In this paper we examine theoretical utility arguments in metaphysics. While philosophers claim a procedural continuity with science when using such arguments, we argue that examining famous instances from the history of science expose their fundamental flaws. We find that arguments from theoretical utility invoke considerations that are not truth conducive and that justifications for claims that a theory possesses theoretical virtues often assume the truth of the theory such virtues are supposed to support. In this paper we elaborate Ned Hall's theoretical utility perspective for causation in everyday contexts. We do this by presenting some instances of it, thereby adding some flesh to the skeleton that Hall has provided. Our elaboration of the theoretical utility perspective also provides arguments for it: the instances we present show the fruitfulness of the approach. A question raised by Hall's proposal is: should we give up descriptive analysis of causation (and descriptive analysis in general) (...) completely? We argue that, at least for causation, traditional descriptive conceptual analysis must be given up. Recently, natural language pragmatics started to make use of decision-, game-, and information theoretical tools to determine the usefulness of questions and assertions in a quantitative way. In the first part of this paper several of these notions are related with each other. It is shown that under particular natural assumptions the utility of questions and answers reduces to their informativity, and that the ordering relation induced by utility sometimes even reduces to the logical relation of entailment. Beliefs come in different strengths. An agent's credence in a proposition is a measure of the strength of her belief in that proposition. Various norms for credences have been proposed. Traditionally, philosophers have tried to argue for these norms by showing that any agent who violates them will be lead by her credences to make bad decisions. In this article, we survey a new strategy for justifying these norms. The strategy begins by identifying an epistemic utility function and a (...) decision-theoretic norm; we then show that the decision-theoretic norm applied to the epistemic utility function yields the norm for credences that we wish to justify. We survey results already obtained using this strategy, and we suggest directions for future research. (shrink)

Utility maximization is a key element of a number of theoretical approaches to explaining human behavior. Among these approaches are rational analysis, ideal observer theory, and signal detection theory. While some examples of these approaches define the utility maximization problem with little reference to the bounds imposed by the organism, others start with, and emphasize approaches in which bounds imposed by the information processing architecture are considered as an explicit part of the utility maximization problem. Utility cascades occur when a utilitarian’s reduction of support for an intervention reduces the effectiveness of that intervention, leading the utilitarian to further reduce support, thereby further undermining effectiveness, and so on, in a negative spiral. This paper illustrates the mechanisms by which utility cascades occur, and then draws out the theoretical and practical implications. Theoretically, utility cascades provide an argument that the utilitarian agent should sometimes either ignore evidence about effectiveness or fail to apportion support (...) to effectiveness. Practically, utility cascades call upon utilitarians to rethink their relationship with the social movement known as Effective Altruism, which insists on the importance of seeking and being guided by evidence concerning effectiveness. This has particular implications for the ‘Institutional Critique’ of Effective Altruism, which holds that Effective Altruists undervalue political and systemic reforms. The problem of utility cascades undermines the Effective Altruist response to the Institutional Critique. (shrink)

A mixture preorder is a preorder on a mixture space (such as a convex set) that is compatible with the mixing operation. In decision theoretic terms, it satisfies the central expected utility axiom of strong independence. We consider when a mixture preorder has a multi-representation that consists of real-valued, mixture-preserving functions. If it does, it must satisfy the mixture continuity axiom of Herstein and Milnor (1953). Mixture continuity is sufficient for a mixture-preserving multi-representation when the dimension of the mixture (...) space is countable, but not when it is uncountable. Our strongest positive result is that mixture continuity is sufficient in conjunction with a novel axiom we call countable domination, which constrains the order complexity of the mixture preorder in terms of its Archimedean structure. We also consider what happens when the mixture space is given its natural weak topology. Continuity (having closed upper and lower sets) and closedness (having a closed graph) are stronger than mixture continuity. We show that continuity is necessary but not sufficient for a mixture preorder to have a mixture-preserving multi-representation. Closedness is also necessary; we leave it as an open question whether it is sufficient. We end with results concerning the existence of mixture-preserving multi-representations that consist entirely of strictly increasing functions, and a uniqueness result. (shrink)

