQM and offers an empirically testable theoretical model of its function. (...) The central claim of the paper is that embedded within TQM there are a set of moral values (“value dynamics”) that must be developed and maintained if it is to work, and that seeing them as moral values has significant theoretical and practical implications. That is, how TQM is understood and “enacted” (Weick 1979) by managers plays a significant role in determining its success. In his Ruffin Lecture, Bowie attempts to offer a Kantian theory of capitalism, and this strikes me as a constructive and important thing to do. Bowie’s proposal contributes to a new direction in research that I believe is critical: offering alternative interpretations of capitalism, specifically, theories based in moral concepts which are designed to make room for normative inquiry. In contrast, much of the work in business ethics has focused on the application of moral principles or ideas to specific (...) class='Hi'>problems in business. These efforts work largely within the accepted meanings of “business” offered by economists, strategists and others, and then try to import moral concepts to identify and analyze various ethical problems. Several recent works in ethics suggest that this approach hasn’t addressed underlying assumptions about ethics and business which tend to make “ethical” approaches either directly conflicting with the logic of “business” or largely irrelevant to it. As such, the “problems” approach to doing ethics doesn’t address the substantial difficulties created by the conceptual terrain to which it was applied. Without more comprehensive and systematic attention to how researchers understand the conceptual underpinnings of capitalism, the contributions of such efforts will be limited and tenuous—that is, they will make projects which attempt to “apply” ethics onto business seem naive or implausible to people outside the community of business ethicists. ABSTRACT:Global multi-stakeholder initiatives are important instruments that have the potential to improve the social and environmental sustainability of global supply chains. However, they often fail to comprehensively address the needs and interests of various supply-chain participants. While voluntary in nature, MSIs have most often been implemented through coercive approaches, resulting in friction among their participants and in systemic problems with decoupling. Additionally, in those cases in which deliberation was constrained between and amongst participants, collaborative approaches have often failed to (...) materialize. Our framework focuses on two key aspects of these breakdowns: assumptions about the orientation of MSI participants, and the deliberation processes that participants use to engage with each other to create these initiatives and sustain them over time. Drawing from stakeholder and deliberation theories, we revisit the concept of MSIs and show how their deliberative capacity may be enhanced in order to encourage participants to collaborate voluntarily. Despite the burgeoning literature on the governance and impact of cross-sector partnerships in the past two decades, the debate on how and when these collaborative arrangements address globally relevant problems and contribute to systemic change remains open. Building upon the notion of wicked problems and the literature on governing such wicked problems, this paper defines harnessing problems in multi-stakeholder partnerships as the approach of taking into account the nature of the problem and of organizing (...) governance processes accordingly. The paper develops an innovative analytical framework that conceptualizes MSPs in terms of three governance processes harnessing three key dimensions of wicked problems. The Roundtable on Sustainable Palm Oil provides an illustrative case study on how this analytical framework describes and explains organizational change in partnerships from a problem-based perspective. The framework can be used to better understand and predict the complex relationships between MSP governance processes, systemic change and societal problems, but also as a guiding tool in organizing governance processes to continuously re-assess the problems over time and address them accordingly. The discipline of knowledge translation (KT) emerged as a way of systematically understanding and addressing the challenges of applying health and medical research in practice. In light of ongoing and emerging critique of KT from the medical humanities and social sciences disciplines, KT researchers have become increasingly aware of the complexity of the translational process, particularly the significance of culture, tradition and values in how scientific evidence is understood and received, and thus increasingly receptive to pluralistic notions of knowledge. Hence, (...) there is now an emerging view of KT as a highly complex, dynamic, and integrated sociological phenomenon, which neither assumes nor creates knowledge hierarchies and neither prescribes nor privileges scientific evidence. Such a view, however, does not guarantee that scientific evidence will be applied in practice and thus poses a significant dilemma for KT regarding its status as a scientific and practice-oriented discipline, particularly within the current sociopolitical climate. Therefore, in response to the ongoing and emerging critique of KT, we argue that KT must provide scope for relevant scientific evidence to occupy an appropriate position of epistemic primacy in public discourse. Such a view is not intended to uphold the privileged status of science nor affirm the “scientific logos” per se. It is proffered as a counterbalance to powerful social, cultural, political and market forces that are able to challenge scientific evidence and promote disinformation to the detriment of democratic outcomes and the public good. This note critiques the concept of “wicked