Why "System and Freedom"? Why "Rationality and Improvisation"? These are the two questions that are at the origin of the conference "System and freedom. Rationality and improvisation between philosophy, art and human practices". The conference, held on 28-31 January 2015 in the premises of the University of Turin and organized by the Center for Philosophical-religious Studies Luigi Pareyson, thanks to funding from the Piedmont Region, and with the sponsorship of the Interuniversity Center of Morphology Francesco Moiso, had a large audience (...) participation. There have been many reasons and reflections reported in this article, on the theme of improvisation and freedom, analyzed from a philosophical point of view. The very high quality of the speeches from the invited speakers and of all the speakers, the wide and lively public participation and certainly the intensity of the discussions contributed to the success of this long meeting. Forestry science is firmly based on the ideas of rationalization, emancipation, and progress as embedded in the Modernity Project. Its emergence in the late Seventeenth century is primarily a rationalization of timber production, although to some extend attention is given to other functions of the forest. As an applied science, forestry was preoccupied with bio-technical and economic research. The development in forestry science during the last four decades is described as a broadening of this narrow rationalization concept. Social and ecological (...) dimensions of forestry are acknowledged as legitimate and undeniable fields for forestry research. The new rationalization concept is not yet operationalized, but encompasses besides economic efficiency also equity and ecological sustainability. Since the narrow rationalization concept resulted in irrational outcomes, the new concept of sustainable development might be characterized as a rationalization of the Modernity Project. As a critical counterpoint to this mainstream forestry thinking, a Non-modern Project is emerging. Indigenous forestry as an ethnoscience points at the cultural and philosophical biases still underlying professional forestry and forestry science. (shrink)

Once we are clear about this, I argue, we can see what would be involved in reading Hegel’s philosophy as a kind of metatheory. This allows discerning the strongest way of developing a reading of Hegel’s philosophy as a metatheory. While in many countries the use of unmanned systems is still in its infancy, other countries, most notably the US and Israel, are much ahead. Most of the systems in operation today are unarmed and are mainly used for reconnaissance and clearing improvised explosive devices. But over the last years the deployment of armed military robots is also on the increase, especially in the air. This might make unethical behavior less likely to happen, seeing that unmanned systems (...) are immune to what are considered to be main causes of misconduct on the battlefield: frustration, boredom, and anger. The use of robots raises some ethical questions, though, and this paper attempts to give an overview of issues at stake, such as the role of emotions, civilian casualties, just war theory, and responsibility. On September 27, 2016 people across the world looked down at their buzzing phones to see the AP Alert: “Baby born with DNA from 3 people, first from new technique.” It was an announcement met with confusion by many, but one that polarized the scientific community almost instantly. Some celebrated the birth as an advancement that could help women with a family history of mitochondrial diseases prevent the transmission of the disease to future generations; others held it unethical, citing medical (...) tourism and consequences for the future of the therapy. The child in question was actually born a few months earlier on April 6, 2016, but the research was published a few months later in the October edition of Fertility and Sterility. The mother carries DNA that could have given the baby Leigh Syndrome, a severe neurological disorder characterized by psychomotor regression that typically results in death between ages two and three.[1] Also known as subacute necrotizing encephalomyelopathy, Leigh Syndrome is caused by genetic mutations in mitochondrial DNA, which causes defective oxidative phosphorylation. Because people with this condition cannot re-form ATP, “demyleniation, gliosis, necrosis, spongiosis, or capillary proliferation”[2] can occur, thereby producing bilateral lesions across the central nervous system. The 36-year-old mother previously had four miscarriages and successfully birthed two children, both of whom survived less than six years due to the syndrome. For religious reasons, the mother opted for Spindle Nuclear Transfer instead of Pronuclear Transfer,[3] which many religious organizations oppose because it entails the destruction of fertilized eggs.