Western schooling has been dominated by some form of broad theoretical education since classical times; this sort of education has traditionally been termed a “liberal education.”1 Providing a coherent account of why a broad theoretical education is worthwhile is an important project given the pervasiveness of this model of education. One common account of the value of liberal education links a broad theoretical education with the intrinsic value of the knowledge transmitted. In this essay I dispute the widely held view that utility theory and decision theory are formalizations of instrumental rationality. I show that the decision theoretic framework has no deep problems accommodating the ?reasonable? qua a preference to engage in fair cooperation as such. All evaluative criteria relevant to choice can be built into a von Neumann?Morgenstern utility function. I focus on the claim that, while rational choice?driven agents are caught in the Pareto?inferior outcome, reasonable agents could ?solve? (...) the PD and cooperate. Not so, I argue. If reasonable people find themselves in PD situations they too would follow the dominant ?defect? strategy. The difference between instrumentally rational agents and those who are also reasonable is not that they would behave differently in Prisoner?s Dilemmas, but that reasonable people are more successful at avoiding the Prisoner?s Dilemma and tend to play more cooperative games. It is a commonplace that, in everyday life, we compare different people’s preferences with respect to content and strength. We typically make such comparisons with relatively little difficulty. Furthermore, we often do not find inter-personal comparisons of preferences more difficult than intra-personal comparisons, that is,comparisons involving our own preferences. This contrasts with the difficulties that comparing preferences across individuals pose at the theoretical level. Since preferences are typically represented numerically through a utility function, the problem is known as (...) the problem of interpersonal utility comparisons (IUCs for short). In this paper, I examine the most common solution to the problem of IUCs. According to it, we can assume that preferences are interpersonally comparable on pragmatic grounds (i.e. explanatory power, parsimony and simplicity) I argue that, contrary to our intuitions, the assumption of interpersonal comparability is not pragmatically advantageous. I conclude that this strategy to solve the problem of IUCs fails. (shrink)

According to modalism, modality is primitive. In this paper, we examine the implications of this view for modal epistemology, and articulate a modalist account of modal knowledge. First, we discuss a theoretical utility argument used by David Lewis in support of his claim that there is a plurality of concrete worlds. We reject this argument, and show how to dispense with possible worlds altogether. We proceed to account for modal knowledge in modalist terms.

Savage's framework of subjective preference among acts provides a paradigmatic derivation of rational subjective probabilities within a more general theory of rational decisions. The system is based on a set of possible states of the world, and on acts, which are functions that assign to each state a consequence€. The representation theorem states that the given preference between acts is determined by their expected utilities, based on uniquely determined probabilities (assigned to sets of states), and numeric utilities assigned to consequences. (...) Savage's derivation, however, is based on a highly problematic well-known assumption not included among his postulates: for any consequence of an act in some state, there is a "constant act" which has that consequence in all states. This ability to transfer consequences from state to state is, in many cases, miraculous -- including simple scenarios suggested by Savage as natural cases for applying his theory. We propose a simplification of the system, which yields the representation theorem without the constant act assumption. We need only postulates P1-P6. This is done at the cost of reducing the set of acts included in the setup. The reduction excludes certain theoretical infinitary scenarios, but includes the scenarios that should be handled by a system that models human decisions. (shrink)

Expected utility maximization problem is one of the most useful tools in mathematical finance, decision analysis and economics. Motivated by statistical model selection, via the principle of expected utility maximization, Friedman and Sandow (J Mach Learn Res 4:257–291, 2003a) considered the model performance question from the point of view of an investor who evaluates models based on the performance of the optimal strategies that the models suggest. They interpreted their performance measures in information theoretic terms and provided new (...) generalizations of Shannon entropy and Kullback–Leibler relative entropy and called them U-entropy and U-relative entropy. In this article, a utility-based criterion for independence of two random variables is defined. Then, Markov’s inequality for probabilities is extended from the U-entropy viewpoint. Moreover, a lower bound for the U-relative entropy is obtained. Finally, a link between conditional U-entropy and conditional Renyi entropy is derived. (shrink)

