The construction of complex ontologies can be facilitated by adapting existing vocabularies. There is little clarity and in fact little consensus as to what modifications of vocabularies are necessary in order to re-engineer them into ontologies. In this paper we present a method that provides clear steps to follow when re-engineering a thesaurus. The method makes use of top-level ontologies and was derived from the structural differences between thesauri and ontologies as well as from best practices in modeling, some (...) of which have been advocated in the biomedical domain. We illustrate each step of our method with examples from a re-engineering case study about agricultural fertilizers based on the AGROVOC thesaurus. Our method makes clear that re-engineering thesauri requires far more than just a syntactic conversion into a formal language or other easily automatable steps. The method can not only be used for re-engineering thesauri, but does also summarize steps for building ontologies in general, and can hence be adapted for the re-engineering of other types of vocabularies or terminologies. This book seeks to explain why different systems of sovereign states have built different types of fundamental institutions to govern interstate relations. Why, for example, did the ancient Greeks operate a successful system of third-party arbitration, while international society today rests on a combination of international law and multilateral diplomacy? Why did the city-states of Renaissance Italy develop a system of oratorical diplomacy, while the states of absolutist Europe relied on naturalist international law and "old diplomacy"? Conventional explanations of basic (...) institutional practices have difficulty accounting for such variation. Christian Reus-Smit addresses this problem by presenting an alternative, "constructivist" theory of international institutional development, one that emphasizes the relationship between the social identity of the state and the nature and origin of basic institutional practices. Reus-Smit argues that international societies are shaped by deep constitutional structures that are based on prevailing beliefs about the moral purpose of the state, the organizing principle of sovereignty, and the norm of procedural justice. These structures inform the imaginations of institutional architects as they develop and adjust institutional arrangements between states. As he shows with detailed reference to ancient Greece, Renaissance Italy, absolutist Europe, and the modern world, different cultural and historical contexts lead to profoundly different constitutional structures and institutional practices. The first major study of its kind, this book is a significant addition to our theoretical and empirical understanding of international relations, past and present. (shrink)

Depois de comentar algumas dificuldades da interpretação de Platão (seção I) e a vigência de diferentes paradigmas de interpretação dos Diálogos, a hipótese basanística é apresentada (seção II) com auxílio de dois trechos da República. A canonical formalism for the relativistic classical mechanics of many particles is proposed. The evolution equations for a charged particle in an electromagnetic field are obtained and the relativistic two-body problem with an invariant interaction is treated. Along the same line a quantum formalism for the spinless relativistic particle is obtained by means of imprimitivity systems according to Mackey theory. A quantum formalism for the spin-1/2 particle is constructed and a new definition of spin1/2 in relativity is proposed. An evolution (...) equation for the spin-1/2 particle in an external electromagnetic field is given. The Bargmann Michel, and Telegdi equation follows from this formalism as a quasiclassical approximation. Finally, a new relativistic model for hydrogenlike atoms is proposed. The spectrum predicted is in agreement with Dirac's when radiative corrections have been added. (shrink)

We live today in the first global system of sovereign states in history, encompassing all of the world's polities, peoples, religions and civilizations. Christian Reus-Smit presents a new account of how this system came to be, one in which struggles for individual rights play a central role. The international system expanded from its original European core in five great waves, each involving the fragmentation of one or more empires into a host of successor sovereign states. In the most important, associated (...) with the Westphalian settlement, the independence of Latin America, and post-1945 decolonization, the mobilization of new ideas about individual rights challenged imperial legitimacy, and when empires failed to recognize these new rights, subject peoples sought sovereign independence. Combining theoretical innovation with detailed historical case studies, this book advances a new understanding of human rights and world politics, with individual rights deeply implicated in the making of the global sovereign order. The quality of our theoretical argumentation, the diversity and insights of our methods, and our general level of understanding are markedly better than a generation ago. However, this progress has been driven by a division of labor with increased specialization that has led each part of the field to become narrower.

Animal people are usually confident that Cartesianism is something of the past and that modern science clearly establishes that animals are sentient beings. But actually the scientific status of sentience is anything but firmly established. Not only is the subjective point of view absent from current science; it is precluded by construction from our fundamental realms of knowledge. Physics — the mother-science once we reject Cartesian dualism — is currently unable to include sentience in its account of the world. A (...) large part of the philosophy of mind describes a mindless mind, from which subjectivity — feeling, qualia — has been stripped, leaving only in place functional relations. This situation paves the way for discourses in which sentience seems to escape the realm of knowledge to fall into that of private beliefs, which individuals can choose as freely as their religion. This is a real obstacle to having animal sentience taken seriously; as such it has been largely underestimated. We believe it necessary for the movement for animals to understand that it cannot by-pass the “mind-matter” problem. We must not allow the existence and relevance of animal sentience to be denied in the name of science. One path we are contemplating is a “Declaration on Sentience” in which scientists and other thinkers would subscribe to the following assertion: sentience is an objective reality of the world and belongs to the realm of science. Despite the current intractability of the “mind-matter” problem, we do have something on our side. Although we cannot prove the reality of sentience, we can show it impossible for anyone to disbelieve in it — just as no one can really disbelieve in the reality of the physical world. We thus have enough reasons to reject the main ways in which sentience is denied or dismissed in many realms of current philosophy or science. These reasons are based on our own situation as sentient and deliberative beings. (shrink)