problems” and its usefulness in crises such as Covid-19. There are two problems with the concept as defined by Rittel, Webber, and those who draw from them, which undermine its value in the analysis of social policy. First, their characterisation of wicked problems is founded on a crude and false picture of science (cf. Turnbull and Hoppe 2019). Second, it is so vague that on an expansive reading all (...) social problems are wicked problems while on a restrictive reading almost none are. The early withdrawal of students from healthcare education programmes, particularly nursing, is an international concern and, despite considerable investment, retention rates have remained stagnant. Here, a regional study of healthcare student retention is used as an example to frame the challenge of student attrition using a concept from policy development, wicked problem theory. This approach allows the consideration of student attrition as a complex problem derived from the interactions of many interrelated factors, avoiding the pitfalls of small‐scale interventions and (...) over‐simplistic assumptions of cause and effect. A conceptual framework is proposed to provide an approach to developing actions to reduce recurrent investment in interventions that have previously proved ineffective at large scale. HIV prevention research has contributed important new knowledge about the feasibility, efficacy or relative efficacy of various prevention strategies in a variety of contexts around the world. Over the past few years, individual competencies for sustainability have received a lot of attention in the educational, sustainability and business administration literature. In this article, we explore the meaning of two rather new and unfamiliar moral competencies in the field of corporate sustainability: normative competence and action competence. Because sustainability can be seen as a highly complex or ‘wicked’ problem, it is unclear what ‘normativity’ in the normative competence and ‘responsible action’ in the action competence actually mean. In (...) this article, we raise the question how both these moral competencies have to be understood and how they are related to each other. We argue for a virtue ethics perspective on both moral competencies, because this perspective is able to take the wickedness of sustainability into account. The concept of wicked problems has inspired researchers in a variety of research fields, but it has also led to various discussions on, for instance, conceptual confusion and ways to tackle such complex problems. Many contemporary problems can be characterized as wicked problems: their nature is complex and there is no one best possible way to solve them. During the last decades, many insights have been developed to define characteristics of wicked problems (...) and ways to tackle them. At present, however, we need to examine the actionable knowledge accumulated in the literature to address the challenges that wicked problems create. Given the above, this introductory paper summarizes how wicked problems have evolved, what we have already learnt about them, and what scientific insights are needed to move forward. Medicine interacts with the social, legal and political elements of life. For example, UK homelessness leads to a reduction in life-expectancy of around 30 years.1 This issue is a daily reality for practicising clinicians. In research and research ethics, vulnerable groups, including the socially vulnerable, are frequently excluded from research. While there are good reasons for this, it can mean exclusion from benefits as well as from risks. In our feature article this month, Dawson et al make a compelling and (...) nuanced case — and a practical proposal — for designing research protocols for HIV prevention measures that allow for the inclusion of people who inject drugs without compromising their safety from a legal and social perspective as well as a medical one. Along the way, they reference some of the public health damage caused by legal and social policy. To take one example: ‘if police beatings were eliminated in Odessa, Ukraine, HIV incidence among PWID would decrease up to 19% over a 5 year period’.2 For those of us in the university sector, measuring ‘impact’ has become a major, and sometimes controversial, way that our output is judged. This paper highlights the real-world importance of research impact as well as the kinds of difficulties researchers face. The United States is an outlier among nations in its failure to adopt robust climate policy. The underlying cause is not unique to the climate issue. Climate, like growing national debt, embodies a trade‐off between individual consumption now versus investment yielding long‐term societal gain. Over human history, social norms favoring one over the other wax and wane with the pervasiveness of transcendental values as embodied in personal virtue, social connectedness, spirituality, and religious faith. Over the past few decades, many indicators (...) show that American social norms and extended cooperation have weakened. Given entrenched political corruption and continuing institutional failure to address multiple long‐term societal challenges, individuals are called upon personally to practice and to enforce pro‐social norms and to advance high‐leverage systemic changes, some identified in this article, which will allow extended cooperation to once again flourish. ABSTRACT In this paper we discuss the potential of digital games to create meaningful educational experiences that contribute to the learning of ethics in higher education Science, Technology, Engineering and Mathematics degrees. We describe the design of a new digital ethics game with a focus on the challenges we encountered when applying existing theoretical frameworks for educational games and propose ways to address these challenges. We contend that existing design frameworks