Recent epistemology has introduced a new criterion of adequacy for analyses of knowledge: such an analysis, to be adequate, must be compatible with the common view that knowledge is better than true belief. One account which is widely thought to fail this test is reliabilism, according to which, roughly, knowledge is true belief formed by reliable process. Reliabilism fails, so the argument goes, because of the "swamping problem". In brief, provided a belief is true, we do not care whether or (...) not it was formed by a reliable process. The value of reliability is "swamped" by the value of truth: truth combined with reliability is no better than truth alone. This paper approaches these issues from the perspective of decision theory. It argues that the "swamping effect" involves a sort of information-sensitivity that is well modelled decision-theoretically. It then employs this modelling to investigate a strategy, proposed by Goldman and Olsson, for saving reliabilism from the swamp, the so-called "conditional probability solution". It concludes that the strategy is only partially successful. (shrink)

This monographic chapter explains how expected utility (EU) theory arose in von Neumann and Morgenstern, how it was called into question by Allais and others, and how it gave way to non-EU theories, at least among the specialized quarters of decion theory. I organize the narrative around the idea that the successive theoretical moves amounted to resolving Duhem-Quine underdetermination problems, so they can be assessed in terms of the philosophical recommendations made to overcome these problems. I actually follow (...) Duhem's recommendation, which was essentially to rely on the passing of time to make many experiments and arguments available, and evebntually strike a balance between competing theories on the basis of this improved knowledge. Although Duhem's solution seems disappointingly vague, relying as it does on "bon sens" to bring an end to the temporal process, I do not think there is any better one in the philosophical literature, and I apply it here for what it is worth. In this perspective, EU theorists were justified in resisting the first attempts at refuting their theory, including Allais's in the 50s, but they would have lacked "bon sens" in not acknowledging their defeat in the 80s, after the long process of pros and cons had sufficiently matured. This primary Duhemian theme is actually combined with a secondary theme - normativity. I suggest that EU theory was normative at its very beginning and has remained so all along, and I express dissatisfaction with the orthodox view that it could be treated as a straightforward descriptive theory for purposes of prediction and scientific test. This view is usually accompanied with a faulty historical reconstruction, according to which EU theorists initially formulated the VNM axioms descriptively and retreated to a normative construal once they fell threatened by empirical refutation. From my historical study, things did not evolve in this way, and the theory was both proposed and rebutted on the basis of normative arguments already in the 1950s. The ensuing, major problem was to make choice experiments compatible with this inherently normative feature of theory. Compability was obtained in some experiments, but implicitly and somewhat confusingly, for instance by excluding overtly incoherent subjects or by creating strong incentives for the subjects to reflect on the questions and provide answers they would be able to defend. I also claim that Allais had an intuition of how to combine testability and normativity, unlike most later experimenters, and that it would have been more fruitful to work from his intuition than to make choice experiments of the naively empirical style that flourished after him. In sum, it can be said that the underdetermination process accompanying EUT was resolved in a Duhemian way, but this was not without major inefficiencies. To embody explicit rationality considerations into experimental schemes right from the beginning would have limited the scope of empirical research, avoided wasting resources to get only minor findings, and speeded up the Duhemian process of groping towards a choice among competing theories. Discovering high-level causal relations from low-level data is an important and challenging problem that comes up frequently in the natural and social sciences. In a series of papers, Chalupka etal. (2015, 2016a, 2016b, 2017) develop a procedure forcausal feature learning (CFL) in an effortto automate this task. We argue that CFL does not recommend coarsening in cases where pragmatic considerations rule in favor of it, and recommends coarsening in cases where pragmatic considerations rule against it. We propose a new technique, (...) pragmatic causal feature learning (PCFL), which extends the original CFL algorithm in useful and intuitive ways. We show that PCFL has the same attractive measure-theoretic properties as the original CFL algorithm. We compare the performance of both methods through theoretical analysis and experiments. The aim of this article is to show how research in cognitive science is relevant to a certain theoretical issue in moral theory, namely, the legitimacy of interpersonal utility (IU) comparisons.