The present article intends to approach as its theme the encounter between the religions in the perspective of the hope in Jürgen Moltmann. In the first moment, it is noticed that, due to the serious problems that affect today’s society, there is the necessity of having a cooperation among the different religions, which will only be possible if there is a perspective of change based on hope in the transformation of the current reality Secondly, there is the discussion about the (...) need for a theology of hope that changes our thoughts and builds new perspectives from faith, and that strengthens the collaborative bonds of all those who seek the same ideal of building an alternative world, where justice and peace are its base. A third moment will be based on the following question: from the eschaton, what other world is it possible to build? As a thesis, Moltmann’s thought will be the reason to understand that in the eschaton what unites prevails over what divides, for the urgencies of transformation overcome divergences, being fundamental the perspective of hope as lens from which it is possible a collaborative encounter between religions. In contemporary culture, existing audiovisual recordings are constantly reused and repurposed for various ends, raising questions regarding the ethics of such appropriations, particularly when the recording depicts actual people and events. Every reuse of a preexisting recording is, on some level, a misuse in that it was not intended or at least anticipated by the original maker, but not all misuses are necessarily unethical. In fact, there are many instances of productive misuse that seem justified. At the same time, (...) there are other instances in which the misuse shades into abuse. Documentary scholars have long engaged with the question of the ethical responsibility of documentary makers in relation to their subjects. But what happens when this responsibility is set at a remove, when the recording already exists for the taking and repurposing? Reuse, Misuse and Abuse surveys a range of contemporary films and videos that appropriate preexisting footage and attempts to theorize their ethical implications. (shrink)

An emerging class of theories concerning the functional structure of the brain takes the reuse of neural circuitry for various cognitive purposes to be a central organizational principle. According to these theories, it is quite common for neural circuits established for one purpose to be exapted (exploited, recycled, redeployed) during evolution or normal development, and be put to different uses, often without losing their original functions. Neural reuse theories thus differ from the usual understanding of the role of (...) neural plasticity (which is, after all, a kind of reuse) in brain organization along the following lines: According to neural reuse, circuits can continue to acquire new uses after an initial or original function is established; the acquisition of new uses need not involve unusual circumstances such as injury or loss of established function; and the acquisition of a new use need not involve (much) local change to circuit structure (e.g., it might involve only the establishment of functional connections to new neural partners). Thus, neural reuse theories offer a distinct perspective on several topics of general interest, such as: the evolution and development of the brain, including (for instance) the evolutionary-developmental pathway supporting primate tool use and human language; the degree of modularity in brain organization; the degree of localization of cognitive function; and the cortical parcellation problem and the prospects (and proper methods to employ) for function to structure mapping. The idea also has some practical implications in the areas of rehabilitative medicine and machine interface design. (shrink)

Neural reuse theories suggest that, in the course of evolution, a brain structure may acquire or lose a number of cognitive uses while maintaining its cognitive workings (or low-level operations) fixed. This, in turn, suggests that homologous structures may have very different cognitive uses, while sharing the same workings. And this, essentially, is homology thinking applied to brain function.