fail to account for the ‘wickedness’ of ethical problems (...) – i.e. their inconclusive, complex, and sometimes inherently contradictory nature – as they are centred around consequentiality and consistent game-system feedback to players’ actions. This paper discusses the claim that science is “messy.” Part I argues first, that a good portion of today’s discussions about messy science is just a portrayal of familiar features of science in new terms. In the paper, I refer to this as “messy science talk.” Second, Part I draws out rhetorical functions of messy science talk, namely the denigration of science in the popular media and the celebration of the maverick. Part II identifies one way in which it (...) is enlightening to think about mess in current science, namely in reference to the problems that scientists need to address. It also shows that we do not need an entirely new conceptual inventory to analyze these problems. “Mess” and “wicked problems” were a theme in operations research and theories of social planning in the 1970s. These older analyses can illuminate important characteristics of today’s scientific problems. Wicked problems cut across different disciplines, engage different stakeholders, are fluid, and cannot even be clearly formulated. This article examines the emphasis on facts and data in public discourse, and the belief that they provide a certainty necessary for public judgment and collective action. The heart of this belief is what I call the “myth of the Absolute,” which is the belief that by basing our judgment and actions on an Absolute we can avoid errors and mistakes. Myths of the Absolute can help us deal with wicked problems such as climate change, but they also (...) have a downside. This article explores the experience behind these myths, to better understand how they describe and mediate our experiences of uncertainty, then relates these myths to debates about climate change. I conclude by describing how to engage these myths in a way that promotes better public discourse—and thus better public judgment and collective action—by telling these stories in such a way that we poke and prod wherever the story is not. We examine the claim that design is demarcated from science by having wicked problems while science does not and argue that it is wrong. We examine each of the ten features Rittel and Weber hold to be characteristic of wicked problems and show that they derive from three general sources common to science and design: agent finitude, system complexity and problem normativity, and play analogous roles in each. These problems are ‘wicked’ in the sense that they are difficult or impossible to solve and arise at the interface of interdependent polarities. An analysis based on this model suggests that many and perhaps all “wicked problems” are collective optimization problems that cannot reliably be addressed without a system of collective optimization, but that might be reliably addressed (...) through such a system. This paper briefly introduces the concept of GCI as well as why it is a system of collective optimization, and explores why “wicked problems” from the perspective of GCI are collective optimization problems, and therefore why such problems might require GCI to be reliably solvable. Future practitioners of sustainable agriculture and agroecology must have the capacity to address the wicked problems in the food system to make progress toward sustainability. Undergraduate sustainable agriculture students from a variety of backgrounds may struggle with the question, is the challenging and complex work of addressing wicked problems of agroecology for me? Our case study investigated sociocultural tensions associated with identity encountered when wicked problems teaching units were integrated into the Advanced Practices of (...) Sustainable Agriculture course at a large, Midwestern Land Grant University. The research and course employed a four-part framework that focused on attending to individual needs and identities, facilitating practice-based and community-based learning, engaging in problems situated in regional contexts, and supporting awareness of local and global political and ecological issues. Researchers used a community of practice theoretical lens, and focused on the sociocultural tensions that may have impacted individual and community identity formation. Two wicked problems teaching units are described by drawing upon documentation and audio recordings from planning meetings, course sessions, student and instructor interviews, and course artifacts. Vignettes were constructed to situate four interrelated types of sociocultural tensions encountered by instructors and students. These tensions reflected forces at the individual, community, local, and global levels which interact to influence learners’ capacity to become full participants in sustainable agriculture. The study fills a gap related to affective dimensions of learning like identity in agroecology education. Dilemmas and implications related to identity, pedagogy, and epistemology are discussed. Outlining the characteristics of “wicked” and “super‐wicked” problems, climate change is considered as a global super‐wicked problem that is primarily about the future. Being global‐ and future‐oriented makes climate change something we have to learn to live with but cannot expect to solve. Because the Institute on Religion in an Age of Science (IRAS) is a multidisciplinary society that yokes the natural and social sciences with values, it is in a position to explore strategies for living (...) with climate change—exemplified by the articles in this section. Finally, asking “who/what is in charge,” it is suggested that in a dynamically interrelated and evolving world no one is. It is important to distinguish between good that is already created and the creative interactions that give rise to new good. In order to live with climate