James Mill'sHistory of British India(1817) made a rather strange claim: first-hand experience of India was not vital in writing a history – potentially, it led to false ideas about its subject-matter: eyewitnesses are susceptible to bias. The historian was thus to perform his task as a judge: sifting through various testimonies to obtain a ‘more perfect’ conception of the whole than those who witnessed its various parts. Although strange, Mill's claim does not bewilder his readers: after all, Mill was a (...) ‘militant’ exponent of theorizing utilitarianism. I argue that such a reading of Mill's method is injudiciously restrictive. Not only did Mill draw on well-known methodological concerns in contemporary historiographical practice, not necessarily linked with Jeremy Bentham or the Scottish theoretical historiography, but he also seemed to adopt the vocabulary of forensic rhetoric, making his claim that his was a ‘judging’ history more literal than it has been supposed. We introduce an expected-value theory of linguistic modality that makes reference to expected utility and a likelihood-based confirmation measure for deontics and epistemics, respectively. The account is a probabilistic semantics for deontics and epistemics, yet it proposes that deontics and epistemics share a common core modal semantics, as in traditional possible-worlds analysis of modality. We argue that this account is not only theoretically advantageous, but also has far-reaching empirical consequences. In particular, we predict modal versions of reasoning fallacies from (...) the heuristics and biases literature. Additionally, we derive the modal semantics in an entirely transparent manner, as it is based on the compositional semantics of Korean modal expressions that are morphosyntactically decomposed into a conditional and an evaluative predicate. Numerous approaches have been taken in an effort to find a non-anthropocentric ethic that will lead to greater consideration of animals. Most of the recent approaches in this area have been rights-based. It is argued here that a rights-based approach alone fails both theoretically and in practical applications. It is shown that in theory these approaches can lead to unsound conclusions and cannot handle uncertainty. In addition, in practice the rules of the rights-based approaches will often be violated. A (...) class='Hi'>utility approach with unequal weighting for different species subject to certain rights or obligations is proposed as an alternative. This approach is intended to be operational rather than purely theoretical and therefore would be based on a negotiated consensus rather than a priori theory. (shrink)

Abstract“Trait” is a ubiquitous term in biology, but its precise meaning and theoretical foundations remain opaque. After distinguishing between “trait” and “character,” I argue for the value of adopting Theodosius Dobzhansky’s 1956 definition and framework for understanding “trait,” which holds that traits are just “semantic devices” that artificially impose order on continuous biological phenomena. I elaborate on this definition to distinguish between trait validity (compliance with Dobzhansky’s trait definition) and trait utility (usefulness of a trait). As a consequence (...) of this elaboration of the meaning of “trait,” it becomes clear that considerations of adaptation, function, homogeneity and natural kinds have clouded discussions of the meaning of “trait” per se. Combining this account with work by David Hull and examples from contemporary biology, I demonstrate that even broad or heterogeneous traits (including multiple sub-traits) can qualify as valid and useful. As a test case for this understanding of trait, I show how it can help resolve critiques of schizophrenia’s status as a single trait, highlighting the recent advances made within schizophrenia research. I argue that prioritarianism cannot be assessed in abstraction from an account of the measure of utility. Rather, the soundness of this view crucially depends on what counts as a greater, lesser, or equal increase in a person’s utility. In particular, prioritarianism cannot accommodate a normatively compelling measure of utility that is captured by the axioms of John von Neumann and Oskar Morgenstern’s expected utility theory. Nor can it accommodate a plausible and elegant generalization of this (...) theory that has been offered in response to challenges to von Neumann and Morgenstern. This is, I think, a theoretically interesting and unexpected source of difficulty for prioritarianism, which I explore in this article. (shrink)

