Via a historical reconstruction, this paper primarily demonstrates how the societal debate on genetically modified organisms (GMOs) gradually extended in terms of actors involved and concerns reflected. It is argued that the implementation of recombinant DNA technology out of the laboratory and into civil society entailed a “complex of concerns.” In this complex, distinctions between environmental, agricultural, socio-economic, and ethical issues proved to be blurred. This fueled the confusion between the wider debate on genetic modification and the (...) risk assessment of transgenic crops in the European Union. In this paper, the lasting skeptical and/or ambivalent attitude of Europeans towards agro-food biotechnology is interpreted as signaling an ongoing social request – and even a quest – for an evaluation of biotechnology with Sense and Sensibility. In this (re)quest, a broader-than-scientific dimension is sought for that allows addressing the GMO debate in a more “sensible” way, whilst making “sense” of the different stances taken in it. Here, the restyling of the European regulatory frame on transgenic agro-food products and of science communication models are discussed and taken to be indicative of the (re)quest to move from a merely scientific evaluation and risk-based policy towards a socially more robust evaluation that takes the “non-scientific” concerns at stake in the GMO debate seriously. End of April 2021, the European Commission published its study on New Genomic Techniques (NGTs). The study involved a consultation of Member States and stakeholders. This study reveals a split on whether current legislation should be maintained or adapted to take account of scientific progress and the risk level of NGT products. This split was predictable. New technological developments challenge both ethical viewpoints and regulatory institutions; and contribute to the growing divide between science and society that value ‘technological innovations’ differently. (...) Such controversies are often characterized as ‘unstructured’ because of nearly unbridgeable positions on entangled scientific and value-laden issues. Initiatives for stakeholder involvement, such as consultation or participation, often focus on reaching a ‘shared vision’ without exploring the diverse societal concerns and values behind these positions. To resolve the EU stalemate in NGT regulation, we advocate to bring back politics in the EU decision-making process instead of hiding it under the veil of science, the need for regulatory change and public support. A more productive and justified use of genuine stakeholder participation is possible, if participants and deliberation design meet the criteria of what we call _participation ethics_. Drawing from our applied experience exploring the ethics of genetic modification, we believe that this approach can lead to more robust political decision-making and restore societal confidence in the governance of contested issues such as NGTs. Continuous deep sedation at the end of life is a practice that has been the topic of considerable ethical debate, for example surrounding its perceived similarity or dissimilarity with physician-assisted dying. The practice is generally considered to be legal as a form of symptom control, although this is mostly only assumed. France has passed an amendment to the Public Health Act that would grant certain terminally ill patients an explicit right to continuous deep sedation until they pass away. Such (...) a framework would be unique in the world. In this paper we will highlight and reflect on four relevant aspects and shortcomings of the proposed bill. First, that the bill suggests that continuous deeps sedation should be considered as a sui generis practice. Second, that it requires that sedation should always be accompanied by the withholding of all artificial nutrition and hydration. In the most recently amended version of the legal proposal it is stated that life sustaining treatments are withheld unless the patient objects. Third, that the French bill would not require that the suffering for which continuous deep sedation is initiated is unbearable. Fourth, the question as to whether the proposal should be considered as a way to avoid having to decriminalise euthanasia and/or PAS or, on the contrary, as a veiled way to decriminalise these practices. The French proposal to amend the Public Health Act to include a right to continuous deep sedation for some patients is a unique opportunity to clarify the legality of continuous deep sedation as an end-of-life practice. Moreover, it would recognize that the practice of continuous deep sedation raises ethical and legal issues that are different from those raised by symptom control on the one hand and assisted dying on the other hand. Nevertheless, there are still various issues of significant ethical concern in the French legislative proposal. (shrink)