change, our primary orientation should be to live with the creativity that has created and continues to create our life on Planet Earth—since we are not able to know what the future holds. While a distinction should be made between wicked problems as first defined by Churchman and Rittel and Webber and problems that are merely challenging and difficult to solve, in this contribution, I argue that climate change and the resulting destruction of nature could be explained as a wicked problem. One of the proposed solutions to climate change, making use of synthetic biology for nature conservation, has the potential to be classified not only as a wicked (...) solution but as a solution that spawns a number of other wicked problems. I will examine the ethical issues raised by synthetic biology as a wicked solution to this super wicked problem from the perspective of Christian ethics, drawing in particular on the resources available in Christian ecotheology and, specifically, notions of interdependence, relationality, responsible stewardship, and global justice. This article discusses the relationship between the origins of the concept of post-normal science, its potential as a heuristic and the phenomenon of complex science entailed policy problems in late industrial societies. Drawing on arguments presented in the early works of Funtowicz and Ravetz, it is proposed that there is a fundamentally empirical character to the post-normal science call for democratizing expertise, which serves as an antidote to late industrial poisoning of the fairy tale ideal of a clean divide (...) between science and politics. Post-normal science extended-peer-review methodology is interpreted as a response to a crisis in the governance of science. Rather than viewing extended-peer-review processes as products of the post-normal science discourse, here the post-normal science discourse is understood to provide a heuristic lens through which existing complex science/society collaborations and conflicts can be better understood. Two different post-normal science situations—management of mega-contamination in Bitterfeld, Germany, and eviction of the Parakuiyo Maasai from the eastern wetlands of the Usangu plains of Tanzania—are presented and the implications of their de facto extended-peer-review structures are discussed, to illustrate this heuristic potential. Because wicked problems are beyond the scope of normal, industrial-age engineering science, sustainability problems will require reform of current engineering science and technology practices. We assert that, while pluralism concerning use of the term sustainability is likely to persist, universities should continue to cultivate research and education programs specifically devoted to sustainable engineering science, an enterprise that is formally demarcated from business-as-usual and systems optimization approaches. Advancing sustainable engineering science requires a shift in orientation away from reductionism (...) and intellectual specialization towards integrative approaches to science, education, and technology that: draw upon an ethical awareness that extends beyond the usual bounds of professional ethics or responsible conduct of research to include macroethics, adopt anticipatory and adaptive approaches to unintended consequences resulting from technological innovation that result in more resilient systems, and cultivate interactional expertise to facilitate cross-disciplinary exchange. Unfortunately, existing education and research training programs are ill-equipped to prepare scientists and engineers to operate effectively in a wicked problems milieu. Therefore, it is essential to create new programs of graduate education that will train scientists and engineers to become sustainable engineering science experts equipped to recognize and grapple with the macro-ethical, adaptive, and cross-disciplinary challenges embedded in their technical research and development programs. ABSTRACT “Complexity” is ubiquitous in contemporary political commentary, where it is invoked to justify innovative governance programs. However, the term lacks analytic clarity. One way to make sense of it is to construct a genealogy of the notion of “wicked problems,” a concept that highlights the intractability of complex problems and problematizes the technocratic management of complexity. The term wicked problems originated in science planning in postwar Germany and urban planning in the United States. In (...) both cases, planners rejected a naïve optimism about the potential of technical expertise in favor of recognizing that many problems transcend the knowledge possessed by experts. This appreciation of complexity led to attempts, still ongoing, to accommodate both participatory and expert-based decision making in the face of wicked problems, producing a form of technical democracy in which problem solving requires the orchestration of conflict. This contribution provides clues as to why reconciliation in South Africa fits the broad definition of a wicked problem. Popularized by Horst Rittel and Melvin Webber, wicked problem refers to something that is either too difficult or nearly impossible to resolve. It is abundantly clear from the available literature that reconciliation is understood in very different ways. Not only is there a lack of conceptual clarity, but strategies aimed at working towards this ideal reveal or produce new (...) class='Hi'>problems as an unintended consequence. Some strategies approach the discourse for the purpose of political expediency, while others are more interested in its theological properties. This tension is referenced as the dominant split between heaven and earth. Notwithstanding the complexity of the problem, this contribution alludes to the limitations of such approaches if those who propagate them insist that such views remain mutually exclusive. Building on the theology of Allan Aubrey Boesak and Curtiss Paul DeYoung, this contribution is an attempt to avoid the polarization of such views and highlight the fundamental asymmetry between divine and human action. This is underscored by the work of Christ through which God reconciled the world to himself and the ministry of reconciliation in society. In taking this approach, one avoids the tendency to provide superficial answers to a complex problem. (shrink)