This paper lays out some of the empirical evidence for the importance of neural reuse—the reuse of existing (inherited and/or early-developing) neural circuitry for multiple behavioral purposes—in defining the overall functional structure of the brain. We then discuss in some detail one particular instance of such reuse: the involvement of a local neural circuit in finger awareness, number representation, and other diverse functions. Finally, we consider whether and how the notion of a developmental homology can help us (...) understand the relationships between the cognitive functions that develop out of shared neural supports. The leading hypothesis concerning the “reuse” or “recycling” of neural circuits builds on the assumption that evolution might prefer the redeployment of established circuits over the development of new ones. What conception of cognitive architecture can survive the evidence for this hypothesis? In particular, what sorts of “modules” are compatible with this evidence? I argue that the only likely candidates will, in effect, be the columns which Vernon Mountcastle originally hypothesized some 60 years ago, and which form part of (...) the well-known columnar hypothesis in neuroscience—systems that cannot handle gross cognitive functions as distinct from strictly exiguous subfunctions. This is in stark contrast to the modules postulated by much of cognitive psychology, cognitive neuropsychology, and evolutionary psychology. And yet the fate of this revised notion is unclear. The main issue confronting it is the effect of the neural network context on local function. At some point the effects of context are so strong that the degree of specialization required for modularity is not able to be met. Still, despite indications from neuroimaging that peripheral and central systems deploy shared circuitry, some skills clearly do seem to display modularization and autonomy. This article: provides an in-depth analytical and historical review of the fortunes of modular thinking in cognitive science; offers a systematic calibration of brain regions in terms of degrees of functional specificity and robustness; and suggests another way of accounting for the partially encapsulated character of expertise and other highly practiced skills without having to resort to domain-specific modules. ABSTRACT There is growing concern about the reuse and exportation of biological materials (human tissues) for use in research worldwide. Most discussions about samples have taken place in developed countries, where genetic manipulation techniques have greatly advanced in recent years. There is very little discussion in developing countries, although collaborative research with institutions from developed countries is on the increase. The study sought to identify and describe ethical issues arising in the storage, reuse and exportation of samples in (...) a developing country. Research protocols presented to two Ethics Review Committees in Kenya during a period of two years were reviewed. A record was made of the protocol title, sample collected, request for storage, reuse or exportation and whether or not subject consent was sought. The findings indicated that about 25% out of the 388 protocols sought permission for reuse and only half of those actually informed subjects of the contemplated re‐use. Less than 20% requested storage and again, about half of them sought consent from subjects. There is an indication that investigators do not see the need to seek consent for storage, reuse and exportation of samples. It is proposed that these issues should be addressed through policy interventions at both the national and global levels. (shrink)

I love to write for fun, but invariably end up using the same old words. I'm not a huge fan of the traditional Roget's Thesaurus -- I'm embarrassed to say how long it took me to master it, but it was more than a couple of years -- (...) so I thought it would be fun to see connected words laid out in a more visual manner. This article investigates epistemological aspects of scientists’ reuse of empirical data over decades and centuries. Giving examples, I discuss three respects in which empirical data are historical entities and the implications for the notion of data reuse. First, any data reuse necessitates metadata, which specify the data’s circumstances of origin. Second, interpretation of historical data often requires the tools of humanities disciplines, which produce a further historicization of data. Finally, some qualitative social scientists hold that data are (...) personal to the researcher who coconstructs them in the research process and are therefore skeptical about the prospects of reusing data. The study of textual reuse is of fundamental importance in reconstructing lost or partially lost texts, passages of which can be partly recovered through other texts in which they have been embedded. Furthermore, the study of textual reuse also provides one with a deeper understanding of the modalities of the production of texts out of previous textual materials. Finally, it constitutes a unique chance to reconsider the historicity of concepts such as “author”, “originality” and “plagiarism”, which do not (...) denote really existing universals, but have rather evolved—and still evolve—in different ways in different cultural milieus. After a general introduction and an analysis of the historical background of textual reuse in India and Europe, the essay attempts some general conclusions regarding the formulas introducing instances of textual reuse in Classical South Asian texts. This introduction outlines the threefold contribution that this Focus section on research film offers. First, it introduces the vast collection of films from the former Institute for Scientific Film (Institut für den Wissenschaftlichen Film [IWF]), arguably the most ambitious endeavor ever undertaken to manage the distribution, production, and archiving of research films. At the same time, the institute’s questionable roots in the National Socialist education system and in war research are addressed. Second, the introduction points out that the Focus section (...) enters largely uncharted terrain in the history of research films. Third, it argues that a focus on the multiple reuses of research films, as this section attempts, not only suits the medium specificity of film but helps us to map the aesthetic, intermedial, and cultural-political practices of disseminating knowledge. In this vein, the organizers asked established scholars working on film and science to share with us a short story of a reused research film. Scott Curtis, Vinzenz Hediger, Anja Laukötter, and Hanna Rose Shell responded. Their contributions can be found in the supplementary materials to the online edition. (shrink)

Simple specialization cannot account for brain functioning. Yet, we believe Anderson's reuse can be better explained by re-function. We suggest that functional demands shape brain changes and are the driving force behind reuse. For example, we suggest that the prefrontal cortex (PFC) is built as an infrastructure for multi-functions rather than as a module for reuse.

We will examine three types of reuse represented in P?li legal literature: unacknowledged borrowings of authoritative opinions and definitions adapted and rearranged ; unacknowledged borrowings of largely unchanged selected text portions being rearranged ; and unconnected extracts of unchanged text portions lined up in the sequence of the source text century CE).