Unless the public comes to agree that the benefits of food biotechnology are desirable and the associated risks are acceptable, our society may fail to realize much of the potential benefits. Three historical cases of major technological innovations whose benefits and risks were the subject of heated public controversy are examined, in search of lessons that may suggest a path toward consensus in the biotechnology debate. In each of the cases—water fluoridation, nuclear power and pesticides—proponents of the technology gathered (...) scientific evidence that they believed established that the innovations were safe. In each case, the federal government was heavily involved in oversight, safety regulation, and in the first two cases, active promotion of the technology. Supporters of the technologies employed a variety of communications strategies, ranging from massive “educational” campaigns (e.g. “Our Friend The Atom”) to vituperative ad hominem attacks on leading opponents. None of these strategies succeeded in achieving broad societal acceptance of the technologies. Fluoridation today is opposed as vigorously by activist groups as it was when first introduced around 1950; it has not been universally adopted even in the U.S., and it has been rejected in most other countries. The American nuclear power industry is moribund, and the public has essentially rejected the technology. The pesticide industry is thriving, with new generations of products succeeding older more hazardous chemicals in a constant cycle. However, strong regulation has failed to prevent adverse health and ecological effects, which have been empirically associated with pesticide uses after the chemicals were dispersed in the environment. Debate over whether risks of such effects are acceptable has been heated for four decades, with scientists and the public divided. None of these cases offers an ideal model for the biotechnology revolution, though they do reveal many strategies that have not worked. The biotechnology debate is also taking place at a time when our concepts of risk communication have improved, and when many consumers are more actively concerned with buying products perceived to be less likely to harm the environment. Based on the three case histories and more recent trends, some characteristics of a process for seeking a societal consensus are described. They include explicitly defining the subjects for consensus; including all stakeholders in a respectful dialogue; confronting value issues, such as acceptability of risks and ethical perceptions; listening to others’ perspectives, and being willing to change one’s own point of view. If activists on all sides of the food biotechnology debate are willing to commit to such a consensus-building process, there is hope that the U.S. national debate can be resolved in a manner satisfactory to essentially all parties. This article focuses on the themes of the two conferences organized by the League of Nations—“Modern Man” and “The Foundations of Modern Humanism”—which were held in Nice and Budapest in 1935 and 1936, respectively. It was a time of deepening crisis, when the pervasive belief was that European civilization was declining. The more specific questions discussed in these conferences included the relation of modern man to the state, the impact of irrational theories on modern life, and the need for free (...) education for everyone. Renowned writers and academics of the period participated in the debates, among them Thomas Mann, Jules Romains, Salvador de Madariaga, Alfred Zimmern, and Johan Huizinga. I present a critical overview of their debates, beginning with Paul Valéry, the initiator and chairman of these conferences, who coined the intriguing slogan “La Société des Nations suppose la Société des Esprits.”. ABSTRACT Like other philosophical traditions, what we call French spiritualism is a complicated constellation of thinkers who developed partially divergent answers to shared themes or concerns. In order to avoid easy generalizations and artificial labels, this article aims to explore the many-voiced character of this tradition by focusing on a debate on the notion of ‘liberté morale’ that took place in 1903 at the Société française de philosophie. In a time imbued with civilisation crisis, José Manuel Naredo's work is of particular relevance. Naredo, one of the most prestigious economists in Spain and a pioneer of ecological economics, first published his most popular book ( La economía en evolución. Historia y perspectivas de las categorías básicas del pensamiento económico) in 1987. This article reviews its most recent and updated version released in 2015. Beyond a brilliant criticism of neoclassical economics, he discusses the underlying ideology and implications of the (...) notion of economic system uncritically endorsed by most schools of economic thought. Transcending the usual dichotomy between ‘orthodox’ and ‘heterodox’ economics, Naredo calls for an economic transition built on the integration of different kinds of scientific knowledge as well as other intuitive, metaphysical and ethical fields in favour of a truly inclusive economics. This is, he warns us, a sine qua non for a socioecological transformation to flourish. (shrink)