Utría National Park is a remote biodiversity hotspot in Colombia. It encompasses ancestral territories of the Embera indigenous peoples and borders territories of Afro-descendant communities in El Valle. We explore environmental value conflicts regarding the use of the park, describing them as a Wicked Problem that has no clear solution. Juxtaposing how the territory is perceived by different communities, we employ Faber et al.'s heuristic of the three tele of living nature to search for deficiency in the third telos, (...) service, which we take to be symptomatic of Wicked Problems. Based on field data encoded using the three-tele heuristic, concerning how the respective communities would like to use the park area, we identify deficiencies in the third telos and develop recommendations regarding how these might be addressed. A consistent claim from governments around the world during the Coronavirus pandemic has been that they were following the science. This raises the question, central to this paper, of what and whose knowledge is or should be sought, which is being side-lined through the choice of particular framings and discourses, and with what consequences for the creation and implementation of evidence-based policy to tackle wicked problems. Through the lens of Fricker’s epistemic injustice, I problematise the expertise that has (...) guided the COVID-19 response as epistemically narrow and argue that counteracting a monolithic culture of expertise requires tackling the structural inequalities in the systems of knowledge production to diversify the social and epistemological foundations of science. Drawing on Post-normal Science (PNS) theory, I suggest that the expertise needed to respond to the challenges of a post-COVID world is one that embraces greater pluralism, avoids groupthink, challenges the accepted orthodoxy and helps us revert old models and rigid path dependencies that so often neglect the lived realities and demands of those left behind. This can only be realised by overcoming epistemic injustice and embracing epistemic democracy in the practice of evidence-based policy. (shrink)

What exactly is a “wicked problem”? It is a social or economic problem that is so complex and so interconnected with other issues that it is extraordinarily difficult or impossible to resolve. This is because all proposed resolutions generate equally complex, equally wicked problems. In this essay, I argue that precision medicine, especially in the context of the U.S. healthcare system, generates numerous wicked problems related to distributive justice. Further, I argue that there are no (...) easy solutions to these wicked problems. The need for trade-offs is inescapable. Rough justice is the best outcome we can hope for, and that outcome requires a commitment to processes of public reason that are fair and inclusive. (shrink)

Context: The problems that are most in need of interdisciplinary collaboration are “wicked problems,” such as food crises, climate change mitigation, and sustainable development, with many relevant aspects, disagreement on what the problem is, and contradicting solutions. Such complex problems both require and challenge interdisciplinarity. Problem: The conventional methods of interdisciplinary research fall short in the case of wicked problems because they remain first-order science. Our aim is to present workable methods and research designs (...) for doing second-order science in domains where there are many different scientific knowledges on any complex problem. Method: We synthesize and elaborate a framework for second-order science in interdisciplinary research based on a number of earlier publications, experiences from large interdisciplinary research projects, and a perspectivist theory of science. Results: The second-order polyocular framework for interdisciplinary research is characterized by five principles. Second-order science of interdisciplinary research must: 1. draw on the observations of first-order perspectives, 2. address a shared dynamical object, 3. establish a shared problem, 4. rely on first-order perspectives to see themselves as perspectives, and 5. be based on other rules than first-order research. Implications: The perspectivist insights of second-order science provide a new way of understanding interdisciplinary research that leads to new polyocular methods and research designs. It also points to more reflexive ways of dealing with scientific expertise in democratic processes. The main challenge is that this is a paradigmatic shift, which demands that the involved disciplines, at least to some degree, subscribe to a perspectivist view. Constructivist content: Our perspectivist approach to science is based on the second-order cybernetics and systems theories of von Foerster, Maruyama, Maturana & Varela, and Luhmann, coupled with embodied theories of cognition and semiotics as a general theory of meaning from von Uexküll and Peirce. This comment on Frodeman and Briggle’s Socrates Tenured raises questions about the project of applying philosophy or philosophical skills to wicked problems such as terrorism. By definition, these problems cannot be solved by appeal to principles, but involve conflicting values and goals. The societal problems to which the book refers are of this kind. The argument of the book vacillates between recognizing this and asserting some sort of special disciplinary authority for philosophy in the face of (...) these problems.