This paper examines the ethical aspects of organ transplant surgery in which a donor heart is transplanted from a first recipient, following determination of death by neurologic criteria, to a second recipient. Retransplantation in this sense differs from that in which one recipient undergoes repeat heart transplantation of a newly donated organ, and is thus referred to here as “reuse cardiac organ transplantation.” Medical, legal, and ethical analysis, with a main focus on ethical analysis. From the medical perspective, it (...) is critical to ensure the quality and safety of reused organs, but we lack sufficient empirical data pertaining to medical risk. From the legal perspective, a comparative examination of laws in the United States and Japan affirms no illegality, but legal scholars disagree on the appropriate analysis of the issues, including whether or not property rights apply to transplanted organs. Ethical arguments supporting the reuse of organs include the analogous nature of donation to gifts, the value of donations as inheritance property, and the public property theory as it pertains to organs. Meanwhile, ethical arguments such as those that address organ recycling and identity issues challenge organ reuse. We conclude that organ reuse is not only ethically permissible, but even ethically desirable. Furthermore, we suggest changes to be implemented in the informed consent process prior to organ transplantation. The organ transplant community worldwide should engage in wider and deeper discussions, in hopes that such efforts will lead to the timely preparation of guidelines to implement reuse cardiac organ transplantation as well as reuse transplantation of other organs such as kidney and liver. Menary OpenMIND, MIND Group, Frankfurt am Main, 2015) has argued that the development of our capacities for mathematical cognition can be explained in terms of enculturation. Our ancient systems for perceptually estimating numerical quantities are augmented and transformed by interacting with a culturally-enriched environment that provides scaffolds for the acquisition of cognitive practices, leading to the development of a discrete number system for representing number precisely. Numerals and the practices associated with numeral systems play a significant role in this process. (...) However, the details of the relationship between the ancient number system and the discrete number system remain unclear. This lack of clarity is exacerbated by the problem of symbolic estrangement and the fact that unique features of how numeral systems represent require our ancient number system to play a dual role. These issues highlight that Dehaene’s From monkey brain to human brain, MIT Press, Cambridge, pp 133–157, 2005) neuronal recycling hypothesis may be insufficient to explain the neural mechanisms underlying the process of enculturation. In order to explain mathematical enculturation, and enculturation more generally, it may be necessary to adopt Anderson’s :245–266, 2010; After phrenology: neural reuse and the interactive brain, MIT Press, Cambridge, 2014) theory of neural reuse. Given the close relatedness of local issues, water scarcity, and sustainability, this research sought to investigate the factors affecting residents’ willingness to reuse direct and indirect potable water in the arid region. Utilizing the Bayesian Mindsponge Framework (BMF), an analysis was undertaken with a sample of 1,831 water consumers in the City of Albuquerque, the most populous city in New Mexico, United States. The primary analysis revealed positive associations between local concerns about drought or water scarcity and population growth (...) with residents' willingness to reuse direct and indirect potable water. Conversely, concerns about water quality and water bills were found to be negatively associated with the willingness to utilize directly and indirectly recycled water for drinking. In light of these findings, the study explores the potential of fostering an eco-surplus culture by cultivating a sense of environmental responsibility and acknowledging the relationship between local issues and environmental conditions. Simultaneously, the study proposes collaboration between the government and residents to promote water reuse programs to conserve water resources effectively. (shrink)

Neural reuse theories should interest developmental psychologists because these theories can potentially illuminate the developmental relations among psychological characteristics observed across the lifespan. Characteristics that develop by exploiting pre-existing neural circuits can be thought of as developmental homologues. And, understood in this way, the homology concept that has proven valuable for evolutionary biologists can be used productively to study psychological/behavioral development.

This case study aims to preserve and disseminate cultural heritage information about the North American community folk dance tradition of contra dance through development of a thesaurus of choreographic terms and a domain ontology. A survey of dance resources was conducted, reviewing historic and modern examples of contra dance choreography notation and instructions, records of dance events, and recordings of dance performances. Domain and content analysis were performed on the resources to collect and organize concepts and themes regarding choreographic (...) components and their relationships, the structure and function of cultural works, their creative expressions, and the evidence of those expressions in documents and recordings. Vocabulary used in the description of contra dance choreography was identified, classified, and notated to build a thesaurus, which was used as the basis of a domain ontology. Ontology building methodology and existing conceptual models for cultural heritage domains guided the ontology development and revision phases. The study also seeks to safeguard an intangible cultural heritage by applying knowledge organization and semantic approaches to folk dance in order to model such challenges as multiple, simultaneous modes of communication and forms of representation, modular conceptual components, descriptive sequences, differing levels of structured information, and complex cultural networks found at various levels of domain discourse.