This paper introduces the special issue The societal impact of the emerging quantum technologies as a contribution to a more inclusive societal debate on quantum technologies. It brings together five contributions. Three are authored by quantum technology researchers who give explorations of the possible impacts of quantum technologies on science, industry and society. The fourth contribution discusses within the framework of responsible research and innovation, the ways in which quantum technologies and the societal debate about (...) them are presented in European policy documents. The final contribution analyses how the popularisation of quantum theory for wider audiences has evolved, and can be improved, with the emergence of quantum technologies. This introduction is also a call for a renewed effort to make quantum theory understandable. A preamble to a societal debate about quantum technologies is that all stakeholders understand these technologies to a reasonable degree, and the current framing of quantum theory as enigmatic in not helpful to meeting this. It is argued that philosophers of physics can help overcome this framing by explaining how quantum theory and quantum technologies are similar to every-day descriptions and technologies. (shrink)

Societal and ethical implications of nanotechnology have become a hot topic of public debates in many countries because both revolutionary changes and strong public concerns are expected from its development. Because nanotechnology is, at this point, mostly articulated in visionary and futuristic terms, it is difficult to apply standard methods of technology assessment and even more difficult to consider it in engineering ethics courses. In this article, the authors suggest using selected science fiction stories in the engineering ethics classroom (...) to provide students with ethical skills and cultural knowledge required for engaging in public debates and for responsible decision making. Against the background of general debates on teaching engineering ethics, they do so by discussing the advantages and possible drawbacks of this approach and by presenting two examples of nano-science fiction classics. This article reviews the development of social quality indicators and the challenges ahead. First, through a review of recent Asian and Australian work carried out on social quality indicators, and the World Bank related work on “social development indicators,” the article argues that social quality indicators research should move beyond the empirical level of particular policy areas. Therefore, it should be guided by a clear methodological perspective regarding the role of indicators as part of a social quality theory (SQT) and (...) their relation to the social quality approach (SQA). Second, the article opens a debate about the rationale behind distinguishing between three different functions of social quality indicators. Indicators should address the change in the conditional factors in daily life, as manifested in its economic, socio-political, socio-cultural and environmental dimensions, in order to examine the consequences of general trends and contradictions in (1) societal circumstances, (2) the development (or lack of development) toward sustainability, and (3) the related issue of sustainable urban development. Before 2010 social quality scholars mainly concentrated on the first issue. Recently, however, they are approaching all three issues. It is essential to delve deeper into SQT and the SQA for understanding these three issues separately and integrally. This has implications for the nature of social quality indicators and their comparison to those of other mainstream approaches; the article introduces this agenda of work. (shrink)

The notion of societal boundaries aims to enhance the debate on planetary boundaries. The focus is on capitalist societies as a heuristic for discussing the expansionary dynamics, power relations, and lock-ins of modern societies that impel highly unsustainable societal relations with nature. While formulating societal boundaries implies a controversial process – based on normative judgments, ethical concerns, and socio-political struggles – it has the potential to offer guidelines for a just, social-ecological transformation.