[4] In Pronuclear Transfer, both the parent and donor egg are fertilized. The parent’s nuclear material is then removed from the egg containing mutated mitochondria and inserted into the fertilized donor egg—from which the original nuclear material has been removed and destroyed. Spindle Nuclear Transfer, on the other hand, removes the mother’s nuclear material from the egg with unhealthy mitochondria, then implants it into a donor’s egg. The newly created egg is then fertilized with the father’s sperm. This Spindle Nuclear Transfer was performed in Mexico by a team of doctors led by Dr. John Zhang, the founder of the New Hope Fertility Center in New York City. In their report, the doctors outline that five oocytes were successfully reconstituted, four of which developed into blastocysts. Only one was euploid: containing 46 XY chromosomes. Researchers then biopsied that blastocyst and found that the transmission rate of maternal mtDNA was, “5.10 ± 1.11% and the heteroplasmy level for 8993T>G was 5.73%.”[5] This indicates that at the blastocyst stage, around five percent of the mitochondria are from the original maternal egg with the mutation for Leigh Syndrome. After birth, they biopsied different tissues and found that they had an average of less than 1.60 ± 0.92% of transmitted mtDNA from the original maternal egg. The baby is reportedly doing well and the team of doctors concluded that “[h]uman oocytes reconstituted by SNT are capable of producing a healthy live birth. SNT may provide a novel treatment option in minimizing pathogenic mtDNA transmission from mothers to their babies."[6] Even when considered theoretically, Spindle Nuclear Transfer is controversial. Many doctors believe that the risks at this stage of research are too great. Dr. Trevor Stammers, a bioethicist at St. Mary’s University in London, points out: “We do not yet have a clear picture of the interaction between nuclear DNA and mitochondria.”[7] Others hold that faulty mitochondrial DNA can still be transferred during the procedure. Still more argue this technology could create problems because of germline modification.[8] Dr. Paul Knoepfler, a cell biologist at the UC Davis School of Medicine, explains: “Since this is uncharted territory and the children born from this technology would have heritable genetic changes, there are also significant unknown risks to future generations.”[9] However, proponents counter these arguments. They say the benefits outweigh the risks, as “mitochondrial replacement techniques [like Spindle Nuclear Transfer] would eliminate maternal transmission of mitochondrial disease… allowing a woman with a family history of mitochondrial diseases to ensure her children would not be affected.”[10] Additionally, experts say that no symptoms will occur if less than 20% of the transferred mitochondrial DNA is faulty.[11] And while opponents see potential germline modification as a problem, advocates answer that this could stop a family history of mitochondrial disease, which they deem a more serious concern. In this case specifically, however, there are more issues at hand. While the team of doctors did eliminate the possibility of germline modification by selecting a male embryo, there are other ethical concerns. Some argue that this case could be described as “medical tourism.” While New Hope Medical Clinic does maintain a branch in Mexico, Dr. Zhang stated that Mexico has “no rules.”[12] It is a country with underdeveloped regulations, making it difficult to confirm that doctors adhere to widely-held medical and ethical standards. Furthermore, while it is highly unlikely that the child will develop Leigh’s Syndrome, Dr. Dietrich Egli of the New York Stem Cell Foundation says the 5% mitochondrial transfer rate indicates that the technique “was not carried out well.”[13] He points to studies of embryos where the rate of mtDNA transfer was almost ten times lower. Spindle Nuclear Transfer is currently legal in the UK,[14] and many are hoping to see it legalized in the US, although Congress currently prohibits the FDA from considering applications that would entail trials in people.[15] While Dr. Zhang’s work is arguably revolutionary, many wonder if the manner in which this study was performed—in Mexico and with a high mitochondrial transfer rate—will impact the technology’s future in the US. Last week, Dr. Zhang presented the report to scientists gathered in Salt Lake City, saying that while science isn’t a race, it is “in a sense, a race for the family to find a cure, to find hope.”[16] Only time will tell if this study set back other families racing and hoping for a cure. In the research investigated the present state, conditions and possibilities on introduction the free circulation of agricultural land in Ukraine, highlighted the main problems of its development, analyzed experience of sale and lease of agricultural land in European countries. It is demonstrated the survey results of shareholders and agricultural producers in the two districts - Bila Tserkva, Kyiv region and Uman, Cherkassy region. The model of the agricultural land market should meet not only economic efficiency and expediency, but also contribute (...) to the sustainable development of rural areas, where the circulation of agricultural land should be preceded by the introduction of fuses and restrictions. In order to prevent landlessness of peasants and the formation of latifundists, the free circulation of land can be implemented in two stages. 1 stage: land inventory, cadaster and land management system, which includes four subsystems: 1) land rights ; 3) land use ; 4) infrastructure development. Second stage of the market opening for state and communal property land. The priorities on purchase to be provided for the local communities, restriction on access the market for the legal entities, foreigners, introduction of other restrictions on the sale of agricultural land, the application the taxes differentiations on land sales, fees, etc. (shrink)