In this paper I study how divergent mathematical treatments affect mathematical modelling, with a special focus on utility theory. In particular I examine recent work on the ranking of information states and the discounting of future utilities, in order to show how, by replacing the standard analytical treatment of the models involved with one based on the framework of Nonstandard Analysis, diametrically opposite results are obtained. In both cases, the choice between the standard and nonstandard treatment amounts to a (...) selection of set-theoretical parameters that cannot be made on purely empirical grounds. The analysis of this phenomenon gives rise to a simple logical account of the relativity of impossibility theorems in economic theory, which concludes the paper. (shrink)

The issue of interpersonal comparisons of utility is about the possibility (or not) of comparing the utility or welfare or the mental states in general, of different individuals. Embedded in the conceptual framework of utilitarianism, interpersonal comparisons were admissible in economics as part of the theoretical justification of welfare policies until the first decades of the twentieth century. Under the strong influence of the scientific philosophy of positivism as reflected in the works of early neoclassical economists and (...) as epitomized by Lionel Robbins, utility comparisons were subsequently rejected as a value judgement. Robbins’ methodological stance is still prevalent among mainstream economists. Despite the explicit rejection of comparability by the majority of economists, interpersonal comparisons are necessary for many key policy issues, such as progressive taxation, social welfare policies, GDP-based welfare comparisons, cost–benefit analysis, and public goods provision. In this paper, the case of interpersonal utility comparisons is discussed as an illustrative example of the usefulness of the study of the role of value judgements, and generally of the interrelationship between ethics and economics. It is argued that the current tension between theory and policy practice might be resolved through the efforts of prominent economists and philosophers to challenge positivism, and especially its problematic treatment of value judgements and of ethical assumptions in general. The discussion also provides more strength to the view that policy makers and their economic advisers cannot avoid ethical questions in their analysis of the workings of the economic system. Two modes of reasoning are used by humans – the `theoretical' (formal) and the `empirical' (non-formal), the first operating with inside-the-syllogism information, the second utilising out-of-the-syllogism information. Cross-cultural research (since Lévy-Bruhl, and especially after Luria) and developmental research (since Piaget) discovered respectively that members of `traditional' societies and children up to a certain age are able to operate only in the empirical mode.The paper brings together diverse discussions about usage of these modes in actual discourse (Ennis, Johnson-Laird, Moore, Olson, (...) Ong, etc.). It concentrates on contradictory opinions as to whether contemporary individuals after they acquire the formal mode preserve and utilise the empirical mode. In this connection it discusses results of neurological experiments investigating performance in solving syllogisms under conditions of transitory suppression of the left or the right hemisphere (Deglin et al.) which demonstrated that one and the same person, depending on which hemisphere is suppressed, uses both strategies. The activated right hemisphere utilizes the `empirical' pattern, the activated left hemisphere utilizes the `logical' pattern. Thus both mechanisms of reasoning are present in the brain simultaneously, but each of them is controlled by different hemispheres. (shrink)

This paper deals with the equilibria of games when the agents have multiple objectives and, therefore, their utilities cannot be represented by a single value, but by a vector containing the various dimensions of the utility. Our approach allows the incorporation of partial information about the preferences of the agents into the model, and permits the identification of the set of equilibria in accordance with this information. We also propose an additional conservative criterion which can be applied in this (...) framework in order to predict the results of interaction. The potential application of the theoretical results is shown with an analysis of a mixed oligopoly in which the agents value additional objectives other than their own benefit. These objectives are related to social welfare and to the profit of the industry. The flexibility of our approach provides a general theoretical framework for the analysis of a wide range of strategic economic models. (shrink)

Olav Vassend has recently (2021) presented a decision-theoretic argument for updating utility functions by what he calls “utility conditionalization.” Vassend’s argument is meant to mirror closely the well-known argument for Bayesian conditionalization due to Hilary Greaves and David Wallace (2006). I show that Vassend’s argument is inconsistent with ZF set theory and argue that it therefore does not provide support for utility conditionalization.