De récents débats ont reconsidéré les processus de mondialisation, élargissant le discours théorique afin d’étendre la notion de société civile mondiale. La notion et la pratique de société civile ont été mondialisées de façon à refléter les processus empiriques d’inter-connexion des sociétés et de formation d’une société mondiale. D’un point de vue normatif et mobilisateur, les militants et les théoriciens de la société civile soulignent le besoin de défendre la société mondiale de la menace d’une guerre nucléaire mondiale, des catastrophes (...) écologiques, du crime et de la violence, puis de la domination des grands pouvoirs sur le sort de certains pays et sociétés, c’est-à-dire le besoin de s’opposer à une « politique du pouvoir » à l’échelle mondiale et de défendre l’autonomie d’une société compatible avec l’expansion des politiques fondées sur le règne de la loi mais incompatible avec des politiques de la force, des raisons d’État et de domination des pôles de pouvoir. Les processus de mondialisation mènent à la confrontation et/ou au métissage assimilateur de civilisations et de cultures, ainsi qu’à des tendances controversées : d’une part, à des tentatives d’instauration d’institutions politiques internationales et d’adoption des conventions internationales en matière de droits de l’homme, de protection des valeurs démocratiques, de lutte contre le terrorisme et de différentes formes de ségrégation, avançant vers une standardisation mondiale de la culture des droits de l’homme et de l’ordre politique et juridique démocratique ; d’autre part, à la hausse de la xénophobie, des particularismes, de l’ethnonationalisme, des guerres civiles, des menaces écologiques, du terrorisme à l’échelle mondiale, de la menace de la famine, de la menace nucléaire, de nouvelles maladies etc. La victoire contemporaine des valeurs libérales et démocratiques est un aboutissement positif, mais elle s’accompagne de la question controversée de souveraineté, de délabrement urbain, de racisme, de nettoyage ethnique, de xénophobie, de défaut de légitimité politique . À l’échelle mondiale, cet aboutissement s’accompagne d’une injustice globale, de pauvreté, de dangers écologiques, d’épidémies mortelles, d’oppression des minorités, d’une croissance non maîtrisée de la population, de déséquilibre de pouvoir politique et économique, de terrorisme à l’échelle mondiale, de la menace nucléaire etc. La société civile mondiale comporte trois dimensions : 1.) phénomène empirique de relations sociales et d’interconnexions ; 2.) mobilisation, une force structurante du projet/vision ; 3.) acteurs sociaux au niveau mondial/transnational. L’anti-mondialisation est un mouvement qui tente d’agir à l’encontre des aspects négatifs de la mondialisation. Même si les adeptes de ce mouvement agissent souvent de concert, le mouvement en soi est hétérogène et englobe des visions, des stratégies et des tactiques diverses et parfois opposées. Ainsi, des termes plus nuancés impliquent une mondialisation alternative, anti-capitaliste/anti-corporatiste. Ses acteurs peuvent utiliser des expressions positives telles que la ‘justice mondiale’, le ‘mouvement pour un commerce équitable’, le ‘mouvement pour la Justice et la Solidarité Mondiale’, le ‘Mouvement des Mouvements’, ou simplement ‘Le mouvement’, ou encore le ‘mouvement anti-corporatiste capitaliste’. De manière générale, le mouvement anti-mondialiste n’est pas une opposition à la mondialisation en soi mais à une certaine façon dont cette mondialisation se déroule, à savoir le processus de mondialisation néo-libéral. Dans ce sens, nombre de représentants du Mouvement préfèrent être appelés alter-mondialistes. (shrink)

The debate about health insurance coverage and the related issue of unequal access to health care turn on fundamental questions of justice, but for an individual patient like DM, the abstract question about who is deserving of health insurance becomes a very concrete problem that has a profound impact on care and livelihood. DM's circumstances left him stuck in the hospital. A satisfactory discharge plan remained elusive; his insurance coverage severely limited the number and type of facilities that would (...) accept him; and his inadequate engagement in his own rehabilitation process limited discharge options even further. Despite extensive involvement with the psychiatry, social work, physical therapy, and occupational therapy teams, DM consistently made “bad” decisions. He repeatedly refused antibiotics and did not consistently work with rehab services to improve his strength and mobility. Although the clinicians wanted to provide him with the best care possible, he often seemed unwilling to do the things necessary to achieve this care—or perhaps his depression rendered him unable to do so. He also tended to take out his frustration on staff members caring for him. All of this was, in turn, very frustrating for the staff. It may be easy, however, to make too much of DM's role, to see his choices as more important than his circumstances. A major goal of the ethics consultants was to reframe DM's predicament for the staff members involved in his care. (shrink)

En analysant les modalités des échanges, nous nous sommes demandé quels types de tactiques et de stratégies émergent de ce dispositif, et dans quelle mesure il participe du débat public. Enfin, nous nous sommes interrogés sur les (...) limites du rôle effectif de la « société civile » dans un contexte international particulier.WSIS posted and promoted a multi-stakeholder approach between governments, civil society and business world. We studied the electronic mailing list of one of the caucus, "Civil Society - Internet Governance" during a key period of the UN initiative. By analyzing the terms of trade, we asked what kind of tactics and strategies emerge from this device, and how it participates in the public debate. As scholars have rushed to either prove or refute cultural group selection, the debate lacks sufficient consideration of CGS's potential moderators. We argue that pressures for CGS are particularly strong when groups face ecological and human-made threat. Field, experimental, computational, and genetic evidence are presented to substantiate this claim.