According to the standard view in philosophy, intentionality is the mark of genuine action. In psychology, human cognition and agency are now widely explained in terms of the workings of two distinct systems (or types of processes), and intentionality is not a central notion in this dual-system theory. Further, it is often claimed, in psychology, that most human actions are automatic, rather than consciously controlled. This raises pressing questions. Does the dual-system theory preserve the philosophical account of intentional action? (...) How much of our behavior is intentional according to this view? And what is the role of consciousness? I will propose here a revised account of intentional action within the dual-system framework, and we will see that most of our behavior can qualify as intentional, even if most of it is automatic. An important lesson will be that philosophical accounts of intentional action need to pay more attention to the role of consciousness in action. (shrink)

Recent work on complex adaptive systems in the natural sciences, and the growing relational turn in the social sciences both reject the "systems theories" of earlier generations. This book builds on these entities to advance a relational processual approach to the comparative study of historical and contemporary international systems.

This paper studies proof systems for the logics of super-strict implication \(\textsf{ST2}\) – \(\textsf{ST5}\), which correspond to C.I. Lewis’ systems \(\textsf{S2}\) – \(\textsf{S5}\) freed of paradoxes of strict implication. First, Hilbert-style axiomatic systems are introduced and shown to be sound and complete by simulating \(\textsf{STn}\) in \(\textsf{Sn}\) and backsimulating \(\textsf{Sn}\) in \(\textsf{STn}\), respectively (for \({\textsf{n}} =2, \ldots, 5\) ). Next, \(\textsf{G3}\) -style labelled sequent calculi are investigated. It is shown that these calculi have the good structural properties (...) that are distinctive of \(\textsf{G3}\) -style calculi, that they are sound and complete, and it is shown that the proof search for \(\mathsf {G3.ST2}\) is terminating and therefore the logic is decidable. This diverse positioning in relation to the work of women writers has allowed feminist criticism to develop a path that has deconstructed the Italian literary canon and the promotion of critical stances that are no longer abstract or monologic, but rather situated in the point of view of the subject and its relational (...) component. Works by Italian women writers present themselves as a body of texts of high material density that transfer questions of textual mobility both within digital and print culture onto the subject and its style of enunciation. Therefore, the conditions of our knowledge affect and inform our self-understanding, our willing, and the ways we justify our practical choices. The humanitarian thought did not encounter such challenges that we face today. Biotechnologies outline the perspectives of “posthuman” personology, while digitalization and robotization of almost all spheres of social practice bring to the fore the idea of homodicy – justifying the need for human existence. The article analyzes four blocks of challenges to humanitarian knowledge: achievements in medicine, prosthetics, transplantology and genetic engineering, which outlined the separation of a sentient subject from traditional anthropomorphism ; studies of the brain neurophysiology, which (...) advanced new arguments against free will; costs of ill-considered propaganda of human rights; digitization of almost all socio-cultural practices – from economics and military affairs to the formation and functioning of authority. Digitalization permeates all these “problematization fields,” setting their common conceptual and technological platform. In this regard, the question arises of the humanitarian expertise of modern technologies and the projects of education, communication and management, which implemented with their help. That expertise deals with not only the consequences, progress or even the possibility of implementing such projects, but also with their necessity. The focus and criteria of such expertise are important. Obviously, it cannot be directed only at the preservation of the biological species of homo sapiens and the conditions of its survival. Paradoxical choice arises in a situation where freedom and free will are questioned: which is more important – homo or sapiens? It is time for a clear distinction between the concepts of humanism and humanitarianism, including in the latter the posthuman personology. If humanitarianism is a personology of free spirit, then humanism seems to have a place next to economism and nationalism as forms of confined humanitarianism. This wide range of problems requires comprehension not only of their content but also of the methodology of the humanities and of the prospects of the humanities in modern society. (shrink)