In traditional decision theory, utility is regarded as a mathematical representation of preferences to be inferred from agents hedonic experiences. Some go as far as to contend that utility is literally computed by specific neural areas and urge economists to complement or substitute their notion of utility with some neuro-psychological construct. In this paper, I distinguish three notions of utility that are frequently mentioned in debates about decision theory and examine some critical issues regarding their definition (...) and measurability. Moreover, I provide various empirical and conceptual reasons to doubt that economists should base decision theoretic analyses on some neuro-psychological notion of utility. (shrink)

Currently, the concept of engagement is crucial in the field of learning and school achievement. It is a multidimensional concept (e.g., behavioral, emotional, and cognitive dimensions) that has been widely used as a theoretical framework to explain the processes of school engagement and dropout. However, this conceptual framework has been scarcely used in the field of homework. The aim of the present study was to analyze the role of intrinsic motivation, perceived homework utility, and personal homework attitude as (...) precursors of student homework engagement (behavioral engagement) and, at the same time, how such engagement is the precursor of academic achievement. Seven hundred and thirty students of Compulsory Secondary Education (7th to 10th grade) from fourteen schools northern Spain participated. A structural equation model was elaborated on which intrinsic motivation, perceived utility and attitude were observed variables, and student engagement (time spent on homework, time management, and amount of teacher-assigned homework done) and academic achievement (Mathematics, Spanish Language, English Language, Social Science) were latent variables. The results reveal that (i) intrinsic motivation is a powerful precursor of student behavioral engagement (also perceived utility and attitude, although to a lesser extent) and (ii) academic achievement is closely linked to the level of student engagement, qualifying the results of many of the previous studies conducted from a task-centered perspective (as opposed to a person-centered perspective). Bartha and DesRoches (2021) and Steel and Bartha (2023) argue that we should understand the precautionary principle as the injunction to maximise lexical utilities. They show that the lexical utility model has important pragmatic advantages. Moreover, the model has the theoretical advantage of satisfying all axioms of expected utility theory except continuity. In this paper I raise a trilemma for any attempt at modelling the precautionary principle with lexical utilities: it permits choice cycles or leads to paralysis (...) or implies that the smallest value difference that is possible in a context has extreme axiological implications. In this paper, I examine the possibility of accounting for the rationality of belief-formation by utilising decision-theoretic considerations. I consider the utilities to be used by such an approach, propose to employ verisimilitude as a measure of cognitive utility, and suggest a natural way of generalising any measure of verisimilitude defined on propositions to partial belief-systems, a generalisation which may enable us to incorporate Popper's insightful notion of verisimilitude within a Bayesian framework. I examine a dilemma generated by the (...) decision-theoretic procedure and consider an adequacy condition (immodesty) designed to ameliorate one of its horns. Finally, I argue in a sceptical vein that no adequate verisimilitude measure can be used decision-theoretically. (shrink)

A detailed theoretical analysis is presented of what five utility representations – subjective expected utility (SEU), rank-dependent (cumulative or Choquet) utility (RDU), gains decomposition utility (GDU), rank weighted utility (RWU), and a configural-weight model (TAX) that we show to be equivalent to RWU – say about a series of independence properties, many of which were suggested by M. H. Birnbaum and his coauthors. The goal is to clarify what implications to draw about the descriptive (...) aspects of the representations from data concerning these properties. The upshot is a sharp rejection of SEU and RDU and no clear choice between GDU and TAX, but a list of 8 properties is given that should receive more attention to discriminate between the latter two models. Are the recent findings of Behavioural Game Theory (BGT) on unselfish behaviours relevant for the progress of game theory? Is the methodology of BGT, centred around the attempt to study theoretically players’ utility functions in the light of the feedback that experimental evidence can produce on the theory, a satisfactory one? Or is the creation of various types of ‘social preferences’ just wasteful tinkering? This article compares BGT with the methodology of Rational Game Theory (RGT). BGT is viewed as (...) a more promising and constructive approach, with regard to the relationship between experimental data and theoretical modelling. However, I also argue that today RGT and BGT are closer to one another than often thought. (shrink)