In 2014, the first child in the world was born after live uterus transplantation and IVF (UTx-IVF). Before and after this event, ethical aspects of UTx-IVF have been discussed in the medical and bioethical debate as well as, with varying intensity, in Swedish media and political fora. This article examines what comes to be identified as important ethical problems and solutions in the media debate of UTx-IVF in Sweden, showing specifically how problems, target groups, goals, benefits, risks and (...) stakes are delineated and positioned. It also demonstrates how specific assumptions, norms and values are expressed and used to underpin specific positions within this debate, and how certain subjects, desires and risks become shrouded or simply omitted from it. This approach—which we label the Ethics of the Societal Entrenchment-approach, inspired by Koch and Stemerding (1994)—allows us to discuss how the identification of something as the problem helps to shape what gets to be described as a solution, and how specific solutions provide frameworks within which problems can be stated and emphasised. We also offer a critical discussion of whether some of these articulations and formations should be seen as ethically troubling, and if so, why. (shrink)

Healthcare systems across the globe are struggling with increasing costs and worsening outcomes. This presents those responsible for overseeing healthcare with a challenge. Increasingly, policymakers, politicians, clinical entrepreneurs and computer and data scientists argue that a key part of the solution will be ‘Artificial Intelligence’ (AI) – particularly Machine Learning (ML). This argument stems not from the belief that all healthcare needs will soon be taken care of by “robot doctors.” Instead, it is an argument that rests on the classic (...) counterfactual definition of AI as an umbrella term for a range of techniques that can be used to make machines complete tasks in a way that would be considered intelligent were they to be completed by a human. Automation of this nature could offer great opportunities for the improvement of healthcare services and ultimately patients’ health by significantly improving human clinical capabilities in diagnosis, drug discovery, epidemiology, personalised medicine, and operational efficiency. However, if these AI solutions are to be embedded in clinical practice, then at least three issues need to be considered: the technical possibilities and limitations; the ethical, regulatory and legal framework; and the governance framework. In this article, we report on the results of a systematic analysis designed to provide a clear overview of the second of these elements: the ethical, regulatory and legal framework. We find that ethical issues arise at six levels of abstraction (individual, interpersonal, group, institutional, sectoral, and societal) and can be categorised as epistemic, normative, or overarching. We conclude by stressing how important it is that the ethical challenges raised by implementing AI in healthcare settings are tackled proactively rather than reactively and map the key considerations for policymakers to each of the ethical concerns highlighted. Débattre de l’orientation que nous souhaitons donner aux recherches et aux innovations scientifiques nécessite de considérer sérieusement l’irrationalité humaine. C’est en saisissant cette logique autre (l’« alogique (...) »), les rêveries parfois indicibles, les peurs persistantes, que le dialogue « science-société » pourra être ouvert et constructif. In the perception of technology innovation two world views compete for domination: technological and social determinism. Technological determinism holds that societal change is caused by technological developments, social determinism holds the opposite. Although both were quite central to discussion in the philosophy, history and sociology of technology in the 1970s and 1980s, neither is seen as mainstream now. They do still play an important role as background philosophies in societal debates and offer two very different perspectives on where (...) the responsibilities for an ethically sound development of novel technologies lie. This paper explores the philosophical debate between Muguerza and Habermas, starting with the meeting of the two in the summer of 1994 in Madrid. To this end, some of the core aspects of their respective ethical and legal thoughts are interpreted and apostilled, both in their agreements and in their disagreements. The text focuses on the controversy between two of their apparently irreducible positions. Namely, the “primacy of the moral conscience of the individual”, defended by Muguerza, and the “primacy (...) of the legal law of society”, advocated by Habermas. The paper concludes by suggesting a third approach, which methodically tempers the controversy, in reference to the duality of the “individual” constituted in-intra-societal relationship, and the “society” instituted by individuals-in-inter-relationship. Based on analyses of a 2016 German survey, this article contributes to debates on 'societal nature relations' by investigating the systematic differences between socially specific types of social relations with nature in a flexible capitalist society. It presents a typology of ten different 'syndromes' of attitudes toward social and environmental issues, which are then grouped to distinguish between four ideal types of social relationships with nature: dominance, conscious mutual dependency, alienation and contradiction. These are located in Pierre Bourdieu's (1984) (...) social space to illustrate how social relationships with nature correspond to people's positions within the totality of social relations. Understanding how people's perceptions of and actions pertaining to nature are shaped by their positions in these intersecting relations of domination - both within social space and between society and nature - is an important precondition for developing transformative strategies that will be capable of gaining majority support in flexible capitalist societies. This refreshingly different discussion of laws, customs, and agencies examines the underlying political, cultural, and ethical structures that bind a society and define its character. At a time of major national unheavals, Robert R. Chambers reconsiders the nature of a best society and how it can be achieved. Human behavior is organized by means of two distinct, often opposing, types of rules, each with its own modus operandi and set of ethical principles. The conflicts of rules take on a wider, (...) more compelling dimension when they are used in mixtures, as they are in all states. To illustrate his theory, Chambers describes two model island societies. In the "status" society the rules are appropriate to people working together as a team; in the "free" society, the rules are appropriate to people who relate to one another as neighbors. He analyzes the systems and structures in each type of society and illustrates the inherent conflicts between the two types of rules when used in various combinations. Although purely theoretical, significant elements of Chambers' discussion clearly mirror current social and political difficulties facing democracies and socialist regimes. Political Theory and Societal Ethics is an important addition to the debates over the merits of different configurations of rules and of democratic versus centrally run societies. (shrink)

Hong Kong is undergoing a public debate on the need to reform and future directions of reforming its health care system. This paper highlights the debates and considerations brought up by the Hospital Authority, the largest provider of public health care in Hong Kong, on the ethical principles and societal values underlying the upcoming reform. It is recognized that the exact meanings behind each ethical principle and value must be debated and clarified during the reform process. In a (...) modern day society like Hong Kong, societal values are likely to be diversified. A health care system also has to fulfil different and often conflicting objectives of equity, efficiency, quality and choice. It would be difficult for a health care system to satisfy these different values and objectives based on a single value parameter. The Hong Kong experience shows that a society may prefer a combination of strategies in addressing different societal values. The re-structuring of the health care system in Hong Kong should therefore be based on a balanced and optimum combination of various financing and delivery strategies. (shrink)

In recent decades, deliberation about public issues has become a central theme in citizenship education. In line with an increasing philosophical and political appreciation of the importance of deliberation within democracy, schools, as training grounds for democratic citizenship, should foster high-level deliberative skills. However, when this insight is translated into practical formats, these formats suffer from a number of shortcomings. Specifically, they can be criticised on philosophical grounds for advantaging select societal groups, and on empirical grounds for facilitating groupthink (...) mechanisms. This paper aims to address these shortcomings by suggesting a role for debating techniques within deliberative education. Because debating stimulates the contestation of diverse opinions, it may counteract the silencing of minority viewpoints and the proliferation of groupthink. At the same time, debating-based formats must be closely regulated in order to not imperil compromise formation. A concrete format is presented that balances these considerations and may therefore contribute to more effective deliberation in the classroom. (shrink)