The present thesis is intended as a contribution toward a Rousseauean theory of democracy. The central problem discussed is how the act of voting must be interpreted in democratic theory. The notion of a theoretical interpretation of voting is discussed in Chapter One. A theory of democracy must include an interpretation of the act of voting if any praise or criticism of democracy is to be possible. The theoretical interpretation is distinct from an empirical account of voting behavior, (...) and also distinct from a moral or prudential imperative. It is left as an open question whether one ought, morally or prudentially, to vote in the way that democratic theory interprets voting, or indeed whether one ought to vote at all. ;Social choice theory typically assumes that votes are expressions of individual preferences--that each individual expresses his or her narrowly self-interested preferences, and a proper aggregation of these will yield a utility maximizing result. In Chapter Two it is argued that, for reasons stemming from analysis of the concept of democratic voting, no understanding of "preference" is acceptable as a theoretical interpretation of voting. Six such understandings are disqualified, and the interpretation of votes as statements on the common interest is argued to succeed where these fail. In Chapter Three Richard Wollheim's puzzle of the minority democrat is discussed in relation to several closely related puzzles which apply to both democracy and utilitarianism. All three puzzles are argued to be dissolved if votes are interpreted as statements on the common interest. The solution to Wollheim's paradox, called the Correction Solution, gives rise to the disturbing possibility that the minority is interpreted as simply deferring to the majority. This danger is discussed in detail in Chapter Four, and again the interpretation of votes as statements on the common interest is argued to be uniquely qualified to avoid it. (shrink)

In the debate about the legal value of naked statistical evidence, Di Bello argues that (1) the likelihood ratio of such evidence is unknown, (2) the decision-theoretic considerations indicate that a conviction based on such evidence is unacceptable when expected utility maximization is combined with fairness constraints, and (3) the risk of mistaken conviction based on such evidence cannot be evaluated and is potentially too high. We argue that Di Bello’s argument for (1) works in a rather narrow context, (...) and that (1) is not exactly in line with the way expert witnesses are required to formulate their opinions. Consequently, Di Bello’s argument for (2), which assumes (1), does not apply uniformly to all convictions based on naked evidence. Moreover, if Di Bello’s analysis is correct, it applies also to eyewitness testimony, given empirical results about its quality, and so the distinctions drawn by DiBello cut across the distinction between naked statistical evidence and other types of evidence. Finally, if we weaken the rather strong requirement of precise measurability of the risk of mistaken conviction, to the availability of reasonable but imprecise and fallible estimates, many field and empirical studies show that often the risk of mistaken conviction based on naked statistical evidence can be estimated to a similar extent as the risk of mistaken conviction based on any other sort of evidence. Confronted with the possibility of severe environmental harms, such as catastrophic climate change, some researchers have suggested that we should abandon the principle at the heart of standard decision theory—the injunction to maximize expected utility—and embrace a different one: the Precautionary Principle. Arguably, the most sophisticated philosophical treatment of the Precautionary Principle is due to Steel. Steel interprets PP as a qualitative decision rule and appears to conclude that a quantitative decision-theoretic statement of PP is both impossible and unnecessary. (...) In this article, we propose a decision-theoretic formulation of PP in terms of lexical utilities. We show that this lexical model is largely faithful to Steel’s approach, but also that it corrects three problems with Steel’s account and clarifies the relationship between PP and standard decision theory. Using a range of examples, we illustrate how the lexical model can be used to explore a variety of issues related to precautionary reasoning. (shrink)