La question des relations entre expertise scientifique, société et politique est fondamentalement communicationnelle. Souvent présenté comme univoque et incontestable, l’avis des experts ne fait pas taire les controverses. Il est élaboré dans le cadre de relations toujours incertaines, mobilisant les multiples parties prenantes de l’objet de l’expertise dans une situation sociale. Les connaissances qui en résultent constituent, quelque part, des récits qui relèvent de multiples interprétations et recadrages traduisant des logiques d’action hétérogènes, des intérêts économiques et politiques contradictoires, des tensions (...) et des conflits. Ce mouvement s’opère en lien étroit avec les médias et réseaux, au travers desquels les résultats de l’expertise sont diffusés, et de plus en plus souvent discutés.The question of relationships between scientific expertise, society and politics fundamentally revolves around communication. Though often presented as unequivocal and indisputable, expert scientific opinions do not put an end to controversy. They are developed in the context of relationships that are always uncertain, involve many different stakeholders with an interest in the object of the controversy and exist in a social situation. The resulting knowledge shapes narratives that can be interpreted and framed in many different ways, each reflecting different reasons for action, conflicting economic and political interests, tensions or disputes. This process takes place in close conjunction with the activities of the media and networks, through which expert conclusions are broadcast and increasingly debated. (shrink)

Ethical statements and position papers on genome editing often refer to “the public” that should get involved, and a public discussion that should take place. It is not self-evident what this reference to the public means and why such a public engagement should take place. This chapter explores the concept of the public as discussed in key position papers on genome editing and puts it into relationship with the notion of the public in political theory. The fuzzy notion of the (...) public is presented in these statements on genome editing as a tool to solve problems and to allow for hitherto unheard points of view to be considered. It is sometimes understood as a general tool for reciprocal education and social self-determination. Other times still it is used in an instrumental way to gain public support and foster an environment friendly to research and innovation. There is disagreement about the aims, the reason, and the norms guiding public discussion and the possibility of a neutral form of communication. Last but not least awareness is required for the way the public debate is framed by the very use of “genome” and “editing” rather than other concepts. (shrink)

The opposition between community and society set out by Collingwood in hisNew Leviathan(1942) should be compared with the distinction betweenGemeinschaftandGesellschaftthat Tönnies had introduced in 1887. The debate on ideal types of social organizations apparently pertains to «pure sociology» and was continued by Durkheim and Weber. However, Collingwood's use of this distinction may be construed as an attack on the very idea of sociology in the name of the primacy of rational will.

The Victorian period in Britain was an “age of reform.” It is therefore not surprising that two of the era’s most eminent intellects described themselves as reformers. Both William Whewell and John Stuart Mill believed that by reforming philosophy—including the philosophy of science—they could effect social and political change. But their divergent visions of this societal transformation led to a sustained and spirited controversy that covered morality, politics, science, and economics. Situating their debate within the larger context of (...) Victorian society and its concerns, _Reforming Philosophy_ shows how two very different men captured the intellectual spirit of the day and engaged the attention of other scientists and philosophers, including the young Charles Darwin. Mill—philosopher, political economist, and Parliamentarian—remains a canonical author of Anglo-American philosophy, while Whewell—Anglican cleric, scientist, and educator—is now often overlooked, though in his day he was renowned as an authority on science. At the same time, a way must be found to develop an explanatory model that brings together the knowledge thus produced. The study of governance in the city is necessarily part of any research aimed at investigating empirically the processes regulating the social life. The key implication is to address its impact; a task made particularly complex (...) by the often difficult relationship between the implementation of governance and the interaction with a diversity of societal actors, for the ongoing dialectic between the formal and the informal in urban life. We often find that this dialectic produces ambiguity, unexpected results, gaps between planned objectives, and competition instead of cooperation among actors, pointing to the weakness of the rationalistic model of public action. Perhaps the most important lesson that we have learnt about government and governance is that the delusion that we feel when trying to understand urban policies results from our incapacity fully to grasp the complexity of human life. In the past years, there has been an intensive discussion on the topic of academic freedom in the university. More precisely, it has been criticized that the university is confronted with a growing intolerance and the request to limit free speech. This contribution takes a case at a German university as point of departure. It shows how the current discussions draw on central figures of the philosophy of Enlightenment. In the first part of the paper, the ideas of free speech (...) following Kant, Mill, and Popper are presented. The second part of the article shows how these positions can also lead to an inversion or instrumentalization of Enlightenment thought. This is illustrated using exemplary statements from the case presented in the beginning of the article. In the third part of the article, the concept of higher education or Bildung will be discussed in relation to academic freedom. The guiding principle is an openness toward a pluralistic discourse that is to be framed by societal analysis, civility, and critique. (shrink)

This article reviews the Dutch societal debate on euthanasia/assisted suicide in dementia cases, specifically Alzheimer's disease. It discusses the ethical and practical dilemmas created by euthanasia requests in advance directives and the related inconsistencies in the Dutch legal regulations regarding euthanasia/assisted suicide. After an initial focus on euthanasia in advanced dementia, the actual debate concentrates on making euthanasia/assisted suicide possible in the very early stages of dementia. A review of the few known cases of assisted suicide of (...) people with so-called early dementia raises the question why requests for euthanasia/assisted suicide from patients in the early stage of Alzheimer's disease are virtually non-existent. In response to this question two explanations are offered. It is concluded that, in addition to a moral discussion on the limits of anticipatory choices, there is an urgent need to develop research into the patient's perspective with regard to medical treatment and care-giving in dementia, including end-of-life care. The recent surge in land-based investments in the global South has been seen as both an opportunity for rural economic development and as a trend that poses significant social and environmental risks. This study sheds light on this debate through a look at the tobacco industry in Malawi. We employ a case study approach to investigate how rights, property, and authority associated with land and forest resources have shifted in the context of expanded investments in tobacco, and the stakes (...) for both local land users and citizens. Findings point to the need to broaden the metric of risks and trade-offs associated with large-scale land acquisitions, and to engage in a deeper reading of how these are borne out throughout history. Yet this debate overlooks the influence of the broader societal context on organizational behavior. In this article, we argue that misbehaviors of organizations (the ‘barrels’) and their members (the ‘apples’) cannot be addressed properly without a clear understanding of their broader context (the ‘larder’). Whereas previously, a strong societal framework dampened the practical application of the Homo economicus concept (business actors (...) as perfectly rational and egocentric utility‐maximizing agents without any moral concern), specialization, individualization and globalization led to a business world disembedded from broader societal norms. This emancipated business world promotes a literal interpretation of Homo economicus among business organizations and their members. Consequently, we argue that the first step toward ‘healthier’ apples and barrels is to sanitize the larder, that is, adapt the framework in which organizations and their members evolve. (shrink)

Circular economy thinking has become the subject of academic enquiry across several disciplines recently. Yet whilst its technical and business angles are more widely discussed, its philosophical underpinnings and socio-economic implications are insufficiently investigated. In this article, we aim to contribute to their understanding by uncovering the circular economy role in shaping a new vision, highlighting the social and economic dimensions of future imaginaries and the mechanisms that can enable them to bring about change in the social context. We believe (...) that defining the vision that the circular economy is contributing to shape is key to explain its conceptual framework and activities. Drawing on the concept of fictional expectations, we uncover one of the plausible social dimensions inherent to the circular economy thinking thereby opening up a new perspective on the current debate in the circular economy literature wherein authors, by contrast, are emphasising the lack of an explicit social dimension. Fictional expectations are introduced to refer to those imaginaries of the future that can catalyse social action in the present and counteract societal addictions, in which modern society seems to be trapped. We show how a circular economy inspired vision can be instrumental to the emergence of a fictional expectation that can provide therapies to the current societal addiction of wasteful production and consumption systems. This philosophical background allows us to provide, in conclusion, a new conceptualisation of the circular economy as a cognitive framework instrumental to the emergence of a future imaginary.
